>> from the area's local news station, you're watching the kron. 4 morning news at no. >> morning and thanks for waking up with us on a wet wednesday. i'm darya rain that we've been talking about. the >> wet conditions in the traffic slow because of check in with john morning. >> yeah, definitely a little bit lets you know, go out there this morning for the south bay, especially which had been seeing very consistent and at times heavy rainfall all morning. lot of us are taking a step back now. you look outside at the east bay just very cloudy at this moment, but no active rainfall in this spot right here. this is all part of this low pressure area that's centered off the coast of california. very easy to see that center

circulation. heaviest rainfall is definitely central coast today. big sur and on up into the santa cruz mountains, seeing some of that heaviest rain. we'll continue to see some pretty solid rain up in the santa cruz mountains through the course of the day. this area right around here. let's zoom in on the south bay for steven. the rainfall intensity has diminished. it's still raining for 85 101, to 80. working your way from the south bay and on up the peninsula. we'll continue to see showers for the spots likely over the next few hours. marin county has also been pretty wet. so watch your bridge crossings as well as your travel up and down the coast. temperatures are currently in the low to mid 50's a mild start to the morning, but a wet start. so just make sure you have the rain jackets with we'll continue to see a few showers into the afternoon, but we'll dry out into the evening after that. once we do dry out tonight, we'll stay dry for several days ahead of us. all of those details ahead, rain. all right, john, thank you for that. let's get a look at that. sloan. go commute 60 minute ride traveling into the city this morning. >> meteor lights are still on the slow you down 70 of bridge. still 30 minutes, a 80 to 101. richmond sandra fell

officer was chasing multiple suspects that police officer eventually loses control of his squad car hits a pole, hits a fire hydrant goes possibly airborne, sending thousands of gallons of water from the fire hydrant up in the air before he eventually lands into a ditch. the suspect's getaway. we understand that that police officer, despite how horrible it looks landing on the roof of the hayward police suv. that officer was taken to the hospital with minor injuries and should be okay. as far as the suspects. obviously they got away after a short pursuit of about a half mile or so. they don't know if this is an illegal marijuana operation. the suspected, which is why they are not to mention, obviou

continuing to look for the suspects. back to you. all right. thanks. well. all right. let's talk about our. >> election coverage for you here, tuesday was a pretty big election night. yeah. here are basically the big headlines coming out of super tuesday on this morning after the election. democratic congressman adam schiff and republican steve garvey are going to be facing off in the november election. now the top 2 finishers running for the u.s. senate seat in california yet former san jose mayor sam liccardo leading that race to replace retiring congresswoman anna eshoo and the only statewide proposition. that's probably one. it's a pretty

tight race with the yes votes leading by less than a half percentage point there. and then there's the battle for president president joe biden and former president donald trump. they easily won the california primary and nikki haley bows out. >> it's been my privilege to work with her when she was the head of the intelligence committee. and when i was working on the senate side when she was on the senate side is working on the house side. >> okay. very uncomfortable moment for adam schiff. pro-palestinian protestors interrupted his victory speech last after he advanced to the november election in a race to succeed. late senator dianne feinstein, schiff and republican steve garvey. as we said, are now going to face each other and the general election in november. >> so we are looking the 2 having to battle each other after they were able to beat

out representative katie porter and representative barbara capitol correspondent eytan wallace with that story. >> well, what these results you have to imagine republican steve garvey is one happy camper, but perhaps even happier democrat adam schiff. this is exactly what he wanted. here they are. garvey was pulling neck and neck with shift leading up to election day or vine. democratic congressmember katie porter had been pulling 3rd in this race and oakland democratic our summer. barbara lee have been pulling in 4th. all 4 of them addressed supporters on election night. >> it looks like we're going to the general 80's and gentlemen. if you had my back every step of the way. >> we feel good about where we are right now. say tonight's the first game of a doubleheader, the second game is going to be daunting. it will be almost like a super bowl of the next said our 4th quarter or 8 innings. but i think it should be exciting for all of i mean, it's actual competition. this has been quite a phenomenal, multi-racial, multi-generational,

progressive. >> movement that we have put together throughout. the state. and i just want to thank everyone. we know that tonight. we will come up short. >> let me also say this. opponents through everything every trick. millions of dollars. every trick in the playbook to knock us off our feet. but i'm still standing in the high heels. >> obviously not the result. katie porter and hoped for. but this is shift one of things to go. he spent millions of dollars on advertisements, touting garbage, conservative views, trying to bring him into the spotlight in hopes of facing garvey in the runoff. that's garvey in the runoff. that's because in californi registered democrats outnumber registered republicans by about 2 to one. that's why adam schiff is confident he can beat garvey in the november general election. but garvey says he will put up a fight reporting in sacramento. i'm a tom wallace. now back to you.

>> and san francisco voters have passed proposition that measure revamps police policies that could make it easier to fight crime in the city michael thomas has been covering effects of that live at san francisco city hall with the first time in the morning. no umbrella, by the morning, my michael. >> yeah, good morning, everyone. seems to have cleared out least for this portion of the morning. but when it comes to proposition, essentially, it is going to add a little bit more leeway for police to essentially do more work and get more resources to cover crime and drug use in the city. take a look up on your screen. these are somr of the results from last night. you can voters voting yes, at least by 60% passing proposition which will widen the scope of san francisco police being able to chase suspects by car fire to his passing. the police commission imposed a 10 year-old policy that would only allow officers to chase criminals if they felt that the suspect had committed a violent felony or the person was a threat to public safety.

now, however, with the change, officers can chase criminals by car, if the person has committed or is likely to commit a felony or violent misdemeanor. this widens the window when it comes to chasing criminals for robbing are breaking into retail stores which has been an issue in the city. it also authorizes police to use more drones and stop public surveillance cameras with the latest technology without further approval. lastly, it would allow police departments to hold community meetings before police commissions are able to make major changes to the department's policies. up on your screen is a statement from mayor london breed. she was grateful and excited at the passing of this proposition saying that it will essentially allow us to build on the progress we're delivering on public safety in san francisco by supporting the work of our police officers expanding our use of technology and getting officers out from behind their desks and onto the streets. we will continue in our mission to make san francisco a safer city back at her life. but it comes to the details of how they plan to utilize these

resources are what changes may come. we're still waiting for those answers. we will keep you updated as we get them. that is the very latest here in san francisco. i'm michael thomas. i will send it back to you live in the studio. thanks a lot, michael. >> all right. 72 voters also passed politician and that requires those who receives a public assistance benefits to participate in treatment for drug dependency. san francisco mayor london breed released a statement saying this is an important new tool to get people into treatment and to create more accountability around city programs. initiative is part of a breeze plan offer support to those with substance use disorder, also holding them accountable when they refuse help. the measure passed with 63% of the vote. >> with gratitude for the outpouring of support we've received from all across our great country. but the time has now come to suspend my campaign. >> and that's republican nikki haley as she spoke this morning saying that she was

out the republican presidential nomination. as we said, it is now in the hands of donald trump. haley made the big announcement within the last couple of hours because the former president, donald trump. >> i had huge victories last night winning california during her announcement she did endorse trump. trump is now the only major candidate left running for the republican nomination. so it appears we're in for a trump biden rematch. >> 9.11 now and we're still looking at showers outside is continued shower. activity of them are in the peninsula as well as parts of the south bay. but generally getting a little calmer now. i'm

>> 9.13, is the time and we're looking at the weather. john is tracking the storm. yeah, he's been tracking it in. john. always gets ready and prepared drive into work. john is very yeah. it probably take you a couple minutes longer get where you're going. even though san jose you're getting about the first peek of sunshine i've seen for you all morning. the roads are instantly dry. it's still wet out there. so give yourself plenty extra time. low pressure to the south, spinning off the central coast right now and really resulting in the heaviest of rainfall potential from the santa cruz mountains down towards san luis obispo. we're still looking at some lingering showers here in the bay. let's zoom in on a couple of spots that are actively raining. that includes from san up highway 1, 0, 1, 2, 80 towards san mateo rainfall. intensity is definitely down, though. some light showers in the spots. still some heavier rainfall right around allen near falls in point reyes,

national seashore. we are seeing some heavy pockets as well on the western slopes of mount tam up in marin county, low pressure area continues to make its way further and further south. and in the process of this, we will start to see activity diminishing as the day goes by. but we still have some things to watch that on that for us. by the time we reach early afternoon, still some showers in the santa cruz mountains late afternoon. and i'm fully anticipating at least one or 2 pop-up thunderstorms for inland areas, especially out towards the delta. so watch that. once the sun goes down and we breach evening hours, we are consistently dry and it starts multiple days of dry weather ahead of us thursday and friday, looking particularly nice rainfall for the rest of the day today. most of us have already seen that majority of our rainfall. so your totals are looking pretty modest from this point forward. the sierra, this is not a big snowmaker. it's really a coastal system. that means no snowfall out of this one. at least no significant snow. and our latest snowpack totals looking great. we don't need any more snowfall right now.

we already saw the feet of it this past weekend and were over 100% of average for most of the sierra this point. as for the the bay area, daytime highs expect some low 60's for most areas. definitely a mild one. we are going to be seeing some shower potential through the afternoon, though. so if you are getting outside for more than just a few minutes, make sure you're ready with that rain jacket in hand don't want to be caught off guard with today's heavy rainfall. oakland down to castro valley at 63 north bay. temperatures also hanging out in those no 60's. a look ahead shows tomorrow similar to today. friday. it's going to be our warmest day of the forecast with thursday and friday, bringing ample sunshine and important to know dry skies saturday and sunday model runs in particular showing drying trend of weather for the weekend. this is good for getting back out there. better chances of rainfall returning towards monday evening, right. all right, john, thank you get your here. 15 minute ride traveling into the city this morning on the bay bridge. >> mateo bridge just short of

that said, you know, i've done some of alternative, not k they just really salty at this point in time and their pound or 2 pounds more than ground beef. so it hasn't turned to be on. but i certainly get people younger than me going for the not hot dogs, great marketing and with jeff spaces behind it. know, i don't eat red meat. and so i've sampled all the not whatever i mean, not that brand foot i like beyond. that's my. that's my i i make a mean beyond burger. okay. let's talk. i love this because we're going to get into the finances of like credit scores. i know you're talking about credit scores. >> also about debt. and we're talking about prenups, which i think all come together because as you said, cut current dating. >> should involve like i'll show you mine. if you show me yours kind of. >> being open about your portfolio. so to speak. >> well, let's start with the average credit score. it's

okay. 70 7.17, the average utilization is gone from 33% of your limit to 35%. so this transit negative. we haven't seen those trace recently until just recently. so it's now starting hit post pandemic for the first time as far as to how so that it's about 12%. 1.2% increase to try 212 billion dollars to 17.5 trillion. so we're slowly adding more debt, which again, it's kind of that from water thing that i worry about is that americans are realizing how we're slowly getting more debt to leave. but he's a creeping up. they're below pre-pandemic levels. the millennials are the worse off because they have the student loan debt said that tiktok lifestyle image that they have to appeal to. they're spending a little bit more on credit cards to live a good life now later. so those are the trends there. and you bottom run a prenup i love you. last week here in alaska, the serious called opening up dot com.

earlier. you tried back out temporarily now your east bay hills view been showing this one a lot. we've evolved from having showers earlier on to now. just a lot of that low grade that were mentioning currently on radar. it's pretty easy to see the center of the storm system right here, spinning off shore of the central coast center circulation right there. showers stretching from la now all the way up the coastline through big sur on up into the bay and even north from here. our heaviest of rainfall here locally today is definitely up in the santa cruz mountains. and that's where we've already seen it pretty heavy so far. san jose, a little pocket of heavy rainfall, mostly north of the city itself, right along to 30's. 8 right there. as you're making your way between milpitas on over towards sonny bill. i'm going to move us up the peninsula. 101 is still wet all the way up. the drive to ad is pretty wet as well. san francisco is dried out just a little bit at this time. catching a break there. but as you head further north on 1, up into the north bay, we've had some heavier showers around. sandra fell earlier. so watch for some wet spots in these areas. zooming

senate primary and former san jose mayor sam liccardo is in the lead to replace retiring congresswoman anna eshoo. as for propositions, the only statewide proposition prop one. and that's in a tight race now with the yes votes beating the no votes by just less than half a percentage point, ok, let's talk president joe biden, former president donald trump easily win the california primary. what does this mean? we've got the latest on that in a few minutes. or does it mean developed live on our air this morning? but there's another big seat that's up for grabs in california. silicon valley congressman. and actually, let's go back to that seat because she is retiring. and as we said, former san jose mayor sam liccardo is in the lead in this race. you can see that he's got 22% of the vote with a 52% of the precincts reporting so far we have kron four's sara stinson with that breakdown. >> ballots are still being rounted yet. dozens and dozens

of supporters of former san jose mayor sam liccardo came out to this cantina in campbell to congratulate him saying the numbers look good so far. look saying he's staying cautiously optimistic. >> that the matter will be in and i will be working very hard between now and i said not on $2500 in this short i got a lot more goes not from san jose city hall to washington, >> supporters of sam liccardo cheered him on as eleetion results started to come in showing him as the front runner for the 16th congressional seat. many saying they feel confident in the former san jose mayor being on the november ballot and eventually becoming their next congressman. i'm quite confident he's a pretty much ahead in the polls, i think is going hear the right bring us bring on november. i know him because he's the guy you can call on the phone and say. >> i've got a problem. i've

got an issue. what can you do for and he knows what he can do for you. 11 candidates are vying for the seat that was held by congresswoman anna eshoo for more than 3 decades representing silicon valley and san mateo county. this is a full circle moment to look as he has previously worked shoot. i was an her very first campaign in 1992. la says if elected to congress, he would fight for reproductive rights and gun violence as well as homelessness. what i keep hearing from residents of door on the phone they want to federal government take action on homelessness. it's not just a crisis year. it's a crisis 44 cities in this country where we have more than 1000 unhoused residents look vows to work with republicans on the other side of the aisle. his agenda resonating with young voters like to what you can as a member of hopefully a democratic majority in congress. the cargo says he only had 13 weeks to gather

represented 14 of the 15 cities and towns in this district and he feels that gives him an advantage over his opponent. i'm really looking forward to chance to have more of a person to person campaign, whether that's going door to door, whether it's in small group conversations in somebody's living this 3 months, great. we've all just been through and we all have the same calendar. really did not lend itself to that. so a lot of emphasis expensive communication, tv media, a direct you know, all that has its place, but nothing takes the place of really being in touch with the folks that you aspire represent city and he's running to fill the silicon valley seat that's been held by representative anna eshoo for more than 3 decades. >> this election will go to a runoff between the top 2 candidates. right now it looks like he'll be facing former san jose mayor sam liccardo. >> we likely won't have all the results for a few days, but some indian says he feels confident that things are going to go his way in palo alto. amanda hari kron, 4 news.

>> well, california voters have the opportunity to vote on the behavioral health services program. baa measure also known as prop one. if passed, the measure would partially reform how the government, frans, mental health services in the state. opponents of the measure say that bill will be too large. it's going to cost taxpayers too little results and it reduces oversights to funds. carly 49% of the vote is in. currently split. fifty-fifty. whether or not it's going to pass. we spoke with yvette martinez. she is the executive director, the california democratic party that firmly endorse that proposition. >> we're all in for prop one. >> it's the right thing to do to get people off the streets to get them the treatment and the mouth mental health support. they need to live their lives with dignity so yes, on prop one we've endorsed it. we're excited about it. and we looked we need to see some change. >> if approved a 6.0. 38 billion dollar bond fund more

>> kaiser permanente is going to be cutting jobs because they want to cut costs are going to be slashing dozens of jobs in the east bay. the layoffs affecting 50 information technology positions, all of them except one of those positions is in oakland or sir, is in pleasanton. there's just one layoff happening in that position in oakland. no union represented employees are going to be impacted by this move. and in a statement kron 4 kaiser says, quote, it's important to note that none of these changes will affect the quality of kaiser permanente's patient care and service, which is always our primary focus. the alameda police department has recovered about $75,000 worth of stolen property after an investigation into retail theft in an operation that was going on. so there was a grand theft was first reported at old navy in alameda, south shore shopping center that led to an arrest and the discovery of a significant amount of stolen my merchandise. in the

out. we have some light showers stretching from the south bay really up the peninsula. you are seeing a few more showers on to 37 west of milpitas as well as around palo alto, san mateo up into marin county. it's been consistent around stinson beach mount tam spots like that. that low pressure area scooted just off shore yesterday are right up and down the coastline. and that's why we don't have a huge issue with snow in the sierra from this one, but certainly unsettled here along the coastline. we saw our heaviest of rainfall already this morning down in the santa cruz mountains and in the south bay. we'll continue to see a few more showers in these places. areas that have been dry. the inland east bay delta, north bay. we'll have our best chance of a pop-up thunderstorm later on today. very briefly evening hours tonight, we dry things out and we stay dry for several days after that rainfall totals from here forward, not a lot of additional rainfall. most of it we've already seen. i mentioned the sierra nevada not getting a lot of snow from this one and that's fine. we've already stacked up as much snow as we need.
