there right near san jose state university with the details will. >> it looks like it's starting to wind down just a little bit as they are finally allowing traffic to go through this location. this is that 4th in san carlos, they have removed the crime scene tape. and as you can see, people are now walking through this area, although there are police officers still on the scene, this actually started at 4.20 in the morning. we are learning that this this does not involve a san jose state uhiversity student. and i want to mention that because it doesn't appear that this involves the university, but look at how close it is. daria right next to it. that's the campus. you can see one student there. many other students walking around campus and that was the concern that that this involves students and the answer from the police department. no, we did learn also that one person was arrested. unfortunately, one person died from the stabbing.

not exactly sure the motive behind this, whether or not knew each other. let me show you video. this actually spans 2 city blocks. i'm at right next to the school. one block away from my location. that is 3rd in san carlos and police officers. they are still there at this time. still focusing on a parking garage and also a building right next to a directly across the street. it appears like a condominium complex. so lots going on. police officers still here. not exactly sure when they will completely leave at this point. the victim's name not be released to the public. and case you're wondering whether or not they had safeguards that kicked in as far as text alerts or emails to the school. students? the answer is yes. stu did show me. she got email alert from the university is 6 o'clock saying that there was police activity right near the campus of bill, not on campus. carry

definitely see where the sun shines out, though, vacaville at 71 like brett would. and kelsey bill at 74 degrees currently later today. we're still going to be rather hot inland, some upper 80's. so not a huge change from yesterday, but we are starting to see temperatures slipping and are really going to see him sliding into the weekend. i'll get to that. your full forecast. daria. >> thanks a lot, john. 10. 0, 2, to 2. and back to the news in the big story. a handful of bay area cities are getting money to fight organized retail crime one big city is left out and they've got a big problem. that is oakland covers. michael thomas is live in palo alto with more on who's getting the money and what they're going to do with it. michael. >> yeah, good morning, everyone. well, palo alto is getting more than 5 million dollars of this grant money to help out with that retail crime in oakland. like you said, they're not getting that money in the city tells me it's because one of their departments actually failed to meet the deadline for the application earlier this summer. take a look at some of this video of the crime that we've seen throughout the state over the last few months. governor gavin newsom

awarded a total of 267 million dollars of new state grant money to help out with retail and property crime and things like vehicle in cadillac converter theft, but a dozen bay area cities are set to get some of this money. and like we mentioned earlier here in palo alto, they plan to use that more than 5 million dollars. >> to help out with more staff along with patrolling in adding electronics to some of their vehicles to help out with criminal locations when they flee the scene, application was due earlier this summer when it comes to oakland, i spoke to them take a look. this is a quote from them. they told me, unfortunately, the city's economic and workforce development department did not timely complete the submission. obviously, this outcome is unacceptable. the city and department are reviewing everything that happened to ensure it does not happen again and we'll take appropriate action awd. leadership is already implementing internal protocol changes to prevent future issues like this one and quote. the naacp also did comment on this. take a look.

this is a comment from them saying in part, this is a devastating blow to citizens and small businesses who been clamoring tampering for crime prevention measures which could have been funded by the millions of dollars in grants offered by the state. this money could have been used for extra police patrols squad cars and automated license plate readers to track down criminals. now the city of oakland goes on to tell me that opd along with some of the community people that they work with did in fact, have all of their paperwork on time and ready. it's just that one department that was not ready when it comes to the people who did meet that deadline and want to get that money were approved for it. we'll start getting funds on october 1st and that will be dispersed for the next 3 years at the very latest here in palo alto. and michael thomas. i was in the back to you darya. all right. thanks a lot, michael. and while they're wondering why they didn't get the money in oakland, oakland still doesn't have a police chief. and there's a lot of finger-pointing when it comes to why that hasn't happened. >> the ongoing fight between mayor sheng thao who is now

threatening to declare a state of emergency. if the police commission doesn't give her the names and they have a new chief by the end of the year dan thorn has the latest. >> oakland's mayor sheng thao and the city's police commission continue to trade barbs over the search for a police chief. no-good cheating. this nation is a kind of want to come and work in partnership police commission that cannot get their act together. mayor thao says she wants 3 finalists presented to her by the commission by the end of this year or she will declare a state of emergency for earlier this week, the commission blasted the mayor for firing former chief leronne armstrong without a plan and for using the commission as a scapegoat for rising concerns about public safety. this has been an ongoing issue even prior to me coming in. you know, the infighting within the police commission and the hostility amongst it's it's no secret anybody. the back and forth between the mayor and the commission is happening as police data shows crime is up.

28% overall this year compared to the same period last year and violent crime is up 17% kron. 4 legal expert michael cardoza says the mayor needs to get better and working with the police commission that i would imagine by the end of the year, we will have a new chief. >> but the question is who's going to pick the new chief and what well, the commission have and what import? well, the mayor have and will they agree reporting in oakland, dan thorn kron, 4 10. 0, 6, and we have breaking news or 5 from overnight. a man is now in custody after the disappearance of a woman in fairfield. >> converse, tiffany justice has more on what ended up happening there. tiffany, right, the person of interest police named mark randall was taken into custody overnight in the sacramento area arrested for the disappearance and homicide america, brown and his girlfriend. now this is 49 year-old mark randall. the man police have been looking for since august 25th when 36 year-old erika brown was first reported missing.

police classify the disappearance as suspicious in nature. quickly naming her boyfriend, a person of interest. police say has strong ties of lee and fairfield area. now brown was last seen at her home in fairfield on august. 20th later, police received information gathered by detectives leading them to believe brown may not be alive anymore. fairfield police confirming that after hours of working around the clock, they were able to locate the body. there could brown police are not releasing much information at this time. no further information on the manner of death or motive. reporting reporting lived. just suspect. all right. thanks for those details. tiffany. we've also got more on the oakland police who are investigating an attempted homicide. this after they found a person on fire yesterday morning in the area of 35th and international boulevard. >> there was a vehicle fully engulfed in flames and a person was inside the victim is currently in critical condition. in the south bay. a man accused of making bomb threats to local schools is

now behind bars. police say from laredo called in bomb threats at your bill when a high school and to the san jose unified school district earlier this month. and the police say the raid also swatted his ex-girlfriend's house. swatting is when somebody calls in a false report that you need to get the swat somewhere for situation. but that's it's false. officers say laredo has a history of threatening his ex-girlfriend and her current husband and head active felony warrant out for his arrest. >> we don't our clocks anymore. why bother? it's power's going to go happening now. much. wow. you can imagine the frustration in crockett over ongoing power outages. >> residents and business owners, they've been losing power since saturday. so almost a week now, some businesses had to close yesterday because of yet another outage. the owner of a pet supply store says that the outage started at noon for them and it lasted about 3 hours and she kept her

business open. but she had to turn away a lot of customers, of course, because these days, all credit cards that you could take those, she says the ongoing outage problems are creating a sense of panic in the community. trying to keep our doors open. >> but if you can't have your power and if i can process credit cards. i know, but it's coming down. plus, everybody's worried about their house is worried about the food. they haven't houses. i know people who, you know, one of my friends, her is a ventilator. you know, she panicked. she was in, you know, she was out of town when she got the alert. the power's out. she had to rush home last night. there were people in a senior citizen home stuck in the elevator. so they had to be rescued. so, you know, she brings all kinds of that is safety. >> and health concerns and pg and what they say about this is they think these outages are linked to and that is designed to go off to prevent wildfires and they say pg e says about 1900 customers in the past 5 days have been

ervin. humans remains from the seabed off the coast of malta. newman served in world war 2 and was participating in a bombing mission when his plane went down of the 10 crew members on board. he was the only one who died. his remains were identified in june using dna. and just this week, the u.s. announcing remains recovered in march, belong to u.s.. army lieutenant albert stall of buffalo, new york. he was just 22 when he was killed during world war 2 and a proclamation signed by the president and says in part on this day, may we recommit to our search efforts for all those missing and unaccounted for as well as our support for their families. may we honor the remarkable bravery, sacrifice and commitment to service of former prisoners of war. >> it is 10 16 right now and we want to take a peek at the weather. we've finally made it to the the weather is kind of getting a little levy actually, and we have one more week summer i would like that.

really after today. i'm looking ahead to the end of next week, though, cause we've got something interesting happening with a deep dive of a low pressure system from up north that could result in some showers. if it does make its dip a little bit further westward right here in the bay area com next friday and saturday. this would be our first rainfall from a northerly system. the season and a little bit of high elevation mountain snowfall. also from friday into saturday, up in the sierra nevada. so that's your final days of summer and the start of fall right there and could already be getting a little taste of hopefully more rain and snowfall to come later on this year. 60's and 70's for your highs in sf today, 60's at the coastline. well, looking at a lot of 70's along the bayshore mixed with a few low 80's. you're looking at this map and there's not a lot of changes from yesterday were only one to 3 degrees cooler. it is a sign of things getting cooler ahead of us. but not a huge change just yet livermore. you're still 87 today. oakland at 73 degrees. play hone. i-75 while some

now and we're all talking about the weekend kind of excited regardless of the weather. but it's not like it's going to be a rain out. >> it's just going to be not quite, you know, us toasty and warm and sunny, maybe as we've become accustomed to. i know you're a big changes, daria, and you're absolutely right. not as sunny and toasty as we have been seeing because this week has been overall a bit of a warmer week. we've seen some 90's inland, which is definitely on the warm side. >> those are pretty much done at this point forward in especially after today we're going to be settling into the upper 70's for a lot of spots that have been in the 90's. so some big changes mount tam view from there, you can still see some of that stratus hanging out below. that's that low gray that we've been sitting in for a lot of us

still. you can see it up and down the coastline in parts of the north bay definitely hanging out over the bay shore. here's the good news is all this is lifting in starting to burn off so less visibility issues that we have this morning and less of those misty spots that we also saw earlier today, 60's 70's for current temperatures, our hotter inland spots that are already under the sunshine like brent would vacaville and kelsey ville, you can see those 70's in these spots. all those 60's hanging out closer to the fog and the low gray temperatures later today will still be hot inland. some upper 80's fill up the heat saver today because after today, those upper 80's going away talking about it in your forecast, daria. >> thanks a lot. john is 10, 30 in developing news. tens of thousands of kaiser workers have authorized a strike to start at the end of this month if they can't come up with a contract with the hospital chain and this could be the biggest health care strike in the country if it happens. kron four's. tiffany justice is live in the newsroom with more. tiffany, right? so the

workers have set a deadline to reach an agreement by the end of this month. this has the potential to be a very big strike with 58,000 kaiser workers here in california. >> and 19,000 of them in the bay area low know if no agreement is reached if a strike is carry through union leaders say it could be considered the biggest strike by health care workers in u.s. history. unions in 4 states have authorized a strike, including california. 3 more states. washington, colorado, oregon could be joining them soon. and that will bring in around 15,000 more workers. a union says no strike will happen before october until the contracts of more than 85,000 workers have expired. kaiser permanente. workers are talking about a possible strike because the 2 parties have not been able to come together to an agreement over wages, staffing issues and how the negotiations have been going so far saying the problem they're dealing with is that kaiser's not willing to listen to their concerns now in a statement from kaiser permanente just sent to kron 4 this morning. they say, quote,

we're confident will reach an agreement before the national agreement expires on september. 30th that strengthens our position as a best place to work and it sure is a high quality care our members expect from us remains affordable and easy to access. the workers are asking for 7% wage increase for the first 2 years. in a 6.0, 2, 5%, increase the following 2 years after that, the 2 sides will meet again next week. 2 times reporting live to justice. back to you. all right. thanks a lot. tiffany is 10, 32 and a student freedom high school in oakley could face felony charges for punching the principal multiple times in an altercation that happened this week. it was a with the principal was going to break up a fight when this happened. kron four's philippe djegal lays it all out. >> freedom high school is working through what principal doctor steven morris says was a low moment for the campus in oakley tuesday. but he says all of the good things happening at the school. we'll eventually outweigh the bad. i love it here. i i love my job.

they that there's not a job that's more fun than than working with kids every day because they are going to change the future. and i truly believe that before classes started tuesday morning tomorrow says the teacher flagged him down in the quad, letting him know 2 students were involved in a verbal altercation nearby. >> when tomorrow tried to de-escalate the situation by pulling one student away from the other. he and the student fell and the other student punched him 4 times. once i got up after the incident, my ty st concern was the sa of the students to make sure they were in buildings and then i did a self-assessment. i knew i was injured. but i had made a self-assessment. it was more important to me to go be with students rather than t% to go ahead and worry about my own injuries. >> broken both students involved have been suspended. the school resource officers showed up toward the end of the incident. the oakley police department says sorrows report on the assault is being forwarded to the contra costa county district attorney's office with a recommendation to file felony charges against the student who threw the

they say that if somebody is dressed like a police officer goes your home and you're not sure of the really cop call 9-1-1, dispatches a bill to confirm right away if an officer has been center location. in the north bay, us on teenager is in custody, charged with shooting at a car full of people. this happened around 10 o'clock wednesday night. there was one car that fired shots into another car, but nobody was hurt and officers were able to track down that car. they ended up arresting a 17 year-old at their home and now they're booked into juvenile hall. it's 10. 35 look at this. 23 pounds of meth found during a traffic stop in sonoma county wednesday morning. the county sheriff's deputy and there you can see the canine helped too, because he didn't exterior sniff of the vehicle for narcotics. and that is what they found drugs in the car. and then they interviewed the suspect who is named as enrique sanchez. arias. they got a search warrant for his home in vacaville and found even more meth. also, 1500

fentanyl-laced pills. 3 loaded firearms and sanchez has been booked into sonoma county jail. a bill that aims to prevent fentanyl overdoses among youth in california has passed is called melanie's law and it would mandate that every public school in the state provide opioid prevention training to staff and also education to students and adults about the dangers of fentanyl and how to prevent and respond to an overdose. that law is named after a southern california teenager. she overdosed in the bathroom at her high school in santa clara county. fentanyl deaths have gone up by 863% over the recent years. and this bill does have no opposition. so it seems to be on the governor's desk, probably be sign the issue of age and term limits for elected officials in washington is coming into question. representative nancy pelosi has announced that she is going to run for reelection at 83 years old. but 76

today. you're going to struggle to find sunshine at the coast while the rest of us are going to get a good dose of it. high pressure ridge on the out in a stream of low pressure areas about to be marching across the bay. the first one cools us down this weekend, but i'm really looking at next week. we've got a very strong low pressure area that's going to dive in from the north. this one could result in some of our first snowfall at the crest of the sierra come next friday and saturday. maybe a few sprinkles for the base will be keeping our eyes peeled for that. as for today, we're looking at daytime highs in the 60's and 70's for san francisco. some 60's at the coastline. while some 70's to 80's elsewhere. we're not going the atr the 90's upper 80's at the warmest. so it's not a huge change from yesterday, but we are beginning our cool down around one to 3 degrees cooler. so if you like the heat head inland and you still got another day where temperatures will be warm and you've got that plenty of sunshine. where is closer to the coast? you can find the place to keep the jacket on hand kind of like sunset district. tomorrow's
