for kron. 4 news tonight at 8. i'm pam moore. i'm ken wayne. we're following a developing situation out of the east bay where officials say they found about one to one and a half pounds of mercury at the martinez amtrak station. and in just the last hour, we're learning that mercury is now being detected in a parking lot outside the station contra costa county health officials say a hazmat team is on the scene in the train station is closed. officials say passengers will board and disembark at ferry street county health officials say they're monitoring the situation and we'll be following this story and we'll have updates as soon as we get it. more information. pressure is increasing on san francisco's district attorney brooke jenkins over her handling of the deadly shooting, a brown. >> the majority of the board of supervisors wants her to release the surveillance video of the shooting that happened outside a walgreens jenkins announced last week she was not going to file charges against a security guard who fired the gun saying the evidence in the case, including the video show that

the guard was acting in self defense force theresa has more. >> legislature and representing san francisco we want to make sure that criminal justice's carryout supervisor connie chan on why she and other colleagues on the board are proposing a resolution pushing for san francisco district attorney brooke jenkins to release police reports. witness accounts and video linked to the deadly shooting of 24 year-old brown. brown was fatally shot by a security guard outside a walgreens on april 27th. the guard told police that he shot brown in self-defense after catching brown shoplifting from the store. we don't want to about what should be what charges should be filed initially chances that the board wanted a resolution asking the da to reconsider charges. however, she says the board does not have the legal authority to do we are not law enforcement

know so this is a moment. >> just asking for and that all deserve to know that should. >> supervisor joel engardio sent kron 4 news is quote, this is an extraordinary case and i believe it is in the public interest for supervisors to call for the release of the video and evidence unquote. although the da had said that she was not pressing charges against the guard identified as michael earl-wayne anthony on monday, she sent out this statement, quote, the investigation into the killing of ankle brown is ongoing. i hear and understand the concerns from people calling for transparency but releasing any evidence before the investigation is complete, could compromise the investigation and is an ethical. she continues saying if a final decision to charge the suspect is made, this case will be prosecuted in the

courtroom, not in the press or on social media. all evidence will be presented in the courts. the resolution is scheduled to be before the board on tuesday's meeting. theresa kron. 4 news. another store is permanently closing its doors near san francisco's union square. t-mobile is ending. service is at its flagship store on stockton street. >> this appears to be the latest in an ongoing exodus of retail businesses from the downtown in union square neighborhoods in recent months, north some wrecks saks off 5th avenue and anthropology have closed or announced plans to close locations near union square. a spokesperson from t-mobile tells us that shutting down its san francisco signature store as part of a reshaped nationwide retail strategy to, quote, better take care of customers and vote. >> kron 4 is your local election headquarters and san francisco district. 11 supervisor ahsha is running for san francisco. mayor. we'll be running against mayor

london breed. the election isn't for 18 more months at give sofi plenty of time to get his message out to voters. he told the san francisco chronicle, quote, people are very dissatisfied with the current mayor dissatisfied with the conditions of the city and they're looking for change. coming up on kron, 4 news at 8.30. we're going to talk live with the fy about his run for mayor. in the east bay. it is day 3 of the oakland teachers strike and it doesn't look like the district and the teachers union are close to a the 2 sides are still negotiating on what's being called the common good goals that includes mental health services support for historically black schools and resources for on house assumes the district has offered to give salary raises of up to 22% for the teachers but says most of the common good gold are off the table. >> items that are outside of the scope of the contract, which are basically compensation and work conditions are not going to be negotiated. that's been our standing authorization since

last fall. >> according to school board, president mike hutchinson state superintendent tony thurmond was supportive of contract negotiations throughout the weekend. the school board president says oakland schools already have policies regarding many of the common good requests. the roman catholic diocese of oakland is filing for bankruptcy face with more than 330 lawsuits alleging child abuse. the oakland diocese is filing for chapter 11 protection saying that it does not have the financial resources to shoulder the burden of litigating that many cases. in a statement, the diocese says, quote, after careful consideration of the various alternatives for providing just compensation to innocent people who were harmed, we believe this process is the best way to ensure a fair and equitable outcome for survivors filing for chapter 11 bankruptcy automatically freezes all lawsuits so they can be settled through federal

bankruptcy court. the survivors network of those abused by priests also called snap is not happy with this filing kron four's dan kerman talk to the group today about what they would like to see happen with this case. he will have their answer coming up tonight on kron. 4 news at 9. >> a law enforcement responding to several sideshows over the weekend. this was the scene friday night or at least 250 vehicles took part in the sideshow. nearly 80 of them were seized and told that's according to police. some cars, as you can see, ended up in flames. all of this coming just 3 days after a man was beaten at a sideshow in oakland, opd facebook, a page announced that there would be additional resources on the streets for illegal sideshow activity over the weekend. those additional resources did not include deputies from the alameda county sheriff's department. well, we did not respond.

>> to the city of oakland sideshow activity. we did have some activity in the unincorporated areas. oakland has been synonymous was 5 shows for years and years. we're now seeing site shows coming to the unincorporated areas and, you know, into the suburbs. >> officials at the sheriff's department say so far this year, they have not received calls from oakland for sideshow. support in response to the man being severely beaten during a recent sideshow. in oakland, mayor sheng tao statement reads in part, my office is currently working with the alameda county sheriff's office and a robust and comprehensive plan to implement sting operations so we can crack down on illegal sideshows that continue to put our residents in harm's way. some people in the south bay, another news are accusing caltrans and sounds a police department of racial profiling following the decision to shut down several highway off-ramps and roads leading to the city's downtown area. this past cinco de mayo weekend. authorities say the

road closures were necessary in order to ensure public safety as there have been several cinco de mayo celebrations in the past have led to various crimes, including vandalism and sideshows. but some residents and some local leaders are saying the road closures and increased police presence are an example of cultural and racial bias in a joint statement. state senator david cortes in assembly member ash, colorado wrote normal traffic controls are one thing, but shutting down major highway access on the pretense of fear of multi cultural celebrations of cinco de mayo is racist targeting and blatantly unconstitutional as it violates first amendment rights to freedom of assembly. >> find full or is putting the focus on fentanyl today. 3 made to increase penalties for fentanyl dealers failed in the state assembly. those bills propose would have enhanced sentencing for dealers who sell to someone who died or was injured by taking the drugs. they increased

penalties for using social media to sell fentanyl and provided a stricter penalty for possessing more than an ounce of the drug. a new federal grant will explore whether overdoses can be prevented by so-called safe injection sites. the size allow people to use heroin and other illegal drugs and they can be revived if they take too much. the grant provides more than 5 million dollars over 4 years to new york university and brown university to study 2 sites in new york city and one opening next year in providence, rhode island. opponents worry that those sites would encourage drug use and that they will lead to the deterioration of the surrounding neighborhoods. san francisco is working toward allowing some safe injection locations in the city last year. you might remember a statewide pilot program would have brought those sites to san francisco to oakland and los angeles. but governor newsom ultimately vetoed that effort. we are

tracking the fentanyl crisis across the nation and here in the bay area on kron 4 dot com. you can scan the qr code on your screen to visit our focus on fentanyl page. california's reparations task force voting saturday to approve recommendations for black residents who qualify. >> after more than a dozen hearings over the last 2 years, reparations task force voted in favor of a program that would send billions of dollars to people. however, the task force want to make it clear these aren't bron recommendations for black residents. it's specifically for descendants of black american slaves and those in the black community who've experienced racism. >> definitely about a 40 year will visit. that based report. and we want to make sure we had evidence-based recommendations. >> the task force identified 5 key categories, it says can constitute ongoing harm to african-americans. those include health, mass incarceration and

>> people in the community of davis, her gathering at saint martin's church tonight to honor those who were killed in the recent series of stabbings in davis, david bro and karim of brunei's were each murdered within days of one another late last month, an interfaith service in memory of both victims is currently underway there. suspected killer was arrested late last week. police say that suspect carlos is originally from oakland. he is facing 2 counts of murder and one count of attempted murder. >> police in redwood city are investigating a shooting that left 5 people injured, including a 16 year-old boy. happened early sunday morning

on redwood avenue near hawes park. police say 4 men and a teenager were standing outside when a man walked up to the group and began shooting at them all 5 of the victim suffered gunshot wounds. they were taken to the hospital for serious, but non-life-threatening injuries. no arrests have been made. >> a major move made in antioch to address mental health. there's now a mobile mental health crisis response team there. they will take over calls. it would have been handled by police in the past kron four's justine waltman live for us in our newsroom. and she has the details just >> ken and pam, this team will not respond to nonviolent non life-threatening 9-1-1. calls and it's named after angelo keen to do the antioch man who died after being restrained by antioch police in december of 2020. he's very emotional family at the ribbon cutting today. quinta was suffering from a mental health crisis and having a dispute with his mother when police arrived at the family's home, officers

restrained him kneeled on his shoulder, secured his legs and handcuffed him before calling for an ambulance. he died at the hospital a few days later. keep those sister talked about the value that this new program has and how she wished it had been there when she called 9-1-1, trying to get her brother help. >> if i had known. i don't know, maybe. maybe they would have been a different outcome. but i so i hope the people don't have to keep. coming up to places like and regretting what they didn't know. >> because this is this is so i'm really grateful for it. >> the city will track calls and connect those needing the crisis team to local services that can help them the cost of this response team is around 2 million dollars a year. the city has organized this program with the bay area, social services provider, the

felton institute and there was a city council member whose at this ribbon cutting today, monica wilson, she said that a mental health breakdown >> is not a crime that requires the full force of the police department. so the point is that this mobile response team is now there to help live in the newsroom. i'm justine waldman, kron 4 news. thank you. justine. a former richmond police sergeant was sentenced today after he drunkenly fired his gun at the 4 seasons hotel in san francisco. >> phillip sanchez pleaded guilty to felony vandalism in 2021. for the shooting that happened in 2017 today. he received 2 years of felony probation for violating the terms of his guilty plea as part of his probation. sanchez is required to turn over 18 guns he lawfully owns. he will be supervised by the state of oregon where he currently lives. >> let's check on our 4 zone weather forecast looking out over san francisco looks a little hazy this evening, but

it's a little bit warmer, lawrence. and it's going to be creeping up a little bit more. yeah, i think temperatures really are going to turn up the heat as we get into lot of part of the week. of course, today was a different story. we started out this morning. we actually have some scattered showers around the bay area. >> yeah, when you to start out your monday, a little bit gray, a little bit wet out there again. but here we go. this is the season that just doesn't want to seem to. and so here's how things by the afternoon. yeah. we had 16 hundredths of an inch of rain in santa rosa. the same in campfield napa 12, just 200's in san francisco. 3. 100's in oakland and less than that in san jose. but some about tops of a in the north, actually a 3rd of an inch of rain. that's not bad for late season storm out there right now. kind of quiet out there. we cleared out your skies late in the day, but more clouds are on the way. temperatures today start to warm up a little bit. we saw the numbers still running below the average by about 2 to 8 degrees, but still more comfortable than they've been mainly into the

60's all around the bay area. but this just the beginning, we're going to see some much warmer weather on the way out the door right now. we've got 50's along the coastline. 57 degrees in oakland right now. 53 in tehran. 57 degrees and mostly clear in petaluma. look what's swirling off the coastline, though. you can see right there. here comes we've got one storm moving through this morning and then you see this little swirl coming into view. yeah, that's the one that is going to be passing through overnight tonight and tomorrow. also so bring a few more clouds right now. i think it's going to stay dry. but this been an amazing year would be surprised to see at least a couple sprinkles over some of the mountain tops. temperatures will warm up, though. we've got some 60's, maybe near 70 degrees in some places by the afternoon. and then we really start to heat things up as we get into latter part of the week 80's. and i think some 90's going to comment even inside the bay by next weekend. oh, yeah. about that is going to be hot with thank you, lawrence. okay. >> so it tonight, 8 o'clock. a pandemic era. the grace and policy is ending this week.

>> federal agencies and communities along the u.s. mexico border are bracing for a possible migrant surge ahead of the expiration of title. 42. that's the pandemic-era rule that is set to go away. thursday reporter jamie chambers is at the border outside san diego with a closer look at what's expected to change when the immigration immigration policy expires. >> the end of title. 42 has been a long time coming as border patrol agents gear up for another expected wave of asylum-seeking immigrants passing through mexico on their way into the united states title. 42 is the cdc health order keeping migrants out of the u.s. during the covid-19 pandemic. now national guard detachments are shifting into place in texas. new mexico, arizona and california. 1500 troops total are expected to do logistics work, not making arrests but supporting border agents who

are expected to be overwhelmed with immigrant crossings. the biden administration says they've been preparing for the end of title. 42 for over a year and well, they are staffed up time mesa and san ysidro. >> the big question remains if migrants trying to cross the more remote areas like here in her comeback, will they have enough personnel to handle it? local emergency workers in the east counties say they staff 3 ambulances. and if just a handful of immigrants suffer heat exhaustion or injure themselves, all of the normal calls will certainly be impacted. local city leaders are worried they don't know what specifically to prepare for. >> and with title, 42 expected to sunset thursday, all local state and federal government eyes will be focused squarely on the border. >> come by, jamie chambers. >> the election is still a year and a half away, but we are learning today. one name that will be listed as a candidate for san francisco mayor. yes, supervisor ahsha

currently oversees the city's 11th district on the board of supervisors and he joins us now. you're now seeing pretty early. thank you for agreeing to speak with us. you pointed out that citizens are upset and that happy with how the current mayor has handled public safety, homelessness and the opioid overdose crisis. so how are you planning to address those any differently? >> listen, one of the first things i would say is i spent the last couple of months speaking to people listening to people and all i've heard is people talk about the crisis, our cities and the economic crisis in the downtown with the economy. cratering crisis on our streets with homelessness and drug addiction. the opioid crisis and then finally brazen nature of crime that we're that's impacting small businesses and and homes and people all over san francisco. so my style has been one of collaboration and bringing people together. and that's my track record on the board of supervisors. and all i've heard over and over the last

couple months is people want new leadership in the because there's a crisis in leadership of mayor london breed has failed san francisco over the last 5 years. all right. let's let's narrow that this down because we're covering a lot of territory. number one probably would be. >> crime or homelessness, one or the other. let's talk about homelessness. mayor london breed has had a lot of news conferences recently talking about efforts to get more housing for the unhoused. a lot of money is being spent on that. a lot of people are looking at how effective that money has been used. what would you do as mayor? different from london breed to attack the homeless problem? >> one of the first things i would do would be not just to talk and have more action. i mean, listen, there's been a lot of bold words over the last 5 years, 6 years while in the breeze been in office, but not a lot of action. we spent almost 700 million dollars a year on homelessness crisis. and most people feel that things have gotten worse. not better. we did a ballot measure this past fall to talk

about greater accountability and oversight of the first times and city's history. we will be getting the money looking where the money goes. first and foremost, we have to see how the money is being spent and how it's being spent effectively. we only count. our homeless on the streets every 2 years as part of the senses, when the first things i would do would be making counting on boeing, a census on how many people are on house in san francisco because of i asked you right now, you asked me i couldn't tell you how many people are on the house and in san francisco. so we need to do better at that like we did during covid create dashboards. have our decision-making be data driven and that's not the case. today. another thing is we need to use innovative solutions. we have the ability for not a lot of money to create tiny homes. we can get people off the streets. get them construct is something governor gavin newsom is

promoting statewide. we need to do it here in san francisco. we could build 2 to 3,000 tiny homes and cut the homeless population dramatically in a very short period of time. that would be one of the first priorities i have. so let's go back to the one of the other 3 things i mentioned at the top public safety. you address homelessness. what would you different do differently in terms of public safety, particularly in light of the fact that there's a shortage of officers on the force. >> and efforts to recruit have been difficult for all of the urban areas throughout the bay area. >> so i'm supporting a ballot measure up by my supervisor matt that will create a mandatory, a recruitment and hiring of our police department to get our numbers back up. we're currently at 1550 under the last 5 years under under london. breed's. those numbers have dropped by over 500 officers. we need to make a priority going to charter a ballot next year. that will make getting that

number back up to the mandatory level of 2100 increasing our police academies and aggressively recruiting to be part of the nest. san francisco police department. first and foremost, people have to feel welcome and want to be part of the police department. that hasn't happened under a under the leadership of london breach. people need to feel like it's ok to be a a police officer in san francisco and we need to recruit them aggressively and get those numbers back up that way. along with expanded law enforcement, a piece legislation that i did to allow for deputy sheriffs to be on the streets allowing for the prosecution. and crack down on shoplifting. san francisco is the epicenter of shoplifting in the state of california. we have the highest number per 100,000 residents. we need to ensure we get that under control as well. and then finally our opioid crisis and send on overdose crisis. we created one of the first abstinence base over livings here in san

francisco in a very long time. it's called the trp. we need to expand that model and use that success to really tackle this problem. head on with overdose and drug addiction. even if we had 2100 police officers have you talked to just about any officer out there on the streets? they'll tell you that they are frustrated because they arrest the same people over and over and over again. >> often times by the time they're finished, writing up the paperwork and they put turn that person in. they're back on the streets when they're back on patrol. the same day and they say that is a big problem that people who commit crimes know they're not going to be behind bars for very long, even even if they are committing these crimes and there and they're guilty. sure, i get it. and so this this alternative sentencing program is absent space living. one of the things we did is we looked at the data 70%. >> of the recipient of 70% of people that continue to commit crimes have an underlying drug

and alcohol addiction. this that we create in the city, 70 80 beds absence base. it's an alternative sentencing. the going back into jail to get people's lives clean and get them on the road to recovery. we need to expand that model. so as you said, the same people are not recycling in and out of jail and committing the same crimes over and over again. absolutely. when you look at the shoplifting and organized retail crime, it's a very small number of people that are country continuing the same crimes over and over. so working with our district attorney in this year's budget, we're going to increase the number of assistant district attorneys that will be focused on organized retail crime and very similar increasing the number of people that are there to drug dealers as well. that impact the opioid crisis. a lot of people who support social justice get nervous when they hear leaders talk

about, you know, more prosecutions of crimes. there's a obviously a delicate balance and trying to find what works for any where do you stand on social justice reform? >> and also, how do you feel about the brown case? do you think that? but jenkins, the district attorney should take another look released the video of that situation publicly. pam, you ask the 5 let me start first one. >> i think you can be committed to justice as well as justice reform. we justice come in make a state department of justice coming make 272 recommendations. san francisco as men committed to achieving those and i've helped to advance that. well, i've been on the board of supervisors. we need to continue that. that does not mean you can't hold people accountable. and so that's why i want to give you the cutting down recidivist, focusing on those under like drug and

alcohol abuse addictions, looking at people that are absolutely on the streets committing crime selling drugs. i mean, first and foremost, it's okay to say we're going to arrest people that are creating and committing crimes. keep our city safe, but still be committed to ensuring that is done and just and fair way. and then we have alternative programs to get people's lives back on track that that is not position. and that's been my track record on the board of supervisors. last i would say you need to have and that's why say we have a crisis in this mayor has not been want to work with and look at and try to collaborate with people. and my style has been whether it was looking at how we were going to student success, fun, how we were going to bring oversight to the department of homeless and accountability. it's been about bringing people together and collaborating. that's the

my leadership style and not has not been the leadership style of this mayor, what pam's question about releasing the video of the walgreens shooting? well, we just got an updated statement, of at the appropriate time, i think all and and should be released on how the district attorney has made her decision. we just got an updated a letter from the district turning. it said, although she made a preliminary decision not to charge the case is ongoing. and she's asked the police department to bring her further i do think we should be looking to release the evidence and released a video and have the that was impacted. the brown family have the ability to review that at the appropriate time. and so right now, the district attorney saying she cannot ethically under the law because cases ongoing released at. but i do believe that the tape should be released and there should be a release of the of it. that's for sure. we're almost out of time. but

real nordstrom announced last week they're leaving today where t mobile's leaving union square. if you walk almost in any. commercial neighborhood in the city, you're going to find people sleeping on the sidewalk past doubt, garbage, graffiti. >> needles on the ground. nordstrom's leaving. tell me i'm a business that wants to open up as retail location in the heart of the city. why would i want to do that in san francisco? listen, you know? >> i went to for city planning. i'm trained as a city planner. we need to have a larger vision and look toward the future of the city. look toward a way in which we can re imagine our downtown. one of the things that i know that we can expand and do better is to invite academia universities to come in. we're doing a project near civic center that will create 1100 student housing for uc college of law. uc berkeley, san

francisco state university of san francisco. we have the ability to take that and expand it. but i also feel like working with the governor working with our business community, working with our labor communities. and we have that we've been convening a working group that's looking at how to imagine think about the future of we need to do more of that. we need to have a vision and a plan. but first and foremost, as you say, there needs to be. commitment to making our state our streets safe and our streets clean and people have to feel welcome. and so that's why we just supported 25 million dollar budget supplemental to the department of public works to ensure that they have the resources to get out there higher their staff, get them on the ground, keep our clean. and then also finally, you know, get out there, as i said, get the numbers of officers back up so that we can have presence and make people feel if you're a business, i would be absolutely. i'm thinking about
