>> when fun time from the bay area's local news station. you're watching kron. 4 news at known. >> now at 9, a rally for social justice outside san francisco's walgreens today following the deadly shooting involving a walgreens security guard. thanks so much for joining us here on kron. 4 news at 9. i'm vicki liviakis. i'm ken wayne in for grant lotus tonight. investigators have said the security guard was trying to stop a suspected shoplifter when he fired his weapon. san francisco's district attorney announced a short time ago tonight that

her office decided to drop charges against that security guard. in a statement tonight, brooke jenkins said her office has reviewed witness statements, statements from the suspect and video of the incident and the evidence she says clearly shows the suspect believed he was in mortal danger and acted in self-defense. the shooting happened around 6.30, last thursday night. walgreens on market street. san francisco medical examiner's office telling us that the person killed was 24 year-old china brown, but a family members and friends have since told us that brown went by the name banko and identified as a transgender man as kron four's terisa stasio tells u.s. supporters call bancos death senseless. >> this crowd gathered in front of the walgreens on 4th and market on monday in honor of banco brown was not a paul is no threat. her mel's any rule? brown was shot outside

of walgreens last thursday around 6.30, in the evening. >> there are reports banker was shoplifting and the security guard who fired his weapon was trying to stop and go. died at the hospital. friends shared fond stories about paygo who volunteered as a community organizing intern for the nonprofit young women's freedom center. they also called for more awareness and resources for the transgender community. >> our safe war planes is what i can go on. and that's 7 o'clock in the morning because 2 full it is not easy to be black. >> it's not easy to be in this america in this city that we lived even when he was turned away from doors, he's still brought people to get resources. >> he was we need to stand

out. that's the >> as apd arrested the private security guard involved in the shooting. he has been identified as michael earl wayne anthony in a statement to kron, walgreens offered condolences to the family and said that they were cooperating with authorities. kron, 4 news. >> members of the highway patrol and the california national guard are in san francisco helping police tackle the sale and use of illegal drugs. it's part of governor gavin newsom's plan to that act. a federal problem across the state. the national guard says there will not be boots on the ground instead, they will be working behind the scenes tracking drug cartels. >> the review reports they're helping put together flow charts, identify who the mid-level dealers are, who the top level dealers are. >> possible. transportation routes, house of fentanyl getting into san francisco.

from the front lines. >> a woman is dead in san jose after she was struck by a car were still working to find out more about her. but san jose police say the woman is the 10th pedestrian to be killed in a crash this year on forest. justin campbell live for us outside police headquarters with more on what happened. justin. yeah, that's right. ken and this is horrifying. but this is the 10th pedestrian that was killed this a year as the city is looking for more ways to improve pedestrian. >> and roadway safety. >> this surveillance video shows the moment a blue honda come speeding down talley road around 4.30, monday morning and hitting a woman crossing glenn nye avenue. we freeze the video but the impacts and the warming flipping over the car that, you know, was transported to local hospitals pronounced deceased. >> information that we have at this time is that pedestrian was not in any marked crosswalk. police say the

driver involved remained at the scene and was cooperative with the investigation. officers are only identifying the driver as a meal. and even though in this case the pedestrian killed was reportedly crossing the road outside a marked crosswalk. one neighbor says more needs to be done to make streets safer for pedestrians and hasn't walked my daughter crossing the road. it says. >> they don't slowdown. that will stop sometimes. you know, i mean, i think school. so we crossed at least 4 times a day. san jose is searching for ways to improve pedestrian safety after recording. 33 pedestrian deaths last year. this in 0 is focusing on narrowing streets to force drivers to slow down and also highlighting crosswalks at schools. san jose police are also asking drivers to be more where as we head into the summer months, it's very popular for more protests to speed on the roadways. >> bicyclists and motorcyclists are out there. so please look out for 2 will companions as clean.

offer that they can get behind since the talks began back in november. more than 3,000 teachers could potentially walk out this thursday and union leaders are placing the blame on the school district saying that it failed students because of on satisfactory negotiations since last fall. the union also claims the district has broken the law by repeatedly canceling bargaining sessions and failing to address certain items as well as showing up late and unprepared to the point that the union filed an unfair labor practice charge with the california public labor relations board. lots of conversations. >> but we have yet to see really meaningful proposal in writing is shameful that we are here today. we as parents have always stood with our teachers and yes, we do not want to strike. the majority of us would rather have seen our district provide our teachers with the contract that they deserve. >> so can the union says the teachers plan to take to the picket lines this thursday if they don't reach a deal that

they're satisfied with the district right up a statement saying that they're disappointed by this potential strike, but their pleas, it negotiations will continue saying that they have worked nonstop to come up with a resolution. so they remain optimistic in the newsroom. ella sogomonian kron. 4 news. >> thank you. ella spare the air smog season officially begins today. the bay area air quality management district making that announcement this morning. the season is lined with the start of the 2023 air quality awareness week. it's created to increase air quality awareness and inspire others to reduce air pollution. the district is encouraging residents to drive less and take alternative transportation. >> in order to reduce smog pollution and greenhouse gas emissions in the bay area. the air district issued its first spare the air alert last thursday for chief meteorologist lawrence karnow. joining us now with a look at what to expect. yeah, boy, air quality, not an issue today. right what a change we've got last week. we have some air quality issues.

>> that's his big dome of high pressure sitting over head. now tonight, we're talking about some rain. we've seen some scattered showers popping up out there tonight and we're kind of system, maybe a 10th of an inch of rain, maybe a half an inch over some of the mountains. if we're lucky most that along the coastal range is that will be between now and about wednesday. but the temperatures running well below the average. we're talking mid 70's around the bay area or more. that's the average today. and tomorrow mid 50's. maybe low 60's and that's about it tomorrow. those temperatures starting out the 40's in the 50's. so unusually cool out there. you can see it today. you know what? we have the numbers. not records last week, but they're warm, in fact, hot in some spots up in the 90's. but today, yeah, we're in the 50's and the 60's usually about mid 70's. as you look toward a concord at this time of year. so that given you the kind of idea of the weather pattern

that we're dealing with so outside right now in these numbers dropping off, got 50's got 40's in the morgan hill already. 48 in timber on 51 of fairfax, 50, it's now. 46 degrees in calistoga. so these temperatures actually overnight could lead to some snowfall the higher peaks about 4,000 feet or so. in the meantime, though, we do have more scattered showers and they begin to pop up more you can see right here in around the tough mountain on the start to pick up a little sleet. you see there in the peak across on the mountain tops there. so more than on the way overnight tonight and tomorrow and then maybe into wednesday to i think after that, we'll dry things out a little bit. but this lows just going to swirl down the coastline and spin up the showers into the bay area overnight tonight and especially tomorrow. and then even on wednesday, there's a slight chance we might see some lingering showers. but yeah, here we go again. this cold air mass just kind of sliding in overhead tonight. keep things pretty interesting to see. the rotation is a comes onshore, bringing the chance scattered showers,

maybe an isolated thunderstorm on throughout the day tomorrow. and it's going to be a washout through that time. but you'll see some scattered showers during that period. then that low is going to swing all the way the south in the southern california bring them a chance of couple scattered showers. rainfall amounts not going to be huge storm system, but we're maybe about a 10th of an inch of rain. some of the weather parts of the bay area, some little bit more of the mountain tops temperatures, though. that will be a big story tomorrow. again, plan on cool conditions out there. so the last week where the shorts and sandals out there, but not get those jackets out there. temperatures only in the 50's and 60's and some scattered showers. thank you, lawrence. first republic bank has been seized by the state federal government actually today. this marks a 3rd bank failure this year. >> and the second largest bank failure in u.s. history. the san francisco based bank has now been sold to jp morgan chase. customers lined up waiting for the banks open this morning outside his branch in millbrae. some had regular banking business to do, but others came looking

for some answers. well, we're kind of see what's going to happen. we're not sure. >> what's going on if it's kind strictly over the chase, are there going to be over? give us in interest on our cd. and if they can reassure us that it's going to be okay. we'll leave the money here. >> last month, first republic reported it lost more than 100 billion dollars which led the fdic to seize the bank in an effort to prevent investors from panicking. the federal government is trying to reassure investors that the banking system is safe, but the average bank customer still has concerns. joining us now for more perspective is san jose state professor emanuel sequeira. >> good evening, professor. good evening. thanks for having me. yeah, it was this a good move or your nerves? a settled over the a little is settled. the federal reserve actually seems like they're little settled as well that

this first republic bank was causing a lot of uncertainty in the markets. >> is this the work is the worst over we had to silicon valley bank. we have that bank back in new york and then this one. so 3 regional banks basically failed. is this the worst of it or do you think there's still risk ahead? >> so it seems like a lot of a lot of the problems are first public was facing stem from the same issues silicon valley bank faced. it was driving along. they lost all the 100 billion dollars of deposits right around the silicon valley bank's and then big banks stepped in to sort of alleviate some of those issues. and they almost got there with that until they have to present their earnings and the losses started accumulating again. so for now, i believe that everybody things, including the big banks and the federal reserve and the fdic thinks the worst is over, but we can predict the future but it seems the biggest part of the crisis has

been averted. okay. but i'm going to ask you to predict the future. i will be given this trend. are we going to see? >> the end of regional banks is this. good to stop at this point or do you see other other smaller or medium-sized banks going by the wayside getting gobbled? i think guys. >> i think there will be a lot of issues coming up for sort of medium and more regional sites. banks when jp morgan got the deal to acquire first republic bank and all its they got a great deal. but it also ended up with them being even bigger than they were before. and now the smaller banks do not even more trouble raising funds. they're going to have even more to keep up with with the big banks per se. and so it is going to be a lot harder. a lot of the smaller banks are going to be struggling with renewing loans to the to their to their clients where they haven't given loans to before because it's so much harder for them to raise funds. now in the form of deposits because the federal reserve keeps increasing interest rates and costs the smaller banks a lot

more money to raise funds in the form of deposits. first republican been in the bay area for for many, many years. everything i heard about it was it had a sterling reputation, especially for customer the customers really like that personal tax that they provided that you couldn't get at most other banks. now the j p chase is taking over. is this going to be a whole customer relations experience for the people who have accounts at? >> the former first republic. >> i think morgan actually struck a good deal in the fact that they got to acquire some of that great customer service. a lot of the first public branches now are going to be operating as jp morgan chase branches. and for now that the employees were with the first public bank before are still going to be employees jp morgan decides otherwise. and so a lot of that good service that customers were used to probably is going to continue and maybe they could give some tips to the other jp morgan branches as to get some of

these goes. well, yeah, good point. yeah. i know some customers there who are just heartbroken. i think they're hoping that they can still maintain a good relationship with a bank. you did mention about the fed raising the rates, which prompted some of these problems. other speculation about, you know, whether they're going to bump back up again. another quarter point, what what do you think will happen? >> so i think that was the one started out that was a lot of uncertainty with not knowing what's going to happen. first republic bank. and i think because it's all been resolved at the court and for the lowest possible cost to the fdic. a pathway has clear pretty much for the fed most probably to increase interest rates again when they by a percentage. so i think a lot of stress of the volatility that was going on about what the fed is going to do. most analysts now agree that the fed is going to increase interest rates one more the next time. all right, professor emanuel stuck where i'm from san jose state

>> san francisco is expecting a boost in business with the warriors starting their series against the lakers at home soon as we the game against sacramento on sunday. >> we could see the hotels already starting to pick up reservations. people calling for making sure they can get tickets. the advantage of the semifinals starting in the city is that it spikes hotel occupancy where we get people coming in. >> for a few days. >> it helps all outright rising tides bring up all the ships and that really helps all the other industries as well, restaurants. and it's like where we're going to have decent viewing times. people want eat. >> go to the game. go out afterwards. so it's it's kind of a win-win. laurie thomas with the golden gate restaurant association says restaurants suffered during severe storms in the first months of the year and a pretty brutal 1st quarter. this is great for the city. we really we need to keep feeling like we can win. thomas says restaurants and hotels in recent weeks have been experiencing a high.

>> after several events and the semifinals are only going to co continue that. >> i think everybody's really rooting for the warriors and and really hoping that this can bring in an influx into the city. we just have the rsa conference right before us of restaurant week. so that was also very beneficial to the city. >> and we needed san francisco travel association, president joe deuce and rowe says the warriors postseason run also gives the city nationwide. visibility as a travel destination is going to be great exposure for san francisco in apple television, too, because >> when they cut away from the game, they do these great images there with that because so it's a really it's a win-win all the way around. the city's image has been put into question in recent months due to several national headlines revolving around crime. yeah, there's a lot of misperception out there about what san francisco's really bad about that deal. saunders says when tourists come here, that illusion is bursted. this according to a survey put out by the association. >> last year over 3,000 visitors were surveyed and

>> now at 9.30, oakland mayor sheng tao announced her budget proposal for the city of oakland. she says it's balanced budget without resorting to government closures or layoffs. but it will affect the police department proper some and harry spoke to the oakland based anti police terror project about their reaction to her budget. >> mayor sheng tao has proposed a two-year 4.2 billion dollar budget and now

the public gets to review it, including the anti police terror project. a mixed reactions. deputy director of ptp james burch says there are pros and cons. what are the pros is to civilian eyes. internal affairs investigations and take it out of the hands of the police. that's not something we see. >> nearly anywhere across the country. but something that folks across the nation have been clamoring for. right. we know that police can police themselves. he says it will help create transparency and accountability. >> burke says he isn't surprised to see mayor town making this move. they've been working with her to take this step since she was in city council. it is a sign of progress to see her delivering on some of the promises the city made during the reimagined public safety task force mayor tells budget also calls for small reduction full-time police officers. these changes are unfilled positions. no officers are losing their jobs. the a p tp has been advocating for a reduction in policing to spend

money elsewhere. this is a step in the right direction. tens of millions of dollars are spent every year for the oakland police to police activities that are crimes, right? so those are those are those are millions of dollars that need to be spent for housing, for health care, for medical care, for youth services, for all things that we know it really keep us safe. the biggest con in the ap tps opinion is the retention of 6 police academies. they say the increase civilization of opd and other parts of her budget. there's less justification for this use of tax dollars. the issue is that the city of oakland is in a budget crisis. right? and we know that we need to be doing everything we can to save money in the budget must be approved by the end of june. mayor towel present her budget to the oakland city council on wednesday. amanda hari kron. 4 news. >> take a look at this. and oakland police patrol car seen driving through a sideshow but not attempting to clear the

crowds. this happened at the intersection of 42nd avenue and international boulevard in east oakland. >> the illegal activity caused a major disruption of the flow of traffic sunday evening. police officials tell kron 4 that officers encountered gunfire from the crowd. one arrest was made. 2 cars were towed. the gun was recovered. developing news at this hour, the search continues for a gunman after 4 people were shot dead in mojave. that's about 65 miles east of bakersfield. authorities say the victims suffered, quote, traumatic assault injuries. 3 of them died at the scene. a 4th died at the hospital according to deputies. the victims were 3 women and one man in their 20's or 30's. the gunman has not been identified and a motive for the shooting remains unclear. >> in national news, a gruesome discovery in oklahoma. 7 bodies found during a search for 2 missing teenage girls. authorities say

the bodies were found on the property of a convicted offender identified as jesse mcfadden. the bodies have not yet been identified, but the missing 14 year-old and 16 year-old were last seen traveling with mcfadden. in texas despite a lot of manpower, the trail has gone cold in the search for the man who killed 5 people, including a 9 year-old boy, 250 members of law enforcement have joined in the search for 38 year-old francisco or a police did recover the rifle that was used in the shootings. witnesses say a neighbor asked him to stop shooting in his yard because the baby was sleeping. pay said then allegedly pulled out an assault weapon and killed 5 people. federal officials say were has been deported at least 4 times. we're entering the u.s. illegally. >> we were not. fire season is here. and today marks the first official day of california's wildfire preparedness week. shelby nelson has more where firefighters are preparing for the warmer months ahead.

says his office is not afraid to take legal action against local government said or s% evading california housing laws. today bonta announced a lawsuit today against the city of oak grove for allegedly taking part in illegal practices by denying an affordable housing project. they've chosen to stifle affordable housing. projects, discriminate against lower income families and knowingly violate state housing laws. grow. city leaders fired back saying, quote, the city of oak grove is not a bad actor. they had that the city has more than 1100 affordable housing units currently in development, berkeley's eviction moratorium is being phased out. currently all residential tenant evictions are prohibited. >> except a stop in and imminent rather threat to the health and safety of other occupant from now until august 31st. evictions for nonpayment of rent can proceed or 4 owner movement, the eviction

we're seeing now is are seeing a few scattered showers pop up around the bay area. but now we're starting to see a little snow begin to pick up now in this year. you can see right 50 and of course, 80 here, no chain requirements just yet. and that's something you want to watch out for the next couple of days. maybe a week, ed, as this next weekend. we've got yet another storm system rolling on in. now we do have some winter weather advisories up starting tonight and that continues till tuesday. look at that right across the great lakes to tahoe area. and we're expecting pretty decent amount of snow up there. in fact, some are models. how about this over the next couple of days here? maybe as much 9 inches of snow in kirkwood. that's pretty impressive from a 5 inches. maybe at lake level there and honor. you're looking about 6 inches of snow. so that's already adding to some very impressive totals we've seen already this year. temperatures you might expect. yeah. on the chilly for tomorrow plan on some snow. there. and then we're going to warm up a little bit on wednesday with some breaks in between the storm and probably

is turning more toward rain showers. so make some slushy conditions. the kind of a mix on thursday as that low begins to move inland, probably some rain and some snow up there in the high country. you see here, too, as the storm system kind of rolls on through. we will see the showers picking up in the bay area through tomorrow. more snow up in the sierra nevada. then a low begins to spin to the south. but as it moves onshore, you get that next round of snow in the sierra nevada, really on the tahoe area on southward into yosemite and well southward in the mammoth area, too. but then over the weekend, another storm system comes in and that one also may bring some snow across some of the higher peaks. so in weather ahead out there and the right now, it just scattered showers popping up around the bay area, mostly dry now on the golden gate bridge. but you see the raindrops out there. and yeah, they're scattered, but we've got some pockets of moderate amounts of rain. and that's what you're going to see. might see some thunderstorms embedded in the storm system rolls off the coastline and of course, if you get caught in one of those well, you can see some pretty good downpour sent a short amount of time overnight tonight. here's what
