to help preserve our national parks because life happens out there. >> from the bay area's local news station. we now with breaking news. >> that breaking news this afternoon. west valley college in saratoga is on lockdown. police are searching for an armed intruder spotted on campus just within the past hour. this is the message posted on the college website at 11 14 this morning urging people to hide and to only leave the campus if they could do so safely. according to the college twitter account, police are searching for a white man carrying what appeared to be a long rifle. he is connected to a red cadillac. that's in a campus parking lot. it's not clear if

any shots have been fired and no injuries have been reported at this hour. but again, the west valley college is on lockdown at a community college in saratoga. it's got about 8,000 students there. we do have a crew on their way to the scene right now and we will bring you any updates on the situation as they come into our newsroom. thank you so much for joining us here on kron. 4 news at noon. i'm noelle bellow. our other top story this afternoon. another atmospheric river is set to hit the bay area overnight tonight taking a live look at this hour at a san francisco care of lots of water there on the camera. we are just awaiting for much more to come. kyla grogan standing by here with a look at just how much we might be getting tonight. kyla. yeah, the problem, no. well, you know, we're going to be getting upwards of an inch and a half to 2 and a half inches of rain depending on where you are and we have an already very saturated ground. that's going to be a problem. in addition, we'll see winds come in with

this system too. >> taking a live look outside that you can see we do still have some of those scattered showers out there today. nothing too heavy. just some light rain. in fact, the north bay, one of the only spots it's really been seeing some of that roll across parts of sandra fell. and also you can see santa rosa summit out by fairfield at this hour. but what it's all about is this the atmospheric river set up that we've become so familiar with is going to be rolling all of that moisture in yet again as we get into the overnight tonight. and you can see that plume of moisture. it is poised and ready to roll. and we know that means we as we get really heavy rain totals really quickly. you can see down in monterey county, heather rivers are already having such difficulty there in those areas read we are under a bay area wide flood watch because we're expecting that excessive rainfall in the overnight hours tonight. i think we'll get home ok for our rush hour this afternoon. but the rivers, creeks and streams, they are all rising and that's going to the problem as we see more added to this. now, the other thing that's coming is wind, as i mentioned, some to take you to future wind gusts and show you this afternoon. it starts to ramp up a look. what happens as we get into tomorrow. now

we're starting to see these numbers gusting upwards of 40 miles per hour there. half moon bay. and you can see 20's elsewhere throughout the bay. and it continues as we get into a tuesday throughout the day and finally kind of ramped down to a high wind warning also in place that goes into effect at 11 o'clock tonight. again, when 20 to 40 miles per hour. but us hot, much higher than that. now live look outside right you can see a little blue that was trying to peek through here in san francisco. we are warm. check out some of these temperatures. mid 60's right now in spots like san jose conquered. we're getting up there. so that is a warm system coming our way. i'll be back in a little bit going to track the timing of this storm and we'll talk more totals as well as your extended forecast. well, back to kyler. thank you. if you do need some last-minute sandbags, there is a station open. 24 7 at howe homestead park in walnut creek. the address is there on your screen. bags are provided. you will need to bring your own shovel, though. good practice when it comes to making a sandbag, you should only fill it up about a 3rd of the way. and then the flap of the bag should be folded away

from the water at a 45 degree angle. so when you're putting it there. >> out in front of your garage doors or something. just something to keep in mind. there. the city of san jose also has sandbags available for any resident in need. they can pick them up at the san jose city central service yard. that's at 16. 61 phalen avenue. people are allowed to pick up 20 sandbags per for a full list of sandbag locations, though, all across the bay area. since we are all at risk of flood here, you can head over to our website kron 4 dot com. now in the east bay. i-880 is back open after flooding and mudslides shut down all lanes in fremont on d slide was near a railroad over crossing on the highway. caltrans says debris covered the northbound lanes and then the north and southbound lanes started to flood. so they had to shut down the entire highway for several hours. you can see just how deep that water was in some parts. they say they diverted drivers and crews used pumps to get rid of

the water and a tractor to collect any debris. caltrans says when we have rain like this, you can save yourself. the headache by checking for closures before you get on the road. of course, if you do come across a closure, do not go around those barriers. also in fremont, people had to be escorted after severe flooding filled up a parking lot there. this was at the chinese independent baptist church on central mom place and central avenue. the fremont fire department stepped in help several were attending the church that morning helping them across the water where they could be safely picked up. brentwood they shot a man who was involved in a hostage situation overnight. according to officers. they were told by a witness a man was holding a woman against her will when officers got to an apartment complex on the 1600 block of sycamore avenue. officers say

the man started shooting at them and officer did return fire. they struck the 30 year-old man from long beach front when police say the woman was also hurt during the shooting. but the victim and suspect or suspected gunman are expected to survive the contra costa county district attorney will now be investigating the shooting. other news we're following this afternoon. silicon valley bank opened their doors to a line of people this morning amid the bank's recent crisis, kron four's will tran was in santa clara where he heard from people desperate to get their money out. the sign says silicon valley bank, but they might as well take it down because it's no longer in existence. >> because the federal government, they are running and we have f d i c officials inside and you can clearly see the customers are coming in 2 at a time. many customers have been here in the overnight hours when it was cold. slight rain at times because they were willing to risk it and be out here so they could be

among the very first to go in and grab their money. you can see the line is a few dozen long and it continues to grow minute by minute. here's what happened. silicon valley, they're very popular with tech companies. many companies invest in in silicon valley, but tech companies, especially and they poured in billions of dollars into the company. banks don't sit on that money. they take the money and then they do investments. but those investments did not pay off a silicon valley bank. word quickly spread, which is why last week a lot of tech companies and other people, they rushed to the bank, took their money out by the billions. and that's why the bank collapsed. in fact, i got a chance to talk to a customer. here's what he had to say on why it's so important for him to get his money. the purpose of most people who bank with here is to run companies in the majority of the funds going to right? so

>> this is the you know. like the people who bank here hope to be millionaires and billionaires one day. but right now they're running companies. they're taking care of investors, assets. they're hiring stuff. they're paying stuff there. paying rent. that's that's what the money that this bank holds is primarily for. talk about bad timing. he actually invested or deposited his money into silicon valley bank. he and his partners. >> on thursday when the run was happening on the bank and now he is inside looking to get his money back. we did talk to some customers and they did say that they got their money back in full, but no one believes that until they finally see it with a cashier's check or a wire transfer, you can see a lot of people walking out as well. not talking to the media and yes, media, they are here. national international as well as local. remember, i told you about how the f d i c they are here running the show. now they've taken over. see that

>> this was a what was happening on highway one near big sur yesterday afternoon. blasting crews were called to dismantle large boulders from rock falls and rock slides that were blocking the roadway. crews say they were trying to get the rocks cleared before the next round of rain heads our way tonight. always interesting to see things just kind explode.

>> streets in the small community of the flooded after the river's levee failed at midnight on saturday. that breach is now more than 300 feet wide. >> emergency crews rescuing more than 90 people so far this weekend. there's now a probable inundation of roadways between the monterey peninsula. county officials are advising residents there to not to drink or cook with the tap water as it may be contaminated due to all this flooding. they say you need to be using bottled water instead. now this was the scene on the baja road bridge. saturday morning. residents waited to be taken to shelters after those mandatory evacuations were ordered. club are closed, of course, going into the haro county officials are urging residents not to enter that evacuation zone. heavy rain on the peninsula yesterday led to flooding and road closures in some areas there as well. so it looks like at old county road and harbor boulevard and san

carlos, it is all shut down for several hours yesterday morning crews were able to get traffic flowing again around noon, definitely not something you want to be dealing with. and unfortunately, we've got more rain headed our way tonight. let's talk a little bit our forecast. taking a live look at coit tower. definitely a bit ominous here. no rain falling in the city at this moment. come tonight. that's all going to change. kyla grogan here details. it sure is noel. and i want to mention i think we're going to get you home, ok, for those of you who drove in today. but overnight and into tomorrow morning. that's what it's going to be tricky. we're taking a live look at the golden gate bridge right now. you can see roads are dry. that's going to change. >> we do have scattered showers out there today and some warm temperatures, but it's all about tonight in the overnight in particular that that atmospheric river arrives and that means we're going to have flooding likely and windy conditions accompanying that tomorrow. so that's going to be very, very tough. still talk about where we are. temperatures. take a look at this. we haven't seen this in a while. 65 degrees right now in fremont and in concord, we're warm. it is a warm system that's headed our way.

and certainly we're seeing that warmth right now running about, you know, anywhere from about one to 7 degrees warmer than they were this time yesterday. so highs today will be impressive in some spots. we could see antioch get up to about 67 degrees 60 in san francisco. just 57 up in santa rosa. we're seeing some of those showers that have rolled through, but it's all about this. the main event, moisture rich system yet again, another atmospheric river headed for california and this time all of that heavy rain falling on already saturated ground on creeks and streams that have already risen that are many of them are at their banks are kind of close to it. so let me show you future cast again. we get through today with just some scattered showers. that is 6 o'clock tonight. you're fine to get home overnight. tonight, 11 o'clock here comes the moderate showers. they turned to heavy as we get to about 4 o'clock in the morning between about 4 in the morning at 08:00am incredibly heavy showers rolling across. remember that wind's going to be with us too. a little bit of a break tuesday afternoon, but there's a back end on this and you see it rolling through for rush hour on tuesday. so if you have the option not to drive on tuesday, i would exercise that option because we're looking out for this

much rain. another between about an inch and an inch and 3 quarters of rain coming our way with this atmospheric river city extended forecast showing you it's going to be a rough ride on tuesday, everybody. wednesday and thursday. we do clear out and then a few scattered showers possible as we get towards the end of the week into the weekend. back to you. kayla. thank you. in southern california, at least 8 people are dead after 2 smuggling boats overturned along the california coast. authorities are calling it the deadliest maritime human smuggling operation ever in san diego. >> zara barker reports. >> at least 8 people are dead in what officials are calling a smuggling effort off the coast of black's beach in la jolla. authorities say just before midnight sunday, a spanish speaking woman called 9-1-1 and reported she was inside of a pond. a boat. >> and another had capsized. the caller claimed there were 8 people inside of one vote and 15 in another. when officials arrived, they found 8 people dead and 2 capsized. honda's, but they did not find any survivors. my condolences

to the family. >> and those smuggling. this is one of the worst maritime smuggling tragedies. >> but i think president california, certainly here in the city of san diego up to 15 people are unaccounted for and may have not survived or could have fled the area by the time authorities arrived. this is not necessarily. >> people trying to find a better life. this is part of a transnational criminal organization effort. just muddle people into united states. these people often labor trafficking and trafficked when they arrive again is a tragedy. we offer our condolences on sunday afternoon. the 2 were towed off the shore and will likely be seized by u.s. officials. this took an effort from lifeguards, u.s. customs and border protection, the u.s. coast guard and 2 police departments. >> this comes as an increase in pond about activity off the san diego coast since 2017. we've had a 771% increase. >> and human trafficking in the southern california coast region. since 2021. had 23

lives lost at sea. >> on friday, an abandoned boat was found off the shore in encinitas and just last month, 2 more migration efforts responded along the san diego coast with more than a dozen migrants jumped off a boat in mission beach. >> on that same day and abandoned pongo was found with 17 life vests in carlsbad. >> that was barker reporting for us. lifeguards have called off the search for the 15 people unaccounted for due to harsh foggy conditions. u.s. coast guard officials tell us they see an increase in punk about activity along our coastline during these types of conditions. other news this afternoon in the south bay, san jose's fire chief is calling on the city manager to take disciplinary action against those involved in a strip club scandal that happened 5 months ago. the incident took place last october outside the pink poodle, adult entertainment club on south bascom avenue. a video shared on social media shows a woman in a bikini

climbing out of a fire truck that was parked outside the club. an investigation determined the firefighters who were involved their actions violated department policies. san jose fire chief roberts, a paean junior has now asked the city manager to take disciplinary action against those firefighters. the names of the employees involved are being kept confidential at this time. on the peninsula. stanford is investigating a potential hate crime inside the school's dorm rooms. university officials say multiple swastikas and a picture of adolf hitler were posted it to a jewish student's dorm room door. the school says their department of public safety is of public safety is investigating. but this is antisemitism on the school's campus this year. the school is strongly condemning the action and asking for anyone with information to come forward. in the east bay. more than 200 people aboard a bart train were stranded for more than an hour when a section of

rail became de energized. it happened just after 8 o'clock saturday night on the various ally near fruitvale station. bart says a power substation had an issue which caused the track to become de energized, which then caused the train that was on the section of rail to come to a stop. crews worked to re energize the rail while another train off boarded those passengers. after about 80 minutes, the problem was resolved. it's still unclear if the weather was to blame for this issue. meanwhile, oakland police are investigating 2 deadly shootings. the most recent happening just after 9 o'clock sunday morning on hegenberger road near the colosseum center. police say the victim was shot multiple times. no word on a suspect or what led up to the shooting. but police are also investigating a shooting on macarthur boulevard which happened just after 1 o'clock saturday morning. officers say that victim was also shot several times. no word on a suspect there. the 2 shootings are being investigated as homicides.

>> robbery i got involved. take a look to the week. >> take a look at this. chp helicopter assisting in the search for a robbery suspect early sunday morning. the helicopter arriving overhead in oakland after police pursued the suspects from san francisco. deputies located them hiding in a wooded area along highway. 24 deputies in the helicopter say they utilize their public address system to convince the 3 suspects to come out from their hiding spot and turn themselves in san francisco. police are also investigating this incident to have what looks like 3. still ahead here, the strong words from former vice president mike pence holding donald trump responsible for january 6. >> dante divincenzo is talking about the warriors. big win against the bucks. why he said against the bucks. why he said it meant so much to him.

a red cadillac. that is in a campus parking lot. we're told no shots have been fired and no injuries have been reported. but west valley college is still on lockdown. we have a crew on their way to the scene right now and we will continue to bring you updates on the situation as they come into our newsroom. our top story this afternoon, the stunning collapse of 2 u.s. banks this weekend has americans on edge as the president a short depositors, they will receive their money from silicon valley bank and signature bank situation. stoking fears of more trouble on the horizon. joining us now is matthew faulkner, assistant professor of accounting and finance at san jose state's business school. matthew, thank you for joining us here. we really appreciate your time because fears of a recession, of course, in the state of the economy in has been on the rise for quite a while now. were you surprised to hear? not one, but 2 banks collapsed this past weekend.

>> it was i think about bank collapsing is a little surprising. i think there's a lot multitude of factors that led to this collapse that hopefully in. kind of appears to be a somewhat isolated incident as an overall i did the financial health of our institutions in the united states are pretty solid. >> ok, let actually is a lot more than i was expecting. i know we haven't really seen a bank failure of this size since 2008 in washington mutual went under. of course, 2008 definitely one of those years. a lot of people do not remember too fondly of should customers of other banks like bank of america? chase wells fargo, which of course has its own set of should regular bankers be worried? >> for customers, for consumers, for depositors of banks. i think the major thing you can take a moment to look at is if you have an account with a singular owner, you with more than $250,000 and why not have 2 accounts? so let's go ahead and set

ourselves up for protection by looking at the limits of the insurance of the fbi. see would have if a bank collapse now, do i think this is going to run and across many banks? i would say no, however, may can dry things that every disneyland annual passholder went to disneyland on the same day. that's going to cause major problems for disney that it won't work every deposit or bank ran and try to get their money out at the same time. yes, it's going to cause problems. this bank specifically working with unfortunately and now more. fortunately the weekend of how it will play out works with a lot of our startups that sit right here in our backyard. they're trying to innovate and trying to do very unique and the things that changed the world so it's a shame that that's the bank that they got >> so so what happens down for those people? i mean, we saw long lines of folks at svb this morning, a very clearly wanting their money is as soon as originally, they were only secured to receive up to 250,000 from the fda c that

has since changed. so explain to us what happens now for these folks. >> yeah, it's a very interesting step in biden combination that the icy fed treasury working with the government works with it. 2008 wasn't swift. now they've this is a learning they said, hey, we should act quickly to make sure that all is that well. so what they've done is interesting, the 2 not to the taxpayer money that they're going to step in and say you can get all your deposits back because that's why we use financial institutions and that's the place to park the money. we don't want to lose it if we want to take a risk on investment so the government stepping in with this and if there are losses beyond the fda guy sees $250,000 plus, whatever they can recover from the sale of whatever the bank has to cover the rest of the depositors, actual losses. it stated to not use taxpayer dollars, but that they put an assessment on all the banks in the u.s. to come together in a little pieces as being a part of this

group. >> we talked with one person earlier today who had literally just put millions of dollars into svb on thursday. and so now he's, you know, trying to scramble to figure out. >> what's going on? is there a safer way to go? you kind of said something you know, why not have 2 accounts as should people look into? >> credit unions versus a national bank or what's a better way to go here? >> so good news for person is i'm because can imagine how that they found on the weekend. but great news. it appears they're going to get that money back today. but yeah, well, it if it's hard to do, if you're talking 100 million dollars in the other $250,000 count, it's hard to open up that may for a business, however, is an individual. yes, you can. if there's multiple people on the account where you have multiple accounts opened at different banks, you can get multiple access to the $250,000 insurance. every single time. there's that a cow. so i would encourage us as consumers. if we're

here at home depot, people came by all weekend to pick up last-minute supplies before the next storm hits. >> streets throughout sonoma county blocked off with signs like saying the road is closed because of flooding. this portion of mark west station road in windsor is already completely covered with water. one car appeared to be stuck and abandoned in the middle of the road. >> i get out, but some of the people in a prius or >> ethan, you've in drives a pickup truck and says he's prepared for weather like this. i've seen this before. >> i grew up in sonoma county, but you're my whole life. this is nothing new. every 10 years we get a big. a big storm surge in that we get 10 years of drought and then we get a big star ricky was at the home depot in santa rosa, picking up a new water heater. >> he lives in forest bill. he says home isn't flooded. >> but everything is still wet and giant military above us. so i don't get saturated. and waters got nowhere to go. he was using a tarp to try and keep his new water heater as

dry as he could on the way home. i asked if he had any tips for preparing for more storms that nk generator in case a tree falls on a power line. that helps. >> with high winds and more flooding expected, officials are asking people to stay off the roads if you don't need to be on them. they didn't expect conditions to get worse in santa rosa amanda hari kron. 4 news. >> of as we get the rain, i'm sure snow is also coming to the sierra kyla grogan here with more on that aspect. yeah. we kind of move lockstep with the sierra wright. it hits us first and all that rain rolls up to them. this is a live look at donner summit and this camera was kind of bouncing around a little bit. so they're starting to see some of that wind and certainly a little bit of snow falling right now. as you can see right there along donner summit. we're just looking. so the roads are open. but, you know, they've had so much snow and then snow that has turned to rain, that it does become difficult going up there. no matter what rate. it just depends on when you're going and what you're going to have to deal with. but at this

and i know we're going much, much more tonight and into tomorrow. kron from meteorologist kyla grogan is here with more on that. hey, kyla. hey, there can just get past this for we have flooding concerns. this is, by the way, the mount tam cam behind me and you can see. >> plenty of water up there as we get higher up in elevation. and certainly when you see the clouds this low, right, we're looking at mount tam right over across the bridge across the golden gate. that's where some of that is happening right now. also, we are warming up. check this out. 65 degrees in san jose. but look at brentwood right now. 70 degrees. it has been a minute since i've seen a 70 degree mark 59 in san francisco, you can see a little cooler up in the north bay. put a limit. 61 degrees in santa rosa at 56. but we are warm today, comparatively speaking. we also have relatively calm wind. you can see it's about 15 miles per hour in consord, half moon bay. that's all set to change as this next atmospheric river gets its act together and starts rolling in in the overnight hours tonight. so all the showers are light right now. they are going to become very heavy as we get into the late night. now, what is good about this

is it happens after our rush hour tonight. so you should be able to get home just fine. we do some of those light showers out there. you see them in and around healdsburg and santa rosa. but other than that, not getting heavy until the overnight hours. so we are under flood watch conceal that area in red, down in and around monterrey because all their rivers now starting to crest and go over their banks and that's what could start happening with us tomorrow as we see more of this rain because, of course, we've got all of those rivers, creeks and streams are pretty much saturated all up to where they, you know, as high as you want them to be right and the ground as well. he's taking on so much water. the wind is going to kick up. so this is tomorrow, but 10:30am, in the morning. you can see those gusts 40 to 50 miles per hour. and it stays like that as we go throughout our tuesday into our wednesday. so how much rain are we talking about? it's going to be a lot. you can see san francisco looking out for just under an inch, almost an inch and 3 quarters in santa rosa. little bit less in the east bay, but it's going to be a significant system just to track it for you and show you scattered showers throughout today. but here comes the rain. that's 05:00am tomorrow morning. that's your rush hour. as you can see, very heavy rain
