>> right now, the kron 4 morning news. the feds are moving in to protect depositors at silicon valley bank in santa clara following the collapse of that bank over the weekend this morning, people can start accessing their money. we'll have the latest on that coming up in a live report. and there's just a few hours left to prepare for the massive storm, the wet weather that's going to be blanketing the bay area this week. we'll get full details from meteorologist john tripp. >> from the area's local news station. you're watching the kron. 4 morning news at 7. >> happy busy monday morning to you. i'm darya and i'm james and it will be a busy day if you still have last minute things to get done before the wet weather

arrives, which by this time tomorrow will be here. yeah, it's almost just like a day to get your head above the water. take a breath and then it starts raining again, john? yeah, at least we have the breather today for sure. and a storm prep day. absolutely. which we've been talking about a lot this morning and for good reason. >> we've seen consistently wet conditions over the weekend and of course, the heavy rain last week. ground is taking all it can as far as the rain and moisture goes. so a lot of what we see tonight into tomorrow is going to run off really quickly. that's that flooding risk. definitely a real concern where we're at coit tower starting to see a little brightening going on. of course, the time change may be thrown off a little bit sunrise an hour later this morning. we will be seeing sunset an hour later, though, too, which is kind of nice where we're at today is going to be a nice calm day during our daytime hours. we do see a light winds, a few sprinkles here. and there i'm jeff annalee a great day, mostly cloudy. but compared to where we're headed tonight, not a lot going on. you do have that snowfall up in the sierra nevada. that is going to be

something that really helps travel up there today. overall today, a good storm prep day for sure day to get some of the groceries done. tomorrow is not the day to be heading out too terribly much 40's 50's for current temps, light jacket, kind of stuff. berkeley, oakland and alameda each at 55 degrees. timber on 52. same for you in fairfield. now winds will pick up gradually today and overnight tonight we're actually going to see peak wind gusts at the coast and our mountain top speaking 50 to 70 miles per hour. this will result in downed trees. roots structures get a little more vulnerable when the ground is saturated. as as it is. also some power outages possible overnight tonight you add on top of that, these high wind warnings and then flooding risks to with flood watches tonight through wednesday morning. salinas river already flooding and now a lot more water in it. same for a bay area streams wake-up planner does show scattered showers on and off. today. the rain picking up after sunset tonight. i've got your full hour by hour forecast. still ahead, rain. all right, john, thank you for

>> and that was president biden in our last hour live here on the kron 4 morning news trying to reassure all americans that their money is safe after the financial collapse of silicon valley bank over the weekend. >> and that bank is opening in couple hours. so people to start getting their money out. kron four's will tran is live in santa clara talking to some of them and they're pretty nervous morning. well. >> they are very nervous. despite the assurances from president biden that they will get their money. you can see the line right behind me. we do know that the bank will open at 9 o'clock this morning. and you can see they are bundled up. they don't care about the cold, but they care about is getting their money back. and we're talking some of them into the millions of dollars. here's what happened with silicon valley bank. this is a very popular bank with tech companies and startups. they poured in billions of dollars into the company. the bank, the bank took the money. they don't sit

on it. they take the money and then they do their own investments. well, those investments did not pan out. word quickly spread to the tech companies and the people who invested money into this bank. they did or run on the bank late last week, withdrawing hundreds of millions of dollars possibly billions of dollars. and that caused panic. that caused the bank to collapse. they could not find anybody to take over the bank. and that's when the federal government stepped in over the weekend and said we will take it over, which is why you heard president biden saying now that the federal government is running this, the people who were in charge, we'll be fired. the people behind me. they don't care about that guys. what they care about is getting their money and it's not for are expensive cars often times. it's just to keep the payroll going. concern for us is if we don't get the money right away. will will we ever see it

as the assurances from the fbi see that? we will. but given the reason this bank had the trouble that it did, there could be more to come from here. and so the sooner that the money is somewhere where we're confident in it, the sooner that you know, where we're confident, you know, plans can continue. we can keep doing medical research that were. >> we're working on and we can, you know, make stopping plan stay the same. >> that gentleman is an australian. his name is ben sand. you will not believe this as far as bad luck on the timing. he told us that his company invested millions of dollars or put money into that bank. they did not invest. they just deposited their money. millions of dollars into silicon valley just last thursday. now they're hoping to get their money back. >> back to you. i got worst time. thank you very much. well. >> 706, is the time right now.

and let's get on to the other top story this morning, which is another storm that's going to bear down on the bay area tonight. yeah, impacting us all week long. as john has mentioned, it comes with the risk of winds could also bring trees down, too. so everybody is doing the best they can. >> both individually and on the municipality level to prepare kron four's. michael thomas is live in walnut creek with a look at what they're doing there. hi, michael. >> hey, good morning, everyone. that's right. preparation is key with this weather. john says it's going to start raining a lot in the evenings and then into the early hours we're talking all about sandbags this morning. you can see behind me this is one of the stations. the sand here is slowly been dwindling down. i told you guys that all throughout the still having response, but there's still about i would say 20 to 30 bags that could be made. let's get into some video as we talk about these details. you officials say that there are multiple sandbag locations across the entire contra costa county. and there's one actually in all 19 cities. this is all put together by the public works department.

now they say that these areas are not staffed in the only provide the bags in the sand. we're going to get some details up on your screen. you will need to be bringing a shovel. however, this location here in walnut creek, there is a shovel at this specific one. i do not think it was provided by officials. some good samaritan probably just left it. so if you go to any of the other locations, you will need to bring that you know, they are asking people that if you're taking the sandbags, you do want to only fill them up about a 3rd of the way. then when you do that, folds are going to do it at a 45 degree angle. and again, these are all free there throughout the entire county. and if you go to their website, you can find those specific addresses. but this one here in walnut creek, we have those details on your screen and again, as i have said all morning, there's about 20 to 30 bags. it could be made here. you can see that shovel in the background and those bags. but so far nobody has come to grab a sandbag, but i'm assuming that that is because they already got prepared last week. but that's a very latest walnut creek. i'll send it back to you guys

live in the studio. yeah, i mean, you think we've had a lot of time with you. get sandbags for weeks. thank you very much, michael. and it's clear. >> walnut creek, we're also seeing them in san jose. a do the same thing as well. bags available for any residents who need them. >> thank you, michael. and in san jose. >> this is at the central service yard out at 16. 61 failing avenue. and you can see in the video here, what we're waiting for, people you can get up to 20 sandbags per vehicle. and if you want to list of sandbag locations here and everywhere else around the bay, we've actually compiled one for you on our website at kron 4 dot com to check it out in the east bay 8.80, is back open after flooding and mudslides shut down all the lanes in fremont yesterday. >> take a look at the clean up. the rock and mud slide was near a railroad over crossing on the highway. debris cover the northbound lanes and then the north and the southbound lanes started flooding. so they had to shut down the entire highway for several hours. you can see the cones. here's they diverted drivers. got them to where they needed

to go in. meantime, the crews were working with pumps to get rid of all that water and the detractors to get rid of all the debris. caltrans just saying when there's rain like this, you can save yourself. the headache, if you check for closures before. yeah, head out and hop in the car. a lot of people just james, they don't, you know, check the map so they don't listen to the traffic here now because they know their way to, right? you never know what's going to be in your way when we have these storms. so a state to the kron four's will have. it's just been the problem in fremont. people had to be escorted severe flooding there filled the parking lot. okay. yeah. that's high water look right up to their butts and they're pretty tall to or up to your knees depending on how tall you are. this is outside the chinese independent baptist church on on a place in central avenues. you can see they had to walk a lot of people out and get them out of that water so that they could get home from that. what students guests or also some breaking news overnight to tell you about this. one of the crime front. >> but when police say they shot a man who was involved in a hostage situation now,

according to police, they were told by a witness that a man was holding a woman against her will. and when officers arrived there at this apartment complex on the 160 block of sycamore avenue, police say the man started shooting at them. well, it was an officer who returned fire, ended up striking that 30 year-old man from long beach. brentwood. police say the woman was also hurt. everybody was taken to the hospital. officials say the victim and the gunman are expected to survive the count contra costa county district attorney. now he's looking into this and leading the investigation. we'll take a break. it is 7.11 still ahead on the kron. 4 morning news. the u.s. now searching for 3 americans who went missing in mexico. >> we'll tell you what investigators know so far about their last whereabouts. >> and our next big system is on the horizon, although fairly calm day today, we do have another atmospheric river making its approach and that's going to result in heavy overnight rain and really strong winds talking about your forecast. all right. and today's a silver lining is

to get those done, too. that includes most importantly, clearing those drains in front of your home's specially if you live in an area that's flood prone to get it all cleared out. allow that rushes to occur before the heavy rain arrives. >> this morning, you got a little hint of sunshine, but definitely a mostly cloudy one. >> we're going to keep those light showers going today. you can see some of that on radar this morning, especially around santa rosa right at the coastline, too. now, if we zoom out snowfall does continue for the sierra nevada. and if we zoom out even further, well, there's those clouds that are going to be heading our direction tonight. resulting in such stormy inclement weather. now we will stay calm throughout the day today. so definitely take full advantage of this. get the light rain jackets on aside from that, it's pretty much business as usual. that pacific northwest feel where it's just cloudy, grey and sprinkles. tonight, rainfall kicks into gear, especially after 10:00pm. it starts moderate. but look at that coverage. the entire bay area going to be raining consistently all night long tonight. grounds going to get

saturated winds will pick up high wind gusts as high as 70 miles per hour tonight. that will result in some downed trees. very likely loss of power. and then tomorrow morning, as you're awakening, we see the heaviest of rain getting here. these downpours, we'll be resulting in flooding and low drainage areas, areas that have been flown to put flooding in the past. so make sure to do that prep work today. going to be a very rough morning commute tomorrow. so if you have the option for the work from home day, absolutely. take it tomorrow. stay home as much as possible. we will be seeing a small streams entering flood stage and even a chance of thunderstorms into the afternoon, especially for the south bay. now, here's the good news. after such an active next 24 hours, we catch a break in a solid one come wednesday and thursday. so look forward to that little light at the end of the tunnel, 2 to 3 inches of rainfall for some urban areas in the bay area. mountainous areas like the santa cruz mountains could see up to 5 inches of rain. that will result in these flood concerns. flood watches for the entire bay area. we'll be

under flood warnings for many areas like the russian river and already under flood warnings for the salinas river on the central coast. now that flood concern also continues for the sierra upper elevations of the sierra winter storm warnings and multiple feet of continued snowfall. mid level and lower elevatmons melt continues to occur. just swamping those small streams and rivers at lake level 30's and 40's around lake tahoe. going to be that slushy rain snow mix much as we saw this weekend. 60's for highs for most areas. it's a mild day conquered hayward fremont at 65 san jose. at 66, this warmer trend does continue and that will continue to result in that muggy feel that subtropical moisture working its way our direction today into tomorrow or i should say tonight into tomorrow morning. more precisely the very heaviest of rainfall wednesday and thursday, a little dry weather before more showers this weekend. rain. john, thanks for that on this monday morning. maybe you are traveling. >> and the east bay, you're

killed. so now hold haven tras. a look at the search for or the women. >> missing in mexico, it's been nearly 3 weeks since this. there's money to preserve rios marina, perez, rios and the front door signs child from a small border town in texas 2 months, moralist who sew clothes at a local flea market. that's the last time there were about would be known. the husband of one of the women was the last person to hear from the women as they were traveling favor. 24, he grew concerned after not hearing from them later reported the disappearance of local authorities prompting an investigation by the fbi people who appear to be concerned. family members of the women sharing their concerns on facebook. daario martinez writing to my aunt is are missing adding the been missing more than 10 days. the recent disappearance of money to marina indoor have prompted texas department of public safety to issue a warning not to travel to most of mexico during spring break and beyond. dps director steven mccraw saying in a statement drug cartel violence and other criminal activity represent a significant safety threat to

the evening hours tonight. this resulting in that next round of flooding possible. now we do have snow up in the sierra nevada in a few isolated showers today. definitely be ready for those light sprinkles throughout the day. it is going to be kind of that. misty overcast feel like we had been seeing but nothing to be alarmed by just yet anyways. 40's and 50's for current temperatures. light jacket kind of stuff today. alameda, oakland and berkeley at 55. same for you in san mateo. now as we move into the evening tonight, one of the first things you'll see is winds picking up ahead of what will be the return of this subtropical system, an atmospheric river and overnight hours will bring along with it. some very strong winds. we're talking 50 to 70 miles per hour gust. this will likely result in downed trees, downed power lines and potential loss of power for many neighborhoods. that's just the first issue ground is already saturated. so all this additional heavy rain that kicks up tonight into tomorrow will result in flooding concerns today is certainly the day for prep work getting those sandbags

going to come for the rain, which could potentially bring some flooding with it as we know. so best now to be prepared for some and harry take speak with the doing in santa rosa. >> i've seen roads already closed just for the risk of flooding. some others already are covered in water and the rain is continuing to fall here at home depot, people came by all weekend to pick up last-minute supplies before the next storm hits. >> streets throughout sonoma county blocked off with signs like saying the road is closed because of flooding. this portion of mark west station road in windsor is already completely covered with water. one car appeared to be stuck and abandoned in the middle of the road. >> i get out that some of the people in a prius or >> ethan, you've in drives a pickup truck and says he's prepared for weather like this. she was before. >> i grew up until the county, but you're my whole life. i this is nothing new. every 10 years we get a big. a big

strrm surge in that we get 10 strrm surge in that we get 10 years of drought and the get a big storm ricky was at the home depot in santa rosa, picking up a new water heater. >> he lives in forest bill. he says home isn't flooded, but everything is still wet and giant military above us. so i don't get saturated. and waters got nowhere to go. he was using a tarp to try and keep his new water heater as dry as he could on the way home. i asked if he had any tips for preparing for more storms that nk generator in case a tree falls on a power line. that helps. >> with high winds and more flooding expected, officials are asking people to stay off the roads if you don't need to be on them. they didn't expect conditions to get worse in santa rosa amanda hari kron. 4 news. >> heavy rain on the peninsula yesterday led to this flooding and road closures. obviously in this area can pass that this old county road and harbor boulevard and san carlos. it was shut down for several hours yesterday morning, but believe it or

not, crews were able pretty quickly by noon. they had traffic flow flowing. show you the news that were flowing through there again driving, let's say, driving streets in the small community of flooded after the river's levee failed at midnight on saturday and that bridge is now more than 300 feet wide. emergency crews had to rescue 90 people over the weekend. there is the inundation on the roadways there between the monterey peninsula. that whole areas at risk and they're advising you to if you live in that area, don't drink with drink or cook with the tap water in case it's contaminated. cause this you should use bottled water and look at them how they get the cars out. they were driving are parading. they were pushing and pulling. yeah. >> ok, and this was the scene on road bridge saturday morning where residents there waited to be taken to shelters after mandatory evacuations. a lot of folks in need roads are closed going into right now, county officials are urging residents not to enter the evacuation zone. in the east

bay. we have more than 200 people aboard. a bart trains stranded for more than an hour when a section of the rail became be energized. so this happened just after 8 o'clock saturday night on the various line right near the fruitvale station. bart says that a power substation had an issue which caused a section of the track to become deanna wright, d energized and, you know, at that point, the train can't ride on the tracks. that's not the energize. so crews had to work to re energize that rail in the meantime, they did bring in a different train to off for those passengers. but the whole process took more than an hour. fact, was an hour and 20 minutes before everything was resolved. still not clear if weather was to blame for the issue are still looking into that. >> it's 7.35. in oakland. police are investigating 2 deadly shootings. the most recent happened around 9 in the morning sunday on hegenberger road near the coliseum. the victim had been shot multiple times. no word on a suspect or what led up to that shooting. but then there was another deadly shooting on

macarthur boulevard and that one happen before it was on the 1 o'clock saturday morning. that person also shot several times and died and no word on a suspect. >> operate i got involved. >> portion of the 9-1-1, call there. take a look. this is the chp helicopters, video camera looking for these robbery suspects early sunday morning, the helicopter arrived overhead in oakland after police pursued the suspect from san francisco across the bay and into oakland. and it was here. the deputies located him hiding in a wooded area along highway. 24 and there you see the thermal imaging camera zooming in on him. deputies in that helicopter then utilize there giant pa system to talk to the suspect were hiding in those woods and convinced them to come out. so they turned themselves in safely. san francisco police are also investigating what happened.

>> on the peninsula, san mateo county sheriff's deputies arrested 3 people in connection with a 48 break-ins. that happened on saturday. 48 break-ins. they think that they did. and one of them, the suspects, 13 years old. it was around 10, 30 in the morning that sheriff's deputies were told that that was a stolen hyundai. i near the intersection of millbrae avenue and highway 101. >> in millbrae. and while they were looking for that stolen vehicle, they got calls of cars being burglarized in millbrae as well. and they ended up making those arrests a short time later. >> we're going to take a break here at 7.37. still ahead on the kron, 4 morning news. everything everywhere. all at once won big at the oscars last night. we're going to take a look back at the awards. the cast took home. >> the raid day today, but tonight is when it all kicks up again and other atmospheric river. subtropical moisture on into the bay area and with this are already saturated soils comes the risk of

moderate showers and consistently overnight tonight. wind really picks up during our overnight hours to it's not just flooding potential. also potential loss of power, 50 to 70 miles per hour. peak wind gusts at the coast and our mountain tops too. we will be seeing our heaviest of rain right around the time of the morning commute tomorrow. this is what's going to result in that risk of flooding ground at this point is well saturated and we see heavy, heavy rains on top of all of it. you're going to see a lot of runoff into small streams, poor drainage areas starting to back up all the things that we might seem familiar at this point after heavy rains in january. and even earlier this month. now, here's the good news. we will continue to see often on heavy rain through tuesday, but we catch a break from its starting on wednesday and wednesday into thursday. you get a good chance to get back outside. hopefully a chance for things to dry out for just a minute. rains today into tonight. and tomorrow morning, another inch to 2 inches for our urban areas, possibly even more than that for some spots. and upper

elevations for 5 to even 6 inches up in the santa cruz mountains. all this adds up to flooding risk. we do have flood advisories for the entire bay area tonight through wednesday morning. we're already at flood stage for the salinas river. a lot of small streams and rivers in the bay area joining and that trend now, winter storm warnings for the sierra nevada continue through wednesday night. mid levels have been seeing a lot of snow melt and that's the flooding and run off into our lakes. why we have so many releases from spillways. but we're also looking at still heavy snowfall at the top of the sierra nevada. that's those winter storm warnings amid feet of continued snow at lake level at lake tahoe. it's still too warm for a lot of snowfall accumulation. it's the rain snow mix that will continue in the days to come at those elevations. high temps today, mild oakland at 62 hayward and fremont at 65. we stay on this much more mild trend in today and tomorrow, feeling downright muggy because of the subtropical moisture brought in with the atmospheric river. 60's for
