>> morning and a happy early monday to you. i'm sorry and i'm james and luckily it is dry for the moment. so now is the time to hopefully get some things done. i know it's early, but yeah, well, the weekend was a washout from a split decision over here, though, because you have no case. saturday was found sunday, very wet. and it looks like we've got more of that on the way this week all over again. john, here we go again. i do. it's going to be very, very wet. start the week now. scattered showers today. >> we can handle that. but tonight into tomorrow morning, things getting very heavy again. we've got another atmospheric river where we've heard a lot, but it is going to be a huge pickup in rainfall intensity during our overnight hours and into tomorrow morning. and at this point ground is already saturated. so here we go again with increased flooding risk. now today, as i mentioned, not too terribly bad. this is your view at half moon bay. we've got some scattered showers out there. it's a cloudy morning. all this seems routine at this point. we are seeing that moisture plume stretching offshore. you see all that cloud cover. that's what's heading our direction. and that's what makes this next.

24 hours. not just interesting to talk about, but pretty hazardous as well. upper elevations of the sierra feet upon feet of snowfall. there you go to those mid level and lower elevations and the heavy rain continues only resulting in continued flooding risk for sierra streams. and then e salinas river, the russian river here in the bay area, which will be looking at potential flood stages within the next 24 hours. salinas river. we've already been there with that levee break having incurred already. so this is going to be an ever complicating situation as we see this next round of heavy rain now 50's for current temperatures. alameda san mateo at 55 san francisco, oakland at 54 degrees. santa rosa and conquered at 53. we are going to see winds gradually picking up today were pretty calm this morning. but wind speeds increase very much noticeably overnight. in fact, 50 to 70 miles per hour gusts overnight tonight. so high wind warnings, potential power outages into tomorrow morning. and then yes, of course, that flooding concern too, with

will out here. he was willing to help you guys with those sandbags. depends on if get coffee, it will be helping out some of those sandbags. but we do know that sandbag preparation is something that is effectively sot happened earlier this year. so, you know, it is a good thing to come out here and get these. let's get into some video as they give you some details regarding the sandbag pickups. so there are multiple sandbag locations across contra costa county all put into place by its public works department. according to its website, these locations include one and all 19 cities. if you do want to find when you can head to their website to find exact locations, they are not staffed in the only provide the bags and sand for free. and we're going to details up on your screen right now. as you can see all of that now, again, remember, it's just the bags in the sand that are provided. you do need to bring us shovel. and some gloves are also suggested. now officials say when you are filling them, you should only fill them about a 3rd of the way and make sure that you put the flap 90 or excuse me a 45 degree angle and then place the second bag on top of that

one. and, you know, i spoke with john this morning. our wonderful meteorologist. he says that this rain is really going start coming down afternoon into the evening. so you want to get out here behind me is the actual stand. i will say here at the specific location in walnut creek, it is running a little bit low. so i'm gonna send an e-mail and see if they're going to be refilling. not because i would say maybe. 25 bags could get made with this specific one and you're coming to this location and there is a shovel here. i don't think it was provided by officials, but somebody was nice enoagh to leave that shovel. so that's a very latest here in walnut creek. but i will send it back to you guys live in the studio. all right. good info. thanks a lot. we'll check in with you later, michael. all right. well, from sandbags in walnut creek. >> let's go to san jose where the city there has sandbags available for any resident who needs them. residents can pick up those sandbags at the san jose city central services yard. that's at 16. 61 failing avenue. people are allowed to pick up 20 bags per vehicle for a full list of sandbag

locations all across the bay area. you can always head to our website kron 4 dot com put that information together for you. it's 504. and in the east bay 8.80, is back open now after flooding and a mudslide. >> shut down all lanes in fremont yesterday. take a look at the rock and mud slide was near a railroad over crossing on the highway there. caltrans says the debris cover the northbound lanes as you can see in the north and southbound lanes started flooding. so then they have that problem has shut down the whole highway for several hours. they diverted drivers. you can see all the cones there. let them know the crews got it had to pump out that and also the water they had to use tractor as well to collect everything and get everything out of their caltrans says that when they have rain like this, you can save yourself a headache by checking for the closures. first because, you know, there's nothing that stinks more than arriving and then get caught in it. so do an eye on that. keep an eye on

kron 4 dot com because that's exactly what we do is update closures that also in fremont, people had to be escorted because there was severe flooding on a parking lot. you can see here those people being taken out to safety, chinese independent baptist church is right there on central not place in central ave. and that's where this was fremont. fire department stepped in they saved several people who were there at the church that morning and help them across the water so they could be picked up safely. all right. 506, is the time. let's get to one of the other big stories we're following this morning. the fact that silicon valley bank is going to be opening in just a few hours from now so that people can start getting at least some >> of their money out. this after the federal government said it is not going to bail out the bank after its failure. kron four's will tran is live. >> in santa clara with the latest. good morning. well, >> james i'm in front of the bank and you can see one of the customers are right behind me. he does not want to go on camera, but he has his lawn

of dollars tied up in this and they like then keeping their fingers crossed that they get all of their money. back back to you guys. wow. all right. and we'll said it's national news. we're waiting for the president to speak this those comments live when they happen will thank you. >> also breaking overnight, we should mention the brentwood police say they shot a man who was involved in a hostage situation. >> according to officers, they were told by a witness that a man was holding a woman against her will. and when police got to the apartment complex in question that 160 block of sycamore avenue, police say the man started shooting at them an officer returned fire and i ended up striking that 30 year-old man from long beach brentwood. police say the woman was also hurt in the shooting. officials say the victim and the suspect suspected gunman are expected to survive the contra costa county district attorney is now investigating what happened. in the south bay, san jose fire chief now calling on the city manager to take disciplinary action against those involved in a

strip club scandal 5 months ago. so the incident took place last year on october 5th, just outside the pink poodle, adult entertainment club on south bascom avenue. a video shared on social media showed a woman wearing a bikini coming out of a fire engine parked outside of the club. an investigation found that the firefighters actions violated specific policies and procedures and rules. the sanford, san jose fire department chief robert safety and junior suggested that the city manager take disciplinary action against those involved the names of the employees that were part of this are still confidential. but chiefs a pin says the department will be reinforcing standards of conduct across the organization starting with all senior officers, 5.10, and the timing on the peninsula. stanford is investigating a potential hate crime in a dorm. >> university officials say multiple swastikas and the picture of a tall hitler were posted and they were in a jewish student's dorm room door is where those images were. the school says their

guard helicopter went out their voice to the surfers to the top of the cliff and they were rescued from there. >> they both appeared to be uninjured. >> okay. well, the department water resources continues to release water into the feather river in butte county for flood control protection earlier last year or last week. i should say the agency released about 8,000 cubic feet of water per second. that's a lot of water this weekend. they've upped that to 15,000. but that number could change as the wet weather continues. lake oroville right now is currently at 116% of the historical average for this time of year. so and with all the melt that they're expecting to continue flowing down out of the sierra. yeah. reservoirs and streams they may have to continue releasing anticipating all that water lifting the level of the first. it's like when your grandparents or your your parents offer you food, i have enough. >> i'm but no. thank you. i don't need anymore. well, we're going to like it or not. that's the stuff cherish hold

a good mother. nature says finishing yeah, yeah. it's a more and more. it's a non-stop buffet of a while, the winter weather and we're keeping it going tonight into tomorrow morning. >> actually, a lot of concern with this next system. as you know, releases out of our reza bore us lot of snow melts in the sierra. and then back here at home, we've already been looking at flooding on the long the salinas river. we've been talking all about that. now. you're going to add a lot more rain tonight into tomorrow morning on this already very saturated soil. that's the issue here. so let's start with today. because today, daytime hours, not looking bad bay bridge, calm winds pier 15, all in all today. we can handle in a few scattered showers out there. absolutely. good to go with that. we do have the sierra nevada with some snowfall in highest elevations that has been causing a lot of issues. you had above 7,000 feet and we're still looking at the feet of snow. in fact, 12 feet of snowfall expected for the week ahead of us at the very crest of the sierra. so we're not done with that yet. lower

elevations where the snow melts occurring. and then this guy pushes through. this is our next atmospheric river pumping through with a lot of moisture. so scattered showers today. again, nothing to be alarmed about during your daytime hours. business as usual for your monday. if you live in a flood-prone area, take those precautions during the day before you go to bed tonight. make sure you get those sandbags ready to go. make sure to clear out those storm drains because that's actually what causes most of those issues and allows that water to pile up in poor drainage areas. now as we move into evening hours ton ght, really after 10:00pm, widespread rainfall arrives, it starts light to moderate only gradually increases through the evening. and you notice that all of us stay in this consistently rainy way overnight. no brakes whatsoever. turning our overnight hours and rainfall only increasing in intensity into tomorrow morning. tomorrow morning is going to be a very rough commute. we've got very strong winds, 50 to 70 miles per hour. gusts. this could result in a lot of a breeze in roadways as well as some power outages. you've

also got the very heavy rains right in the midst of the morning commute. so tomorrow, if you can do the work from home option, it is 100% the day to take that option. we will see a few isolated thunderstorms into the afternoon on this hearty saturated soil. so that's not going to make things any better. the good news is is that we do come down tuesday night into wednesday and wednesday. we're getting a solid break from the rain. as for rainfall totals tonight into tomorrow, it's another 1, 2, to even 3 inches in urban areas. and another 4 to 6 inches in our mountains such as the santa cruz mountains. this all results in flood watches now. flood watches taking effect tonight through wednesday morning. we are expecting a lot of small streams to fill in some of those problematic rivers like the salinas river in the russian river also could cause even more issues. winter storm warnings in the sierra overnight into wednesday night. this is because of the feet of snowfall at the very crest of the sierra and the really strong winds up there as well. not a good forecast

to be heading up to the sierra. it's kind of melty around lake tahoe, temps above freezing in the upper 30's to low 40's. really, i see during the evening hours, temps today in the bay area will be in the 60's with hayward and fremont at 65 san jose. at 66 tomorrow, we will be looking at similar conditions as far as temperatures go, the very heavy rain arrives overnight tonight and into early hours of tomorrow. wednesday. going to be a beautiful one. a couple sprinkles in the morning, maybe, but we will be seeing sunshine regardless after that thursday. also another dry day and a few scattered showers friday. definitely an easier end to the week than what we have to start. it rained. all right, john, thank you for that on this monday morning. maybe you're heading now hitting the roads and the highways. >> about a 60 minute ride traveling from crockett down towards the maze. not see major issues there. traffic still pretty light early. 8 minute drive into the city right now. our san mateo bridge around 12 minutes there, the south, they want to one heading up. 85 menlo park about 30 minutes to 80 82. no

tonight is where things get. >> who a little bit on the dicey side again, because as you know, the ground is pretty muggy out there. it's saturated. can't digest a lot more rainfall. and that just means as we see heavy rain tonight, it's going to start to pile up and definitely cause some issues for us into tomorrow morning. we're at this morning. easy peasy. you're good to go. i mean, quite our out there looking good. we do see just a few spots of light rain on the radar. all that cloud cover sitting offshore, that's what makes its way our direction. and that's what's going to cause us. a lot of issues. snowfall in highest of elevations in the sierra. it's really not stopped over the weekend and it's still coming down up there. the bay area, things have been kind of chill. we have seen some heavier rain showers, isolated yesterday. today. we're going to take a step back from that and things are going to be nice and calm for the most part. take today as a preparation day for what we have overnight tonight into tomorrow. now upper 40's to low to mid 50's. our current temperatures. things are overall pretty good out there. i would keep the light rain

jacket on hand. it's kind of that seattle style of weather where it's just a light sprinkle some misty conditions from time to time winds will gradually pick up today. and by the evening tonight, we're looking at some really strong winds, high wind warnings going into effect 50 to 70 miles per hour. peak wind gust during or overnight hours means definitely some trees down, potentially some loss of power, things to prepare for overnight. and then the heavy rain on top of that with flood watches again going into effect tonight, lasting through early wednesday morning. so it's going to be a lot to talk about as far as what to expect during overnight hours. and we're going to cover that a lot more through the forecast. so stay with us for that. but the good news is this morning and through the day today, actually sitting out pretty nice. and that means like you're seeing at the bay bridge, not too bad out there. all right. so today's you and james, just talking about good day to get out, get some things done, especially in the early morning hours. >> a 10 minute drive for you. travel into the city right now. no delays. the meteor lights are still off our san

completely covered with water. one car appeared to be stuck and abandoned in the middle of the road. >> i get out that some of the people in a prius or >> ethan, you've in drives a pickup truck and says he's prepared for weather like this. i've seen this before. >> i grew up in sonoma county, but you're my whole life. this is nothing new. every 10 years we get a big. a big storm surge in that we get 10 years of drought and then we get a big star ricky mcginn was at the home depot in santa rosa, picking up a new water heater. >> he lives in forest bill. he says home isn't flooded, but everything is still wet and giant military above us. so i don't get saturated. and waters got nowhere to go. he was using a tarp to try and keep his new water heater as dry as he could on the way home. i asked if he had any tips for preparing for more storms that nk generator in case a tree falls on a power line. that helps. >> with high winds and more flooding expected, officials are asking people to stay off the roads if you don't need to be on them. they didn't expect

conditions to get worse in santa rosa amanda hari kron. 4 news, heavy rain on the peninsula yesterday led to flooding. >> and some closures. check this out. this is an old county road and harbor boulevard and san carlos shut down for several hours sunday morning. crews were able to get traffic flowing again around noon. believe it or not. wow, that's fast work. >> streets in the small community of row. >> they flooded those streets. the river's levee failed at midnight on saturday. and so now, wow, look at those cars under water. almost there. emergency crews had to rescue about 90 people over the weekend from this area the roadways were inundated. yeah. this along the monterey peninsula to that carrying someone area county officials are advising residents who live in that area. how are they even driving over next push? push? a cow's egg was driving through that.

20 minutes to solve the problem. still not clear if the weather was to blame for that. >> time now is 5.35. meantime, oakland police are investigating 2 deadly shootings. the most recent happening just after 9 in the morning yesterday on hegenberger road near the coliseum. the victim was shot multiple times and we have no word on a suspect or what led up to that shooting. police also investigating another shooting. the second anoka, which is on macarthur boulevard that happened around one in the morning saturday. the victim was shot several times. no suspect. they're either these 2 shootings being investigated as homicides as they are too shooting deaths. >> robbery i got involved. >> all right, taylor, this is a chp helicopter footage as they were assisting in the search for a robbery suspect early sunday morning. the helicopter arrived overhead in oakland after police pursued

the suspects from san francisco. and their deputies located them. they were hiding in a wooded area right along the highway. and that's where the helicopter has camera trained deputies in the helicopter say that utilize their public address system to convince those 3 suspects. you can see them in the thermal imaging there to come out from their hiding spot and turn themselves texas. police are also investigating the incident to looks like 3 on the peninsula. san mateo county sheriff's deputies arrested 3 suspects in connection with 48 car break-ins on saturday. so just one day, one of those suspects included a 13 year-old. it was about 10, 30 that morning that sheriff's deputies were alerted of a stolen hyundai near the intersection of millbrae avenue and highway 101 in millbrae. and while looking for that car, they received calls of vehicles being burglarized throughout the city. deputies arrested the suspects a very short time later. we'll take a break here at 5.37. still ahead on the kron, 4 morning news. everything everywhere. all at once. one big once again
