santa rosa are expressing frustration with the school district and many say they do not feel safe. this after student was stabbed to death this week and the gun was found at another school students held a rally at maria carrillo high school today where a student brought a gun to campus on wednesday. >> they have also been observing a moment of silence to honor 16 year-old jayden panetta who died after being stabbed by another student at montgomery high school. that same day, a friend of jayden's who was with him when he was attacked, says the school district has not done enough. they don't care. >> and that is why my best friend got stabbed in a classroom, a place where we're supposed to feel safe. >> another rally is reportedly being planned monday by students in santa rosa. and we will be covering the story on the air and online. >> the deadly stabbing at a santa rosa high school has brought worry, sadness and concern to the community and

to help those affected the uvalde foundation for kids is now providing assistance. that foundation was set up after the mass shooting in texas and it provides services including a hotline with mental health experts. kron four's terisa stasio says it is also launching its own investigation into the stabbing of a student. >> what we're hoping to you is what i think should be top priority for all of us. and that is addressing the mental health care. this traumatic behind this traumatic david chapman is the national director of the uvalde foundation for kids. >> he says over the past 2 days the organization has received more than 100 calls for service from santa rosa families. really from the stabbing death of 16 year-old jan pm to pn to died after he and another junior confronted a freshman student. police say that the freshman pulled out a knife and stabbed jaden 3

times. both professional counselors and here. >> team members that are available that have been through school crisis. some have been through violent a school shootings before they can call it number that we have on our website. >> i have released as well. that's 24 hours a day, 7 days a week. those lines are also available to adults monitor by professional counts. >> chapin says that the foundation is also looking to be an independent voice as a team will gather facts about what happened offer advice on how to prevent these kinds of conflicts from escalating board members that are. >> part of our research team in investigators, higher. collectively will look at a lot of different various not just incident itself. all the mitigating factors leading up to and ultimately with the idea of being. solutions.

>> chapin says that the foundation assists other school districts around the country has established after the mass shooting of 19 children and 2 adults at robb elementary school in uvalde, texas last year. chapin says the foundation's goals focus on trying to avoid crisis like what happened montgomery high school. >> there's a child that with school. i had a that's not going to have that anymore. so if the school wants to ask, why is the foundation investigating? because we're all so parents and i can't imagine. what that family is going. >> theresa kron, 4 news. a chaotic scene on a high school basketball court in san francisco. this was a game between san francisco's archbishop riordan crusaders in the white jerseys and incurred in high school. that's the tigers visiting from sacramento wearing the dark uniforms. the 2 teams

started throwing punches instead of actually playing the game. and we'll hear now from a spectator about this scary one of the players there he was out for a while. yeah, he was out for a while. yeah, i i wa parents i got on the court too. >> and like i said, i would like couple little kids and toddlers a moment because got trapped without over there, too. >> riordan did win and now advances to the semifinal round. neither the cia nor riordan high released any information about any students being injured during this fight. >> oakland, first responders had a very busy morning. police say a suspect wanted in connection to a killing was arrested after nearly 2 hour standoff at the motel. and at the same time, a fire broke out in one of the motel rooms. it happened at the motel 6 on a bark and their owner. >> 8.80. >> shortly after the arrest, firefighters arrived on the scene. they say a butte butane canister caught fire and exploded inside a suitcase in

a room. the motel guest did manage to put the fire out but had minor burns. a hacker accused of stealing information from the city of oakland's online network says there is a plan to publicly release that information. last month. oakland was hit by a ransomware attack that affected services, including the cities, non-emergency phone line. city officials say they're investigating whether these threats are real. they are promising to contact anybody whose personal information is affected. >> developing news and what is still a very active investigation into the explosive materials found inside of a san jose home. 35 year-old peter kara said is now under arrest. the investigation began back in january when police got reports of 2 transformer explosions. the investigation led them to their suspect who now faces 9 felony charges along with finding explosive materials inside of his home. police say they also discovered possible narcotics.

>> this person's residents obviously is very to swear. residents and the collection of evidence dealing with explosive devices. it is very detail oriented to. so we're expecting to be out at that scene for a few more days. >> pg and e issued a statement on the investigation saying that they take seriously the protection of critical infrastructure and appreciate the response of action of police kron four's. dan thorn is following up on these new details. his report and what we're learning comes up tonight during kron. 4 news at 9. >> time for a look at the forecast as we have this great shot of a san francisco from sutro tower after a nice the weekend's little a little iffy. our chief meteorologist lawrence karnow joins us now with a look ahead. yeah, it was nice to have that break from the stormy weather but looks likely to get right back into it and looks like, well, it's going to be off and on for quite some time. so here we go today, not a bad day. we had some high clouds up above the temperatures. cool down

slightly today and all these numbers still running below the average, but still it was dry and looking good out toward the golden gate bridge right now, although the high clouds already streaming overhead, most that a very high cloud cover out there for tonight. but behind that, we've got well, a storm system developing out there. all those cold speckle clouds going to be rolling in from the gulf of alaska and moving into the bay area in the coming days as early as tomorrow morning in the north and then spreading south throughout the day. so here comes that front beginning to drop in as we head in toward tomorrow. and there you go rolling on through into the afternoon, spreading into the south bay, a chance you could see some thunderstorms and some hail along with that system as well. and then becoming more scattered showers late in the day. but more storms expected overnight saturday night into sunday. so how about this? a somewhat rare as we've got winter weather advisories again going up in the bay area, the north bay mountains expecting some heavy snow. there may be 6, maybe 12 inches of snow, a foot of snow in march. pretty impressive. got winter storm warnings of further north and

the lake county and well, it's going to be interesting how this all works out. the temperatures, they're going to take a hit again. plan on some cool weather. get out that cold weather gear. if you put it away, well, get back out again. it is going to be chilly. not only tomorrow, but i think in the coming days we'll see these temperatures running well below the average rain on and off right through sunday and monday. it's not going to rain that whole time period but scattered showers throughout that period. much colder than normal temperatures. that may be more rain into tuesday and wednesday of next week. all right. well, if you're driving on highway 101 between. >> south san francisco on sunday, they'll be prepared to pay a toll. there are new express lanes that will be running on weekdays from 5 in the morning until 8 at night between 3.80, and south san francisco north to fill the avenue in sunnyvale. the just depending on real time traffic levels, solo drivers who want to use the express lanes must have a standard fast track or fastrak flex toll tag while carpoolers and motorcycles.

let's have the fast track flex toll tag set in the proper position to get a discount. the express lanes are meant to encourage carpooling or transit use and reduce congestion on the highway. >> march is colorectal cancer awareness month. this saturday, a dozen people who are low income and uninsured can get free colonoscopies. kaiser permanente in operation access are teaming up to provide 12 free surgeries and san leandro and there will be dozens of volunteer doctors and nurses. >> all of the staff very, very passionate about this program. they love coming and they love the impact that they they're serving. >> more events like this one are being planned across the bay area. doctors, meantime, encourage anyone over 45 to get routine screenings. colorectal cancer is the second-leading cause of cancer death in the u.s..

>> while the threat of an actual avalanche has been very real with the incredible amount of snowfall that the region seen this past week pg and e tried to trigger a slide on purpose to help with its power restoration efforts. the utility put up a chopper carrying 700 gallons of water and then dropped it on a potential slide area. officials say this is done to reduce the risk of an avalanche making conditions safer for ground crews trying to plug communities back in and thousands of people remain without power tonight after this week's snow storms, nevada city is one of the hardest hit spots. one man who lives there invited reporter kristin vartan inside his home to share his struggles. >> we're currently in front of the nevada county library, grass valley location. this is one of the warming centers in the area. all the nevada county libraries are currently being used for this purpose. they're providing charging stations, of course, heat and

also snacks and water. the one resident around here tells me he wanted to take matters into his own hands while he was first power to come back on. >> be very careful. as you walk. >> one step at a time. since monday. nevada city resident jim adams has been getting through this week. it feels cold and very cold. yeah. he says it was about 40 degrees without hour on. yes, i lost power several days ago. >> and allegedly, i'm supposed to get it back on tuesday at 11:00pm. i'm not banking on that. i don't see it happening. but surprise me the past few days, adams has been staying at a hotel nearby. that's because he's had enough. >> after night, one without power. just. >> i was extremely cold all night. i went to bed. i had on sox sweatpants sweatshirt. and it was just a very uncomfortable that night. and

i decided this is just not something i want to do. >> we're currently on jim adams deck here in nevada city. still lot of snow just on the deck. almost 2 and a half feet of snow right here. one almost as tall as that grill. and in the distance, you can see a power line down. >> we understand it's not convenient to be without power and connect actually a hardship as well. that's why we're working hard throughout the day in the area. you can see pg trucks like this one. >> all around nevada city palmer from pg tells me that their crews are working 16 hour days to restore power. you brought in additional crews from outside area. we brought in contractors to help us. >> and we brought in more snow, cats and other equipment to let us work in the snow. >> rondo has that pg and e prepares for storms year-round pruning trees and removing dead ones moving branches away from power lines and undergrounding power lines to make them sturdier. >> bear in mind, this is a historic snow event. i know we had a big snow last year.

well, this is quite unusual, especially at these lower elevations that normally don't get this much snow. the primary drivers this it's no loading on tree branches that added weight. snappy ranches and even toppling trees. >> and pg and e does anticipate power coming on for nevada county residents from march 6 through also they do have resources for people that are vulnerable populations such as having go bags as well as funding for backup batteries for people with medical needs. also just as a reminder, if you need emergency assistance in the area, you can always call 2, 1, 1, in nevada county. kristin vartan. >> also in nevada county photos show the rescue of a pony named danny. i guess that standing after he was rescued. >> he escaped the barn this week. he was stuck in more than 6 feet of snow stranded under a tree for days and only 100 yards from the house. i guess they were able to feed them. the nevada county sheriff's animal rescue team

did step in and help to danny, as you see now safely back in the barn with his owners. all right. now to our 4 zone forecast as we take a live look 80 near donner summit. kron four's chief meteorologist lawrence karnow. joining us now with expected to go how they are. >> roads clear but getting back might be tough. yeah. it's going to be rough. it's going to be hit miss coming back. the storms that are moving in very cold, unusually cold for this time of year. and that means snow levels going to be very low again with the storms that are coming in now. so we're going to get the rain here. they're getting a lot of snow bringing to see some snow on our mountains. that's how cold the storms are for march out there. right now, though, the roads are open and clear looking good. so far. >> and the cars moving up and down across the sierra nevada tonight. but i think tomorrow that all changes that storm comes to racing in right now. just some high clouds up above no rain or snow to speak up. but winter storm warnings posted starting tomorrow morning from 10:00am all the way until monday morning between saturday and monday. maybe another 2 to 5 feet of

snow. i mean, just simple. simply amazing amounts of snow but falling in the sierra nevada. so far this season. all right, overnight you're going to see some changes. those clouds will thicken up tomorrow. periods of heavy snow that will continue on and off through monday. in fact, we're talking 2 to 4 feet to 5 feet above 3,000 feet, all the way down to 3,000 feet. that's amazing. up to 18 inches above 2000 feet. and you can expect a few snowflakes below that. there are going to be some very gusty winds to go along with this as well. so a white out conditions are likely as we head to the sierra nevada over that period of fact, they're going to be another storm system rolling in, i think by about the middle of next week and likely going to bring some more snow temperatures. check that out. very cold numbers out there. you're in the 20's for highs tomorrow and then on sunday, the really cold air moves in. we're talking low 20's on sunday afternoon. so it's already been just a remarkable season in the sierra nevada, but we don't want now is a fast warm-up. were all that snow they think about the rolls down the hills. all of a sudden we have to worry about flooding in the central got to

keep it chill. yeah, thanks for all right. and speaking of all of big results from the state's 3rd snow. but snow survey of the season, california snowpack is nearing record levels. >> the readings from 130 centers across the state show. the snow packs water equivalent is 190% of average for the date at phillips station today, the snow measured more than 116 inches deep and across the state. the snowpack is nearly double its average amount. >> this snow pack actually rivals 1982, 83, which is the largest snowpack on record. and in fact, the southern sierra is actually outpacing still outpacing 1983. to date as of this morning. and that's still with more snow on the way. >> pg and e says its customers can expect a 75% decrease on their march. natural gas bills. and this is coming

after people have seen 3 months of higher than normal energy bills pg says the march natural gas bills on average would decrease 40% and because of the significant drop in market prices and customers usually use less gas be as the temperatures start to get warmer than on top of that. the company is distributing the climate credit one month earlier than previous years. so that's why the average is about 75% for the bills that are expected this month. >> still ahead, lawmakers on capitol hill say of action is not taken. the country could run out of the money to cover social security. what they're planning to do.

>> the government says that by the year 2032, it will not be able to pay social security recipients, full benefits unless congress does something. washington correspondent alexandra limon has that story. >> government projections say that in just 9 years, the social security fund won't have enough money. if congress doesn't do anything, we would have. the media. 23 1% cut benefits for everybody. michael peterson is ceo of the nonpartisan nonprofit peter g peterson foundation. he says those cuts would result in a $7,000 a year laws for current

social security recipients. and he says part of the problem is about 10,000 baby boomers are retiring every day. every time someone retires. >> it's a double whammy because they stopping and then they start taking out right now. social security taxes are only deducted from income below $160,000 a year. but democrats are rallying behind a bill they say would fully fund social security for the next 75 years by making income above $250,000. subject to that tax, the social security expansion act was introduced by senator bernie sanders and his co sponsored by senator kirsten gillibrand. millionaires pay in much lower percentage of their income than everybody else. democrats say their bill would make the system fair. i think we can agree if you earn a million dollars a year, you should be paying your fair share of the bill is unlikely to become law anytime soon because so far it has no republican co-sponsors. but separately, a bipartisan group of senators has also been meeting to try to come up

in the east bay. the martinez refining company has notified contra costa health services. >> of planned maintenance at its facility that will cause flaring that could be seen from 6 ad and marina vista avenue from today, all the way until monday. and this is coming as the community is still dealing with the aftermath of another incident on when the company failed to notify the public of a >> big release of toxic dust kron for some to call reports now on the new warning from the health department. >> it will be awhile before heidi taylor's garden. looks like it used to some of the 20 tons of spent catalyst, dust like metal material that was released from martinez, refining company on thanksgiving and the day after blanket in her yard, potential contaminating her plan to improve just this morning, a friend of mine was asking me about gardening advice and she wants to plant a garden with her young children. oh, my

god, don't put it in the soil. the first thing i said to her was you better have a container. this is container gardening. time now because of what they did. martinez refining company did not immediately notify contra costa health services about the release leading the county to consider enforcement action against the company. >> the public health department's investigation into the november incident. >> has been turned over to the district attorney's office for review county public health director doctor or says a toxicologist will be hired to review the data. the health department. >> and hazmat team collects through the month. we're looking basically to see if there's evidence of contamination. >> where it is, how deep it is. and if yes, what needs to be done to remediate the situation? so i till we we really recommend not. >> eating food, grout. and so that's been exposed to the at a list kind way. >> toilet paper bowls and i'm going to fill with dirt and then i'm going to start my

sunflowers. and then taylor says research suggests planting flowers like dandelions rosemary and lavender to help pull toxins out of the soil. she is concerned about throwing the dirt away for fear potentially contaminating a landfill. so for now, it stay in martinez, philippe djegal, all kron. 4 news. >> oakland police are warning of a string of armed robberies at atms. they say 5 people were robbed at gunpoint between february 19th and the 28. 3 of the incidents happened at the same spot on fruitvale near the montana street and france to 5.80, another was at fruitvale and international. the 5th at the intersection of lake park and grand avenues and each case, police say robbers approached the victim, demanded their belongings and police now asking anybody with information to come forward. >> san francisco police say that an undercover operation resulted in more than 30 people being arrested for

trying to solicit illegal work. today the department announced the arrests made since the operation began last fall. all as part of an effort to curb work taking place on cap street in the mission district. all of the arrest came after the suspects propositioned undercover officers for. in addition, nearly 150 traffic citations were issued. no workers were arrested during the operation. and we'll talk now about our weather forecast with this live look outside showing us there. we got the bay bridge, san francisco towards the east bay. it's a it's a nice man out there. chilly, though. >> yeah. and lauren, some of us are changing our weekend lands because of your rainfall has the forecast. just say it's not going to be a rain out the entire but we're going do yeah. periods of rain and i would keep the warm weather gear handy. i mean, it's just going to be cold. there's no getting around it. may be looking at more record cold temperatures around the bay area's the storms keep rolling the gulf of alaska. unusual is

him going this long and this cold at least out there tonight, got a couple clouds up above and well, we've got those clouds rotating into the gulf of alaska. now the whole pattern opening up again. you get the sense that the jet stream start to break down and sag south as high pressure gets out of the way that will open the door for this next system. so we've got more rain coming as we head in toward tomorrow. and it's going to be on and off. i think maybe through the middle of next week up there. now you've got a lot of high clouds up above. mentioned. you can see a little ring around the moon up there tonight with some serious stratus out there tonight. kind of a sign of the storm that's approaching the bay area now and you'll see it right here in the forecast models as we get in toward tomorrow morning. there you go. that's 11:00am. and it shows the main cold front passing through san francisco starting to stretch of the east bay and headed toward the south bay down the peninsula. yeah, it's going to come in with the punch. i think tomorrow you could see some thunderstorms embedded in the storm system and maybe some hail to go along with that. some gusty wind behind that it becomes more scattered showers. then another round of heavy rainfall moving in saturday night about midnight

or so and early on sunday morning, the more scattered showers on and off. so not a washout for the weekend, but you got to be prepared for a couple raindrops. another round of rain moving in on monday early in the morning and look at the mountain snow, even the bay area looking at snow outside, looks like he's going to stay on settled as we head through monday as well. all right, temperatures. yeah, they're going to be a big story as well as we're going to see these numbers. yeah. maybe in the mid 50's in the warm side in san francisco. that's about it about 52 degrees in hayward about 52 of lead. 53 in oakland, see the areas shaded in blue here. most picking up temperatures over the mountain tops all in the 40's and even colder than that. that's why we're talking about the chance of more snow over the mountain tops as we head in towards sunday with even colder blast of air rolling in on monday. more scattered showers. 7 more showers again on wednesday. thank you, lawrence. vice president kamala harris was back in the bay area today. she visited a san francisco's chinatown. >> for a roundtable discussion

about small business and she was at a political fundraiser in hillsborough kron four's rob nesbitt tells us about the trip and also has reaction from people who got to meet the vice president. the last night vice president harris was in town was in october to discuss the climate crisis. she returned to the area where she started political career to meet with api business owners. >> air force 2 touchdown at sfo friday, vice president kamala harris d boarding and walking across the tarmac to be supporters and inspire the next generation of the vice president is a fairly big accomplish for me. >> she inspires me. i think this is like of really big opportunity. that's like so not normal. really excited to from those meeting the vice president for the first time, 2 others like bart director lateefah simon. >> who work for harris for 7 years and considers her a mentor going into her campaign for congress. these young women got to see her today and all of her gloriana, somebody who's been mentor by her for over 20 years. it's

exhilarating to see. not only did she get off the plane, she came here to work that work senate around the biden administration's plan to advance equity justice and opportunity for asian american native hawaiian and pacific islander communities. harris is the first african-american and first asian american to hold the office of vice president. the work of our administration in the last 2 years. >> has resulted in in these 2 years. the largest growth of small businesses in america. vice president harris was joined by mayor london breed during the roundtable discussion with business owners in san francisco's chinatown, hearing stories of success as well as the struggles felt during covid. the height of the pandemic was about making sure that small businesses could stay open. the work has also been about an investment in the medium and the long term to grow small businesses in america. she says the inflation reduction act and the bipartisan infrastructure law helps accomplish that goal. according to harris moore, investing in community banks will result in small business owners getting the loans and

last month was a common form of skin cancer of the white house. doctor said today the procedure of removing that basil cell was successful and no other treatment is required. biden will continue getting skin screenings as part of his regular health plan. the doctor said basal cells are among most common and easily treated forms of cancer, especially when they're caught early. a new proposal in sacramento is aimed at expanding. >> financial assistance to california seniors who are in the country illegally. >> yeah. haha. >> yeah. >> pando assembly member. one korea was promoting that build a day. it would increase access to the cash assistance program for immigrants, seniors who are in the country without legal permission. he says the bill would help at least 17,000 people who have worked in the country for decades, but who are not eligible for social security payments. it is the right thing to do.

>> california's first in the nation's reparations task force holding their first of 2 final public hearings about the controversial proposed payments for families of slavery. karma dickerson takes a look at the questions that came up during today's meeting. >> we're here to support the president. work up this task force that may be a california reparations task force. but what california does with reparations, so will the nation. so with the federal bills. so clearly, i really believe in what we're doing or else i wouldn't complain his lone down here to be here today. it's that feeling of the potential widespread implications of california's reparations task force, which inspired this man to travel from new orleans to sacramento

for the last week of scheduled hearings is not going to solve the if we just throw money at it. landon, as was and also programs and resources. the task force created in 2020 by simply bill. 31 21 is charged with examining the modern day impact of slavery on african-americans. specifically those descended from american slaves. lineage matters because reparations is a debt owed to the descendants of chattel slavery in america. it is not a catch all for injustice. california was not asleep holding state. however, the work of the reparations task force details what they see a specific harm suffered by african americans in california as a result of slavery. >> those harms according to the task force impacted housing, education, political representation and land and business ownership for blacks in california for more than a century after slavery ended having that publicly about 2 dozen times over the last year and a half. the task force is still working to determine what they believe reparation

>> a very rare sight in the east bay. a pair of bald eagles are nesting on a golf course and the female is expected to lay eggs any day now. the protected species is rarely seen in populated areas. it's been more than a decade since a bald eagles nest was spotted anywhere in alameda county. and now this nast at alameda is curry cub park. golf course is being looked after by the local audubon society. rick lewis has been part of the bird watching society for years. he says the birds nesting is a testament to the environmental conservation efforts in the area. >> you do see bald eagles in
