tonight we've got to look i think the current traffic conditions. but as vicky indicates keep changing. >> blue and would now there's not much blue left indicating where the lanes were closed. all right. so let's head on out get a bird's-eye view this. our justin campbell is at the scene right now. he brings us the very latest a just and i guess this is good news for the commuters out there. finally. >> and that's right, catherine and vicki, it took me over an hour just to get here from san jose. it is bumper to bumper in the menlo park neighborhood. really all of the lights are out in some parts, but some of them are also turning back on along with trees that are downed in that that you see pac crews pg and e crews that are out working there. now, look at the video we can show i'll tell you a little bit about exactly what pg and e is telling us happened. they tell us that in the belle haven neighborhood of menlo park, a

downed tree along highway 101, cause damage to pg e power lines. now prior to this pg and e making repairs to the section of the line. the fallen tree had to be that is what they've done so far. and now the lines now the traffic is moving on. the 101 going both directions. but take a listen to what the pg e spokesperson told us in how he described the amount of damage to the transmission lines. >> so the wind is just been we'll experience to here in the bay. we had over 380 points where the power was out on our system. i'll give you one example. 1000 customers that were out of service. it looks like one point advantage told that line and found 17 instances where broken up holes group in the trees across the line, the extent of damage is just beyond anything we've seen decades, frankly.

>> and you really see that damage when you're going throughout the neighborhood of all of these down trees. but the good news now, catherine and vicki, the 101 moving in both directions again. and that's the latest from out here reporting live. we'll send it back to you guys in the studio. all right, justin, we're glad you're right there to keep us up to date. thanks very much. that's justin campbell reporting live from menlo park. and those going take a current look at the power outage. conditions in the memo park area on the peninsula. >> we're hearing about 20,000 people. they're still in the dark. and if you've got electric, keep voice is going to be cold. a lot of folks were in their sweats. a san mateo county has had the these widespread outages during this week's cold and windy weather. windy weather memo. park city officials today say that these outages have affected nearly one in 3 people in that county. people in some places may be wearing several layers of about sweat said home. all right. you're looking live at

our storm tracker we've been talking about the main event. it's it happening. preference chief meteorologist lawrence karnow here. yeah, you've been warning about this. yeah. here comes a new kind of have that idea. we saw some of that snow overnight. start to see some of the snow on a santa cruz, los gatos on skyline boulevard highway. 35, i mean, they were interesting stuff. yeah, this is great. looks like tonight. >> we're really going to be in for the main event just on the way the clouds have started to move back in. it's going to thicken up as we head in the evening hours. that's when things start getting going again. but we're going to see more showers popping up around the bay area. and unfortunately, we're going to be another round of some winds. in fact, gusty again along the coastline. we've seen the trees that have come down more damage, real possibility. some of those gusts of 40 and 45 miles per hour. real possibility as we head throughout the night tonight and tomorrow, winter storm warnings are up across the bay area mountain peaks. how about that? that has been the main weather story that'll going to continue until 11:00am tomorrow as we are

awaiting some a very cold air already in place now. and now you've got a cold storm system that is about to move on in how these numbers out the door right now feeling whole lot like a tough haul. maybe alaska out there as the temperatures holding in the 30's. but look at this. we've got this huge swirl off the coastline. you see that little swirl in the atmosphere out ahead of it. that's the main cold front that is going to be dropping down into the bay area as we head through the evening hours tonight and sure you really watch the rain ramping up higher peaks going get a whole lot of snow tonight. have some issues tomorrow morning traveling to work specially because of some snow and some local mountain peaks of back. we're seeing some of that right now. some of that snow begin to fall again into the santa cruz mountains along skyline boulevard. looking at some of that as well as some of that will continue to move on through. you see some of those cells there in the santa cruz mountains. of course, you get a lot of that activity. we've seen that almost on and off all day long as the storms roll by mount hamilton. so cold across the peaks there. but we're going to see unusually low levels may be

foothills. maybe the oakland hills may be in places where you live. we'll be tracking it all night long right here on kron. 4. thanks, lawrence. take a look at this. >> yeah, there it is. the snow really coming down in the santa cruz mountains this morning as lawrence. told us about turning the highway 17 into a winter snows. people taking selfies there. snow plows. they did go up and down the highway just to make sure that the roads are safe while of people came out to the summit to see and play in the snow. >> i mean, i could right now, but i was reading that is that in saying there's no, believe in this and that month and for the years. so is it first and then i would say is now this is absolutely beautiful. thi doesn't happen often here in the bay area. it's real so real. i'm just real. happy to be here. >> never been covered in snow in my life. >> my son has never seen the snow before. so we decided to come out here give him a little exposure to it. we think snow. >> it's pretty cool.

>> now the snow this morning, it may have been a preview of what's to come. there is a winter storm warning for the santa cruz with more snow expected later tonight into tomorrow morning. lawrence told us all about that, of course, is could be causing a lot of problems along highway 17. well, it's been one month since a gunman took the lives of 7 people in half moon bay, the deadliest mass shooting in the area's history and the community still healing. of course, working to prevent something like this from ever happening again. stephanie lin is joining us now from the. >> i d e as portuguese hall in half moon bay and stephanie, what's happening? >> well, catherine, vicki, i'm standing right now live in the facility where families were told to gather shortly after that horrific shooting. and one month later, the community continues to work to pick up the pieces.

>> 7 people killed one in critical condition. >> january 23rd 02:22pm. the quiet seaside community of half moon bay is changed forever. san mateo county deputies are called to california terra garden, a mushroom farm off highway 92 in the quiet coastal town. deputies finding 4 people shot to death and another gravely wounded minutes later, deputies find 3 more victims at concord farms just 5 miles away after a 2 hour manhunt authorities find the suspected shooter in the parking lot of the sheriff's substation. 66 year-old should lead zao is taken into custody. dow had worked at both of the farms. >> police say he used a legally obtain handgun to target specific people in the deadliest shooting ever recorded in san mateo county. see on the news a lot. >> but when it hits home

working in this community what a tragedy to see these innocent people. >> we lose their lives. the community continues to mourn those lives lost 50 year-old marciano, martinez jimenez, a supervisor at concord farms. 38 year-old jose romero. perez, a father of 4, his brother, pedro gravely wounded in the shooting. 43 year-old yet how being who leaves behind a wife and 2 children? 73 send and 74 year-old ice jams on a married couple whose daughter lives in san francisco. and 66 year-old seeds own tongue. and 64 year-old james lieu of half moon bay. prosecutors charged with 7 counts of murder and one count of attempted murder on february 16th. he pled not guilty to the charges. as for a motive, the san mateo county district attorney says dow got angry over $100 repair bill

claiming his boss accused him of damaging equipment over the past month. the living conditions of farm workers in the area has come into focus. see where these folks are the conditions are. shipping containers living in shipping containers. city officials telling kron 4 news, california terra garden did not have permits for onsite worker housing. despite that the shooting suspect lived and worked there for 7 years. former house e it's conditions which absolutely >> deplorable. this is going been going on for decades across our state, many farm workers continue to live in the shadows, surviving on meager wages with limited options for housing. a seven-year-old report outlines overcrowding across salinas and valleys. >> it describes a critical shortage of over 45,000 units of form worker housing shouldn't have to violent incidents like this or

>> people to see living and working conditions that farm workers to offer indoor last week. the county stepped in to help survivors pledging 3 quarters of a million dollars to help house farm worker families directly impacted by the shooting. california terra garden pledging to build permanent housing for employees by next year. >> but according to the city's mayor, the farm has yet to share details on what that exactly means and have not responded to inspector outreach. as for the people left behind the future remains unclear. not able to they can't go back to the farms right now. and so what we're really looking for is financial support. >> and coming up live here at 5.30, we'll hear directly from half moon bay mayor penrose on how she is working to move the city forward. reporting live from half moon bay, stephanie lin kron. 4 news. yes, stephanie, the sting of this

>> all right. we have new video. this was shared by a viewer, the snow in the oakland hills this morning. there were. >> also reports of snow coming down in the montclair area. pretty and we have other video from oakland. i think yeah, near the chabot space and science center, people said this was really lovely to watch the snow coming down. although they pointed out it tended to melt pretty quickly after hitting the ground. you know, we don't get this much down here. let's go and take a live look at the weather conditions up in the sierra.

this is i-80 and dutch flat just north of colfax. lot of snow on the ground there. yeah, roads look nice and clear at least at this moment. lawrence has been watching conditions there and has the latest and i'm reading now. they've closed the eastbound traffic from colfax all the way to nevada state line and on 50, they're holding people back at chi burr's. do all the spin outs. >> on the road. so just a tough time getting across the sierra nevada, you may not be able to do with the storms could be ramping up tonight. look at all the snow out there right now. i mean, it looks very alaskan the type of look to it out there right now with all that snow on the roads have seen the plows going by to try and clear things out. and now we're going to see a very strong system move in tonight to bring with it. not only snow, but some very strong gusty winds and likely some whiteout conditions for tonight. here's the very latest on the doppler radar. you can see the snow across 50 80 all the way up into the tahoe area. continuing to dump across the higher passes. some

of the places in the higher country are going to see a good 3 feet. maybe some places much as 6 or 7 feet of snow through saturday. so we do have some blizzard warnings going up. but as you make your way south into some of the valley, that's where you could see some of those areas as much as 7 feet of snow and some 40 to some 60 mile an hour winds. you going to see a lot of snow falling on what a very low levels with the system. so even trying to get up there, just a tough go as you're going to see that snow falling all the way down to maybe 1500 feet in the foothills for tonight. so it be a long time to travel up there. if you're up there anyway. but that's no going to continue. not only for tonight and tomorrow, but also into saturday, but likely going to see some lingering snow showers there as well. another storm system to move in on sunday. by the time they add this up. some of the forecast models over 100 inches of snow. thank you, lawrence. we have a developing story. we have an update on that one year-old boy who was seriously

injured when a big red wood crashed through his family's home. >> happened in boulder creek. milo smith has been in the hospital for the past 2 days. he is now in stable condition. he is doing better as parents tell us tuesday night, strong winds brought that tree down on the home on bobcat lane in the living room of the little boy been playing pinning him underneath the tree. first responders rescued him at that time. he was in critical condition. >> we think the most important. wasn't because everything >> milo's family has been thanking people in the community, the first responders and hospital workers for their concern and help. new at 5 former oakland police chief leronne armstrong has filed his official appeal to dispute his firing by. >> mayor sheng tao. this move marks the first step towards legal action against the city

of oakland. according to his representative, sam singer, armstrong's attorney sent a letter to the city initiating the appeal process yesterday. this means that the city will review armstrong's case along with the evidence and then make a recommendation on to the city about whether to uphold his firing or not. if the city rejects that appeal, then armstrong can go to court and file a lawsuit against oakland. the city has up to 6 months to respond to this administrative appeal. the san francisco man who prosecutors say entered a richmond district synagogue earlier this month pulled out a replica gun and then began firing. what turned out to be blanks faces a variety of charges, including obstructing the exercise of religion with a hate crime enhancement. and now the city attorney's office is trying to get a court order. they want to prevent dimitri mission from owning or possessing guns or ammunition for up to 5 years.

>> kron four's dan kerman explains. >> and dimitri mission was criminally charged with obstructing the exercise of religion for entering a richmond district synagogue and firing blanks with a replica gun. prosecutors called it a hate crime. court documents indicate at the time of his arrest, police seized over 300 rounds of ammunition, a rifle, a replica rifle, a replica handgun and a broken rifle. a gun violence restraining order was issued on an emergency basis allowing police to remove those items. but now the city is going to court to prevent mission from owning or possessing these firearms for a longer period of time. gun violence restraining orders are civil restraining orders that can be used to remove firearms from individuals. >> who are at risk of harming themselves or others. it's a tool that we can use to prevent a person from possessing or purchasing a firearm for up to 5 years. >> san francisco city attorney

david chiu says gun violence restraining orders have been effective tools in reducing gun violence in his office plans to ramp up efforts to use this tool with the public's help. we want to take this opportunity to encourage the public who may be in contact with someone who has firearms and he's a danger to themselves or others. 2 to reach out to us to report the behavior to the san francisco police department who we are working closely to move forward on court documents indicate prior to the incident at the synagogue mission has been arrested but not convicted of several allegations including stabbing someone committing battery, throwing an axe at someone and domestic violence. court documents say he was also detained for allegedly bringing a 22 caliber rifle and ammunition to a public park. mister mission is a textbook example of someone who is a danger to the community who shouldn't have access to a firearm. and this

news barred expected to make some significant changes because of a recent writer survey. more than 3,000 people took part in the survey indicating that safety is a very big concern. now. they have a lot to say during bart's board workshop today, the agency's police chief >> gave an update on how more officers will be patrolling stations and trains are kron four's. rob nesbitt spoke with riders today about the changes and their safety concerns. ridership has not bounce back post-pandemic as much as bart would like. passenger count is still down by more than 6%. but they're hoping safer. trains will change that. to find out how bart riders feel about i made a stop at the embarcadero station in san francisco thursday. i really feel safe. >> yeah, i i mean, taking or 2 months. but according to bart, a majority of riders they surveyed don't feel the same way. >> expressing concerns with personal security to change

that. bart police chief ed alvarez will be more than doubling the number of officers patrolling trains and stations on foot. >> there will be more visible to our riders. and as increased our uniform presence is essential to us. this is the biggest trying to plan we've had in 25 years since i've been here, if not in history, the bart police department. >> dispatch receives more than 200 calls a day. and most of those calls come from alameda county around. 2900 calls a month. they are. chief alvarez says an increased police presence will deter crimes from happening, but it won't be easy since the bart police department like most has had a hard time with recruitment and retention in 2021. 2022. >> boss almost as many officers to volunteer resignations as we did over the previous 8 years. the plan to add more officers was news to most of the riders i spoke with thursday and many were not thrilled with the idea from this would do drives the train into san francisco often. >> this is the side of a police badge. does not put everyone at ease. and i don't think >> any something more people

chief alvarez also addressed concerns with the un house using bart trains, a shelter. >> saying that the department is actively working on a strategic homeless action plan to address homelessness and mental health issues. when it comes to bart police responding to the calls that come in to dispatch. chief alvarez says the response time averages around 3 minutes. and 52 seconds reporting the newsroom. i'm rob nesbitt kron. 4 news. >> next on kron, 4 news, it has been one month since the half moon bay mass shooting. our stephanie live join us live with how the community is remembering the victims and ahead of another cold front, power outages continue to impact the peninsula. the frustration that residents are feeling there tonight.
