>> from the area's local news station, you're watching the kron. 4 morning news at 4. >> well, good morning and thank you for waking up with us bright and early for the kron. 4 morning news. i'm reyna harvey here on this february 23rd. all right. we have a really big weather day. we've got to get you ready. we're talking about the rain, the cold, the ice, the snow. john, this morning, i woke up my entire windshield. >> frozen. yeah. frost advisories and freeze warnings and some winter storm warnings got the trifecta of winter going on right now. it's definitely a cold one by that just bay area standards. but all across the state, we're looking at a wintry blast after such a nice mild start

to the week, too. look at out there at the golden gate bridge. you can see that skies right now are definitely not foggy, but we do have those showers pushing through. we've seen consistent snowfall to our north up on the north coast. snow picking up in the sierra nevada and also picking up right back here at home. where are we seeing it right now? so right now we do have snow falling pretty consistently above 1000 feet up in the santa cruz mountains. look at this is around montero mountain just right above some of those communities like san bruno and pacifica there on the peninsula, seeing some light snow and rain snow mix for you. also seeing it across mission peak mount diablo right now. so you're going to see out of those white mountain peaks today across the bay area. we're also seeing some rainfall along the bay shore right now stretching from around milpitas on over towards menlo park and palo alto. also, some showers just off shore, san francisco. so definitely an active morning. we do have winter storm

warnings in effect for the bay area. now these are for upper elevations of marin, sonoma and napa counties as well as up into lake and mendocino counties as well. some pretty low elevations of the east bay hills down into the diablo is in the santa cruz mountains on the peninsula. so we've got a lot going on out there. these are effect from 07:00pm tonight through 11:00am on friday. that's tomorrow. now as well as these frost advisories and freeze warnings that are also in effect through 09:00am this morning. temperatures cold out there. a lot of us dropping into the 30's and 40's enough of us dropping below freezing that we are seeing some snowfall going to be watching really closely this morning, petaluma santa rosa in cloverdale ground. maybe a little bit too warm for snow to stick in those spots. but you may see a few flurries at points now as far as future cast of wind gusts go, we are seeing winds still pushing into the bay area but a whole lot calmer than they were yesterday, which is certainly a bit of

good news yesterday as winds were whipping all across the region. and now we're seeing things calming down in that regard, not coming down as far as rain and snow goes, though, that just picks up this afternoon into the evening tonight. and tonight is our best chance of even lower elevation snowfall. i've got that full forecast. still to come, rain outloud on a lot going on. incredible out there where a jacket this morning. >> 7 minutes traveling into the city. but hey, slow down because in just a case, there's black ice out there. 13 minutes, a 80 to 101 r richmond center fell bridge 8 minutes and that golden gate bridge. 37 to the tolls and take about 21 minutes on this thursday morning. san francisco preparing for possible flooding this week. this is video of flooding in the mission district last month to prevent another situation like this public work. crews plan to set up flood barriers for the flood zone. kron four's dan thorn has those details for us. >> no parking signs stretch along the sidewalk around 17th and folsom streets in san francisco. they're an

indication that temporary barriers are coming to help prevent destructive flooding from potentially heavy rain. we really advocate for these to be put up even that it out of abundance of caution. santiago lerma a legislative aide to district 9 supervisor. hillary ronen says 17th in folsom is in one of the lowest points of the city and is a well-known flood zone. the area saw high water take over the streets last month. this business is still closed because of flooding damage. we understand the >> problem inconvenience and tragedy that these floods can so we really just want to make sure that we prevent that in the future. lerma's says these temporary barriers are a quick fix to an ongoing problem in the neighborhood. fulsome and 17th streets have long been waiting for a 200 million dollar drainage improvement project to begin. but until that happens, the temporary barriers will have to do. >> some home and business owners are already preparing on their own. we are hoping that that these these continue to work.

>> they have worked in the past to keep thousands from flooding. but, you know, it's it's getting a large infrastructure projects built in the city is very difficult task. >> well, that was kron four's. dan thorn reporting for us now. frame signs along folsom street. so the barriers are going to be over as long as they're needed. the city's 3, 1, one also reminding people to removing sweep any leaves and debris from your sidewalks. and those storm drains to keep them from clogging. that's how you do it. well over the south bay, a huge tree fail taking out l entire wall of a san jose home and a neighbor's roof. proffers justin campbell has those details. >> what a what a mess. what a mask. that's what i thought. robin patrina. he came home to this pollen tree tuesday afternoon. it though, from the side of highway 17 near campbell into her backyard. >> taking down her retaining wall and damaging her neighbor's roof. she says it's the second time that this has

happened in 2 months. this large pine tree back in early january during those rainstorms fell on power lines in our backyard. now after yesterday's heavy winds, it's toppled her retaining wall. she says the city should have taken care of the problem. the first time between isis she contacted multiple city departments but got the runaround. she says the problem could have been avoided with simple maintenance city needs to take care of these trees. they don't maintain them. >> at all and every time we get a storm, they basically throw up in my backyard between e says it will cost thousands of dollars to fix. >> but she will be submitting the bill to someone with the city. that was crawford's justin campbell reporting for us. we also reached out to the city of san jose transportation department. >> they say caltrans is responsible for maintaining the trees along the side of the highway. residents over on the peninsula, also dealing with trees on their home kron four's amanda hari talk with people who are now dealing with that damage. there.

>> cleanup is underway here at the san mateo home. you can see all of the branches behind me here from the tree that fell on the home. but if we take a look over here at that tree, it is still on the house. this is the exposed roots. and you can see just how big the tree >> trees getting knocked over by heavy winds and causing devastating damage throughout the bay area. renee cowling was inside her san mateo home on tuesday when her dog alerted her that something was wrong. she went outside and saw firefighters and then the treat the whole route ball tipped over. >> and it was pretty clear that it into the house. her first thought was concerned for her neighbor. i talked to. >> the owner today and she had gone out for a haircut. all was well when she went out for a haircut. it i don't know 5.32, whatever. but the time she came back.

>> there was a tree down. she says her neighbor is okay and most of the damages to the living room. cowling says the winds were bad but she didn't think they were this bad. these are huge trees. so it's kind of surprising that they were affected by the wind. i've i've lived here 30 years. i've never seen anything like >> in palo alto, a tree came down in front of the home, damaging some of the site. >> i'm just glad that it wasn't 10 degrees to the left. >> most of the home was spared. but when elizabeth storm or walked by, she says she was reminded it's not about material things. main thing you think when you see that is thank god that people's lives were spared. that could have been you or me. and in redwood city, this tree broke in half in front of a home. the city says they received more than 40 tree related calls. back here in san mateo, there are cones and tape barrick hating the home. officials want to remind

people. >> not to go past these barriers and not to go by downed power lines in san mateo amanda hari kron. 4 news. >> well, one year old is being treated at a hospital in the south bay after getting seriously injured by a falling tree. this all happened tuesday in santa cruz county. firefighters say that tree fell into the family living room pending that child. and ernie kron four's gayle ong reports from boulder creek. >> tuesday night, this redwood tree came crashing down into this boulder creek home in the santa cruz mountains, critically hurting a one year-old child. you know, i was in shock because i'm like the poor little guy. this woman lives down the road from the family. she says a neighbor told her what happened. firefighters responded to the home on bobcat lane around 06:25pm. for a report of a person trapped under a tree that went into a home. it was terrible. i've never seen the winds that heart. >> it was i mean, you can hear it when it's when the trees are going. you can. you know,

you can can just hear it. >> this neighbor says the area was hit hard during the czu lightning fire in 2020. she does not know the family but seeing the aftermath reminded her of when a tree damage her home in the 1980's, the tree from a neighbor came over here. and let me tell you, i was at work come home. engines are outside. and of course, you're you're scared. you're you know, you're afraid. >> and last night, the same thing we i was scared. i went back in the house because i could hear the trees and the wind that was really, really bad. >> we're told that child is recovering in valley medical center in san jose. meantime, the red cross is helping the family find shelter here in boulder creek, gayle ong kron. 4 news. >> all right. we're going continue to follow this weather system on air and online. you can scan this qr code. find the latest on the storms coming our way, including road closures. those power outages in your area. >> community members in east palestine, ohio, could get

>> all right. welcome back to the kron. 4 morning news today. we're talking everything whether i woke up this morning. glad give just a little extra time because the entire wind chill, john, just for rosen completely. yeah. that's what happens when you get this very, very cold weather system moving overhead and we do see a lot of moisture out there moving along with it. now we are going to be looking at some rain and some snow today. in addition to some frosty and slick spots out, there is rain in notice what we're seeing over the east bay hills right now is some dry conditions right here at this moment. but we are seeing showers elsewhere across the region. snow continues on the north coast as well as up in the sierra nevada and back here at home. we do have some showers pushing back into san francisco moving right around mountain view and sunnyvale and then up around the sun old grade. also some rain snow mix going on right there along

6.80, not sticking, but it is making for some slick conditions. santa cruz mountains mission peak mount diablo, all these areas having seen it, even some snow flurries across mount tam. now winter storm warnings are taking effect today at 07:00pm on until 11:00am friday for north bay mountains, east bay mountains and hills, santa cruz mountains and the diablo range. this is going to be our evening ahead of us with the lowest elevation snowfall. the best chance of precipitation and accumulation of snow fall in areas that haven't seen in years. so this is one to watch really closely. you know, we're going to be watching it hour by hour minute by minute. freezing temps with warnings. frost warnings are frost advisories and freeze warnings in effect for really almost all the bay area future cast of snowfall totals is showing you the heaviest accumulations likely tonight up in the diablo is right around mount hamilton, but also chance of some flurries here. and there in areas like even the hills of san francisco up a top twin

peaks, which is that 922 feet for your peak elevation. there. snow level right now is right around 1000 feet. so that's just right above it. we're getting really close to some of these areas that haven't seen it in a minute. futurecast also shows you that we do have the spotty showers through the morning. we'll be keeping you updated on that. heavy rainfall picks up later on today, though. and we will have some heavy rain making its way through the bay area towards the afternoon and evening tonight. this is also when we have our best chance of snowfall. showers continue into tomorrow for your friday before we do get a break on into saturday now. friday afternoon, we should see things calming down ahead of that break from the rain on saturday. as for future cast of rainfall totals rest of the week, another inch of rain out on top of that, another inch or 2 into next week. we've got a pretty active set up as we make our way through this forecast. winds definitely lighter than they've been, which is a bit of good news. temperatures around the same as they were yesterday for your daytime highs. upper 40's

to low 50's just barely making that 50 degree. mark mountain snowfall continues today and tomorrow as does rainfall lower elevations, saturday will be our loan day with mostly sunny skies. before we get right back to the rain on saturday sunday, monday and likely tuesday and wednesday. all right, john, thank you that. we're talking about those high winds across most of our bridges and high wind advisories. >> 7 minutes traveling into the city this morning. how about your san mateo bridge? 12 minute 80 to 101. you're richmond center fell bridge about 7 minutes there. and the golden gate bridge. 37 to the tolls going to take in 19 minutes. the time is now for 17 and berkeley mayor jesse aaron glantz next stop could be sacramento. he announced wednesday he's running for the state senate district. 7 in the march 2024 primary. if he's elected, he would replace current state senator nancy skinner, whose term now district 7 represents a large part of alameda and contra costa counties. eric, when a

service berkeley's mayor since 2016 saying his statement, quote, to keep the california dream alive and make it real for everyone when the leaders who will fight for it. governor newsom's proposal to penalize oil companies is closer now to becoming a reality. his plan is supposed to keep companies from price gouging, gas and lower costs at the pump. all right. we're talking about capitol correspondent eytan wallace bringing us that story. take a listen. >> well, the governor is adamant his proposal will hold oil companies accountable while bringing down the cost of the pump. while republicans argue that will not happen and now they're urging the governor to support their own proposal. well, companies are ripping you off. all of you from press conferences and they continue to get away with it to social media. big oil's ripping you off to the debate stage. these companies are ripping you off and ripping us off regardless of where the governor said of his message over the last few months has remained constant as he seeks to penalize oil companies, he says, are taking part in price gouging. transparency is at

the core of this kind of abilities. the core of this. well, companies are ripping you off. >> in early december, the legislature gaveled into what has now been a months long special session to take up the governor's proposal to impose some sort of financial penalties against companies he says have made record profits while inflating the price at the pump. disgrace. it's just the start of what is expected to be a monthslong process to finalize the governor's plan. key details like how much profit is considered too much for oil companies and just how the governor plans to distribute the penalty money collected from oil companies still needs to be worked out. his plan will not work. gop assembly member vince fong and all of his legislative republican colleagues said the governor this letter asking him to support their proposal, paused the gas tax and suspended the 8 per cent gas tax increase set to go into effect in july. they also want to see the diesel tax suspension extended for another year and they want to delay in the transition from winter blend gasoline to the more expensive summer blend.

let's provide immediate relief californians are asking for the demanding it at this really, really critical time when they're being financially burdened. overall, californians are struggling asking the governor. >> please, please give them a break. well, that was wallace reporting. now state lawmakers are going to hold several hearings on the governor's plan. so >> could be a while before. the final details of the proposal are all hammered out. this morning. a federal agency, they're going to release a report about the toxic train derailment in ohio and the transportation secretary is going to be visiting the city at the center of the mess. washington correspondent hannah brandt joining us with the latest. good morning. >> there are a lot of questions and concerns about the train carrying toxic chemicals that derailed in east palestine, ohio. the national transportation safety board has been investigating this morning. they're expected to release a report soon. east palestine could get some answers about the toxic train derailment that happened there nearly 3 weeks ago. you are not forgotten for president.

donald trump visited the town on wednesday to meet community members and donate help and he took aim at the biden administration's response to the disaster. they were intending to do absolutely nothing for you. transportation secretary pete buttigieg is scheduled to visit on thursday. >> and epa administrator michael regan already made a trip there in his agency is ordering the company that operated the train norfolk southern to cover cleanup costs in no way, shape or form. well, nothing set in. >> get off the hook for the mess that they created. and federal regulators say they're going to get to the bottom of how this happened. full transparency. >> is the only option. and to ensure that this is done in a way that leaves this community whole again, some community members fear the long-term health impacts, the toxic chemicals will have. but the biden administration says they'll keep working to try to help them. and ohio senator jd vance's promising he'll be focused on the recovery to. i think the most important thing that we can take from this is

>> well, we have a developing story out of florida. a gunman goes on a shooting spree killing a reporter on the job and a 9 year-old girl. now the county sheriff says a woman in her 20's was shot wednesday morning while that reporter and that photographer were there to cover that shooting. police say a 19 year-old man shot them, then went to a home on a nearby street where he shot a young woman and her young daughter. investigators arrested a 19 year-old man. they believe he's responsible for both shootings. they did not release a motive as of yet. there's a new development on that investigation of that deadly mass shooting that took place and a club in colorado springs last year, police detectives say the alleged gunman ran neo-nazi web site in use and racial slurs while

gaming online. testimony came on the first day of a three-day hearing to determine it. there's enough evidence to warrant hate crime charges against anderson lee aldrich. shooting left 5 people dead. 25 others were injured in november. and today marks one month since the mass shooting in half moon bay. we are focusing on how the community is moving forward. we want you to join us as we take a look at how city leaders are promising change as well as healing. we're going to have a special live coverage starts tonight on kron. 4 at 5 o'clock. >> still ahead of the kron, 4 morning news. a number of homes to the bay area still without power. and now there's a race to restore power before that storm hits tonight. we'll be right back after the break.

>> welcome back to the kron. 4 morning news at you now for 29 with that talking about the weather the past few days. so today, listen up extra carefully because we've got the winds are that the snow? we got a little bit of everything for everyone, john. yeah, a lot going on. it's definitely return of winter after what was so nice. and so by old to be starting the week. >> we're sitting right now in san francisco are seeing some light sprinkles right now. it's maintaining itself is rainfall for the city. but we are seeing snow up along the

north coast of the sierra nevada. and yes, right here in the bay area. seeing a good amount of that right now up in the santa cruz mountains. that's just there right above the south bay. also seeing some snowfall across the sun. oh, great now didn't stick to the road, but we saw some brief flurries are right there on portions of 6.80. also seeing some of it up towards mount diablo, mount hamilton mission peak a little flurry or 2 on mount tam. and i'm going to be watching areas around santa rosa really closely because your temperatures cold enough to be seeing it all the way down on the valley floor up there. we do have winter storm warnings in effect for the north bay mountains, the east bay hills and mountains, as well as the santa cruz and diablo range is those stretch all the way out into the interior of the state as well. just a whole lot going on out there. and one of our coldest arctic plunge is that the state has seen in years allowing so many of us to see this wintry weather uncommon to see this. we are seeing frost advisories and freeze warnings in effect as we make our way through the day today, temperature
