mayor shank, how give armstrong his job back. and tonight, kron four's haaziq mod-yoon takes a closer look at where things go from here. >> community members, clergy and city leaders came together for a rally outside oakland city hall calling on mayor sheng to reverse her decision to fire oakland police chief leronne armstrong without cause a decision that followed federal monitor. robert warshaw was investigation into the former chief's handling of a pair of police misconduct investigations. the naacp organized the rally, the opening chapter of the naacp along with community leaders. >> are here today to express our shock. our disappointment and for many are outrage over the firing. lebron armstrong. we're here for justice. that's right. >> bring back the power and the voice of the police commission. and bring back

armstrong. thank you. >> on growing will likely take legal action this week against mayor shane tells retaliatory actions terminated. >> the run on strong indicated his spy ring falls under the of wrongful termination. however, before he can file a lawsuit in court, he was first filed an administrative appeal with the city. his representative sam singer represented former oakland police chief anne kirkpatrick, who was also fired without cause by then mayor libby chef following a report from the federal monitor. total cost 5 million >> so it goes to show that city has that track in how it handles police chief. >> sam singer says the new mayor appears to be making a similar decision that will likely caused oakland taxpayers. >> i think when you look at the rally, the outpouring of support for chief armstrong. a

terrible strategic you need political judgment. the public unity, quarters stood up. here's the reason why he's really been fired. >> the police chief has more faith in the community >> i reached out to oakland mayor out to give her an opportunity to respond to the community members at the rally and to counter the perspective of armstrong's representative, i received no reply. i think that you cross for >> after lebron armstrong was like joe from opd. darren allison was named the department's acting chief allison, along with mayor tao announced initiatives to improve public safety in oakland and lower crime rates. now, some people, as we saw were unhappy with the mayor's decision. but other groups are supporting it. kron four's rob nesbitt joins us live in the newsroom with that side of the story tonight. rob oakland is a city that's no stranger to

crime. and there were violent acts reported over the weekend. the first one says armstrong's firing but groups like the anti police terror project view the firing is a, quote, bold and courageous move. >> oakland police are investigating an officer-involved shooting that happened friday. police firing their weapons our motorcyclist who had attempted a carjacking, according to lauren armstrong's wraps, no african-american men were shot by police during his time as chief armstrong's accomplishments were celebrated outside city hall monday. this man has created the new violent crime operation center. he designed to focus on violent crime reduction, citywide using and intelligence lead approach as many call for armstrong to be reinstated. others are trying to move forward with mayor sheng thao's decision. >> the department continued its sideshow detail over the weekend to decrease the illegal activity. >> acting chief darren allison announced last week that more walking officers will be on patrol. 15 will be sworn in during the next 3 years for business districts in several neighborhoods, including west

oakland, the anti police terror project works to eradicate police, terror and communities of color and immediately came out in support of armstrong spy ring executive director kat brooks saying in part, quote, this was a bold and courageous move. this is an important first step in decades of little to 0 accountability for this department. her organization claims that armstrong lied about the department being defunded and about officers using excessive force, including tear gassing brooks and others in oakland are calling for mayor tao to focus less on increased policing and more in securing affordable housing, jobs and education. >> other groups have come out in support of the firing, including the oakland education association, other initiatives that mayor of tal and acting chief allison have our to our include deploying traffic units to reduce fatal crashes and working with business improvement. district ambassadors on using more technology to deter and reduce crimes. reporting live in the newsroom. i'm rob nesbitt kron. 4 news. all right. thank you, rob roth reporting live from the newsroom for us.

>> new tonight at 5 attempts reduce prostitution in a residential neighborhood in san francisco. that is anger. the firefighters union and the union leaders say that concrete barriers installed to discourage bumper to bumper cruising actually limit access for fire engines and are ultimately >> unsafe. parker's dan kerman reports. >> earlier this month in an attempt to reduce the number of john's cruising for workers in the residential neighborhood along capp street city crews placed barriers at the south end of each block between 18th and 22nd street to create dead-end streets. we saw immediately substantial decline in the trade on camp street. >> neighbors have every day this week that they've been able to sleep. that the streets are clear that they're having a sense of peace and they're in their neighborhood. but the flimsy barriers were knocked down and some were

destroyed the first weekend. so this past weekend, they were replaced with the concrete barriers you see on the freeway. none were destroyed. but the barrier sent the firefighters union into a tweetstorm calling the barriers unsafe and tweeting. >> selfish decisions that put others at risk can have dire consequences. and we have to stop allowing people who don't understand public safety make an informed and critical decisions. we completely don't want to do anything to disrupt public safety. you are or response times of our. >> emergency workers, the firefighters union didn't respond to our request for an interview. so it remains unclear why they took their complaints public as opposed to taking them to the fire. chief supervisor hillary ronen enter staff spoke to the chief this weekend. we heard her concerns that. >> the barricades slow response prevents or inhibit some certain access and >> in certain cases where the

bigger fire trucks needed to maneuver around. >> now, a meeting has been set for tuesday to come up with some solutions that will meet the needs of all parties involved. the goal is to disrupt. >> the cruising and the behavior that's associated with the trade. you know, i think looking at it from that land, you know what can be accomplished in a way that will that to accomplish that goal, but also out for the trucks to get through. >> dan kerman kron, 4 news. in the east bay woman is recovering tonight after being shot and apartment complex in san remote. the shooting was reported around 11 o'clock. >> saturday night at the mill creek at windermere apartment complex. that's on water still in place. she was taken to the hospital where she's in stable condition. no other info has been released about the incident. and in oakland, police are searching for the driver of a car that hit and killed 100 year-old man yesterday. the collision reported it. 07:00am near the

intersection of 19th and harrison streets near lake merritt. the victim's name has not been released, but he has been identified as an oakland resident. police are looking for a 10 or white mini cooper and its driver. >> oakland firefighters battled a huge fire. the first african methodist episcopal church overnight that church, which is located near 37th and telegraph avenues. it's oakland's oldest black church which opened back in 18, 58. the fire department says about 60 firefighters responded to the 3 alarm fire. the fire caused some major damage to the building, which was red tagged, meaning it's not safe to use. the church says it feet 300 people every week and he's been doing so for years now, pastor rodney smith tells us that they will rebuild so they can serve the community again. >> it's just devastating. not only commissioner well for the city. we have served community already. anybody in the city.

country. our washington correspondent alexandra limon, jen joins us now live with details. >> alex, of a bold move by the president know. >> yeah, vicki graf. in fact, the president made some history. we now know that he traveled in and out of ukraine from poland, by train that took 10 hours each way and this visit, as i mentioned, made some history because it makes president biden the first u.s. president to visit a war zone without any active u.s. military presence on the ground. >> are sure raise support for the is in remarks delivered from kiev. president biden criticized russia's attacks on everything from orphanages to schools the president said he felt it was important for him to be in ukraine as the war nears its one year anniversary. >> know down you

>> president zelenskyy thanked president biden, the u.s. and other allies for the support to ukraine in the battle to keep its independence and said the fight must go on to continue doing everything possible so that the democratic world would have a win in this historic falling to the state department also announced 460 million dollars in previously approved aid to ukraine will now be distributed. that will include missile tank and air surveillance systems. and we hope that year the 2023 will become a year victory. this unprovoked and criminal russia's war against ukraine, the united states will also provide other emergency assistance. the state department says is necessary to protect ukrainian infrastructure. president biden told zelensky there's significant support for ukraine in congress and democratic senator richard durbin agrees there fighting for our and happy to be on their side.

>> now, despite some bipartisan support for ukraine, there still are some republican lawmakers who oppose giving any additional money or other types of aid to ukraine because they say >> that the u.s. is already facing significant debt. vicki, back to you, could that republican opposition have any real consequences when it when it comes to providing future aid to ukraine? well, it could now that control the u.s. house and if there were enough of them, that really opposed additional aid to ukraine, they could choose to make a stand and block any of that additional money. hey, alexandra limon reporting live for us from washington. thanks, alex. >> another powerful earthquake has struck near the turkey-syria border, causing more buildings to collapse. the 6.3 magnitude quake comes 2 weeks after a 7.8 quake killed. some 45,000 people. officials say at least 3 people are dead and more than 200 people have been injured

in turkey from today's quake. it was centered and turkey's had i province, which is one of the areas hardest hit earlier this month. turkish authorities have recorded more than 6,000 aftershocks since that first deadly quake. >> back to the south bay. now a man has been arrested after attacking a street vendor in san jose. this the second attack on a street vendor up just last week. you're looking at video now from the alleged assault there happen about 10, 40 saturday morning right outside the in tax auto parts on old bayshore highway. carlos sanchez says he was setting up a stand when an employee from in tax auto parts came out with a bat and started assaulting him. the suspect kenny hole then got inside sanchez's car and attempted to move it. a flor martinez with a nonprofit celebration nation came out the next day to try and help sanchez. we sanchez how he is feeling with martinez

people should have soaked up the sun if they like that because it's cold. you know what i just want. it took a nice walk down the embarcadero to the ferry building. >> and a lot of folks were out there doing the very same thing and ferry boats in from elsewhere around the bay. good day to do is good. it's a beautiful day to enjoy. the weather is great for mental health. enjoy the spring-like temperatures because boy, things are going to change actually, we're going to start off with the high so i can show you the changes to anticipate. so places to the north like santa rosa. that's really want a we're in the upper 60's teetering. 71 degrees. we have those above average temperatures down to the south san jose, 66 half moon bay at 59 san francisco at 61. even livermore at 65. you can see where the upper teetering right there at 70's to warm temperatures. but take a look at tomorrow's highs. so we're going from a 69 in santa rosa tomorrow. we're going to be at 57. so you can see that dip in temperatures only to

get colder as the week rolls through. that's what we're saying. enjoy today while you can san francisco your high for tomorrow. 53 half moon bay. 52 oakland, 55, antioch, 62. so those temperatures, morgan hill, 50, we're dropping by 10 degrees. and as we roll on thursday and friday, it's going to get colder. in addition to the cooler temperatures, we have a wind advisory. again, this wind advisory is going to kick off tomorrow at one is going to stay that way in the afternoon and so wednesday at one and you can see we had a chance of wind gusts up to 55 miles per hour or so. it's going to be a very breezy day. once you get to around 39 miles per hour, you start to hear the wind whistling. that's when you actually see trees starting to knock down. so it's going to be a breezy day and you can see that right here wednesday at 4.30, overnight. we have those windy conditions as we fast. 47 45 on your morning commute work up to the north. we're going to the 20 san rafeal were in 36. you can see wind gusts, half moon bay right there at the coast tomorrow afternoon at 40 miles per hour. so gusty conditions just dropping down

>> today the national park service announced the lincoln memorial will receive 69 for other million dollars in renovations. a lot of money that includes the creation of an extensive museum. >> underneath the monument kron four's washi gton correspondent basil john reports on this historic upgrade. >> a new immersive 15,000 square-foot museum is coming to washington, d.c., under the lincoln memorial that allows visitors to look into the under crossed the unfinished space that that holds up the lincoln memorial as people now in the nearly 69 million dollar project will allow visitors to learn about the site's construction history and significant historical events. give them a chance to learn a little bit more about the creation of the memorial. and most importantly, the meetings that it's taken on over time. the goal is to also preserve the original architecture under the memorial, the project received

funding from multiple donors, including the national park foundation. we wanted to and our donors wanted to provide the visitors of this of this great monument with an excellent experience. and that wasn't something that the government funding was likely to be able to cheat on its own. the renovation will be the largest performed on the monument since it was completed in 1922. this is a project that's been talked about for decades. and we're finally found a way to move it forward for visitors maintaining the original architecture is important. it's very tough balance to both preserve and to refer him, but, you know, maintain the old with the new. but that sounds like a good way to go about it. the memorial will remain open during the construction, which will start in march and is expected to finish by 2026. for the 200 50th anniversary of american independence reporting in washington. i'm basil, john. >> coming up next, how a local politician is reversing course because of her job and her husband's job. >> plus, the battle over sensitive areas in california.
