i'm grant lotus and i'm vicki liviakis. >> armstrong was fired for his handling of officer misconduct allegations. and today he criticized the mayor and the federal monitor. robert warshaw kron four's. dan kerman reports friday. former oakland police chief leronne armstrong met with reporters for the first time. >> since being fired by oakland mayor sheng tao for his handling of officer misconduct allegations wrongly terminated for standing up for the city of oakland as a police chief. i did my job and i believe i did it. well, armstrong then came out on the attack targeting both mayor tower and robert warshaw. the federal monitor overseeing the department. my termination was never really about the facts about performance. my ability to effectively lead the oakland police department. >> my termination was about federal monitor. robert warshaw and the mayor's failure to fight for the oakland community.

>> armstrong called warshaw a bully and said he continues to find problems within the opd so we can stand the job as federal monitor and collect a paycheck. every era made by the police department is considered a scandal. >> and it reaches all the way to the top of the organization consistently. and to write a sensationalized report. like you had a chance to read. is unfair. it's unfortunate. armstrong says when he called out, we're show a publicly. >> instead of standing with the oakland community, mayor tao fired he blamed her for acting without input from the city's police commission and says her decision was anything but bold. >> i believe that it takes courage to stand up to a bully. it takes courage to move this city forward. she took the easy route. she accepted the monitors conclusion and faced it without weighing the evidence and without asking the hard questions about the report

inconsistent purport. armstrong, thank former mayor libby schaff for appointing him. chief. >> and voiced his respect for the members of the oakland police force. and he also had a message for the community. i was a kid that was bullied and now we we are dealing with a bully again. what i'm doing with the billy and oakland, the stand. when do with this bully. armstrong believes his firing falls into the category of wrongful termination. armstrong spokesman says he's still weighing his legal options. >> dan kerman kron, 4 news. >> we're now learning more about a shooting that happened this afternoon in east oakland, cc citizen at video here. the shooting was reported around one 20 this afternoon near 100th avenue and international police say they responded to a report of a man recklessly riding a motorcycle that was allegedly stolen. investigators say the man then tried to steal another car at gunpoint. police say they tried to confront the man but he refused to comply. and police

eventually shot him. the suspect has been taken to a hospital with what they're calling non serious injuries. once we learn more about what exactly led to the shooting and the circumstances will certainly let you know, other news now, attorneys representing the art gallery owner charge for spring homeless woman with water with a hose with the court today. you may remember this video of shannon collier gwin spraying homeless woman with water while she was sitting on a sidewalk. gwen is facing a battery charge for this. he could also face a $2000, fine and up to 6 months in jail. if convicted today, the next court hearing scheduled, it's going to be march 23rd. that is when wind is expected to enter a plea. the suspect in last week's deadly explosion and fire at a home in san francisco sunset district. >> will be released on house arrest. 53 year-old darren price was back in court today.

he faces multiple felony charges. investigators accuse him of producing hash oil with butane highly flammable cast. they claim on the day of the explosion prices caregiver reported having a headache and feeling dizzy. and when she turned on the dryer that triggered the explosion, the caregiver was severely burned in prices. 51 year-old wife died in that blast. a judge ruled price was criminally careless but does not need to be detained. >> there was not evidence that mister rice with stance the and would cause great bodily injury to someone if released. and that's because the prosecution has shows and that's what they think. the evidence shows that mister price at best much act >> to mention to harm. >> price will be housed somewhere in a 15 mile vicinity of the court and must wear a gps monitor. he's due

5ack in court next friday. >> police in san jose are looking for a mom accused of kidnapping her 2 year-old daughter officers found the child safe and unharmed. but the mom hasn't been caught. you see your picture there yesterday. officers found the child safe at a relative's home in oakland. police say crystal mendez sub duck to the child from her ex husband's home in san jose. according to investigators, mendez is a known drug user and does not have legal custody of her daughter again, that's according to police. mendez was last seen wearing a white put a jacket, black, skinny jeans with britney's and dark colored sneakers. she has a tattoo on her neck. anyone with information is asked to call police. >> convex convinced of their innocence, you know, may have a second shot at justice today. the state attorney general rob bonta announced the creation of a new post conviction justice unit got forcefully to call reports that local district attorneys offices have similar programs. but >> this is a first for the state department of justice.

>> the california department of justice is launching a post conviction justice unit. the first in the state. doj is history. attorney general rob bonta making the announcement during a news conference in oakland friday. we will have a team dedicated solely to ensuring the integrity of criminal convictions statewide and working to correct potential miscarriages of justice. bonta says the team will be comprised of 2 deputy attorneys general. they will review and evaluate cases handled by the doj either as the prosecuting agency or an appeal. >> the team will review claims of innocence, wrongful conviction or where the integrity of the case may have been compromised. if the sentence is determined to have been excessive based on the facts or new developments, we're prepared to review it. some district attorneys offices throughout the state have similar units, including locally in contra costa and napa counties. attorney general bonta says in those communities his team will

assist in reviews but will focus mainly on areas where this kind of unit does not exist, especially those racially marginalized. in a statement, the california innocence coalition says, quote, attorney general bonta his creation of the post conviction justice unit is a powerful recognition of california's need to address the problem of wrongful conviction in our state will have a broad range of of oversight and review to do what we know is necessary to make sure that no one is convicted of a crime. they didn't commit that folks are innocent and inoarcerated that when they're to air in the process, constitutional rights are violhere's an opportunity to cure that error and that folks suffering from e cessive sentences. national registry of exonerations reports there have been more than 3300 exonerations nationally. >> since 1989 philippe djegal all kron, 4 news. >> whether time here as we take a live look from our camera on mount temple, pius

looking towards the weekend, going to be a warm one. >> isn't it, anywhere around the bay is going to be nice. >> just weather out there. boy, you kind of got a little taste of it today. .% temperatures begin to warm up a bit this weekend going to be spectacular. no threat of any rain this weekend. you can see a lot of sunshine outside. beautiful look out toward the golden gate bridge on this friday evening. and we've got a lot of sunshine on the way. there will be some cold nights ahead, though. be prepared for that. if you're headed out the door, some chilly night. still in the overnight hours. temperatures outside right now. a nice evening in san jose at 61, 60 still in free money to 61 degrees and oakland. 63 in alameda, 60 degrees in san francisco and 63 degrees right now in petaluma. so nice evening out there right now. high pressure trying to build in. you see a little swirl off the coastline. that's an area of low pressure. the bought a couple of clouds in the bay area yesterday and last night but pulled away from the coast and now is headed southward. that means it's going to take all those clouds with that, too. so no threat of rain

around the bay area tomorrow afternoon. you're looking at a very nice temperatures. highs are warming up well into the 60's by tomorrow afternoon, as high as 67 degrees in san jose. 67 conquered about 65 degrees. and sunny in santa rosa. thank you. lord snow, the big story. 5 former memphis police officers faced a judge for the first time this morning entering. >> a plea of not guilty in the killing of tyre nichols following a traffic stop last month. reporter jessica gertler was there and explains what happened. >> it was a packed courtroom. all 5 former officers were there as well as tyre nichols family who sat just feet away. the judge asked everyone to pack their patience, saying emotions will run high throughout this case escorted by their attorneys with deputy standing guard 5 former memphis officers walked into court to face a judge for the first time. >> to darrius bean demetrius haley, justin smith, emmitt martin and desmond mills or

medical masks to cover their face and kept silent. they didn't answer questions. none of them spoke in court. a plea of not guilty. instead, their attorneys entered their pleas of not guilty the 5 are facing a slew of charges including second-degree murder following the beating of tyre nichols during a traffic stop last month. nichols died in the hospital days later. nichols family was also in the courtroom with their attorney ben crump. his mother later stating she was not the entire time. one of all. >> want this case to be concluded as quickly as possible. that includes shelby county district attorney steve mulroy. we're trying to expedite as much as possible will be ready. to try the case. you know, within a reasonable amount of time. i don't think that office will be the cause for any the hearing lasted a few minutes. only 2 of the defense attorneys addressed the media like balance representing desmond mills. much has been said about the ways the system has failed. mister nichols.

>> an encounter between an oakland city council member and a homeless advocate is now being investigated by police as an apparent assault. vincent williams claims he was body slammed by a friend of carol fisa. she claimed it was self-defense. kron four's as he met union has the latest. >> you're looking at video that shows the tail of what oakland police describe as an assault. that said, williams says he is the alleged victim in the video punched me in my face. my class went flying off. >> he slammed me to the ground. continue to punch me. continue to choke me out. and then at one point, he just grabbed my head with his other

and it started smashed it into the into the concrete. >> it happened on february 14 just after 08:30am, near 34th street and peralta in west oakland. williams says he was there doing some outreach at an encampment of unhoused residents at the same time that oakland city council member carol fight in the city of oakland where there to close the encampment them. he says that he approached the council member, yelling his disapproval. i told, carol, this is your fault. >> this is your fault because you have these advocates out here working for you and they're lying to people in your line to people why we're having this back and forth. barreled into the conversation and pushes me back and he's yelling the whole time. you need to back up. you need to back up. don't try to walk towards. are you kind of saw her. don't do that. and i'm not trying to do any of that. whether council member, carol 5 says that she felt threatened and concerned for her physical safety. >> so i and well within my right as is every human being to be safe, we all deserve to

be safe. and if someone is it is it is choosing to take that safety from you. then the law says that you are within your rights to defend yourself. >> in this case, 5 says her close friend did the defending this incident comes on the heels of last week's press conference at city hall where fife lake by mayor saying towel and others as for help in dealing with voicemail messages and emails threatening to harm her and other female politicians. >> i can take all of the profanity, whatever. but when you come in my face and you're yelling at me and then york pressing towards me, that's a completely different situation at no one. no one should have to endure this. and william says he was hospitalized later that night as a result of injuries he suffered during the incident. oakland police officials say their officers world the scene during the assault. >> and immediately intervene that the responsible individual was cited and

released and that the investigation is ongoing. i think that you for news. >> and now to some developing news at this evening. san francisco police launched a new strategy to deter people from soliciting workers in the city. as says the new d coy operation involves of female officer going undercover as a worker to give citations to potential clients or johns. this is cell phone video from the most recent operation on tuesday night. but once john is cited, they then go to an offender prostitution program as deputy assistant chief david luiz are says that they've seen success with the effort. issued approximately 30 citations since last friday night. we have our traffic officers on motorcycles that are out there now will also focus in. >> on those who are engaged in human trafficking as far as putting women out of workers they with their their their laws on the books around that.

they can be aggressive. they could be violent. they could be armed. we're going to address that as well. >> barriers were put in place on cap street is another measure to stop solicitation but supervisor hillary ronen's office says that many of those barriers were just run over and the city plans to install some stronger ones in 4 weeks. the city will re evaluate to for those measures are working or not. whether time as we get a live look outside right and that is a beautiful picture postcard the city. what a day is it ever? yeah, it's going to be a beautiful weekend. chief meteorologist lawrence karnow is here. >> we'll need the heat may be tomorrow afternoon. but tomorrow morning. yeah, yeah. we're going to be freezing some parts, the bay area. that's the kind of the story. >> last few nights, very cold temperatures around the bay area tonight. it's going to be another cold with no getting around that. maybe not quite as covid. you're still freezing likely in places like santa rose about 35 degrees. the napa valley. if you head out the door this evening, that air is very dry. so those

temperatures are going to fall in a hurry. so it's going to get cold out there. if you're stepping outside for the night. looking outside, though, a beautiful conditions out there toward the golden gate bridge on this friday evening. a little busy out there on the bridge tonight. couple high clouds up above on that. yeah, not bad at all. start to see a change in the pattern. now as high pressure really going to take over for the weekend. you see some of those high clouds up a bit of a little bit of a northwesterly wind out there right along the coastline. now that area of low pressure that's been spinning up some clouds that is beginning to sag southward. that is going to take those clouds with that leave behind whole lot of sunshine. if you've got plans for the weekend. so high pressure going to be building in the next couple of days. that is going to bring in the sunshine outside some mild as warm temperatures all around the bay area would be surprised is a of couple places. papa, 70 degrees or so by the next couple of days. but then, yeah, things are going to really change and go the other direction. i think as we get toward this next week, but enjoy it. while we've got we've got a lot of sunshine coming our way. looking good through tomorrow. lots of sunshine. as high pressure sits kind of overhead

there. and then as we get into sunday, looks like another beautiful day, a little bit of an offshore wind. and that's going to crank up those temperatures outside. so lot of sunshine coming our way for the weekend. i think even into monday looking good numbers. yeah. almost spring-like out there. almost 70 degrees in spots. but after that, things really begin to change as we get in toward the middle of next week. cold showers rolling in the bay area. temperatures struggle to get in the 50's for highs. i think many places in the 40's and we're starting to talk about snow around the bay area right now. some low level snow least on the mountaintops. we'll see what happens. you know, you like shower, not i thanks, laura. still ahead, some good news for pg and e customers. more on rebates that could soon be on the way. >> plus, how likely is it that another train, the real carrying hazardous chemicals hits another us town? how experts are weighing in on that possibility.

>> we'll get look at it. it's all in the bottom of the creek bed. >> really alarming. a multi colored sheen was seen in the creek in east palestine, ohio. the big concern about water conditions after that train carrying toxic substances derailed in the area. according to the ohio department of natural resources around 3500 aquatic animals have died in rivers and creeks following that recent crash in the department of transportation says the

derailed cars were pressurized and had thermal protection and still chemicals were released. reporter kelly be sun. he's been looking into how often chemicals like these are being moved around the country. >> people don't what's being transported to their communities. it's not required and they find out. >> but it's too late. the derailment in ohio is a wake-up call for communities across the country. the message this could happen anywhere. the train was traveling from st. louis to conway, pittsburgh, the second biggest rail hub in the u.s. before derailing in east palestine, the hazardous chemicals moving along nearly 600 miles of rail at some points along the likely route passing through highly populated cities. the main ways chemicals in the country are moved by trucks shipping across water and on trains. and 99.9% of the time trains

deliver the chemical safely. chemical spills from truck accidents are more likely to end up in a hazmat situation. then a train accident. i think a lot of us we just kind of take it for granted, overlook that. >> but >> those are in our neighborhoods in our cities and streets every day. you know, and obviously the guys do a really good job. the people doing driving. i mean, our transportation system, i think works fairly well. monte. hold owns a trucking company in ohio. >> and says drivers who haul chemicals undergo extra training and testing. >> you know, by and large things kind of go usually smoothly until they don't. >> with more than 2.2 million carloads of chemicals passing over our rails. many lawmakers are asking communities to be made aware of what's coming by train and via roadways, but routes of trucks and trains carrying hazardous materials aren't shared publicly to curb terrorism. the federal rail administration told news nation a local government may request a list of all
