>> when fun time from the bay area's local news station. you're watching kron. 4 news. >> now at 10, a school district meeting is still going on tonight after an east bay school announced it is planning to close part of its middle school to push tonight for parents, staff and students to try to keep that thing open. >> also, senator dianne feinstein finally making it clear she will not run for reelection in 2024, the

contenders hoping to replace her in very embarrassing situation when it became clear feinstein didn't remember a retirement decision had been made. >> but first, our top story tonight. it is ugly. newly released video showing a driver deliberately going after an elderly woman with his car in a church parking lot. and then driving away. >> appreciate you being with us here on kron. 4 news at 10 tonight. i'm grant lotus and i'm catherine heenan. that hit and run happened in castro valley. kron 4 sarah stinson talk to a witness and shows us more of that video. >> i'm standing in the parking lot of the first presbyterian church in castro valley. we're that 77 year-old woman was struck by a car. it happened right here. she was walking towards the church when someone hit her. a man who works of the church witnessed the worst part of it. you know, already stolz. >> so to see here to be like that, does this rough the hit and run happened on saturday

night in the church parking lot on grove way in castro valley in the security video. at first a white sedan pulls up to the woman on her walker. they exchanged some words while she continues making her way towards the church for services. the car is stopped. then the driver accelerates torture, pulls up next to the woman and they begin talking again. it appears she tries to walk away, but the driver corners her, she then walks in front of the car and the driver steps on the gas causing her cane to fall on the ground. the driver now pulse of the other side of the parking lot stops the woman picks up her cane and the driver isn't done yet. he hits a parked car and then rams into the woman and continues driving. she was on the hood and she flew off right over in this area right here. thankfully she survived. aaron horner was among the few people there who rushed to help the woman. he's the community outreach director for the church. you know, evprybody was just coming to try to help or, you know, we

held. >> i once until, you know, paramedics got there is healing up well, so she's in good spirits, a miracle that. >> she, you know, sustained a lean on life, threatening injuries at 77 years old. >> the alameda county sheriff's office describes the car as a mid 2. thousands nissan altima. the department hopes the public can help identify the driver in the video he had. >> no, you don't total disregard for her as a human being and we ask that you do the right thing and, you know, provide information that will allow us to bring this person into custody. unfortunately, this camera here at the church did not capture the license plate of the car involved. >> the sheriff's office, they are asking for anyone with information to give them a call. we put their anonymous tip line on our website. kron 4 dot com. i'm sara stinson reporting in castro valley. back to you. >> thank you, sarah. happening now, the alameda unified school district board is meeting to talk about and vote

on whether to eliminate 6th through 8th grades at bay farm middle school. hundreds of people have been attending that meeting tonight. many of them speaking up, voicing their concerns. kron four's man harry has. >> been in that meeting all evening as well. so amanda, what are most people say? >> many parents, staff and even students side to speak about up about their concerns, their hurt. but they weren't told until the last minute about the closing and they want the board to consider pushing the vote back. so you can look into alternatives to closing the school in the virtual meeting, the superintendent presented the proposal to close the 6th through 8th grade at a farm arguing that the alameda unified school district is operating more schools and programs than similarly sized districts and they're losing money. he also said that they far middle school is struggling with declining enrollment. he explained that many people may feel the discussions are sudden, but they've been happening behind the scenes since 2018. one of

the board members says that delaying this vote may not make much of a difference. >> i was going to propose an alternative, but i my tribe will just delay the inevitable the process. bringing in more input. we can see that data from over year after year after year. and that the delay would help some of the student that are admitted the year. but i know that there are options for them. i know that we're offering options that all of our school. >> some bay farm teachers also spoke about how they're disappointed about the closing and some may end up being collateral damage of that closing. the meeting is still happening. i just checked in. they are getting very close to a vote. we'll have more on kron. 4 news in the morning in the newsroom. amanda hari kron, 4 news. thanks very much. amanda. >> making oakland say for that was the message today from oakland, mayor sheng tao

yashin as new initiatives aimed at improving public safety. and this comes after. >> the robbery and murder of a popular baker, an activist last week. also the city is dealing with the scandal surrounding its police chief who remains out on paid leave. kron four's theresa stasi reports on how the mayor plans to try to move forward without an official chief to spearhead her plants. >> increased foot patrols, vehicle enforcement unit, new traffic division, all elements of the mayor's new safety initiatives to help strengthen public safety throughout oakland. he can rise to meet. >> this challenge is starting next week. you'll see return of our walking officers to our business and neighborhood shopping districts. this ik a unit that hasn't been in existence for the past 2 years. so this is exciting time with oakland acting police chief darren allison and community supporters. >> mayor sheng tao discuss some of the highlights of her plan. for example, today, department of transportation

will be announcing. >> it will be announcing its new vehicle enforcement unit to remove the blighted abandoned vehicles. >> metro chamber is committed to a clean and safe oakland. and understands that our future lies on a residence workforce and visitors feeling safe as they live work and play in this beautiful city and when people feel safe, they will come out and shop. >> employees will come back to crime in oakland has surged in the last few years with robberies and homicides, skyrocketing the homicide rates soared last year to 119 deaths last week and admired. local baker died after suffering a brain injury following a robbery at a downtown oakland bank. low police staffing has plagued the city but acting chief allison says that new recruits are coming and a grant will help with funding to carry out the plans. no update again. we're taking the investigation

very seriously. the mayor refused to discuss the status of chief armstrong, who she put on paid leave in january when a report criticized his decision on a discipline issue. instead, she pushed that issue aside and said her administration is focused on moving forward is what it's about. it's about bridging those gaps with not only government. >> but with businesses with residents with visitors and everyone else was a part of this ecosystem. >> theresa kron, 4 news. >> city leaders have been complaining that the san francisco police department has been significantly understaffed. and now mayor london breed has suggested adding 27 million dollars to the budget too. >> pay currently employed officers overtime kron four's ella sogomonian joins us live in studio with that report. ella, this issue isn't unique to san francisco. i mean, police departments all over the place, you know, need more

officers and staffing. but it looks like they're going to try to throw money at the problem and just pay a ton take. yeah, this is a nationwide issue. but san francisco's been dealing with this for many years. but some critics say they already have a lot of money. they recently just got it. >> mayor breed believes that this additional funding to pd supplemental budget should make sure that police can respond to basic needs and priorities concerns. but one board supervisor is rejecting her proposal. staffing levels at the san francisco police department have significantly dropped over the years. >> mayor london breed's office reports the city has 340 fewer officer since 2019 and 541 less than the recommended level. in addition, 21% of sworn officers are eligible for retirement. at the end of this fiscal year. according to sfpd, the police union reports a difference between response time has been staggering in the last years with a 20% increase in response time in 2022. for the most critical calls compared to 2019. so mayor breed of suggesting to

boost sfp d's supplemental budget by another 27 million dollars to help fund police overtime. we need to enforce the law. likewise home and business break-ins require a timely police response and investigation and arrests. >> the proposal is welcome news for police chief bill scott. the police officers association and district attorney brooke jenkins. it was also co-signed by several board supervisors saying this is one step in protecting residents while creating more incentives in the future for hiring and retaining officers, which has been a struggle. this is not a crisis that just happened overnight. it's been building for the last 2 years. we've been ringing alarm to this mayor and i'm happy she's finally embrace this. >> and decided to put public safety is a top priority for the city. >> well, the mayor has support within the board supervisor dean preston takes issue with it going as far as to say, quote, it is preposterous and sfpd a department. the got bonuses raises and a

50 million dollar budget increase last summer. welcome back. 7 months later for an additional 27.0, 6 million dollars. it's even harder to square this massive overspending at a time when other departments are being told to cut critical services due to a projected deficit, we need to demand some accountability and stop writing us of pd blank checks. >> in addition, mayor breed propose more funding for the san francisco district attorney's office. and brooke jenkins said that she would be able to then add more prosecutors to go after drug dealers tweeting since taking office. they've noticed an increase in narcotics, arrests by sfpd with criminal charges filed and that the money will help her office hold him accountable in the studio. ella sogomonian kron. 4 news. >> thank a san francisco supervisor hillary ronen has introduced a resolution aimed at legalizing work in california. this is in response to problems along camp street in the mission district where complaints are related to workers have led to putting up those barriers are that you're looking at. ronan

calls her plan a long-term strategy. one she argues has been used in parts of the u.s. and some other countries. she says in some cases legalizing prostitution, improved working conditions for workers and can reduce violence. >> bay area lawmakers are leading an effort to ensure ion same marriage into the state constitution. well, repealing proposition 8, you may recall california voters passed prop 8 during the 2008 election to formally banned same marriage across the state in 2010, a federal court ruled prop 8 was unconstitutional and 5 years after that, the u.s. supreme court legalized same marriage across the country. but 15 years since prop 8 passed the original language from the measure to ban same marriage is still in the state constitution. >> repealing property is incredibly important. this is a scar on our constitution. it's just believe in

discrimination. this has been a long time cancer in our state constitution that does not reflect the values of love of everyday californians. and that's why it's important that we purchase this from the state constitution. >> reflect the values of love of everyday californians. >> because this is a proposed constitutional amendment. it will need at least two-thirds support from the state legislature and a majority approval from california voters. if it is to become law. >> senator dianne feinstein finally made it official today. the trailblazing lawmaker will not run for reelection in 2024, she has been praised for the many issues that she has championed over the years. but in recent years, there have been a lot of questions about her memory. her reliance on her staff. there have been calls for her to step down, which she has always dismissed. but it was front and center today following her announcement, a reporter asked the 89 year-old if she had any words for her

fellow senators regarding her announced retirement of the senator replied, quote, i haven't made that decision. i haven't released anything. a member of her staff had to quickly enter up to tell her they had released the statement. feinstein is the oldest senator now serving and will be 91 by the time her term. and that will be in 2025. so far, 2 house democrats have announced their campaigns officially to replace her democratic representative katie porter, adam schiff and east by representative barbara lee could announce a soon crime. talked with political analyst david mcewan. he says this will be basically an open race for anyone regardless of political party. yeah. and you got to throw in roe conn and there and maybe a player to be named later or 2. and what that really grant is that. >> someone has to raise a lot

of money. and that puts a lot of pressure on katie porter, adam schiff sewn up about 40% of the california congressional delegation has the backing of nancy pelosi and her team. if, for example, dianne feinstein were to come out and back. adam schiff, that would be a big deal that would i think put cement and then the front runner status. but if you've got 5 or 6 democrats in the race, they raise a lot of money and they beat the heck out of each other that provides the opening for a moderate republican from southern california from hollywood. whoever that person is to enter the race to try to get and move forward. and california's top 2 primary system. >> senator feinstein has not said whether she's going to endorse anybody. former speaker nancy pelosi again has endorsed adam schiff. feinstein is california's longest-serving female lawmaker it in the chamber as well as california's first woman, senator coming up at 10, 30 kron four's dan kerman will give us a look back at her career.

>> all right. taking a live look out here at the san mateo bridge, a little bit hazy, certainly cold out there. but not quite as cold what they're dealing with on the grapevine kron 4 chief meteorologist lawrence karnow large. you've been talking about how much colder. >> it was today from yesterday. yet temperatures dropping as much as 16 degrees around the bay area today went from almost 70 degrees to barely in the 50's in parts of bay area. that cold front sweeping through bringing us some showers. well, now moving into southern california. the great find they've shut it down. now on i-5. >> and that's because of all that snow that has moved in there. what a mess that is. if you've ever traveled that way, it's just difficult to get down to southern california going on. i-5, they close that. then you got drive all the way back. maybe cut across 46 back over to 101. so just a rough night in southern california. we're clearing out our skies here now and the winds beginning to subside a bit. it's going to get very, very cold outside these temperatures. now. 42 degrees in san jose. 45 in hayward? 47

in downtown san francisco starting to see a few more 30's popping up in the north bay. 39 now in napa. 39 also in calistoga. 38 in a very cold night as these winds subside, the temperatures really going to fall off that dry air moving in overhead. and now those numbers likely going to be pushing down in the 20's and the 30's. the areas shaded in purple there. those are places expect to be the coldest with the freeze. warnings up. frost advisories elsewhere around the bay area. look at some of these temperatures expected for overnight lows. we had 28 in santa rosa. that will be a record overnight. low about 33 the forecast. napa, 32 and freezing in the bottle. 32 freezing and conquer below freezing. in livermore and about 36 degrees in san jose. we do have some warmer days ahead. we will talk about that. your 10 attempt coming up in a few minutes. >> came orange. thank you very on the peninsula. san mateo county is launching a new task force aimed at improving living conditions for farm

workers and their families. the recent investigation into the mass shooting in half moon bay uncovered conditions described as crowded unsanitary kron four's gayle ong has reaction now from. >> a farm worker labor union. >> a step forward in an effort to improve the living conditions of farm workers along the coast. san mateo county announced a new task force this week. the goal is to try to crack down on any housing sites that are not properly approved. it shouldn't have to take a violent incidents like this or >> people to see living and working conditions that farm workers to offer indoor incidents like the deadly half moon bay mass shooting last month. investigations into the tragedy revealed the victims displaced workers and their families were living in unpermitted housing. san mateo county officials call crowded and unsanitary. >> antonio, delaware, a bruised when united farm workers welcomed the county's task force, but says the living conditions of farm workers problems. see why there's other counts. registe

counties next >> there's a counties across california where we're seeing these kinds of living and working conditions in the wake of the shooting. officials toured the farms housing conditions and say they found shaq's trailers and shipping containers. >> with no insulation or running water county supervisor ray mueller shared these photos saying families were living in heartbreaking and deplorable conditions. one of the farms involved says the company will construct new permanent structures on a separate area of the property for its employees and their family with these changes, delaware, a breeze as farm workers are often reluctant to speak up or complain about their employer. people are worried about speaking out. >> when speaking out might mean not just losing a job that potentially getting deported. the county hopes farm operators will voluntarily work with the county to fix an permanent housing. >> an update any health and safety codes, the city manager of half moon bay, where several farms are located, says staff plans to meet with county officials on wednesday to learn more about the task force. meantime, a memorial remains in downtown half moon

national news tonight. we're learning more about that michigan state university shooting last night that killed 3 students. >> and injured 5 other students. some of them critically. and police are saying that man went on a shooting rampage across the campus. >> the community is now wondering why this happened and how to move fort kelly be sun has the latest. >> i was i was eating in the dining hall when the gunshots happened. was about 3 to 4 gunshots. and i was like

everybody. out of the building. the first shots rang out at 8.18, at berkey hall. >> that's where to msu. students were shot and killed and several others were injured. police say the shooter, 43 year-old a gray, then walked over to the student union. we're 3rd victim was shot and pronounced dead. it would be after 10:00pm when police would release a picture taken from campus security cameras. the grey is seen wearing a jacket, cap and red shoes. a photo leading to a tip from a citizen that pointed police to mcrae once confronted by authorities. the suspect died from a self-inflicted gunshot wound and at least one gun was recovered. a neighbor telling newsnation he knew immediately when he saw the suspect's photo that it was gray want to only go by ray. he tells our crews he another neighbors were upset that they would hear gunfire coming from the

the epa is now warning that the soil around there may not have been disposed of properly. and folks who live in the area are reporting several symptoms headaches, coughs, other issues, some say livestock has died and wildlife officials are reporting dead fish waters within a seven-mile radius of the spill. and new tonight at 10 get this a weird coincidence. at best. a family living in eastern ohio that evacuated last week because of that train derailment. did the same thing for a fictional disaster film a year ago. take a look at a clip from that movie. >> let's watch a or >> the movie's called white noise that came out on netflix in november. the premise of the movie, a freight train derails and explodes and families have to flee because of the toxic. chemicals. the

briefly after use the windshield wiper out there tonight? yeah, i hope you're wearing something a thick if you're out there tonight as the temperatures really fallen off and what a big changes from yesterday. remember highs yesterday, nearly 70 degrees in places like santa rosa today. they were 60 degrees cooler at 53. 54 for the high in concord. 51 in livermore. 53 in san jose. 55 in oakland and 52 in san francisco. we went well above the average to well below this afternoon. all right. out there right now, we've got some clearing skies, freezing cold temperatures expected overnight tonight. plenty of sunshine, though, tomorrow. i think tomorrow is going well as beautiful, clear days all the way to the coastline. there's a slight chance we could be talking about a few showers rolling back in maybe right around friday or so that still pretty if you out there. but this storm system moving all the way to southern california you already close. the grapevine. but now behind that, we're getting all that cold air kind of settling in for the night. now the winds calming down and yeah, that's going to call one. maybe one for the record books. still a little bit of an offshore wind beginning to develop. and that's going

bring that cold air rolling back in the bay area tonight as those winds begin to subside even more. so the temperatures really going to fall off. 39 degrees now in napa. it is. 44 in cocker, 45 in hayward. 46 degrees in chile and half moon bay. high pressure. going to get a sneak in behind that cold front, though, for tomorrow. that should make for a beautiful, clear day. we'll be on the cold side to start tomorrow morning. but dry out there and then looks like things. well, then looks pretty good as we get in toward the next couple of days that as we get to friday. now, that just starts to change a bit as we might see a weak system roll on in. but tomorrow, looking good. lots of sunshine all day long. beautiful day around the bay area. but yeah, these temperatures, yeah, thry're going to start to warm up a little bit tomorrow. let's plan on some 50's. maybe some low 60's by tomorrow afternoon. we're going to warm things back up right around the average for this time of year. your 10, a 10. but we're going to see a change in the pattern. here is the clouds being rolled back in as early as thursday, leading to at least a slight chance of a shower on friday this weekend that we do that weather whiplash kind of thing. again,
