>> it's dry. yeah, it stays dry. yeah. and today we get to see just what an impact. all that rain has had drought wise. we're looking pretty good job of that. yeah. new drought monitor showing more progress, which is great and now we just get to enjoy the dry skies and all the green grass all the very last bay area. after weeks of rainfall looking out there right now, skies are bright. nothing coming in your way. as far as your commute goes, unless you do get a little traffic. you can't blame that on mother nature, though. >> radar shows you those clear skies. we did see showers last night. those of really exited the region now moving out into the central valley, losing steam at this point. so we're pretty done with it here in the bay area, especially for the rest of the weekend. honestly, the rest of the month future cast of winds showing relatively calm conditions this morning. temperatures are cold, though. so do bundle up redwood city, dublin livermore at 38. brentwood conquered as well as napa at 39 degrees. well, santa rosa just above freezing at 33. now, will the rest of the this mild? i'll let you

>> he he will land right behind me, james and area. we are several hours away from touchdown. this is where air force one typically arrives when it comes to the bay area sunny day. but we all know of the past several weeks, it's been stormy and president joe biden knows that because he has been briefed. let me show you video. he is on his way. we're about 2 hours into its flight. >> we do know that he left washington, d.c., from joint base andrews at around 6 o'clock in the morning hopped into air force one. he will arrive here sometime at around noon and then he will be joined by fema hit the ground running, drive directly. the santa cruz county. 41 out of the 58 counties in california just got battered by the storms. we're talking atmospheric river after atmosphere river in santa cruz county. about 55 million dollars worth of damage. we're

talking about here, the beaches, the businesses, as well as about 1000 homes. so he will talk to the first responders, the residents and business owners about what's going on. doesn't stop there. guys will drive right back to the heart of the bay area. >> santa clara county where do the same thing all over again tour. the damage at this particular county. we're talking about 27 million dollars worth of damage. he, of course, will be joined by governor gavin newsom. we do know that president biden has already offered federal assistance to california in the form of manpower and resources. this trip is for him to see it firsthand with his own 2 eyes to see what's going on and possibly release federal dollars more federal dollars. so the state can rebuild and recover. we will be here once he touches down and we will follow them throughout the day, including we'll have a news conference when this is all back to you.

>> fair enough. thank you very much. well on, we all know what kind of damage the president is going to see. for example, in the east bay, there's all that mud that stopped strains from running and the trains are canceled until next week now because a second mudslide has halted operations. here's video of the first mud slide that happened on tuesday morning along niles canyon and then yesterday, less than 24 hours later at 05:30am, in the morning. another mudslide affecting a strain ace officials say that it happened along the same areas. the first one and more than 200 passengers and crew. we're on the train yesterday. some of them say was pretty scary. the flight to treat and that and we hit it. and then the slide just came up to side of the train like we hit a vehicle or something that was so powerful. >> it just rocked this. >> says that there were 3 minor injuries reported. and a spokesperson says luckily no

equipment was seriously affected. the train tracks and the hillside are going to be reevaluated to make sure that they're safe are resuming services on monday. >> on peninsula, part of highway 92 near half moon bay still partially closed because of the huge sinkhole that opened up their last week. we spoke to a nonprofit who's trying to help those affected by the closure. and kron four's gayle ong has a closer look at what they're doing. >> this is what look at that. just moves things around like nothing. and this was the water from the creek. yeah. >> victor gonzales says his backyard of his pescadero home turned into a lake. this is how high the water was after back-to-back storms slammed the bay area. >> so the bank who is it was not as close as it is to the redwood tree. >> and now his guest cottage and garage are soaked and filled with mud. i have to sit there small car so i couldn't

get through the flooded down the street. his friend tom schmid finally able to head back to his pottery shop. both had no power for over 10 days. really don't take it for granted anymore. and water. i mean and electricity and the wonderful meanwhile, a sinkhole on highway 92 near half moon bay is slowing down traffic. a section of the road in pescadero collapsed on saturday after days of heavy rain and flooding in the area. belinda hernandez arriaga is a founder of a loss, a latino center nonprofit. she has been helping those impacted by the road closures. people aren't working as much. >> so even just thinking about how they access food, those that are trying to make about paying rent and how hard this is going to be during this really difficult time when so much work has been compromised by this national disaster. half moon bay's vice mayor says it could take 2 to 3 months to get to some normalcy for now. the city manager's actually has reached out know to receive from the state for for the federal government.

>> to be able to provide our, you know, getting back to island, get back to a community despite the flood damage guns, all this and schumann say they have no intention of moving out. i've been here for a reason. >> absolutely. a definite choice. >> residents of have to do is say they are looking forward to the dry weather ahead and they plan to assess the flood damage and cleanup reporting from happening today. yeah, long kron. 4 news. >> and we have breaking news to report this morning. prosecutors in new mexico have made a decision in the alec baldwin case. they have decided to charge the actor with involuntary manslaughter in the killing of cinematographer. hutchens, who was shot and killed while working on the movie set for rust in santa fe. that incident happening back in mexico in october 2021. yeah. and word is that it's 2 counts of involuntary manslaughter. >> so we know that hutchins was killed and then there was

the writer director joel souza, where he was wounded because that bullet went through and struck him in the shoulder. so and we also know that this is one of 4 people that they had been looking at to be charged in connection with this. that alec baldwin was one of 4 because they're different people who handled the gun would be responsible and that sort of thing there we should add that david halls, he was cited in the reports are right. assistant director. he actually signed a plea with the negligent use of a deadly weapon x and x said and he got a suspended sentence. >> and 6 months probation. so that's how that was handled. now, what happens with alec baldwin from here after these charges remains to be seen where this goes now, hall had admitted to authorities that he hadn't properly checked the gun for safety before handing it to the film's armorer. >> who then handed it to alec baldwin? he has maintained baldwin has maintained that he didn't fire. they couldn't pull the trigger that it just

sidewalk. could face time in jail will see kron four's. michael thomas live in the studio with the latest on this story that we've been following. michael. yeah, good morning, everyone. that's right. the man was arrested and taken into custody yesterday afternoon being charged with misdemeanor battery. >> the da calling the incident, quote, unacceptable. take a look. this is cool when he's the gallery owner and the man seen in that viral video spraying down a homeless person with a hose. he was arrested yesterday around 3 o'clock in the afternoon and booked san francisco county jail. the incident happened last week over in montgomery street in the city's jackson square neighborhood. the district attorney took to twitter announcing his charges reading as misdemeanor battery for the alleged intentional and unlawful screeninwat on and experiencing homelessness saying, quote, the alleged battery of an unhoused member of our community is completely unacceptable. mister, when will face appropriate consequences for his actions. adding that any vandalism the gallery has experienced is

waves crashing up along the shoreline. we have king tides this weekend. so be mindful of that at the coast and along the bay shore, rain that we saw last night's well out of the region. now snows even tapered off. you want to head up to the sierra? my advice is wait a little bit later on today. better travel conditions after that new snowfall. now thursday is going to stay dry as well. friday, saturday and sunday. all of steadily drive from this point forward. coastal flood advisories do take effect today. and that's because mostly of those king tides, we still do have high water levels will thought of or small streams running into the bay. so that could complicate those king tides even further. just watch for some standing water on low-lying roadways and parking lots. and tonight we see temperatures below freezing for inland areas prompting freeze warnings, taking effect at midnight for the inland north and east bay, as well as the santa clara valley. as for daytime highs today, it's 50's similar to yesterday. just a little bit cooler fremont hayward and san jose at 53, san francisco in oakland at

(co-worker 4) what are you doing this weekend? >> 25 the time and attorneys for former minneapolis police officer derek chauvin appeared in court wednesday hoping to get him a new trial. a jury convicted him back in 2021. for the murder of george floyd back in may. the year prior chauvin's attorneys are asking the court to overturn his conviction and they argue that the case should never have been tried in minneapolis and that the jury should have should have been fully sequestered and blocked from all media after a panel, 3 minnesota court of appeals justices hear the case. they will then have 90 days to issue a ruling. chauvin was sentenced to more than 22 years in prison after video showed the then police officer kneeling on floyd's neck and back for more than 9 minutes while making an arrest. we'll take a break. it is 8.26. coming up on the kron. 4 morning news. an arborist

you're not ready. you know, maybe any summer sweater dresses. there you go. yeah, layers and the tax >> 31 right now the city of san francisco is taking steps to avoid the ongoing problem. there been a lot of drug overdoses they're having. they're proposing new leg lation now that would allow privately funded safe consumption sites conference. camila barco is live in the newsroom. our story in san francisco to tell us how this will work. camilla. >> yes, so mayor london breed and supervisor hillary ronen, they are determined to open a safe drug consumption sites here in the city, but they are facing excuse me, but because of federal and state legal issues, they cannot. so now they are introducing legislation that would help open a site here in the city without taxpayer money. the safe drug consumption sites. they have been a topic of discussion for the board of supervisors for a while in 2020, the board approved a process for how they would grant permits for city-funded overdose prevention programs like safe consumption sites.

>> but because the way the law was written, doesn't allow the programs to open until federal and state legal issues are resolved. so now bree dan ronan, they are introducing legislation that would repeal the process they put in place in 2020 if the legislation is approved, it would allow for the site to be privately funded by a nonprofit before the legal issues are sorted out a year ago, the safe drug consumption site at the tenderloin center opened as part of breeds emergency declaration for that neighborhood. the goal of the one-stop shop was to reduce outdoor drug use and overdose deaths. deaths. but less than a year later, the doors close. so now, brian ronan, they're trying to get a new site open and james darya that legislation that they wrote, they will introduce it to the board of supervisors at the next meeting next tuesday on the 24th. we know that this has been at controversial subject. some people are for it. some people are against it. but we just have to see if

the supervisors are on board with this plan. >> for now, send it back to you guys. >> camila, thank you very much. >> i was a 33 and we do want to go on to a little detail about the city of san francisco and how they found as far as the numbers go. a decrease in the number of accidental overdoses. new data just out from the department of public health fines, the city at 620 accidental drug overdose deaths in 2022, which is slightly down from 2021. there were 640 deaths that year and in 2020, there were 725 accidental overdose deaths. fentanyl remains the leading driver of drug overdose deaths in san francisco. happening today, the king tides are expected to return to the bay area lasting through the weekend and on into monday as well. to watch out for the high water. that's a local officials want you to know. >> they don't want you to come back and find your car under water like this. take a look at the video from 2018 is mill

valley. now they have taken some measures in manzanita park and ride to avoid people getting flooded out in their cars, getting ruined. but you can see how high the floodwaters get in this area. battalion chief jason golden with the southern marin fire protection district says king tides can cause substantial damage and you need to be aware. >> that's where we find cars that stall they think it's just maybe a couple inches and it ends up being a foot 2 feet and they get stuck in there. so that causes problems for them or their damage. their brings resources out to help them out. so we just ask people to be really cognizant of those areas and not drive through that is standing. and it looks like it's flooded. and how can you be cognizant of their signs? big yellow sign subject to flooding. they want you to know they put up fencing. >> over there as well as you can see there to try to keep people out, least let you know that it's king to hide a look. the vehicle will be cited because the high tides, they know when it's going to happen. so they say don't park there. some residents in the

east say are worried about a wall of massive eucalyptus trees in their community. they're worried they might fall over on to their homes. this is madison avenue in sandy street. castro valley and effect in the recent storms. one tree did come down right into a home sent one man to the hospital. >> and it could come down to my house, the public street, the public sidewalk. you could injure someone driving by. we want the whole creek to be inspected. we want all of the trees to be looked at and checked out to sea. >> posing a danger. >> and these castro valley residents are asking alameda county to take a look at the trees. although the county has told kron 4 that those residents who want those trees removed at their properties have to consult a tree removal contractor on their own. the county says they're working on repairs, which are within there jurisdiction. meanwhile, arborists are busy doing preventative work on trees like that. trying to get that done. as we've seen a break now in the storm's kron four's phwlippe gaulle takes us to walnut creek end has more from
