force one is already been briefed throughout the past couple of weeks on the storm. damage in california. what he's going to do now is see it for himself and he will be joined by fema once he lands at moffett field. he will be escorted with fema to santa cruz county. no coincidence why they're going there first, james and because 41 out of the 58 counties in california battered but the storms, but perhaps none harder. then santa cruz county, we're talking 55 million dollars worth of damage to capital up here. the beaches that businesses and about 1000 homes. so he'll talk to the first responders. talk to the residents and the business owners about their suffering from there. he will drive back here a little closer. so the heart of the bay area to santa clara county and do the same thing where they say about

27 million dollars worth of damage. he will be joining not just by fema, but my governor, gavin newsom. they will walk around. now. biden has already pledged federal assistance and according to his press secretary that federal workers are already on the ground helping local state workers clean up and rebuild. he's going to look for it himself and see if they will even do even more in terms of manpower as well as federal assistance. we are outside waiting for his arrival. we will bring that to you live once it happens. and also guys, after he's all done, we'll have a news conference to talk about what he will see today. >> the state will take all the help it can get for sure. thank you. will. >> well, a lot of damage like we've seen in the east bay where the commute is a nightmare because of a mudslide. another mudslide that hit a train, same area and now the train route is shut down until next week. kron four's amanda hari spoke with passengers who are affected.

>> the ace train station in pleasanton. you're really empty. >> almost no cars parked in the parking lot. and the only movement was this sign alerting riders about the cancellations. it says due to the conditions of the mudslide location and for the safety of passengers and crews ace will not be operating until monday. january 23rd. >> very inconvenient. >> montana's jones was one of the few people i saw stopped by the station. he was waiting for his ride to pick him up and taken back to tracy wednesday. he knew about the cancellation, but tuesday was a different story. standing here waiting. >> and we saw the review board and the board mention that at the ace or was not going to be a right. and that that we have to catch aids fight, which arrives like an already late. so just being bundled up and trying to stay warm until that train came along. he says he makes his drive to work in san ramon. this is video of the a strain that was stopped today morning because of a mudslide.

>> wednesday's mudslide was the second one in less than 24 hours. some passengers say it was scary for the flight to treat and that and we hit it. and then the slide just came up to side of the train like we hit a vehicle or something that was so powerful. >> it just rocked this more than 200 passengers and crew members were on the train says there were 3 minor injuries reported. it woke me out. it was a big hit. union pacific owns the train tracks. they've told ace they cannot operate because of potential mudslide risk until monday. a spokesperson david perry says they've dealt with mudslides before. luckily this one damage the equipment. the mudslide came into contact with the train. >> but the equipment. was unaffected. it remained on the tracks that was launched and some of the and debris, the train tracks and the hillside will be evaluated to make sure

it's safe to resume service on monday. >> ace passengers can check aces website and social media pages for any updates in pleasanton amanda hari kron. 4 news. >> well, on the peninsula section of road in pascoe darrow was basically swallowed up by flood waters, the backyard of a home also turned into a lake in the garage was filled with mud. just some of the stories. one shop down the road had no power for over 10 days. plus a mudslide in a sinkhole on highway 90 to force road closures for the past week prompting drivers to make. detours that lasted for hours. just to get into that city. now one nonprofit is trying as best it can to help those in need. >> people aren't working as much. >> so even just thinking about how they access food, those that are trying to make about paying rent and how hard this is going to be during this really difficult time when so much work has been compromised by this natural disaster. >> yeah, half moon bay city manager has reached out to the

state and federal government for assistance to help complete those repairs. >> time now 707, and a developing story that we're following is a san francisco art gallery owner, the one who was seen on video spraying a homeless woman with water. >> has now been arrested. might even face some jail time with kron four's michael thomas live here in the studio to explain. good morning, michael. >> yeah, good morning. everyone. viral is right. he was arrested and taken into custody yesterday being charged with misdemeanor battery. the da calling the incident, quote, unacceptable. take a look. this is collier gwin. he's a gallery owner and the man seen in the viral video spring down a homeless person with a hose and he was arrested yesterday around 3 o'clock in the afternoon and booked at the san francisco county jail. the incident you're looking at happened last week over on montgomery street over in the jackson square neighborhood. the district attorney took to twitter announcing his charges reading as misdemeanor battery for the alleged initial in excuse me, intentional, unlawful spring of water on and around a woman

experiencing homelessness saying, quote, the alleged battery of a nun house member of our community is completely unacceptable. mister, when will face appropriate consequences for his actions adding that any vandalism to the gallery and that it's experienced is unacceptable saying that 2 wrongs don't make it right now, according to public records. as of this morning, when is not in custody, appears that he did make bail. and if he is convicted, he could face a $2000 fine and up to 6 months in jail. as we get more information on this, we'll continue to keep you updated. james story, i'll send it back to you. thank you very much, michael 709. and now let's go to the north bay, where to marijuana dispensaries in sonoma county were burglarized this week. >> the thieves took off with thousands of dollars in cash and pot. take a look at do be nights in santa rosa was hit early monday morning in the video you'll see a second here that the group first breaks in through a glass door and then let's go back inside and you see one person appears to be holding a semiautomatic weapon. they go in ransacked

the business load all of the merchandise into their cars and the co-owner and general manager game and crane says he's just grateful nobody was inside the dispensary at the time. >> as for want to miss, a small business owner says we're all local people that on this morning raising this town. i've been working this trying to build a taking money out as businesses is a big step. but i fear for my employees safety. i don't want to be in the breeze and people coming with guns through the day and they came in, though, their machine guns on this robbery. we saw them very bluntly in their hands. so everybody's happy nobody was hurt. and the same cars police say were spotted at another dispensary a day later. >> and then this one led police on a high-speed chase. it crashed in. there was a manhunt that ended yesterday morning with 3 people being arrested. do be nights and other local cannabis businesses are working together to raise awareness about this type of crime. >> well, san francisco cannabis dispensary was also burglarized last weekend. they say they lost about $100,000 worth of inventory. you're

rating. yeah. >> it's good. i'm in it getting it. it's been difficult tough. the it all altering. how we do everything on daily basis with these rains. but luckily that's behind us now. john, in the weather center with our blue sky forecast and the good news. drought. after all that rain, we do have some good news. we saw especially good news last week when the latest drought monitor updates came through. and we've got more updates for you this week. so just a few weeks back, we had already eliminated exceptional drought from the state, but still at a lot of extreme drought. >> last week we took got rid of that in this week. we may be even more progress. look at this abnormally dry conditions. that's yellow. the lightest category of drought. you can get returning for la on up through santa barbara as well as up on the north coast and for the bay area were entirely back into moderate drought. now there is still room for improvement. obviously you see those deeper shades, that severe drought still for the central valley. but we have made some good progress in nice to see some updates from last week. even

now coit tower looks great under that sunshine. we do have the birds out there enjoying this dry start to the day. showers last night. those are well out of the region now down into the central valley. and we still do have some lingering snow in the sierra. i'd wait on your travels up there until this afternoon. we've got ideal ski conditions over the next couple of days. skies clear for the bay conditions. calm out there. all in all. this is a beautiful one to step outside. just bring the sweater, the light jacket with you and you're good. now we do have coastal flood advisories. that's more. so a product of king tides that any sort of flooding that we're seeing from our streams. but there's still a lot of water rushing into the small streams which could complicate that coastal flooding a little bit further. freeze warnings take effect tonight. and the reason behind this is yesterday's rain came along with the cold front now are in the midst of a really cold air mass and temperatures tonight fall well below freezing for many inland east bay, north bay, even santa clara valley neighbors. so make sure to cover up those plants before you go to bed this evening. temperatures

arts has died at the age of 28, which is for us, won the san francisco recreation and parks department says blanche passed away last thursday at her retirement home in sonoma county. she retired back in july of 2022. after a at the palace of fine arts lagoon. there are concerns at the time about avian flu and lead in the urban soil. so they relocated or a volunteer caretaker who's been caring for the palace wants for 30 years, says the other swans saw her as a queen. not one day past in cinema where she wasn't appreciated and given >> coming up, the mayor, san francisco is facing a brick wall when it comes to funding safe drug consumption sites in the city. now she's introducing a new plan of action. but will it work? we have the details after the break.

privately funded safe drug consumption sites. we've got kron four's camila barco in san francisco to explain. good morning. camila. >> good morning, seattle mayor london breed and supervisor hillary ronen. they are determined to open a safe drug consumption site here in the city. but because of current federal and state legal issues right now, they can not so they are introducing a new legislation that would help open the site without taxpayer money. now the safe drug consumption sites, they have been a topic of discussion for the board of supervisors for a while in 2020, the board approved a process for how they would grant permits for city-funded overdose prevention programs like safe consumption sites. but because the way the law was written, it doesn't allow the programs to open until federal and state legal issues are resolved. but now breeden, ronan, they are introducing legislation that would repeal the process they put in place in 2020 if the legislation is

approved, it would allow for the site to be privately funded by a nonprofit before the legal issues are sorted out a year ago. the tenderloin center opened as part of breeds emergency declaration for that neighborhood. the goal of the one-stop shop was to reduce outdoor drug use and overdose deaths. but less than a year later, the doors now breed in roan and they are trying to get a new site open and darya james, that legislation will be introduced to the board of supervisors next tuesday on the 24th during as a board of supervisors meeting. and we know that the safe drug consumption sites, they have been quite controversial, but now we'll have to see if the supervisors are on board with this new legislation will send it back to you we shall see. all right. thank you very much. camila time now, 7 create a city of san francisco has seen an increase. >> and accidental overdoses, according to new data from the department of public health. >> the city recorded 620 accidental drug overdose

deaths in 2022. slightly down from 2021. when there were 640 deaths. and if you back that up, all go to that other number we have, which is in 2020, there were 725 accidental overdose deaths in twenty-twenty. fentanyl remains the leading cause of drug overdose deaths in san francisco. >> well, officials in contra costa county are looking for volunteers to serve on a committee which will oversee the investigation into the martinez refinery companies flaring release of heavy metals. now that release was back in november. it released more than 20 tons of hazardous dust into the community. the nine-member committee will be led by a county staff member and will include people who live in communities near the refinery, such as martinez and pacheco and surrounding unincorporated areas. also the news this morning, a 23 year-old man was arrested for allegedly assaulting and murdering his 24 year-old girlfriend in san leandro.

this apparently happened sunday morning at a home on marina boulevard. police say they found a woman with significant trauma to her head and upper torso. they did not say how this happened or what led up to the incident. but they did say they were able to determine that should trone rose was responsible for the murder after talking to witnesses and reviewing surveillance camera video. >> 7.35 and today the ready. king tides expected to return to the bay area. the last today through the weekend and into monday. and local officials are telling you to be prepared to avoid any dangers. >> because the water can get dangerously high. this is video from 2018 in mill valley and this is before they took steps to let people know in manzanita park and ride what can happen now. they show you they have posted. they have signs up and everything explaining that this water can get very high. the chief jason golden for the southern marin fire protection district says

that king tides can cause a lot of damage. >> and they want you to be on guard against this type of flood water. >> that's where we find cars that stall they think it's just maybe a couple inches and it ends up being a foot 2 feet and they get stuck in there. so that causes problems for them or their damage. their brings resources out to help them out. so we just ask people to be really cognizant of those areas and not drive through that is standing. and it looks like it's flooded. >> and to mitigate the flooding at this, what they did, you can see that they posted signs and they have they have fences up warning commuters not to leave your car in that area because you won't find it quite the same when you get back. no. >> some residents in the east bay are worried that a wall of massive eucalyptus trees in their community may fall over on to their homes. this is on madison avenue and sandy street in castro valley. a factor in one of the recent storms. the tree did come down on a home which is why they're so concerned. now that sent one person to the hospital. >> and it could come down to
