>> good morning, james. we are waiting for president joe biden to arrive a little bit later this morning. once he lands guys, he will be joined by fema and they will hit the ground. they will be escorted all the way to santa cruz county, president biden. he has monitored the situation from the white house. this will be his first time boots on the ground to see the damage that we all have experience of the past couple of weeks. the reason why he is going to santa cruz county is because that county was hit the hardest with their peer as well as app toss about 55 million dollars worth of damage to infrastr the why why this trip is so important is because yes,

governor gavin newsom, he also will meet president biden along with this tour. the reason why this is so important, guys is because once he lands on the ground, he sees the situation he has help from fema. then he will decide how much federal assistance will be given to the state of california and the bay area. he's already promised that he would assist with the recovery efforts. now it comes down to how much will it be? he's already said he's purses, so to speak. the wallet are ready to go. but to how much that is yet to be decided along the way, guys, he will talk to business owners and get their personal firsthand experience about their suffering. and then he will also have a news conference after he sees all those areas. so he will be on the ground. and fortunately, guys, he will come with better conditions and what we've seen over the past couple of weeks. back to you. >> good enough. all right.

we'll be following his progress. thank you for the update. will. and there is plenty of damage just see. like what affected the a strain in the east bay, a mudslide hit a train a day after a train was hit by mud in the same area. and dow that train route for a strain is shut down until next week. kron four's amanda hari has more. >> the ace train station in pleasanton. you're really empty. >> almost no cars parked in the parking lot. and the only movement was this sign alerting riders about the cancellations. it says due to the conditions of the mudslide location and for the safety of passengers and crews ace will not be operating until monday. january 23rd. >> very inconvenient. >> montana's jones was one of the few people i saw stopped by the station. he was waiting for his ride to pick him up and taken back to tracy wednesday. he knew about the cancellation, but tuesday was a different story. standing here waiting. >> and we saw the review board and the board mention that at the ace or was not going to be

a right. and that that we have to catch aids fight, which arrives like an already late. so just being bundled up and trying to stay warm until that train came along. he says he makes his drive to work in san ramon. this is video of the a strain that was stopped today morning because of a mudslide. >> wednesday's mudslide was the second one in less than 24 hours. some passengers say it was scary for the flight to treat and that and we hit it. and then the slide just came up to side of the train like we hit a vehicle or something that was so powerful. >> it just rocked this more than 200 passengers and crew members were on the train says there were 3 minor injuries reported. it woke me out. it was a big hit. union pacific owns the train tracks. they've told ace they cannot operate because of potential mudslide risk until monday. a spokesperson david perry says they've dealt with mudslides

before. luckily this one damage the equipment. the mudslide came into contact with the train. >> but the equipment. was unaffected. it remained on the tracks that was launched and some of the and debris, the train tracks and the hillside will be evaluated to make sure it's safe to resume service on monday. >> ace passengers can check aces website and social media pages for any updates in pleasanton amanda hari kron. 4 news. >> 506, on the clock and on the peninsula. a section of road in pescadero was swallowed up by flood waters. the backyard of a home turned into a lake as well in the garage was filled with mud. one shot down the road had no power for over 10 days. plus a mudslide in a sinkhole on highway 92 forced road closures for the past week. and that's prompted drivers to have to make hours long detours into the city. and now one non-profit. he's trying his best it can to help those in need. >> people aren't working as

much. >> so even just thinking about how access food, those that are trying to make about paying rent and how hard this is going to be during this really difficult time when so much work has been compromised by this natural disaster. >> and half moon bay city manager reached out to the state and federal governments for assistance to help complete these repairs. >> 507, is a time and we want to get to a developing story now. the san francisco art gallery owner who sprayed a homeless woman with water on the street. and that video went viral has been arrested, in fact, could face some jail time. now we have kron four's michael thomas standing by live in the studio with the latest on the story. michael. >> yeah, good morning, everyone. you this viral video of this man. he has been arrested. but let's go and get you a closer look at that video currently. so what you're looking at his name is coli. are glenn. and he is the all owner of the gallery and the man seen in the viral video spring down a homeless person with a hose. he was

arrested yesterday around 3 o'clock and booked at the san francisco county jail. now the incident you're looking at happened last week on montgomery street over in the city's jackson square neighborhood. the district attorney took to twitter announcing his charges reading as misdemeanor battery for the alleged intentional and unlawful spring of water on and around. a woman experiencing homelessness saying, quote, the alleged battery of an unhoused member of our community is completely unacceptable. mister, when will face appropriate consequences for his actions, adding that any vandalism? the gallery has experienced is also unacceptable, adding that 2 wrongs do not make it right now, according to public records. as of this morning, glenn is currently not in custody. it appears that he posted bail. if he is convicted, he will face up to a $2000, fine or 6 months in jail. darya. james, send it back to thank you for the update. 508, right now in the north bay to marijuana dispensaries in sonoma county were burglarized this week. >> the thieves took off with thousands of dollars in cash

and hot. do be nights. it's called in santa rosa was hit early monday morning. you can see the video showing a group they broke the glass door on the front there and then one person looks like they're holding a semiautomatic weapon that they ransacked the business load up all the stolen merchandise in their cars. look to get through a waiting car. the co-owner and general manager david crane says he is grateful that nobody was in the dispensary when this happened. >> it was horrible. i mean, i'm a small business owner says we're all local people that on this and i'm born and raised in this town. i've been working this trying to build a taking money out as businesses is a big step. but i fear for my employees safety. i don't want to be any breeze and people coming with guns through the day and they came in, though, their machine guns on this robbery. we saw them very bluntly in their hands. >> and police say the same cars you see here were reported at another dispensary a day later, one car led police on a high-speed chase and ended up look rash. ing a manhunt ended yesterday with 3

worry about. >> we saw the wet game last time around. now it's going to be sunny dry in a really mild. we've got highs in the mid 50's and santa clara towards game day 03:30pm, for that kick off. sunny and nice winds light 7 to 10 miles per hour. nothing that you really need to worry about. i'd say just get that forty-niners gear ready and stay a little cozy as it could be cool at times now, radar shows you the rain that's now exited the region. now down at the central coast and central valley, sierra mostly southern sierra, still holding on to some snowfall. we've quieted down for the bay area. sure did not last long for us. it was in and it was out and now we're looking at a dry forecast for the rest of january. we started january with historically wet conditions. we're ending it just the opposite with the significant dry stretch, coastal flood advisories mostly at this point, a product of king tides. but we still do have some swollen creeks and small streams that are resulting in some isolated flooding near the coastline. so especially watch for low lying spots like highway 37 up

in the east bay. that silly answer down towards know. pete is about 20 minutes. if you're traveling along 5.80, this morning. still in the clear 6.80, put you at the limit traveling to snow in san ramon drop into the maze right now. 8.80, in 5.80. you're moving at the limit. darya. james, back to you. thank you. all right, 5.19, is the time. and in just a matter of hours, the united states is projected to reach its debt ceiling and there could be serious economic. >> consequences if congress doesn't act to raise that limit. our dc correspondent alexandra limon has the latest. good morning. the treasury department is taking what it calls extraordinary measures taking money from one area and moving it to another more pressing need. >> but that's only expected to keep the country afloat until summer. the u.s. is expected to hit its borrowing limit today. the country soon won't be able to pay for obligations unless congress takes action dealing with the debt ceiling is their constitutional.

>> responsibility. this is an easy one. this is something that should be happening without conditions. for now. the treasury department is able to move money around from one area to another. the treasury secretary, janet yellen says if the debt ceiling isn't raised by june, the government won't be able to pay for critical obligations. that includes military salaries, social security benefits and more republicans who now control the u.s. house are blocking an increase in the debt limit. house speaker kevin mccarthy says they want to make a deal but certain conditions must be met. the common sense compromise that puts his back on to a balanced budget. republicans want massive spending cuts for the federal government and caps on future spending. who wants to put the nation in some type of threat at the last debt ceiling. nobody wants that. >> congress isn't in session this week, but lawmakers are scheduled to return to washington next weekend. they say they hope to work out a deal long before june one.

>> and at 5.24, some sad news blanch. the swan who captured the hearts and minds of generations of visitors to the palace of fine arts has died at the age of 28, which pretty old for swan, san francisco, recreation and parks department says that blanche passed away last thursday at her home in sonoma county. she retired back in july of 2022. after a lifetime at the palace of fine arts lagoon, caretakers were worried about avian flu at the time and lead in the urban soil. a volunteer caretaker who's been caring for the palace wants for the last 30 years, says that other swans recognized her as a queen and not one day past up in sonoma where she was not appreciated and give them love. all right. we're going take a break here at 5. 25 coming up next on the kron 4 morning news. an arborist is showing homeowners why it's so important to conduct maintenance on trees in their yards and why he says. >> it will save people that rubble if they do not.

you. thanks, reyna. it's 5.30, and today king tides are expected to return. >> and they will last through the weekend into monday. i know this because my gym is affected and we have special hours. could you can't get there as the water too high on the roads. local officials are now telling people obviously to be prepared. >> avoid any dangerous roadways that might get inundated with high water. this is video from 2018 in mill valley before >> measures were taken there at the manzanita park and ride to prevent people from parking there in the morning. only to come back in the afternoon to see their cars half submerged. that's how high the water that's right by the buckeye road. how? that's right, right by right. by a chance to chat with battalion chief jason goldman with southern marin fire protection district. he says the king tides can cause substantial damage and you need to be on guard. >> that's where we find cars that stall they think it's just maybe a couple inches and it ends up being a foot 2 feet and they get stuck in there. so that causes problems for them or their damage. their brings resources out to help

inspected. we want all of the trees to be looked at and checked out to sea. >> posing a danger. >> castro valley residents asking alameda county is what they were saying to look at the trees. the county tells kron 4 the residents who do not wish to have these trees on their properties should consult with tree removal contractors. so what they're saying is your problem? thick. they working on repairs with our with better in their jurisdiction. so >> it seems to me that they're saying if the tree is on your land that, well and then you related news arborists are also pretty busy doing preventative work on trees during the calm between storms. we have kron four's philippe reporting now from walnut creek where a tree expert was taking down a troubled tree. >> certified arborist and co-owner of warner trade experts. warner says look for a long and happy when this rhetoric tree creek could quickly fall on its own to the average person. it looks safe.
