>> from the bay area's local news station. you're watching kron. 4 news at all. >> today to 5, it's only getting worse. the barry continues to deal with destructive winter storms. one after another, just pounding the region. this is new video from san bruno where a tree there fell on a home and take a look at this. a portion of salmon creek road in bodega. he's now gone. so county officials say a large tree caused the road to just give out crumble right there. good evening, everybody. thanks for being with us tonight on kron, 4 news at 5. i'm grant lotus and i'm vicki liviakis as crews continue to survey the damage. thousands of people are still without their power

and evacuation orders are in effect in some parts of the bay in the north bay drivers near a river in santa rosa. they were met with flooded streets this morning. and that's where we find our kron four's. dan kerman. >> with more, dan kind challenging situation there for you. what's going on? >> that's right. we're on slusser road here just off river road. just west of santa rosa. as you can see behind me, flood waters finally receded. but one of the cars that has been stuck here all day and stuck in flood waters is still here. another one in the very far distant was just towed away. but again, it is a reminder not to be driving into flood waters. stranded. motorists stuck in flood waters is just one impact of the storm. this was the scene about 7.30, monday morning to drivers drove into the flood waters on slusser road just off river road and had to be rescued by the sonoma county fire district by afternoon. flood waters had receded

somewhat, but the cars were still there. officials say the storms caused mark west creek to overflow into this vineyard in that water and up flooding the road. the storms also caused trouble in santa rosa didn't take much for a number of our to get upon the nuisance, flooding to occur across town. and actually in one case. >> colgan creek on the south end of town actually went over its banks. >> flooding shut down the principal morial greenway to bikes and pedestrians in santa rosa. more downed trees and flooding are expected in sonoma county both tonight and this weekend, emergency responders say residents should use the break in the storm to prevent further trouble. >> the clogs debris on your property could end up into a city or county waterway. our storm drain system, it can lead. the backups could leave the property damage, flooded roads. so when he residents to take advantage of some of the breaks in the rain to survey the properties, clean up the debris and and hopefully get to the next couple systems without any major issues.

>> and emergency responders also remind people to heed their warnings when the road is flooded. best not to drive through it again. slusser road here has been closed most of the day because of floodwaters. now they have receded. one car has been towed away, waiting for a tow truck for that second car that was also stranded live in santa rosa outside santa rosa. dan kerman kron, 4 news. thank you day and we won't go far. another developing story. >> along that river road area, you drive along russian river here. you will see the effects of all this rain. you have side roads so like the one dan was on closed down flooding in fields and even some downed trees. the river itself, it's just swollen. kron four's. rob nesbitt spent the day in guerneville where the russian river is expected to crest tonight. he reports tonight of folks there have been doing to prepare for the highest water levels of the new year. the rain may have led up on monday, but that doesn't stop the russian river from continuing to rise. you can see part of the sign behind me

street. george padroni is also prepared for flooding. you have a generator. you have food ready. he's not worried about his home that sits on a hill but is keeping a watchful eye on this mini golf course. once this starts spreading out, usually the office, the first place to hit it. so once that is hits, you can't get out of that area. monday may have brought periods of sun, but with more rain expected this week, residents question what the river will do. but if we keep getting storm after storm after storm make, it could be a problem. this part of the russian river in guerneville is scheduled to crest at 09:00pm tonight reporting in guerneville. i'm rob nesbitt kron. 4 news. how much more water can we take? that's that's really the big question. not much. i mean, the good news is, is the storm system actually shift a little bit further south. >> with all the rain. so the storm forecast was originally about 38 foot flood. that was a significant flood as you make your way into the guerneville area. but right now that is backed off quite a bit. now we're talking about a crest right around. 33 feet.

we're expecting more water to come down the hills overnight. tonight. those another burst of heavy rainfall likely to move in late tonight. and of course, that's going to factor into some flooding there. but you can tell everything is just so saturated. the mountains are just using with water outside tonight and well, we are catching a break from all that stormy weather that we had the system of backing off just a little bit. but we've got a long stormy night ahead, expecting some very heavy rainfall in the possibility of some damaging winds after midnight tonight, especially right around 2, 3 o'clock in the morning. got another very strong wave of energy coming in. gusty winds 40, maybe 60 miles an hour. go along with that. we're talking about the threat of some thunderstorms up to maybe another one to 2 inches of rain the mountain tops and then flooding mudslides and trees down. yeah. all a real possibility with any of these storms passing that are of any intensity. so flood watches continuing tuesday in the afternoon across the entire bay area. could see rapid rises in any of these rivers were watching the guadalupe for quite a while there, too. but got to watch out. niles

canyon along alameda creek, as we're seeing some a rapid rise is there as well. more water going to cause some concerns. rainfall coming overnight tonight. boy, it was heavy around the bay area. some places as much as 4 and a half inches of rain the higher peaks. things have quieted down now, but not for long. in fact, you can just see it off the coastline. look at that little swirl. developing out there that you're next. storm system you get out here. you start to talk about some very on stable air and a cold front here rolling on through behind that. you've got all those thunderstorms possibly rotating in the bay area that will be moving in a little bit later tonight. we're going to time out that storm for you. coming up in a few minutes. thank you, lawrence. president biden has approved an emergency declaration for california because of all the storm damage that allows federal agencies such as fema to. >> help coordinate disaster relief efforts with state and local governor newsom says that at least 12 people have died in our state result of the storms in the past 10 days, the office of emergency services says as of last

night, more than 425,000 people were without power across california. more than 20,000 people have been evacuated from their homes. san francisco mayor london breed issued a local proclamation emergency due to the recent storms. the mayor's office says it ensures the city and county is eligible for any funding from the federal government. the proclamation also allows the city to activate city employees as disasters, services workers and allows crews to continue to distribute sandbags and remove any downed trees. the local park proclamation will be in effect for 30 days. happening now in the south bay after the national weather service issued a flood warning for the guadalupe river in san jose this morning. people can. >> with a little sigh of relief for now the water level seems to be coming down 5 years ago. you may recall the city saw millions of dollars in damage. the river flooded near the almaden expressway

today. the newly elected mayor of san jose, matt mahan discuss the city's response to the winter storms, including opening several overnight warming locations for people without hopes. >> but the focus is really on protecting our unhoused residents. as you know, we have many people living along our waterways. it's extremely dangerous to be near the water during a storm. water levels can rise quickly. the waters moving moving very quickly. >> santa clara valley water says they have been prepared for a couple weeks now for the oncoming storms, sending crews to unclog storm drains. they say if anybody sees clogged storm drains, please call 3, 1, 1, well, the niners are headed to the playoffs and what a streak they are on. yeah, it's kind of exciting to watch for this weekend. >> our our kron four's jason dumas is live for us with an update on where things stand. jason. >> yeah, guys, it was a it was a crazy world win of the

through santa cruz tonight may have to look for an alternate route or maybe not going all tough the storm has shut down several major roads in that region, including. >> a portion here of highway one. you see all the water and trees there. crews trying to remove a logjam of debris from the san lorenzo river. highway

9 has been shut down as well due to landslides. same for highway 17, quite a mess. and that is where we find kron 4 charles clifford with the latest on the cleanup there. >> well, right now i'm standing along highway 17 between los gatos and santa cruz right at the summit where you take a look behind me here. all of the southbound lanes remain closed on monday afternoon following wet weather overnight. a mudslide blocked all of the southbound lanes near glenwood drive along highway 17. caltrans came in, blocked off the southbound lanes at summit and started working on clearing the roadway that resulted in a long line of people who had to turn around go searching for other ways to get around the blockage. i did talk to a couple people who decided to stay here and wait it out, although they didn't know how long they'd have to be here. it will be. all right. we'll be all we should be able to, you know, throw it out. >> just have to have a lot of just taking up in my car. i you could go all the other backroads from what i hear is on all closed with the now as

viewer sent us these images of flooded roads in the east bay. this is what it looked like in clayton this morning. viewers tell us this waterway on us. pa right drive is usually about 3 feet wide, 3 inches deep today. he told us it looks like it's about 50 feet wide and 6 feet deep. >> in pleasant police say the city sandbag locations have been replenished. the stations are located at pleasant oaks park city hall in the pleasant hill community center. they are free sandbags, but you'll have to bring your own shovel. they say to fill them up as we take a look outside right now, this is the live view of downtown san francisco where starting to get dark in. there is still that look in the sky where the next storm is about to roll it on meteorologist lawrence karnow gives an an idea of when that is yeah, boy, it's going to get rough tonight. again, i think. >> here in the bay area, heavy rainfall going to be moving a little bit later on. of course, we have that are heavy rainfall overnight. now we're

getting the back side of the system. now we're starting to talk about well know the heavy rain, but some thunderstorms. some very gusty winds weaken couple of water spouts as these thunderstorms begin to roll on shore out there tonight. you can see the heavy rainfall making its way into santa barbara and los angeles at this hour. but there's a lot more rain on the way that first part of the storm system, the atmospheric river really rolling in and now we're getting into that cold, unstable air on the back of this storm system. you see all the speckle clouds giving the idea that, yeah, a lot of cold activity. some thunderstorms wrapping around the system as well. and this is going to come racing toward the bay area overnight tonight. it's tomorrow morning starting this going to pack a punch when it comes on shore. let's time it out for you overnight. tonight we're getting a little bit of a break from the stormy weather, which is great then about midnight or so. we start to see a few scattered showers begin to pop up around the bay area. and then here we go. look at that as we head toward 02:45am, in the morning. heavy rainfall moving in across the bay area. start to see some oranges, some reds, even some dark reds here. those people in the past hour, some

thunderstorms developing out there along that line and just really hammering the bay area around through 3 o'clock in the morning. good news is this will be a little more fast moving, but we could see some flash flooding during that time likely going to see some extremely strong gusty winds, maybe some of those gust to 60 miles an hour with some of those thunderstorms. look at bill p this down toward mount view, very heavy rainfall in those directions. as we head throughout the morning, it's going to be a mess for the commute, too very wet all around the bay area. but turning more scattered showers throughout the day tomorrow. thank you, lawrence. new at 5 francisco police arrested a man who allegedly assaulted an elderly woman on a muni bus happened last month in the area of boulevard and laguna street. police say the 79 year-old woman was getting on the bus went. >> suspect kicked her, knocked her to the ground. police say the suspect is a 17 year-old from san francisco. he was booked for charges of aggravated assault, an elder abuse. in national news tonight, the white house is confirming that the justice department is reviewing a

batch of potentially classified documents. >> found in a private office used by joe biden before he was elected president. those documents reportedly date from biden's time as vice president and were discovered as his personal attorneys were cleaning out that office late last year. lawyers for the president say they immediately contacted the national archives and handed over all those documents. president biden use th t office from 2017 until 2019, short period of time between his time as vp and when he launched his presidential campaign. >> buffalo bills safety damar. hamlin is no longer in cincinnati where he had been in the hospital there since last monday night. hamlin was discharged from the university of cincinnati medical center this morning and flown to buffalo where doctors say he is doing well and recovering there. it was one week ago today the 24 year-old went into cardiac arrest on the field during that monday night game. yesterday he posted this picture on twitter that shows

him sitting up in his hospital bed making hearts and with his hands while wearing number 3 hat and a love for damar shirt. his parents beside him tomorrow will now continue to recover in buffalo where he is listed in stable condition, which is much better than what he had been. there were tributes to damar hamlin all around the nfl yesterday before the bills game. the bills raining staff was honored for helping save his life. perform cpr with less than a minute after he went down, then the bills came out on fire for number 3. hines with a 96 yard kickoff return there to start the game. they scored the touchdown. they gave the ball to denny kellington, the trader who performed that cpr on hammond bill swing on to win it. 35 23. still ahead, the elementary school teacher in virginia who was shot by a 6 year-old student in her class is recovering with the latest is recovering with the latest on her condition.

grade teacher shot by a 6 year-old student at a virginia elementary school friday. >> is now in stable condition. 6 years old. and a news conference today, police gave some insight about what happened in that classroom where the shooting took place. we're also learning if the student will face any charges since he's 6 years old. he was taken into police custody following the incident. our
