standing by in the weather center with the latest on the storm system that's already john, what are we seeing rea. outside? so right now, it's the lighter showers, but enough to get roadways wet and a little bit slick this morning, the heaviest rain and the strongest winds that's later on today. but the thing about this rain this morning, not just getting the roads slick. it's already making sure that the ground is saturated. so by the time we reach later today, all that additional rainfall that we see is going to have a chance to run off fairly quickly and unfortunately rise really fast. and that's where this storm it's very, very dangerous where we're at right now. you can see that skies out there not looking too bad just yet. most of these showers are light this morning. as i've noted. but look at the scope of this system, a very well formed system right here, that center of low pressure sitting off shore in the bands of moisture wrapping around it. we're merely in the first dose of this rainfall, which as i mentioned, is on the lighter side of things for most areas. then the north bay, we are seeing some heavier pockets of

rain right around petaluma santa rosa on up through healdsburg right along 101. there were also getting some heavier pockets of rain in the east bay hills, too. the heaviest of stuff is just around the corner, though. we'll continue to see mostly moderate showers through the morning, but some heavier pockets in there for your morning commute. as i mentioned, this is getting the ground very saturated. so it won't have a chance to absorb any of the rainfall that we see later on today. pockets of rain here and there towards the middle of the day. you get a break around lunchtime then around 03:00pm, especially the very heaviest stuff moves in. now, this heavy rain and downpours is a company by our very strong winds and moving through right in the middle of your evening commute. sure. your drive home from work. i would say leave extra early driving home at night. only complicates things harder to see the breeze in roadways, standing water on roadways. so if you can leave during daytime hours, absolutely. do so if you can just avoid travel around this time all together, that would be for the best. now as we move into

the evening, isolated pockets of heavy rain, even a potential the few rolls of thunder in tomorrow morning. another line of that heavy rain just in time for your morning commute tomorrow. so we do have flooding risks all across the bay area. watches in green lighting up the entirety of the bay. and then we are seeing a flood warning along the russian river stretching through sonoma county murillo guerneville these areas specially keep an eye out for those waters as they do rise. now, daytime highs will reach the upper 50's to low 60's later on. right now, it's upper 40's to low 50's. i'm talking more about this forecast still to come. so stay with us rain. all right, john, thank you for that. you talked about it. light rain already out there and so drive times. >> still fairly light about 10 minutes traveling into the city this morning, maze to that few months street exit, our san mateo into 1, 0, one, 13 minutes heading across towards the peninsula. richmond, sandra fell bridge put you at about 8 minutes this morning. and the golden gate bridge. 37 to the tolls.

19 still very slick. take your time as a traveling darya. james, back to you. all right. thanks a lot. right now, 502, now and they're just a few hours left to get things in order before the most powerful part of this storm hits we just saw forecast there from john. we have a checklist of things you need to do now to stay prepared ahead of the storms across 4. sarah stinson is live in the east bay. >> with that information, good morning, sara. >> yeah, that's right. we're already seeing a consistent and heavy rain here in the east already seeing a lot of water accumulating on the roadways in this parking lot. even it's really astonishing to see because we're building on the storm. we had last time. and so when this storm hits, which is going to be even more intense than we're seeing right now. things are only going to get worse and they're going to get worse quhckly. so it's important that we prepare and let's get to some preparation tips in a second. but let's start with driving tips. take a look at this. we have video from the

last storm where you can see, you know, a person plowing through a flooded road and that is what you don't want to do. you want to make sure that if you see a flooded road, you turn around because you really don't know how dark it is. and you really just can't account for that. so turnaround, make sure your extra cautious out there because it can be very dangerous, especially with the rain. we're about to get. and let's take a look about to the tips that you need to know before today does get worse. stay at home, if you can. so here's some tips in the bay area. we know how to prepare for fires having a go bag. that's good for storms like this in and that we could use for flooding in in our homes in the streets. so make sure you have a go bag in that bag. have important documents handy. make sure your phone is charged up. have a portable charger and have an extra supplies were talking canned food, flashlights, batteries, stuff like that. make sure

you're prepared. bottled water also make sure you have any crucial medications you may need. we could see downed trees, power lines, make sure that if you do see a downed tree or power line, don't get out. you don't try to move it. you don't try touch a power line. make sure you notify someone immediately. call 9-1-1. they'll contact pg, need to get on it and get it fixed. now darya james, it's going to be intense. i mean, i didn't quite expected to already be hitting this soon. but here we are home to see this morning help progressively worse. it gets. we'll send it back to you. all right. thanks a lot for the update. sarah. >> well, san francisco after activated its emergency operation center on tuesday and they say it's ready to respond to all problems that come up during the storm with kron four's justine waltman. now with more on what's being done to prepare. >> we are prepared to deal with this as a massive storm approaches. san francisco has

activated its emergency operation center to help coordinate the team effort. it will take to survive the storm. we do expect localized flooding and mudslides, downed trees and power lines to occur in san francisco. the city is expecting more than 3 inches of rain and wind gusts of 60 to 70 miles an hour in the afternoon as the weather gets nasty. mayor london breed wants people to use 9-1-1, wisely. we have a lot of emergencies that we will need to respond to. so we want to make sure that 9-1-1 is used as a life or death tool. only the city wants people to use 3, 1, 1, to report non life-threatening issues. it responded to more than 800 calls on new year's eve for weather-related problems. >> and expects to do the same if not more on wednesday to prepare clear out storm drains and use sandbags if needed. if you have not experienced flooding in previous storm events, you're not likely to

experience flooding. so please leave those sandbags for people who have had flooding issues in their home. the city wants people to stay safe and be ready for what is to copy. fortunately, the service co fire department is a prepared for a disaster. >> it's what we do. but we could really use the public's help. please stay home. >> the city believes this could be one of the worst storms in city history. so it's getting ready as if there was an earthquake with the intensity of rain coming. expect delays with public transit. and as of now, san francisco public schools are open in the newsroom. i'm justine waldman. kron. 4 news. >> and san francisco public works met with long lines at their sandbag locations yesterday. as you can see here, people lining up. this is on marion street around the corner all the way. look who they were directing traffic so they can get their hands on sandbags due to the limited supply they're giving out just 5 sandbags per address. some

residents finally able to get some of theirs after a long wait. others actually ended up going home empty-handed. >> i went to lowes. i went to home depot and went to 2 other hardware stores. so how many sand that you've got 5 here? how much do you get everywhere else? 9, 0, and i've been looking for 2 days. feeling better now. yes, we'll just weather it. and wait for the next one. >> wow. and i mean, what's nice is james, if you've ever had put the sand in yourself, the fact that they are all loaded up and the other filled and loaded. so if you missed your chance of getting the sandbags yesterday, there are going to be other locations and operations that are there today are in and on kansas streets in san francisco. >> what town of danville has declared a local emergency because of the storm. yeah, the proclamation will get the be able to respond faster to this and to any disasters that

happen. the brookside drive neighborhood, one of the hardest hit on saturday. you can see what they're dealing with. a lot there on the streets. officials say this local emergency proclamation is set to expire at noon on tuesday, january 10. so this is going to be in effect all through tne coming weekend. and then in the south bay, the city of san jose is also declaring a state of emergency. >> they issued an evacuation order for all unhoused people who are living near creeks because of the rain and flooding. that is expected. that order is not for people who are living in homes. they think the homes will be fine, but there could be overflow by the water. we asked. >> and several other cities and counties are also warning people living near creeks and other bodies of water to evacuate before the rain starts as well. they say the heavy rain and wind could put lives at risk of people don't leave. now, there are several emergency shelters and regular shelters open in the bay area to help those who are homeless and help them weather out the storm in marin county, more in health and human services going to be open at overnight shelter at 30 to 40 kerner

boulevard. again, that's in. sandra fell. anyone experiencing homelessness can seek temporary relief from 05:00pm today until 06:30am. >> thursday, it's 509, right now in the east bay. several roads in contra costa county are closed because of rockslides and mudslides from last weekend's storm yesterday. public works crews worked along marsh creek, deer valley, morgan territory in highland roads. as you can see, they're clearing out all the rocks and mud. if you are driving in that area, the extra careful with now even more rain. >> what we try to do is when we're out responding to mudslides and rock slides to stabilize the slopes as best that we can and then hopefully they will perform better during the next rain of that to you don't have to be out on the roads. try to avoid being out driving during storm events such as this. but if you come across the road that has some standing water in it. the best advice i can give is not to enter that area. the roadway.

>> yeah. you don't drive through it. you turn around if it looks like the roadway is flooded and find an alternate route so cars can get swept away in water easily or your engine can stop working if it's of merge. those 2 things you need to keep in mind specially i drive a low car, really and another thing to keep in mind, too, is that as of today, all after-school programs within the south, san francisco unified school district are canceled. >> because of the storm, the district is also planning to close schools tomorrow as well with the superintendent saying that it's the health and safety of the community. that is their top priority right now. so that this point they plan to resume classes on friday we'll let you know if that changes, but that's the current plan. meanwhile, officials from the san mateo foster city school district says they, too, are planning to cancel classes today and on thursday, reopening them on friday. the best thing you can do to stay up to date is scan this qr code will take you right to the spot on kron 4 dot com or you can get >> you can track the storm and get the information. we have the latest on the flood watches. the traffic

>> it's 5.15, and happening now, all san mateo county parks and trails are going to be closed today and tomorrow because of possible hazardous conditions with the rain. that is 12 county parks that are closed. there are poor wall of water. quality has been reported there on the beaches along the coast in the bay prompting san mateo county officials to urge people to stay out of the water. the parks are going to be assessed and inspected on friday to see if it's safe to reopen those closures could be extended,

though, depending on the weather. and we know the weather is john. yeah. >> in fact, here's some tips to for going to be on the roads because as we know, traffic is going to problematic. if the rain starts to fall during your evening commute or even in the morning commute, experts say you want to avoid cruise control. don't even bother with it because the cars not smart enough to understand when puddles are coming. use it in wet weather using it and wet weather can obviously increase your chances of losing control the vehicle. secondly, slow down and leave room between you and the car in front of you. stopping in wet conditions extends your stopping distance. so even though you normally could stop, let's say in 120 feet, it's going to take you longer to get down to a stop when you're in wet conditions. thirdly, if you do begin to skid, if you notice, let's say your tail is starting to come around on your left side. turn to your left. you want to keep the front of the car pointing in the direction you want to go so steer into the direction that you're skidding to keep your keep your front of your car in the front like it's supposed to be. and then lastly avoid slamming on the breaks. you don't want to lose control that way and then

easier said than done. experts say you should try your best not to panic. i know that's a tall ask when things start to go haywire on it, but trying to keep your wits about you, stay calm, stay on that press on. by the way, no ferry service today. >> on water. yeah. harbor bay and south san francisco ferry routes. and that is because the storm you can see the post that they put 2 riders here. the storm will produce high winds and that could cause safety concerns for the south san francisco and harbor bay. charles. yeah, you don't want to be on the ferry. >> all of the are expected to operate as scheduled wow. best a look at friend who lives on a houseboat in the last time this that our storm hit. yeah. that was a it was dingers, a topsy-turvy sort of. those house which not supposed to really move all that much unknown. yet it was a it ok, i'm kind of wondering about if the weather's as far as wind goes is going to be worst today. john, let's find out. hey, john. yeah, that's part of the reason that this storm could pack even more of a

punch from the last one because obviously the last storm is when the water was piling up. you saw the flooding. >> this time around, we're adding in much more significant winds on top of it. so in addition to the risk of flooding, we've also got the risk of downed trees, downed power lines and power outages. in the midst of the storm. so that only really heightens your risk where we're sitting this morning. there's your use pay hills. you can see that we are seeing some rainfall out there already. showers this morning a e an introduction to the heavier stuff that we have later on today. just take a second to look at the storm right here. he's super well formed. really impressive looking. >> there's the center of circulation. these vans outside of it. we're really just in the first band of rainfall. now, just now starting to see snow up in the sierra nevada. some of our heavier stuff has been up in the north bay already this morning, especially along 101, that heavier stuff is transitioned into northern napa and lake counties. now, while moderate showers pretty widespread across the rest of the bay compared to later on the calmer side of things.

normally this would be a pretty good system, a good soaker working through this is going to get the ground saturated. that means heavy rainfall later today isn't going to have a chance to absorb all that's going to turn into a runoff into small streams resulting in potential flooding, especially in poor drainage areas like we saw the other day. and complicating that was stronger winds too. we will see pockets of heavy rain through this morning commute. so nothing to scoff at right here. definitely take it slower. take it easy on the roads this morning. we do but get a brief respite right around noontime today. then the heavier stuff makes its way in around 03:00pm. this is when you're going to see those very strong winds accompanied by our heaviest of rainfall that deep red right there, right around commute time and is downright downpours. that pushes right through the bay area as you're driving home from work. my recommendation is if you have to go to work today, see if you can leave early leaving during daytime hours helps out because you really have that risk at nighttime driving of not being of the sea flooded areas or to breeze and roadways. and

generally it's just better to get on the roads earlier before everyone gets out there, get stuck in the storm later on towards 08:00pm tonight. still some heavier pockets of rain becoming less widespread, though, could see a few rolls of thunder tonight. these heavier pockets continue through the evening and then another line of heavy rain and strong winds right in the middle of the morning commute tomorrow. this one is going to be shorter, lived but also packs a punch right before you're heading to work tomorrow. it's going to be a rough morning commute tomorrow and a rough evening commute tonight. these are the 2 areas right here that are going to provide the greatest risk this morning. it is already wet, though. so do take it. slow are out there already. 2 to 4 inches of rainfall over the next 24 hours across the bay area. heavier amounts in the north bay mountains, especially we are seeing flood advisories for the entire bay area and still more rain to be had on into the weekend and next week, flood advisories letting up in green from the south bay peninsula, east bay up into the north bay. speaking of the north bay, we do have 2 flood warnings. one along the russian river right there, northwest of santa rosa

monsour rio guerneville these areas that typically flood in the past watch as the russian river does rise. lot of water going to be falling here over the next few hours. wind warnings in place. we will see gusts as high as 60 miles per hour for a lot of specially our hills. our mountain passes as well as our bridges before the snow even gets here. look at our snow pack. the southern sierra nevada is 206% of average. you're going to be seeing even more piling up on top of that. if you're heading to the sierra today and tomorrow, heavy rain and snow friday is the one lone dry day and then it's back to it into saturday and sunday. today's daytime highs will be in the upper 50's to low 60's. we stay that way really through the rest of this forecast. really the only break that we get is friday and then it's right back to the rain and even heavy rain into the weekend. and next week, reyna, thank you for that will if you are traveling this morning, be careful. all that were not seen. >> that heavy, heavy rain like john mentioned until little later. still, things are slick

>> 5.24 the time and happening right now. authorities in sonoma county are looking for a man who they say escaped jail tuesday morning. the sheriff's department says 39 year-old via of petaluma ran from the jail's loading dock. he was last seen wearing a gray sweatshirt over a blue t-shirt with white pants. he had been in custody since november on charges of possession of a stolen car. >> time now is 5.25. developing news that we're following. a man faces murder charges. investigators believe he intentionally crashed his car with his family inside all along devil's slide. and there's where it came to rest, about 300 feet down the cliff. this happened monday morning. we told you about it off of the state route one there by

tom lantos, tunnels after it fell, rescuers went out there. 3 helicopters. they were on the land water and from the air trying to save this family, which they did. chp officers now believe, though, that the father did on purpose. dharmesh patel is his name they're thinking that his wife and 2 children were taken by surprise when he veered off the road. chp, san francisco released this statement yesterday saying chp investigators work throughout the night interviewing witnesses, gathering evidence and based on the evidence collected, investigators developed probable cause to believe that this incident was an intentional act. there has been no determination as to what driving mode the vehicle is in. it does not appear. it was a contributing factor. they think that it ran off the road on purpose. >> well, here's a quick live look at the rain coming down in the bay as we speak life at the moment. but you can see in

race, tony, sorry for me. i hit it as i was going through oakland right around 403, a look at the raindrops really start to fall. i'm impressed. this is percent. that is on the ground ever see that right there. hey, you know what if you're heading into work this morning and darya and james were hitting it with the word coming in. >> you're going to be running into a 2. and at this point it's been falling for well, in some cases. well, over an hour now. so roads are definitely slick grounds already saturated. we've been hearing multiple reports of landslides in some spots, including around fremont as well as down towards the south bay. so we're already starting to see the complications from so much rain in additional rainfall. now. and we've got the heaviest stuff around the corner, not even until this afternoon. so that should be a signal right there that you really need to take advantage of these last few hours. the storm preps before we get to the very worst of conditions. now where we're sitting right now, you do see those moderate showers having pushed into the bay area. roadways are wet.

just look at the scope of the system. this is a very well low pressure system right here. almost intimidating looking and as it should be, we are seeing prolonged rainfall. soils are already going to be very saturated, were already there. we've got the moderate rainfall on it this morning. you're going to see water stacking up really quickly this afternoon, futurecast shows those pockets of heavy rain through the morning. this is going to have an impact on your morning commute. take it slower. you'll think you're out of the woods towards the middle of the day. many of us will see breaks from the rain but around 03:00pm that very heaviest line of showers pushes through and stays with us for multiple hours. well, through your evening commute tonight, if you have to be traveling around this time, maybe it's that drive home from work. see if you can leave work an hour or so early. it's still going to be wet. but driving during daytime hours, at least allows you to the chance to see better the standing water on roads and to breeze on the roads. once you're traveling at night when the sun goes down, just gets harder to see any sort of hazards that may be in the roadway. now into

the evening tonight, pockets of heavy rain continue into tomorrow morning line of heavy showers again for your morning commute. so tonight's commute as well as tomorrow morning's commute are going to be the very worst. although this morning you're running into slick conditions already, we dry out into late tomorrow afternoon. couldn't be any sooner to and this is going to be a really, realle rough next. 24 hours. it's not just the flooding risk. it's also the strong winds could see some downed trees, loss of power that makes that risk of flooding even worse. if you are running out of power, flood advisories for the entire bay area and we do have a flood warning along the russian river, especially in areas on to rio in guerneville be ware of those rising waters along the russian river. now upper 40's to low 50's for current temps you're getting outside possibly for that last minute run to the grocery store. take it slow, bring the rain jacket and bring that extra layer too. so it has been an active morning already. and as we've been talking about, it only gets worse throughout the day. so we've already been seeing is yeah, we have. we're only

going to have more of those i know tonight tomorrow. my goodness. yeah. like you mentioned, we've been saying it since around the 31st. we have that issue. >> and a slide here along 84. and so they're still working on conditions there. this has been a problem since the 31st. and again, they still are trying to get things clear off of highway 84 this morning, eastbound westbound close right there in mission. but if you are traveling longer other highways, everything is still moving at the limit. so a lot 5.80, if you're traveling along 8.80, 6.18, not seen any major issues about 16 minutes there. the bay bridge this morning may so that fremont street exit 9 minutes as you're heading into the city this morning, our san mateo to 101 about a 13 minute ride heading across towards the peninsula. let's check on the south bay here. 29 minutes. if you're traveling up 101, 85 in to menlo park. really storm is our focus for i have to admit i didn't go out yesterday and get what i need. i got to go get a big case of waters. you know, i just in case join the club has i went yesterday and

it was grocery stores. the shells were almost so right. me too. like noon, the wind. that's the window. meantime, agencies all across the bay area hands are all on deck as this storm is hitting the bay pg and e crews are going to be out today addressing hazards that may pop up from time to time with crawford's amanda hari with details on what they're doing to try and help. >> this dangerous powerful storm system. that's how the bay area national weather service is describing wednesday's storm. there really is a concern with this with the system to strong with the strong winds, the rain and everything. unfortunately, we do tend to get loss of life for these types of situations, which we really, really hate to see. nws meteorologist sean miller says it's important to take every precaution because it could save your life. make sure that you have a go bag. in case you have. you have to leave quickly in the event of an evacuation. make sure you you know, good supply of things in your home food, that kind of stuff, medications, if

make sure you have what you need for your pets as well. just in case there was an extended power outage or flooding washed out a road or something like that. meanwhile, pg and e is working around the clock spokesperson myra to says they're still working on repairs from the previous storm. she says because of how saturated the grgund is in the expected high winds pg and e is anticipating falling vegetation that will likely cause outages if trees come into contact with power lines, great power equipment >> then that's a risk as well as customers ever encounter any downed power lines they shouldn't stay awake on that 1, 1, and then to says this is an all hands on deck situation. customers are going to see a blue army pg trucks traveling through their neighborhoods. we have about 1300 personnel working to support restoration effort. but we're also bringing contract requires that are helping us address some of those hazard to meditation. and we even brought aid

pats not you're not going want to go outside. this is where we're sitting this morning. you can see winds are actually pretty calm right now. the heavy winds, the strong rains, those get here later today. so we are seeing rainfall this morning. it's early enough to get roadways slick and it's certainly enough to saturate the soil. so when the heaviest rain gets here, it's all going to run off and rise really quickly. impressive storm system beating the coast right now. we are seeing those first bands the advancing rainfall. and right now we're seeing the heaviest of it up in lake county. little bit of rain. snow mix up in the lake county mountains and some snow falling up in the sierra nevada. zooming in a little bit further. there's that heavier rainfall that's about to work its way inland. we've already seen reports of multiple mudslides, some around the fremont area as well as down towards santa cruz. this is just from this introductory banding of rain, the very heaviest of stuff as we've been stressing doesn't get here till this afternoon. this is enough rain right here to already caused some issues, though, as you can see, we

have yellow and orange. these are heavier spots of rain that are making their way into the bay area this morning. we'll continue to see that through your morning commute. so take it slower. if you need to get outside today, do it on a nice advance. notice you can get out to the roads a bit early. know rushing it all. he can call this or work from home. absolutely do it as james and darya were mentioning, we get that brief break that break for the pups right in the middle of the day and then 03:00pm gets here. the heavier rain makes its way in. look at those deeper red areas. these are downright downpours right here that pushed the bay area right in the heart of the evening commute 06:15pm, right there in the middle of it. this is multiple hours of heavy rain. we're already seeing issues this morning. mind you this is really going to complicate things if you must get to work today, please try to leave work early. if you can travel through the storm, at least during daytime hours gives you the opportunity to see standing water in the road to see those to breeze that may be falling in the road. traveling at night is a very bad idea with a system like this moving into

the evening. we have those pockets of heavy rainfall continuing grounds already saturated. could see a few rolls of thunder and tomorrow morning, yet another push of a line of heavy showers right in the middle of your morning commute tomorrow. this morning's commute. it's rough, but the hardest of commutes will be tonight. and tomorrow morning's this is we're going to see the greatest risk for venturing out. so again, if you have the work from home option, do it, if you must head to work, try to leave work early today and travel during daytime hours, 2 to 4 inches of rainfall across the bay over the next 24 hours, north bay mountains could see in excess of 7 inches of rainfall through the rest of the forecast all the way through next week. we're adding up more rain on top of that. so we're going to stay wet through this forecast, green, meaning a flood watches for the entire bay area. if we zoom in on the russian river, we do have a flood warning there along the russian river. rio guerneville these areas right here subject to rapidly rising waters along the russian river. be mindful of
