four's gayle ong has details. >> the mayors of oakland and berkeley and other local leaders gathered outside clifton hall friday, a college dorm in oakland transformed into affordable housing. the subject homelessness. local leaders are calling on the state to keep funds so they can offer more services and shelter. if this funding does not continue after july first 2023, we are likely to see more than 1000 people sent back onto the streets of oakland. and that is just in oakland, the hopelessness, housing assistance program are happy is the state's flexible homeless funding. oakland mayor libby schaaf and other leaders are urging governor gavin newsom to set aside 3 billion dollars of the state's budget for flexible homeless funding over the next 3 years to create different types of innovations and homeless services that have been so much more successful. >> at getting people off of the streets into shelter and

services and into permanent housing, state, federal, local government, the private sector, we all have to work together to address this crisis. berkeley mayor jesse, again supporting their shop says if the money goes away, it would be a significant setback in addressing homelessness is huge challenge for berkeley and for cities throughout the bay area to be able to to continue these programs, whether it's shelter, whether it's street outreach, whether it is flexible housing dollars, all these things are really critical. the money supports programs like safe rv parking spots and hundreds of beds for the unhoused people like jen oakley benefited from have funds. she says she lived in tents in arby's in west oakland for 10 years. >> there are many more people out there that are just like me. and i just need a little help to find their way back to normal >> and i really, really believe the this funding is going help a lot of people, shops, as if the funding does not continue next summer, oakland would lose at least 700 shelter beds. gayle ong

kron. 4 news. >> in the east bay open, police say they have made an arrest in connection to the homicide. a 15 year-old campbell brown. that happened april 9 near the eastman town center. police say there was a large crowd nearby. investigators have not yet released any information on the suspect. >> for the first time in u.s. history, guns were the leading cause of death among children in 2020. and new research report analyzed cdc data and found more than 4300 children died of gun related injuries that year, homicides made up the majority of deaths among children's and teens. gun killings went up by 33% from 2019 to 2020. most of the children killed were 14 and older, even though the legal age to purchase guns is, of course, 18 researchers say the cdc's data does not fully capture the scale of gun violence among kids in the u.s. because it does not count

non-fatal shootings. meanwhile, the cdc says covid was the 3rd leading cause of death in the u.s. in 2021. the virus trailing only heart disease and cancer. as for the second year in a row, it goes 1, 2, 3 like that. kron four's amanda hari spoke with infectious disease specialists about how this could change in the future. >> i >> that this is an incredibly tragic statistic in the united states because remember, this is in the context of having vaccines for the second year in a row. covid has killed more americans than anything except heart disease and cancer. ucsf, infectious disease specialist doctor peter chin-hong. >> says it shows how significantly covid-19 is impacting our population, but it really shows what impact a covid has had on lifespans by. >> such a heavy toll on

deaths, infectious disease specialist doctor monica gandhi says >> it's even more heartbreaking knowing some of those hundreds of thousands of deaths could have been prevented. it was an estimate today that about 230 to 250,000 deaths were absolutely avoidable. if people have gotten vaccinated. so we've become very non by numbers. we look at 2000. that's a day and >> you know, it's in the back of mind because they're not like humans that we see that both doctors are hopeful that covid won't maintain the number 3 spot on this list. long term. we have had its chances just in the last 6 months. they're going prove the mortality rate of covid-19. that includes things like improved immunity. >> better patient treatment and oral antiviral like paxlovid that can prevent the virus from becoming severe. >> doctor gandhi also added there's a way she believes everyone can help bring down the number of people dying from the virus get vaccinated. get boosted, please. if you're in a high-risk group, get your

4th shot. amanda hari kron. 4 news. >> we are learning more about the man who was punched in the face by mike tyson on a plane at sfo this week. news agencies are reporting today that the passengers, 36 year-old melvin townsend, the 3rd kron four's. rob nesbitt has more on how townsend has had run-ins with the law before. >> according to court records, townsend has multiple felony offenses that he's been found guilty of serving more than 2 years in prison. time will tell if he or tyson served any jail time for their brawl on a plane at sfo. and san francisco police were called to the airport wednesday night around 10:30pm, after a fight broke out between heavyweight passenger behind him. >> both were released by police. tyson's reps responded thursday with a statement saying the passenger was aggressive, harassed tyson and threw a water bottle at him. comparing video capturing the fight on board the jet blue

plane and this 2020 mug shot from the florida department of corrections. it appears that the passenger is melvin towns in the 3rd of gorda, florida court records show that the 36 year-old has been convicted of grand theft fraud by identity theft trafficking in stolen property, possession of drug paraphernalia and possession of a controlled substance without a prescription townsend served jail time twice. the first for 20 months from 2009 to 2010 and most recently from 2019 to 2020 for 15 months might like many people, president of flyers rights, paul hudson, watch the video and was shocked by what he saw in his opinion. it never should have escalated to a physical altercation. well, there's a call button. >> right above it. you push the call button. that's what happens. the flight attendant comes over. they break up the argument. the necessary move some of the party's hudson says the federal aviation administration will have to decide if the no tolerance for unruly passengers. policy applies to everyone.

celebrities included interference with a flight crew. >> and the air is a federal felony. i spoke by up to 5 years in prison. captain laura einsetler is a pilot based out of la and deals with passengers of celebrity status. often she says crew members and other passengers are expected to act accordingly. with celebrities on board is in. in that case, we would ask the other passengers to please be respectful of that celebrity passenger. >> because there are people as well and they need to get to where they're going and they're focused on what they need to be focused on and what they're thinking. >> the video of the fight between tyson and townsend is under investigation by the san mateo county sheriff's office, san mateo district attorney steve wagstaffe says his office has not received any paperwork, the investigation and no charges have been filed in san francisco. i'm rob nesbitt kron. 4 news. >> the contra costa water district is requiring customers to cut back on water use by 15% compared to 2020. this is part 2 of the district's a water shortage

plan. officials say it is a way to tackle the drought. also to come into alignment with the governor's conservation plans. the district is also proposing a temporary drought surcharge of up to 15% starting in july, there will be a public hearing on that proposal. june 15th. and despite the recent rain, we've enjoyed the ongoing drought has a bay area weather agency considering putting >> water restrictions in place now before the summer. >> kron four's dan kerman shows us how the east bay is getting ready for the dry season. >> san pablo reservoir in the others both locally and in the sierra that store water for east bay months. 1.4 million customers early at 71% capacity with the driest january february and march on record east bay mud is now considering a variety of steps to reduce water use. so demand doesn't outpace supply. >> we really feel strongly that it's important for us to preserve those water supplies

and supplement as far supplies so that we're ready in case 2023 is also dry. currently, there's voluntary water conservation of 10%. >> but if he's bay mud declares a stage 2 drought next week, reducing water use could become mandate or other actions could include a water surcharge for all customers, including 322,000 residential n% customers who could see their bills increase by 2 to 8%. that help us pay for the cost draws specifically the cost of pulling in those extra supplemental water supplies that we may need. also on the table and excessive use penalty or fine. >> for those who use more water in the 1646 gallons per household stage. 2 would allow it's around 5,000 customers would fall into that very high use category. and so he's been mine. it reach out to them to work with them to reduce their water >> east bay muds board will

no, sadly gilroy garlic festival this year. and in fact, there might never be won again. you may recall that mass shooting that happened at the festival back in 2019 left 3 people dead. and then you had the pandemic which forced the festival too not happen for the past 2 years. yeah, it's had its problems and >> kron four's terisa stasio has details now on what led to the very tough decision to terminate the festival. >> you know, we've worked hard to. i no way to have at and we've just hit. hit a wall. basically. that is tom klein, one of the board of directors for the gilroy garlic festival delivering the disappointing news. >> the festival is a no go this year and quite possibly gone for good, at least the way it once was. you look at the festival. >> especially the last 10 years we were not. and of those 10 years, we didn't make money. we lost money. i'm

making in 2018 loss $400,000. so you have that and then rolling in the covid, you then have no income besides losing money from covid. there was also increased security demands on the festival following the mass shooting in 2019 where 3 people died. >> and 17 were injured. plus, klein says that the city was asking for additional insurance on top of the mandatory 1 million dollar general liability coverage for an event i have it for us >> covid again, all the other things that we've had to deal it, it just works against and so with that, trying to move forward. keeping the message is positive. >> that's been our goal and we want people to know that, you know, we are working hard. you know, we're we're not done. klein says that they will offer a golf tournament this year as well as a concert. then in the fall. >> a special farm to table dinner with, of course, garlic taking center stage. you know, the garlic festival.

little bit. then maybe we get back into some rain a little bit later on as we head into may. but right now dry as can be out there. the wind has been blowing a little in spots, but a nice little rain over the last 24 hours that some of those totals from the system that really kind of hung around for a few days, a quarter of an inch of rain just about there in petaluma and just under half an inch in oakland over half an inch from redwood city union city, almost a half an inch of rain. a little more than that in castro valley. almost a quarter of an inch of rain in berkeley and some mountain tops over an inch of rain. so here's where we sit for a season to date. but just over 18 and a half inches of rain in san francisco, still 86% all that is much better than we've done the previous 2 years member. we had just over 8 inches of rain one year and 11 inches of rain the other years. so really doing pretty well. there. a san jose, the santa clara valley, not as well. they fall of that rain shadow area. and that means a lot of the storm's approach. the coastline. you get the rain over the santa cruz mountains. so by the time it gets over the santa clara valley, there's not as much water left behind. and so

they're sitting at 57% of normal right now. oakland, though, almost 100% of normal. it's over 16, almost 17 inches of rain. santa rosa, 78% of normal hayward and 94% of normal. an 85% of normal in livermore. but things are quieting down with the storm system. now it looks like this one kind of fading away and that's not such a bad thing as we get ready for the weekend. high pressure taking over now. and that means a clear sailing. if you're traveling around much of the state, we're looking good out there. a little bit of a breeze. yeah, we have the kick up in the afternoon. just begin to back off now. so some 19 mile an hour. winds out west in the san francisco. but temperatures out around the bay area. look at a lot of 50's right now and parts of the bay. some 40's beginning to show up in the north bay. so going to be a little cool in spots overnight tonight. otherwise i think we've got a great day ahead. tomorrow, high pressure. it's going to build in here nicely. so here we go. that ridge starting to build in the jet stream headed to the north. we dry things out. get a little more of a north northwesterly component to the wind. and that means

we're looking at temperatures warming up in the 60's. probably some 70's. we'll have more on that and your 10, 10 forecast coming up in a few minutes. >> thank you, lawrence. well, this is spent day a day dedicated to celebrating the planet. we call home. there were events all over the bay area aimed at cleaning up waste and plastic pollution protecting wildlife and people in san jose city leaders and volunteers brought out shovels to plant trees. this is a bay point park in north center site. they planted 30 oak trees and chinese french trees. san jose's mayor says the city's tree canopy has been thinning out. they want to reverse that trend. >> the impacts of rockets can a real certainly on our health and obviously on our environment in so many ways. and so we're determined to reverse are shrinking kennedy as the chinese proverb tells us. the best time to plant a tree was a generation ago. the next best time to plant a tree is today.

>> proper the goa to plant 1000 trees in that district. and earth day is a time when people do things like planting trees are picking up trash. but one bay area youth group says it wants to take things to the next level. they rallied for climate justice in san francisco today. the event organizer talked with kron four's justine waltman. >> i big turnout in san francisco as hundreds of people marched from un process toward city hall to demand climate justice. i had a nightmare right? >> 2 days ago that no, it was going to comb. so i'm really happy so many people get event organizer hannah estrada from you first apocalypse tells kron 4 news that people here are making earth day about communities of color in the city. >> that are suffering from pollution with a focus on hunters point. there's a lot of talk to redact of contamination. >> in those 2 communities, it's causing a lot of fun. lot of people have died from cancer. people are getting

diagnosed with cancer. people get born prematurely, people die prematurely and it's it's causing havoc in these communities. the group made up mostly of elementary high school and college kids. >> once a full cleanup of the contaminated areas in these vulnerable neighborhoods and health services for all the people impacted. it's a whole new way to act on earth day. we are small of our 7 miles. and so it should not hard for us to come together on issue. >> the event organizer is 19 years old. she goes to san jose state university and grew up in san francisco. she tells me at the rally the district attorney's office reached out to her about hiring an environmental attorney to go over all these issues in the newsroom. i'm justine waldman. kron. 4 news. president biden marks earth day in seattle today by signing an executive order to restore national forests. >> the order directs federal

land managers to do an inventory of the nation's mature and old growth forests. within a year, they'll identify threats like wildfire and climate change and come up with policies too. protect them. >> our forest, our planet's longs. they literally are recycling cycling co 2 out of the atmosphere. that's what they do. by the way, more the i spent time down the amazon. and in colombia and brazil. and guess more carbon is taken out of the year. in the amazon. that carbon sink. then every bit of carmen that is generating a daily basis in the entire united states from every source. >> the executive order does not take steps to limit the logging of such forests that are on federal land. san francisco has been awarded millions of dollars to promote what spin described as equity in the cannabis industry. the

goal is to give more access to potential business owners who have been affected by past policies. and it comes as industry leaders are warning that the state's legal pot market could collapse. kron four's dan thorn has more. >> 4 and a half million dollars is going to support the pot industry in san francisco. the money which comes from the state will go to the cannabis equity grant program to help grow businesses. it is a great opportunity to keep the what that being said. it's needed for your business. it helps a lot. joyce hicks is in the process of opening her. a cannabis business, the fillmore district native says her community has been negatively affected by the so-called war on drugs. the funding distributed by the city's office of cannabis is aiming to combat disparities, be able to start a cannabis business. just not that easy. and you have to have the right people in your corner in order to the sea and your business. the marijuana industry just

>> san francisco residents now have free access to some of the city's most lovely attractions, the conservatory of flowers and the japanese tea garden in golden gate park. there now free for people who live in the city. the botanical garden was already free for residents.

the city's board of supervisors voted yesterday to make all 3 attractions free for folks who live here. tickets for non-residents are still $10. a pop. a group of veterans in the bay area is being honored for their service. they were flown out of sfo this morning headed to dc to celebrate their accomplishments. this is thanks to honor flight. that's a national organization that gives war veterans the chance to see memorials for american boars and honor their fallen comrades. we talked to some of the vets. they say they still vividly. remember the days when they were on the battlefield. >> at graduating high school. 3 wife and 3 of us decided one in same time try to stick to get after the basic found it to be on together. that was a land mine exploded underneath the armored personnel carrier and threw me into the air. when i come down a colorado my and shattered 3 vertebrae.

>> this is one of the first honor flight trips in 2 years now because of covid. of course, this group will be in dc for 3 days soon getting on the plane there and joining them on the plane and on the trip in the hotel the whole bit. is our buddy kron. 4 anchor ken wayne, who is a navy vet and ken will be bringing us a bunch of stories from the trip that's coming up next week. >> the faa has revoked a youtube performers, pilot license. this is after finding out that apparently crash on purpose and the los padres national forest last year that 13 minute video of trevor jacob has been viewed 1.7 million times on youtube. critics say the fact that he's wearing a parachute and the video is an obvious sign. whole thing was staged. the faa has ordered jacobs to surrender his private pilot's a pilot's license or face more legal action. the agency says he operated his plane in a

for city officials. it has been a huge problem there. but in the heart of silicon valley, the city is not turning to technology. >> in the hopes of saving lives, kron four's justin campbell explains. >> at the intersection of monterey road curtner avenue. if you look closely little box size license plate cameras have been installed on the top of the intersection polls when people know that there is. >> a camera there or license plate reader in the area. our hope is that we're actually going to deter all of this legal illegal activity. paralysis at council member and chair of the city's vision 0 task force. a task force made up of community members with the goal to reduce roadway fatalities arounhehopes deter side shows people running red lights and pedestrian traffic fatalities. the cameras will be our eyes and some of these intersections that were that are high priorities. and initially i don't allow us to be able to issue warnings to

people that are >> running the red light. eventually he says it will allow the city to issue traffic citations. but for right now, the license plate readers will scan every plate passing through the intersection and plate is recognized as stolen. an amber alert or wanted it will see in real time data to law enforcement. they're very, very crucial instances. >> where these license plate readers might even save someone's life. >> raleigh says the pilot program will be rolling out at a few other intersections. he says the cameras are expensive, but if successful san jose might buy more in an effort to reduce traffic fatalities, reporting in san jose, justin campbell kron. 4 news. >> an arrest has been made in the deadly hit and run accident earlier this week in the city of san leandro. police say they've charged. 44 year-old jason mcdermott of oakland. the incident happened at the intersection of fairway drive and monarch bay drive. police say the victim on our

bay golf course. maintenance worker was riding a lawnmower when he was hit by what witnesses described as a black dodge ram pickup. as you can imagine, people in the san leandro marina say they're saddened to learn about this. >> working at the golf course, that just sounds awful. that you can get hit by a car. it's a hit and run. i know the people here take care of the place. take great pride in their work. so. >> it's very unfortunate. it's sad. going to make me a little more cautious. >> the alameda county district attorney has charged mcdermott with multiple crimes, including killer manslaughter with gross negligence. >> the owner of an east bay laundromat is sharing surveillance video of the man wanted in connection with a burglary this month. police say managed to steal about $2500 in cash from the bill change your machine. but damage to that machine is pushing the total loss to more than $10,000. kron forcefully

chagall has the story. >> an estimated $2500 in cash and coins was stolen from this bill changer machine at one stop laundromat in el serino about 2 and a half weeks ago. this after a man broke in and burglarize the business on san pablo avenue. you know, the police department and bin zhang, you business say the damage caused by the burglary. plus, the monetary loss exceeds $10,000 and help us right in the situations that suspect took ad antage of the businesses being open that night once term and no one was around. he spent about 3 and a half breaking through a door to get to the back. police say used to get into the machine. i have heard of these things. i never thought that i would be. >> you know, a victim of one of these these making matters worse is the nationwide coin shortage during the pandemic. eu says it was already a daily

appealed to russia to cease its attacks on you create. >> russia says that one sailor is dead. 27 still missing after its warship cruiser sank in the black sea. this was nearly a week ago. ukraine says it destroyed the cruiser with a missile. russia, though, is still climbing. it sank because of a fire. nearly 400 sailors were rescued. the un secretary general meantime, is planning to meet with president putin in moscow on tuesday. anheuser busch's belgian based company called inbev is selling its stake in 11 russian. where is the reason is the ukraine war. that move will cost the company more than a billion dollars. and 1st quarter earnings, anheuser-busch has already suspended sales of budweiser in russia. inbev said recently it it introduced ukraine's most popular beer

showers and some snow showers in northern california. but then as we head in toward late next week, the very end of april here we're talking about maybe the possibility of some showers as we head in toward the first day of may on sunday behind that. how about that of that trough digs in off the coastline that that we may be talking about. some rain in the beginning of may, but that is still way out there in the forecast right now, high pressure building in a kind of get the sense now is that ridge kind of settles in now kind of that north westerly component to the rich kind of building in. so that is going to bring with it. well, a big change in the weather pattern for us this weekend. temperatures tomorrow san francisco, not bad. you'll see some patchy fog in the morning and then some sunshine 50's and 60's in the afternoon. coastal sections still going to be cool plan of 50's out toward the major beaches and then inside the bay of find more sunshine as warmer numbers looking good as we head in the central bays numbers running up to 70 degrees in redwood city. lot of 70's in the santa clara valley about 73 degrees in san jose. 71 in santa clara and 70

degrees and snow. 67 degrees little breeze in the afternoon. and hayward, 67 degrees in berkeley, 70 richmond about 71 degrees and sunny in concord. warmer temperatures well inland by tomorrow afternoon. but back along the coastline. we'll keep you a little bit on the cool side with numbers mainly in the 50's. still ahead inland you're saying and talk about 74 degrees and sunny in santa rosa, right? here's 7 day forecast as see those temperatures warming up nicely as we'll see. temperatures running near 80 degrees as we head in towards sunday and monday. cooling off a little bit as that front comes through as we head late monday into tuesday. but otherwise right now should stay dry. maybe a chance of rain. the following weekend. thank you, lawrence. >> there is an update on the state's projected budget surplus, which is expected to be in the tens of billions of dollars for a second year in a row. lot of money kron four's capitol bureau reporter ashley zavala explains the latest numbers. >> state officials say so far so good on cash collection in

california this year, the cash or sees that we've been taking in since january have been positive in a recent cash report from the department of finance officials said there are about 17.3, 5 billion dollars over what the governor projected so far this fiscal year with tax processing underway. following this week's filing deadline, it's looking more and more likely california's budget surplus will be significantly larger than the 45.0. 7 billion the governor projected in january. a new report from the legislative analyst's office shows the state could see another 33 billion to 39 billion in unanticipated revenue from personal income corporation and sales taxes. but the department of finance says exactly how much the surplus could be is still being calculated. one of the things to remember is that roughly. >> this is a ballpark estimate, roughly half of whatever that is or it is is going to have to go off of the top, go to areas set aside and the constitution. we're education spending and for a portion of that to be set aside, reporters as it should

be. so we're still fine tuning our projections right now so that we won't. we know for a couple of weeks how far above those january projections we are with the extra money, the legislature and governor will have to deal with the appropriations limit which restricts the amount of tax revenue the state can spend. this also gives them the option to send rebates back to taxpayers. >> something the legislature and governor agree they should do in response to rising costs of living in california. but they're divided on exactly how a hearing has yet to be scheduled for assembly member cutting petri, nor says push to send $400 to all state income tax payers. a separate legislative proposal to send money to taxpayers based on income is not yet in writing. republicans want a gas tax holiday. and governor gavin newsom has proposed sending up to $800 and debit cards to california car owners. state officials are adamant these really proposals were not put in place to satisfy the state appropriations limit. but to help californians, one of the things i want to make crystal clear, though. >> is it looking at this? the
