>> now from the area's local news station. this is kron. 4 news at 3. >> thanks for joining us here on the kron. 4 news at 3. i'm noelle bellow. we've got several headlines to let you know about this monday afternoon, beginning with the big story out of richmond. if you thought gas prices were high enough already, they're likely going to keep climbing. dozens of chevron refinery workers hit the picket lines today and their demands for more money could end up costing you nearly 500 employees are demanding more pay and better contracts. dozens partaking in a strike that started early this morning. chevron is responding saying they are paying their workers as much as they can. amid the disagreement, though drivers are now caught in the middle already taking a huge hit at the pump. some are now saying they've reached their breaking point with these prices and they're starting to look at alternatives for travel. >> well, i decide to do that.

one is guys. prices started going up. i was on a quarter filled up my take. it was $70. i was like, no, i can't be another car. know to go back and forth to work and i'm a hero. something. >> the refineries supplies about 13% of the state's jet fuel gas and other oil products. analysts with triple-a say it's too soon to tell just how much prices could go up as a result of operations are halted or there's a slowdown. as a result, the price could spike until operations. >> to the normal conditions and if operations are halted, then for the lake to the strike would determine how long prices could be impacted by the change in operations. in the meantime, the price of crude oil is beginning to fall after skyrocketing following the russian invasion of ukraine. according to triple a >> crude oil costs $105 a barrel now, which is a $20 decline from last week. the war in ukraine has raged on

for nearly one month. now the president of ukraine, volodymyr zelensky wants direct talks with russian president vladimir putin. but he warns if they fail, it could lead to world war 3. kimberly chang brings us the latest. >> shots were fired at a protest in kirstin. video circulating online shows people running. some are injured. eyewitnesses said military fire was directed at >> a shopping mall on the outskirts of kyiv destroyed ukrainian emergency officials say 8 people were killed by shelling sunday. a fire broke out inside russian military claims rockets were being stored at the russia is now committing for general site. a gaze that ukrainian money >> for 3 weeks, 400,000 citizens have been surrounded

has become normal and cities across the country. >> that was kimberly chang reporting for us. the united nations says the number of ukrainian refugees is now at more than 10 million. this includes millions who are internally displaced within ukraine. >> and national news today. >> we marked the beginning of judge ketanji brown jackson supreme court confirmation hearing as lawmakers laid out what they're looking for during today's hearing, some democrats highlighted the significance of her nomination saying she is writing a new page in american history despite judge jackson's education and experience texas republican senator ted cruz said today that confirmation hearings are no longer merely about qualifications, but south carolina republican senator lindsey graham promises he and his colleagues will not attack judge jackson's character. >> none of us are going to do that to you. and if any of us does that to you. all, will

break out. >> republicans also touched on their initial thoughts about judge jackson saying she is soft on crime and they want her response to that critique in the coming days. coming up at 3.15, we are going to be joined live by a law professor from uc hastings to discuss today's process and the potential questions judge jackson is going to be facing tomorrow from senators. back here at home. new at 3, an explosive new lawsuit accusing google of systemic racism against its black employees. april curley says she was hired by google back in 2014 to develop an outreach program for historically black colleges and universities. but she claims the position was nothing more than a marketing ploy. she says she was stereotyped as a quote, angry black woman by her superiors. she's also accusing google of directing black employees to lower level jobs, paying them less and refusing to promote

them. currently says in 2020 she and other black and brown recruiters submitted a list of grievances to her manager and she was fired shortly thereafter. google chose to ignore it. ultimately attack. >> what employees brave enough to speak up about who was in bed. it racism that actively harm the black employees 20 daily basis. these women should not have to. >> risk so much for you to live up to your core value. of do no evil. racism is evil. >> the lawsuit is seeking both punitive damages and lost compensation for current and former black a google employees. we reached out to google for comment on this, but we have not yet heard back. turning now to the east bay where there was a remarkable rescue in antioch. a man says he was stuck in a storm drain. >> for nearly 2 days and it took dozens of first responders to get him out

safely. authorities say the man may not have survived if it wasn't for another man who was walking by and heard his cries for help. kron four's sarah stinson has the details. >> ice to 5. >> 15 feet underground. and in a narrow pipe, a man screams for >> for help. and the >> nearly 4 hours after that, 9-1-1 call was made. these are the tense moments. rescuer safely pulled the man out from the ground sunday night in antioch. he was in a >> a pipe. there's about 16 inches in diameter. >> the contra costa fire department quickly arrived at the scene on buchanan road just before 6 at night. fire crews say this was an extremely complex rescue due to a ton of debris blocking the man. even a tractor was

used to better access the pipe used a but firefighters say they train for these dangerous confined space rescues. it took 50 plus people to successfully rescue the man crews used ropes to suspend for first responders underground. rescuers able to get to him in a very small eye. >> they had they found a sizable debris field that was clogging the pipe between them and the victim took to a good bit of time to clear. but with the that they were able to get them out fairly short order, cook displaced it out. he was then slowly put onto a gurney. >> the man rescued didn't seem to have any injuries but was sent to the hospital to get checked out as the man who called 9-1-1 wash rescue crews. he was asked how he felt about saving a person's life. his response was extremely humble. i just he's ok, >> the police came.

>> welcome back. it is 3.15, and our top national story this afternoon. the senate judiciary committee has kicked off supreme court confirmation hearings for judge ketanji brown cackson. the first black woman nominated for the nation's highest court during today's hearing. lawmakers from both sides of the aisle laid out what they're looking

for. things are going to intensify tomorrow when she takes her first questions from senators including several of home say they firmly oppose her right now. for more on this, we're going to be joined by professor rory little from the uc hastings college of law. professor little, thank you so much for joining me. i believe you and i spoke right after it was she was named the nominee. so good to have you back to to chat about this. a lot of opening statements focused on the historic aspect of this nomination. and of course, it's really important to note that. but do you think focusing on it too much might hurt the judges chances getting confirmed? >> well, i really want to be clear. i don't think there's any chance judge jackson will not be confirmed. you know, unexpected things can happen. but this is a person whose qualifications and his past record. she's been confirmed 3 times before by the senate. there's really no the only

question is whether they'll be able to raise any kind of concern about her at all. and i don't think focusing on the historic nature of the employment detracts from that. but on the other hand, that is far from the most important of her qualifications. she's been a judge for almost a decade she's, you know, gone to all the best schools and has been a top achiever in those schools. there's really to to to light a fire at about on this one. and the senators who want to oppose here. they're doing it for ideological reasons. they're all going to run for president in a few years and its political and isn't substantive. okay. i know you. i mean, you mentioned her qualifications. she previously worked under justice breyer. how much does that help her chances of getting confirmed and getting those votes? >> well, being a supreme court law clerk helps a lot in terms of recognition of your talents and your experience with that particular court. >> you know, beyond that, it depends by like justice

breyer. you she's not justice breyer. she is briars very much to the right on certain issues. his company's a government supporter, she is more likely to be liberal on some issues and justice breyer. she's obviously younger. she's a woman. she's a former public defender. she's she brings a lot of things to the table that our justice so it doesn't hurt. but it's i don't think it's a big benefit either. okay. what types of questions can we expect to hear? the senators asked tomorrow and in the coming days? >> oh, my gosh. what kind of questions? it's going to be lot of grandstanding. >> they'll be a lot of softballs coming from the democratic side, though, be some critical questions about her sentencing policies as a district court judge or as a member of the sentencing commission yet again, people are really not interested in her if she retains her composure. and today she certainly seemed to have great composure on that stand with

her family and friends supporting her. but all the all the lights of the senate hearing room on her, you know, person you know, but it is if she can maintain composure doesn't step in to any land mines. and i don't think she the questions are going to matter. >> i feel like the last 2, a supreme nominations and this process was a bit dramatic right? there was they were extremely conservative and a lot of the were hard and not necessarily what do you expect to see anything surprise you at all to over the next couple days? you think? >> well, i'd love to be pleasantly surprised by saying senator cruz or senator cotton will come out in her favor, which they should do after she's finished her heard her testimony. we will have a vote probably till friday on this you know, she does not change the ideological makeup of the

court. this is a lot different than substituting a trump appointee for ruth bader ginsburg. this is a much more kind of down the middle one democratic appointee for another with an additional, you know, 30 years of experience experience on what led to that it versus the other and and the senators that have already said they're going to oppose you know, they don't want senator cotton said, oh, i hope you can persuade me to change my vote. i'm sorry. that's disingenuous. he doesn't believe that at all. well, i mean, if she is confirmed, she would likely be serving for decades. she's like you mentioned, just 51 years old. she's pretty young, but has so much experience. >> it will be interesting to what goes on over the next several days i think you for joining us will check in with you again later this week. >> my my pleasure. thank you very much. >> kron 4 is recognizing remarkable women this month. march is women's history month. tomorrow we're going to be highlighting another amazing woman right here on

the 3 o'clock show. we also have a section on our website kron 4 dot com where you can see past winners and nominees and their stories to be sure to look for those. switching gears here. going to talk a little bit about our weather forecast this afternoon. look at the golden gate bridge just one of those picturesque days with the blue skies contracted with the red golden gate ground for meteorologists dave spahr has a look at how high our temps are going to go again high today. >> yeah, good well, and everybody, here's the east bay shoreline as we see a lot of a nice sunshine at work here in blue skies along with the blue beno bus far, we have the middle to upper 70's in the far east bay san jose at about 70 santa rosa. 73 for nevado. 63. meanwhile, for san francisco. so for tonight of those clear skies, i don't think we'll see a lot of fog going on. temperatures resting at about 49 san francisco, very mild. 51 oakland, 50 going on for san jose. remember, that's the starting point for tomorrow morning.

then for lows across the wider real estate. you know, we're still looking at that lower 50's, some upper 40's to be found in some of those inland spots. santa rosa, 48 47 for novato. 47 meanwhile, for livermore tomorrow, it's just a climb. 75 for san francisco. 78 gone for oakland. but you know, santa rosa reaching about 81 and we will see inland some more 80's working here to in the far east bay up to santa rosa. 85 80 for fremont and 81. meanwhile, 4 san jose just jump in real quick into the winds because it kind of tell us into the future we have the onshore winds kind of work a little bit tonight, but offshore is what will be the story a little bit up there around solano county until the high gets placed over in the right spot. once we get that going on as we get into tuesday afternoon, instead of seeing the typical onshore spike that we sometimes see, we're just going to see too much in the way of winds. the high pressure really settles over us and gives us a night nice. a little heat. spike coming up a little bit later on. we'll walk through some of those forecast model runs for you.

locking out users who didn't activate their new update called facebook protect its intended for users who are likely to be a target of malicious internet activity. the company sent an e-mail out to those users earlier in march, requiring them to enable the update and their accounts. the email address seems suspicious to many users, though, making them ignore that notification and some cases, even those who did activate the feature are being denied access. meanwhile, a new study says if your passwords are less than 8 characters long, you should change them. hive systems, the cybersecurity company. and they broke down just how long it would likely take the average hacker to crack the password safeguarding your most important online accounts. the findings suggest even 8 character password with a healthy mix of numbers, upper case letters, lowercase letters, symbols, all that can be cracked within 8 hours by the average hacker. anything shorter or less complex could

be cracked instantly or within just a few minutes. time to start haven't characters all right. happening today, it is the 50th anniversary for meals on wheels, spectrum, community services gathered today in pleasanton to commemorate the milestone. the delivery service caters to more than 200 homes a week mostly to older americans 60 years and up the services started back in 1972. when president richard nixon signed the older americans act of 1965 back into law. executive director laura calvert says the need for programs like these is greater now than ever before. >> and it is very important for us to be able to continue having this program and for a steal to along with a population of older adults are living longer in our meeting this kind of service longer and longer as they continue age in place in their own home. >> the service delivers more than 1200 meals each week

>> welcome back to stub out to be 3.30, on this monday afternoon. we begin with some covid headlines. the oakland unified school district now making masks optional. when outdoors, students, staff and visitors are still going to be required to mask up inside buildings. they can go to lunch recoss without their masks. district stakeholders are working to determine when the indoor mask policy could be dropped. they say they want to wait until at least april 15th to make that decision after spring break. in the meantime, the district is providing at-home test kits for all students and staff by the last week of march so that kids and students can test themselves when they come back from spring break. city of san francisco's following the state's lead in no longer requiring proof of vaccination or a negative covid test for indoor mega events. those are events of 1000 people or more like a concert or warriors game. in fact, the chase center has already announced

on april first proof of covid-19 vaccination or negative test result will no longer be required for fans to enter the arena. the world health organization says the ba 2 variant of covid-19 is now the dominant strain. local doctors say it's not to the dominant strain in the united states just yet or the bay area for that matter. ucsf infectious disease expert doctor peter chin. hong believes there will be a surge of that ba 2 variant, but it won't bring people's lives to a halt. he says that's because it's not causing severe illness. and there are treatments and of course, vaccines. but he says to always have your mask ready in case things get worse. >> europe gets it first and then we get it after a few weeks. it's probably going to affect people who have you gotten omicron because re infection. it's but it's less likely. >> santa clara county public health officer doctor sara cody says they're already tracking the ba 2 variant in

their waste water. however, it's not driving up. case numbers like omicron dead. >> happening now, apple has resolved a widespread outage that affected several of its services users first began reporting issues with services like apple music maps. i cloud and even i message around 9.30, this morning. >> there are also reports of issues with online store and apple dot com. apple kept a running list of all the services that were affected on its website. the company's now indicating though all of the issues have since been resolved. it's actually still not clear, though, what caused those initial outages. there's a renewed push now by leaders in the south bay to build more affordable housing, the mayors of santa clara and morgan hill came together with santa clara county supervisor cindy chavez today to unveil their newest proposal. our kron on's charles clifford kron four's charles clifford, excuse me, has the details. >> across the bay area, there is a real lack of affordable

housing here in santa clara county, voters approved back in 2016, which a lot of 950 million dollars to try to address the problem. now we're learning there is a plan to build hundreds of homes in 3 different cities, including at this empty lot here in santa clara under the proposed plan, 73 apartment homes would be built in morgan hill. 171 in san jose in 2 different locations and 80 homes would be built in santa clara. the goal here is to provide affordable housing for veterans, seniors, farm workers, people who are recently homeless and families who meet the minimum income requirement at monday's press conference, the mayor of morgan hill says a lot of these folks are people who are essential workers who helped everyone else during the pandemic. and this is their opportunity to help them in an area. >> where housing is scarce and housing is unaffordable. we owe it to those families to provide the american dream. >> now the santa clara county board of supervisors is set to vote on this proposal on

tuesday. if it passes construction on these new homes could begin by later this summer. but for now in the south bay, charles clifford kron, 4 news. >> in the east bay, 2 people are dead and 2 others injured after a weekend of violence in oakland. police say 2 deadly shootings happened saturday night. one of those shootings happened after a sideshow. we're up to 600 cars were involved. it blocked roads and clogged the intersection of 42nd avenue. at highway 8.80, when police arrived, they found a shooting victim. he was taken to a hospital where he later died at another unrelated seen on 18th avenue. oakland police say they found a man who was killed in a shooting there. one city council member wants the shooters to be held accountable. >> i know we're dealing with people who are in pain hurting and because they don't value their own lives, they are putting others lives in danger and that's frankly not acceptable. we have to continue investing in ways off

holding the line, keeping folks accountable. >> the victims have not been identified in an effort to crack down on sideshows. police are being proactive about impounding cars and the city is making design changes to its streets to try and deter those sideshows. also in the east bay, a viewer sent us this video of a sideshow that happened over the weekend in fremont. this is from friday. the worst as this was at the intersection of alvarado and falcon people were shooting off illegal fireworks and flares at the side show. and as you can see in that video there climbing on light poles and hopping fences. police showed up and were able to break up at least 100 cars that were involved. fremont police have not released any details about arrests or citations. they may have made. and world news over 100 people are dead following a plane crash in china. the airline china eastern's says 132 people were on board. the boeing 7.37. on its way to a southern city when contact was

lost. video appears to show the plane in a nosedive. chinese officials say the jet went down in a mountainous region and then sparked a forest fire. new video from the area shows what looks to be a crater and debris just kind of strewn about. hundreds of rescuers have been dispatched to that site. no reports of any survivors, but that has not yet been confirmed. back here at home. time to talk a little bit about our forecast is a live look outside from our mount tam cam in moraine county looking absolutely beautiful today. come from meteorologist dave spahr is in the weather center with more details. hey, dave. >> and well, and we also see the shot coming in from the east bay shoreline as blue skies working their magic temperatures thus far at 77 for antioch. this is the pocket. what we tennessee, the numbers really start moving even at this late hour. 77 santa rosa, 70 for san jose. but along the east bay shoreline, little bit more reserve still in the 60's for tonight's lows, only about 49

going on for san francisco. settle. what about 50 for oakland in san jose? so we temperatures to see them. klein. we got them all into the 80's over the east bay hills, lower 80's at that. even see hayward coming in about 83 81 san jose. 85 up to santa rosa. and 75 for san francisco. one of the drivers will be that will that will be that high pressure once an anchor's. we're still getting some of the flow pattern from it. as you can see from solano county. they're a little bit late tonight and early tomorrow. then the winds really start to subside as we get into tuesday afternoon and wednesday as well. that's temporary because there's a system dropping south when we get to thursday. that will correct up our temperatures to mostly clear mild breeze tonight, mild with upper 40's near about 50 then tuesday, wednesday, springtime heat spike. if you want to call it that 80's for inland near about 80 for the peninsula and then for thursday, the weekend breezy, that's the front interrupting things on thursday. temperatures drop saturday might have some cloud cover to deal with. but it's sunday monday, tuesday. we

want to look for for an opportunity of looking for weekend rain and perhaps some showers getting into early next week of the models are still not in total agreement, but it's looking like we might get a chance of something. well. >> all right, dave, thank you for that. california. lawmakers want to give money back to taxpayers as costs for goods and gas continues to go up. more proposals are surfacing to help out struggling californians. our capitol bureau reporter ashley zavala explains. state lawmakers want to give you money, but they're poised for a big debate on how with now, for proposals for them to consider the latest added to the list. one by california legislative leaders, senate pro tem toni atkins and assembly speaker anthony rendon's. they propose direct payments of $200 for every taxpayer making less than $125,000. a year $400 for couples making under $250,000 a year and $200 for every dependent. they know the family of 5 would get $1000 this just days after a group of democrats in the assembly
