>> when fun time from the bay area's local news station. you're watching kron. 4 news. >> now at 10, 3 people have been charged in the shooting death of kron. 4 security guard. kevin nishita, thank you for joining us on kron. 4 news tonight at 10. i'm pam moore and i'm ken wayne. the shooter was shot the day before thanksgiving while on assignment with the kron. 4 reporter in oakland kron four's jonathan mccall is here with the details on what we're learning about the suspects. johnson for months next week will be with exactly when this all went down. and you know what? for so many folks, including us who have been waiting for answers. >> obviously, the family of kevin nishita also waiting for answers and justice as well.

here's what we do know about that incident so far tonight, investigators in less than 24 hours with oakland, police are expected to release details of exactly the 3 suspects who they say are now responsible for kevin issued his death. 2 of those suspects we have learned are in custody. a 3rd still remains on the run tonight. it was nearly 4 months ago when kevin the shooter was shot while on assignment with the kron. 4 news reporter out in oakland that reporter covering a smash-and-grab theft on 14th street when he was shot. investigators say this was likely an attempted robbery to steal that reporters equipment as we all know, this white acura tl four-door car quickly became the center of this investigation. authorities combing every part of the bay area looking for including san o police who are also looking for and connected to a robbery. just days before kevin was shot in the presidio as well. he's also something else we learned oakland police after after that car was

found, oakland police announced the arrest of 2 of those suspects. they were being held in custody for unrelated charges connected to kevin's death. but earlier this week we learned that the alameda county district attorney's office actually filed murder charges against those 3 suspects. as we mentioned, 2 of them are currently in custody. a 3rd one person is still on the run tonight. and kevin issue to work for a number of law enforcement agencies in the bay area, including a coma. hayward in san jose and just last week, his wife was presented an award from the radio and television digital directors association with regards to his bravery for what he did in defending our reporter here and kron. 4 news. we are expected once again learn all of those details during a live news conference with oakland police chief leronne armstrong. tomorrow afternoon at one 30, we will bring it all to you live on the kron on app live tonight. jonathan mccall kron. 4 news. thank you, at 10 tonight, vallejo police are

investigating a shooting that killed a man. want to show you some video of the scene on mark avenue and sawyer street in vallejo. police say the shooting happened about 5.10 this evening. >> authorities have not provided any more details. but video does show vehicle that was apparently involved and there's a heavy police presence along with solano county sheriff's deputies also responding. authorities are asking anyone who has any information on this shooting in vallejo to give them a call. wgn has been charged with in connection to a deadly armed robbery at a convenience store in benicia. you may recall this happened at rose market on columbus parkway. police say the 21 year-old suspect shot and killed store owner behind are saying during the robbery. police say the suspect was also wanted for several other burglaries and robberies in the benicia area. >> san francisco police say they have made arrests in a robbery that happened last thursday. and one of the suspects is 16 years old. the

other 3 are 18 years old. police say the incident happened on howard street right after 10, 6.30, on thursday night. a female victim says she was suddenly grabbed and thrown to the ground by a man while she was standing on the sidewalk. the suspect violently ripped her purse from her hands during the investigation, officers found the suspect's car on golden gate avenue and located 4 suspects. one of them was released at the scene. the other 3, including the 16 now behind bars facing robbery related charges. >> oakland police say 2 of the suspects are currently in custody. a 3rd suspect is currently on the run. kron four's way to confirm the names of the suspects. but we are expected to learn more details in a news conference tomorrow afternoon. move on. we have a prompter situation. here we go. kron 4 is your local election headquarters. and in just 12 weeks, the

future of san francisco district chase, a dean's job will be decided as voters choose whether or not to recall him from office. a new poll commissioned by those in favor of the recall shows it. there is overwhelming support to get him out of office. kron four's dan kerman reports in 12 weeks. voters will decide whether or not san francisco district attorney be dean. >> should be tossed out of office. now, a new poll commissioned by those who want to recall the dean finds if the election were held today, 68% would vote yes on the recall. and franciscans clearly have a strong opinion about how they feel about him. with bernstein is president of amc research, which was hired by backers of the recall to conduct the poll. >> this structure this poll, we make sure that we are truly getting independent result. there's no benefit to the campaign of not getting good results. the survey of 800 likely voters found 73% somewhat or strongly disagreed with the statement, dean is keeping san francisco safe.

69% somewhat or strongly disagree. the dean does what is best for the community. 51% somewhat or strongly disagreed. bidding is honest and trustworthy. and 61% somewhat or strongly agreed to. dean is responsible for rising crime rates in san francisco. >> they're not just very upset about these more kind of abstract esoteric policy issues. they're very upset about whether or not they're safe. they're very upset about the things that really motivates people to vote for or against people, which is how is this administration affecting my daily life? jessica levinson teaches election in constitutional law at loyola law school. >> she says if the poll is accurate, dean has an uphill battle ahead and it may be impossible to reverse those numbers. i don't know that he has time to reverse and in part because it seems like what people are upset about is partly that he is actually

delivering on campaign promises. and this is part of what happens when you deliver on those promises. >> and so i'm not sure he wants to change course. i'm not sure that he wants to say maybe we went too far too fast. the recall election takes place in the same day as the california primary june 7th. >> a simple majority is all that's needed for the recall to be a success. >> if it is the mayor will appoint a new district attorney to finish out the term. in san francisco. dan kerman kron. 4 news. >> a new report claims the san francisco's to spend more and get less from their police department. then most a major california cities. that's according to the center on juvenile and criminal justice. it says that the department's budget was close to 703 million dollars. but the number of arrests and crimes solved are trending down. >> is there is little to no definitive data that more cops equal less crime and and actually, if you look at the

communities with the most police pay, which mostly urban areas, that's where crime about, right. so we're investing in the wrong things. >> the san francisco police department calls the report purely political say that is homicide clearance rate is above average. a big announcement for california residents all struggling with sky-high gas prices. everyone is trying to save, however they can. our quad copter here. you can capture this long line of vehicles at the costco in rohnert park in sonoma county. tomorrow morning, democratic lawmakers are set to announce a $400 gas rebate proposal. this would apply to every single california taxpayer. even if you don't have a car. lawmakers say their rebate would use 9 billion dollars from the state's budget surplus, which will be more than 45 billion dollars. state republicans have been pushing to suspend the state's gas tax. democrats say the rebate is a better approach because suspending the gas tax doesn't guarantee that oil companies will pass on the savings to customers.

in his war country, appealing directly to congress, asking them to close the skies over ukraine. russia has turned they train and sky into a source of death. thousands of people. a no fly zone is a no-go for the biden administration during this will put americans and russians in direct conflict escalating this into a world war. linskey offering other options like requesting more anti tank and air defense systems calling on all u.s. companies to leave russia and pushing for harsher sanctions against moscow speaking directly to president biden to take action today. it's not enough to be the leader of the nation. >> they take to be leader, all the walls being the although all means to be the leader of base. president biden on defense, working to assure the u.s. and allies are answering zelensky is call the world is united in our support for ukraine and our determination.

the shoreline. otherwise, right now, it's pretty quiet out there. still on shore breeze out toward the coast. we may see a couple patches of fog forming out toward the beaches and that will be about it. otherwise staying partly cloudy to mostly clear inland the exceptional be some high clouds from the sky. this is your next storm system sitting off the coastline. and on the backside of that, you get a little swirl here in the atmosphere. that's a little low trying to develop on the backside there. that's going to get close up the coastline tomorrow and not going to be much. but there's a slight chance we could see a couple of scattered showers. i'm hoping for a couple rainbows out there on saint patrick's day. temperatures are running in the 50's now in san jose. it is 53 in livermore. 56 in concord. 48 degrees getting cool now in nevada. 46 in petaluma and 49 degrees in santa rosa. the frontal system that's approaching a kind of split up are part of that system is going to head to the north. we're going to see that area of low pressure move kind of off the coastline. we may just see a little wrap around moisture moving up into the bay area, bring at least a slight chance of a couple of scattered showers. not going to be much, but there's a better chance behind that. i think as we get the weekend,

this models pretty bullish on our chances of some rainfall. you watch the clouds move in overnight tonight and it's tomorrow morning. and there you go. it starts to pick up. it's a very light showers possibly moving through about the middle of the day popping up around the bay area. keep your fingers crossed for that. after that, that moves out of town with clear skies by tomorrow evening. our skies looking pretty good temperatures around the state to find 70's up and down the san joaquin about 77, los angeles and about 61 degrees in the monterey bay. overnight. lows will be a little bit cool tonight, 30's and some 40's by day tomorrow. yeah, we're looking at a decent day ahead as will see a lot of clouds throughout the middle of the day. temperatures running up still above average in many spots. the storms coming out of the west. so it's a rather mild system about 68 degrees in san jose. 69 degrees little more and about 68 degrees in napa. >> all right. thank you, lawrence. well, 2 years ago today, life basically came to a halt. that's when the bay area went into lockdown

because of covid. it was march 16th 2021, san francisco and 5 other bay area counties called for shelter in place orders which began on the 17th saint patrick's day. there are limits on gatherings on schools and jobs went virtual travel numbers plummeted and the term social disses distancing became a part of our vocabulary, bay area, restaurants and bars. they were told to temporarily shut down right before saint patrick's day. celebration for gayle ong was at one of those bars and nevado with how it is now preparing for the celebration tomorrow. >> here at moylan is brewery in nevado. things are slowly inching back to normal after operating with limited staff in shortened hours since the pandemic. it's quiet now but come saint patrick's day. it is expected to be a full house and the restaurant manager says it is something they've been looking forward to over the last 2 years. so excited. we can't wait to have all of our regulars back and all the people that come in to party

the top 10 list coming in at number 7. >> it may be puzzling after hearing news about people leaving san francisco throughout the pandemic. but according to a new report, one group has made a comeback more than others. real estate listing from rent cafe from the generation z those born between 1997 in 2012 applied for more rentals in san francisco last year than any other city in the country. the report found that the volume of rental applications for all other generations fell while broker rentals in sf. jackie, tom is experiencing a recent increase in inquiries over the past we've notice that we're getting a lot of calls, people wanting short term rentals, people wanting to move in in the summertime june july time frame. tom says she didn't see the significantly high demand cited in the report according to rent cafe, san francisco saw a 101% surge of gen z rental applications between

>> richmond police put out an alert for a missing teenager and her baby. police say 16 year-old kenya cabrera, delgado anderson, edgar were last seen at their home in richmond on sunday. investigators say was gone after she recently learned that her family would be relocating to another state. her family says she was upset at that decision. police are asking anyone who has any information on this case to give them a call enrichment.

an advisory panel has dealt a significant blow to the oakland a's chances of building a new waterfront ballpark by a vote of 5 to 4 with one abstention. the seaport planning advisory committee is recommending that howard terminal in oakland be maintained for port use only rather than allowing a baseball stadium to be built there. that recommendation now goes to the san francisco bay conservation and development commission. that's a state agency which will ultimately have the final say in whether or not the ball park is built. the commission is expected to have a vote on june 2nd a's president dave campbell has said that if the team can get a stadium at howard terminal in oakland, they will leave oakland. >> next on kron, 4 news at 10, deadly crash in texas. what we're learning about the tragedy that killed 9 people including 6 college students. plus how bart is stepping up efforts to keep its riders safe from covid and from crime. and the federal reserve announces its first interest rate hike in more than 3

the new payroll system has led to months of teachers being. underpaid or not paid at all. the district superintendent says right now only 59 outstanding payments remain and he hopes to have all of those issues resolved by friday. union leaders say the teachers will stay at the district headquarters until they been paid. teachers in the mount diablo education association voted in favor of going on strike. the group that represents educators in the mount diablo unified district held that vote today. the vote comes after more than a year of negotiations over a new contract between the union and the school district. union leaders will now decide if they will move forward with a strike. the association's president says the earliest a strike would begin is monday march. 28 in the south bay, san jose city leaders targeting 17 streets to try and prevent pedestrian deaths. the city currently is averaging about one pedestrian death. >> every week mayor sam liccardo says that they have

identified 17 card ours where most of these accident happened, especially at night. so the city wants to improve lighting by installing brighter, led lights and even add law enforcement. the city has about 6 million dollars in the budget to make these changes. the mayor says a lot of that money can be used for smaller things, such as changing the paintings games at intersections and putting in plastic barriers to help pedestrians navigate the intersections of safely. >> almost 3 quarters of the pedestrian deaths in the city are happening over the last couple years from pedestrians who are walking outside the crosswalk. so focusing our efforts on changing that behavior, whether signage through lights, 2 median barriers to encourage pedestrians to use crosswalks will literally save lives. >> san jose is also considering a voluntary program that will allow smartphone users to use an app to track their driving habits. the criminal trial for x

terra. no. sunny balwani has been delayed yet again. this time due to a juror being exposed to covid along walked into the san jose courtroom this morning for what was supposed to be day one of his federal trial. but it got delayed for the second time this week. one is the ex-boyfriend of fairness, founder elizabeth holmes. he faces 12 counts of criminal wire fraud and conspiracy against investors, doctors and patients. same charges were brought against holmes. holmes was found guilty 2 months ago on 4 of those counts. she remains free on bond and will be sentenced this fall. now to our drought emergency. a new study says californians may be making things worse yet the news is not good. the state water resources control board says urban water use increased by 2.6% in january compared to 2020. >> governor newsome had been asking californians to voluntarily reduce water use by 15%. right now the state is on pace to rival is 20 12 to

2016 drought. and that is when a 25% water cut that was made mandatory. and right now there is plans are being talked about to get the state back on track. so let's check on our 4 zone forecast. we're taking a live look at sfo and not a sign of rain. yes, but that is going to change. not sure if it's drought buster, lawrence, anything will take yet another drought buster. but yeah, we could see a few more showers. in fact, think pretty good. we're going to see some rain as we head into the weekend tomorrow. yeah, pretty iffy. but here we go outside tonight. look at the golden gate bridge of this dry out there. now, some patchy fog trying to move it along the coastline and some high clouds up above turned out. >> to be a gorgeous, almost spring-like day outside. but the long-range forecast shows things a little bit more impressive. now you can see that little swirl off the coastline. then you see that whole track a green well to the north. and it's going to kind of split apart as it approaches the coastline. this is tomorrow's forecast as we head toward tomorrow. there you go. it falls apart as it gets closer to the bay area

where there's a slight chance we could squeeze out a couple light sprinkles outside. so don't be surprised to see that. nothing that's going to ruin your day on your saint patrick's day behind that. i think friday looks like a pretty decent day. we'll see a lot of sunshine early on in those clouds. thickening up late in the afternoon. and this is a good rain maker. i think as we get into saturday, that will be a nice little rainmaker news. you see a little swirl on the backside here. that's a core low. moving a little bit closer. i think that maybe just enough to a crank up the instability. maybe we talk about a couple thunderstorms around the bay area as we head into saturday morning. then we'll catch a nice dry spell in the first day of spring on sunday. and then that dome of high pressure really begins to strengthen that likely going to send the temperatures soaring into the 80's as we get into tuesday and wednesday of next week. all right. how about some rainfall totals? well, not going to be much of this first little system. in fact, the models just painting maybe one, maybe 2, 100's of an inch of rain. then as we get the one as we head toward the weekend. well, that changes quite a bit. we're talking maybe a 3rd of an inch maybe over that maybe 3 quarters of inch in some spots may be more over the mountain
