(male announcer) this is bay area news station, kron 4 news starts now. >> pam: the coast guard checking out an oil tanker. after it strikes the bay bridge. the 750=foot ship. sideswiped one of the bridge towers. tonight, investigators looking at the possible causes no injuries were reported. the busy span remained open to traffic after the tanker- called "overseas reymar" - struck a tower of the west span of the bridge. this is video from our helicopter partnership with a-b-c news. tonight at 11 -- we'll start our team covearge with kron-4's dan kerman. with details on what happened. >> reporter: the oil tanker

is anchored off of the coast of treasure island. investigators are trying to figure out why it crashed into the bridge on 11:20 as it was figuring and heading out towards the sea. >> we are trying to figure out if it was a human error. >> with one-quarter mile visibility even if the visibility is limited there are still plenty of ways to avoid the bridge. >> the radar and the vessel traffic services. >> the pilots association said that at that time at the double hull had no petroleum other than the fuel which is a good thing when you look at the damage from sky 7. >> the vessel itself, the damage seems to be well

above the waterline. so, no penetration of the hall itself >> reporter: in bed investigators will continue to monitor and interview and drug test. and for more information, the coast guard will look to see if additional regulation is needed for further prevention. treasure island, dan kerman, kron 4. >> pam: the bay bridge, of course, is a vital link for for hundreds of thousands of people driving in, out and through san francisco every day. kron 4's charles clifford. has more on what cal-trans found when assessing the damage. >> just minutes after the bay bridge was a stroke they dispatched the maintenance team to look for damage. this is from abc's seven high-definition video. the

working crews investigators and checking out the tower and the fender. >> the first thing we check is that the structure of the bridge is safe. we wanted to make sure that the fender is still active in the way that it was supposed to, which was to protect the bridge. there's no damage to the bridge with the exception of the fendering system. >> reporter: caltran will also check with traffic. >> there are other items to make sure that there are no other notification devices were compromised or damaged. we are also a investigating that. >> reporter: charles clifford, kron 4. a >> pam: our team coverage continues with kron 4's reggie kumar. he's live on treasure island

with more on the bar pilot's past history. reggie? >> reporter: there were diapers' in the water looking for damage to their work--first divers.... in the water andpam. this bar pilot started navigating vessels in 2005. according to a spokesman with the bar pilot's association, it's believed the bar pilot had a collision free record, until today. this is video from sky 7 h-d abc 7 news. the bar pilot's name has not been released. a spokesman with the bar pilot association says the vessel navigator was tested for drugs and alcohol. so far the results show he was not drunk during the collision.the drug test results won't be available for at least 48 hours. the coast guard is the lead investigator saying both the captain and bar pilot are responsbile for navigating any ship through the bay. the coast guard said the bar pilot and the captain stand side by side when maneuvering ships through bay waters. an investigation is underway to determine whose hands were on the controls when the vessel hit the bay bridge.

he will be interviewed by the coast guard sometime tomorrow. on average it will take six months-one year. reporting live, kron 4. >> pam: new tonight at 11. police have arrested the suspect who is accused of setting a woman on fire over the weekend-- dexter oliver is facing attempted murder and arson charges. authorities received information to where oliver was staying. he surrendered to police at a hotel in oakland. also new at 11. a federal court ruled that two medical marijuana

dispensaries. harborside health center in oakland, and its smaller operation in san jose. will stay open. the court denied motions that would have stopped marijuana sales at the properties. however, a judge did schedule a hearing later this month, to hear further arguments from the city of oakland. the court found. that injunctions would not be an appropriate means of preventing illegal use of marijuana at those locations. harborside, the largest medical marijuana club in the state, has been in business for more than six years. >> jacqueline: with reduced visibility some better conditions in half moon bay. but we are expecting portions of the bait to see a dense fog advisory issued. the east bay shore in the inland. the north bay has not been included within the advisory. that is a possibility with i would not be surprised. if it could be extended. and i would say

>> pam: the man who police say, opened fire on the campus of a small oakland college -- has been deemed *not competent to stand trial. this is the suspect - one goh --- in a previous court date. he was in front of a judge today for a mental

competency hearing. goh is accused of going on a shooting rampage at oikos university in april of last year. his attorney says, a psychiatrist determined that goh suffers from paranoid schizophrenia. you are looking at video from the scene of the massacre. seven people were killed in that shooting. three others hurt. >> a federal court has dismissed a lawsuit against a man who was wrongly accused of beating a giants fan outside dodger stadium. giovanni ramirez is suing the city of los angeles and police chief charlie beck. he says, his rights to due process were violated, when he was arrested.but never charged in the brutal beating of bryan stow. ramirez's lawyer insisted his client had never even been to dodger stadium. yet for months, police insisted ramirez was the suspect. two other men were later arrested. stow, who is back home in the bay area, suffered brain damage from the beating and is permanently disabled. >> jacqueline: dense fog and rain fall later this week.

>> after nearly one year. the search for victims of the speed freak killers has resumed. wesley shermantine says he and his late partner loren herzog buried dozens of bodies in abandoned wells in the central central valley. one of his maps led to the discovery of human remains at this site last february near the town of linden. now for the first time, fbi technicians are taking over from san joaquin sheriff's deputies,

>> i can tell you we have the best doing this excavation. >> pam: at least two dozen forensic specialists. will be working over the next two to three weeks. to excavate a well in a rural section of san joaquin county. they are searching for any traces of potential victims. crews will work from sun up to sun down. as they carefully sift through the layers of dirt. the f-b-i plans to dig about five- feet a day, to insure that little to no damage is done to the potential evidence buried there. this new sight is only a hundred yards away from where crews found more than a thousand bones last year. during a news conference today, f-b-i special agent herb brown explained how the agency would be handling the case. >> we are going to do a careful examination to make sure that all bone fragments are collected carefully.

because we may not find all remains the crews will start back up again first thing tomorrow morning. meanwhile. one possible victim of the speed freak killers - is a long time missing hayward girl named michaela garecht. right now, remains which have already been found, are being tested to determine if they are hers - as her mother awaits word on the results. she says, it seems logical that the bones belong to her daughter, micahela. >> if they did this properly the first place it would save me a lot of time. >> pam: convict wesley shermantine, one of the so- called speed freak killers, claims his partner loren herzog, who committed

suicide, was responsible for michaela garecht's kidnapping. one person was shot and killed in east oakland this afternoon. it marks the city's first homicide of the year. it happened near the corner of 73rd avenue and hamilton street shortly before one p-m. police say, shots were fired at three people in a car. one person was hit by gunfire and died at the scene. no suspects are in custody. it was inauguration day for 3 new oakland city council members sworn into office at city hall representing north oakland, west oakland, and east oakland's fruitvale district while all three agree that public safety is their top priority they tell kron4.

job creation is also critical for oakland residents ".public safety" (cheers & applause) >> the three new city leaders replace long time councilmembers jane brunner, nancy nadel, and ygnacio de la fuente. >> the families of the victims of the colorado movie theater shooting. heard emotional testimony today. some of the police officers first on the scene, testified at the preliminary hearing for suspect james holmes.. holmes is charged with killing 12 people and injuring dozens of others back in july. one officer said, holmes seemed unusually detached and relaxed when he was taken into custody. another officer broke down when he described how the floor of the theatre was wet with blood. the hearing could last for several days. >> secretary of state hillary clinton returned to work today. and was welcomed back with a few playful gifts from her staff. one of the gifts was a

regulation football helmet with the state department seal they suggested it would be protection from another head injury. this was clinton's first senior staff meeting since she got out of a new york hospital. she was treated for a blood clot near the brain - which happened after she fell and suffered a concussion. senator john kerry has been nominated to replace her at secretary of state. >> icy conditions caused a plane, carrying more than 130 passengers to slide off the runway in british columbia. it all happened early this morning at kelowna international airport. noone on the plane was injured in the accident and all the passengers were able to book later flights. the harsh weather led authorities to cancel four flights heading into the airport today. >> jacqueline: if we have fog tonight, we will see some also for the morning. with cool temperatures expected. for the tens south
