continuing to negotiate with this man who was held of the inside of its apartment unit with a machete. this is not a hostage situation. it started around 2:30 a.m. when a private security guard came by his unit and told him to turn down his stereo. the security guard said the man told them you better leave, something that is about to athens. that is when the security guard called police. fans instead of getting better, more

officers are arriving to the scene. many people have either been evacuated or voluntarily left on their own. the big concern is whether he will hurt himself and as in fort lee, if he will work police officers. we are hearing reports that he is threatening as police officers as he is sitting on his balcony. >>george: a hot spot this morning is the bay bridge. there is a dense fog advisory. we are pointing towards the metering lights. you are looking and traffic disappearing into the fog. that clears up near yerba buena island. until you get there you will be in a dense fog. on the lower deck the lights have been out on the bay bridge for the eastbound portion of the ride. at the west and there are delays on a fremont street because there was a still of glass at the bottom of the ramp. a

lot of traffic was being diverted onto fremont street instead of onto main street. as a consequence, the traffic was backing out. a number of bridges are under advisories this morning. also, the richmond is and mattel--richmond san rafael bridge is under a fogged advisory as well. the san mateo bridge is no longer under an advisory. looking at the rest of the bridges, lab will that at the san mateo bridge. the right here looks pretty good with no problems or delays. it has been an easy ride in both directions. the ride on the golden gate is a very

>>george: this is texas and is clear in san francisco. lights are no longer a major issue. they are on inside of the tunnel. fit is only on the cantilever section of the lower deck heading towards the east bay that the lights are out.

electricians are on scene. as long as the lights are on inside the tunnel it will not have an impact on the drive. we're continuing our bridge check with traffic maps. we have advisories in place here for the carquinez rate in the benicia average. also still in place for the richmond center fell bridge. fogged advisers have been canceled for the dumbarton. traffic is moving smoothly in both directions. faithfully we're looking at lighter than usual traffic around the bay area. on the golden gate, still quite a bit of fall. here is a look in your communities bay. you will see that it is a smooth ride on interstate 80 with no delays. no delays for the south bay freeways for the traffic is green on all of the roadway sensors. the

north bay ride still looks good. in the easy ride all the way down to central san rafael. the drive time is coming in at just 23 minutes to the toll plaza. >>erica: we are following six fog around the bay area. a lot of cloud cover this morning. we will see an improvement with breaks in sunshine. the national weather service has issued a dense fog devices. we have the potential for rain in the north bay. that is on tap for tomorrow. as we take a look at the maps we have a dense fog in advisory in effect until 9:00 a.m.. this is affecting the san francisco bay area as well as north the valleys. visibility is down to a eighth of all mild. the stocks highlighted in yellow could prove to see hazardous driving conditions on the

roadway. we will be monitoring that throughout the morning. this year is a look at exactly how low the visibility is. less than a quarter of a mile from santa rosa, nevada and in napa. take a look at sfo. visibility is down to the 10th of a mile. we have seen compromised visibility in oakland, redwood city and hayward. in downtown san francisco is flirting with 50 degrees. into the afternoon we will see conditions similar to what we saw yesterday. as a focus in on the north bay, a degree cooler through downtown san francisco.

>>mark: 300,000 teddy bears are having a recall, a choking hazard for small children because their eyes could come out and become a choking hazard. they're asking that bears be taken back to build a share. the bears were sold at the old bear workshops and through their web site since april. >>justine: the pentagon is trimming its top military brass. officials say they have eliminated 27 jobs for generals and admirals since march. this is the biggest military reduction since the end of the cold war. the cuts are part of the plan to reduce upper ranks by 10

percent over five years to save money. there will be an additional 500 billion in automatic cuts if congress cannot agree on a deficit reduction plan next year. a 19 year-old man accused of shooting a war veteran at his homecoming party is due in court today. he faces an attempted murder charge for last week's shooting that injured christopher sullivan. he says that some guests or inhaling nitrous oxide and drinking heavily and that he was attacked and kicked. they say that hard road pulled out a gun and fired, shooting sullivan.

>>mark: protesters have been cleared out of the new encampment. the california supreme court will be ruling at 10:00 a.m. that could cost redevelopment agencies or the state millions of dollars. in the issue requires the state's 400 redevelopment agencies to give up $1.7 billion in property-tax revenue in 400 million in future years. the statutes were passed by a legislator and signed by the governor in june to close the state's budget deficit. the redevelopment association in the league of cities claims the law violates the 2010 voter initiative that specifically barred the legislature from seizing property tax revenue if the california supreme court ruled in favor of the redevelopment agencies, the state will have 1.7 billion to close in the state budget. >>justine: much more ahead on the kron4 news. we have to take a quick break if the

>>mark: a breaking news story out of san jose, a standoff continues after five hours. a man is held up

in an apartment with a machete in the 500 block of capital circle. the man had been drinking and playing loud music. as police came to the door, he wielded a machete. >>will: many people have been told to evacuate for their safety. people have been watching this entire situation unfold. this all started around 2:30 a.m. when the 44 year-old was told by a private security guard to turn down his stereo. he refused and threatened the security guard. that is when he called police officers. instead of getting better, you can see that more units are arriving to the scene.

according to the public information officer, from time to time the man steps out of his apartment with a machete making threats to police officers and then heading back inside. they do not believe he has a handgun despite reports from witnesses that perhaps he did have a handgun. he is in there by himself. this is not a hostage situation. >>justine: it is time to check in with george and what is happening on the roads. >>george: bob advisories for bay area bridges and roadways. the bay bridge is under a dance called the advisory. we have been tracking it as a hot spot. the traffic has been light. we have been lucky that we have not had any major problems. at the san

francisco anchorages it is quite clear and sunny. on the san mateo bridge the of the advisory has been lifted although the chp has not read issued an advisory. this is the big change in the last few minutes. looking at traffic around the bay area, has looked at the commute for drive times, 680 southbound is this. 80 westbound is good. we will

scene they said this home was fully engulfed in flames quickly spread to another home, that prompted evacuations. 15 homes rebecca waited and people inside of the homes made it out fine. during the firefight, officials said that a power line actually fell saw on the second fired shots behind me. that compromise the fire fight for a little while. firefighters had to bring in another engine to fight this fire. the cause of the fire is still under investigation. softs >>justine: this and is a woman accused of dropping her toddler added a sixth story window will be arraigned today. she will not face attempted murder charges but instead, child abuse charges. the 22 month old survived the fall with

>>mark: welcome back. we are watching wall street. on the rise, its highest level in 19 months. the dow jones is up 98 points to 12,249. >>justine: have the fog has settled in around the bay area. craig skalar is providing as a live shot from yerba buena island. the fog is especially dense. >>craig: you can see the headlights, this is probably the worst place to be during

foggy conditions, on the curves of the bay bridge. at times, you can barely see your hand in front of your face. it has improved a bit, but not much. what is making things worse eastbound, the lights on some of the span into oakland have gone off. quite a hazard. it is not letting up too easily. the headlights are making their way through here, through the kurds. people are driving carefully and slowly. on treasure island, we could not see the bridge at all. as you can see, people are making their way in that despite the challenge. >>justine: we will keep our eyes on the fog this morning. >>mark: we will be right back as the kron4 news continues until 10:00 a.m.. here is a live look out over san francisco. a little bit of sunshine coming in over

>>george: we are tracking hot spots on the kron4 news. mountain view, 101 southbound, an accident has been out there for quite a while, there is not a sig alert. as the chp tries to clear this crash, they have shut down the to right hand lanes of 101 southbound. a car hit a big rig that was parked on the road's shoulder. one of those vehicles was sent into the bushes on the side of the road. they're having to extend a lot of cable and the two right hand lanes have been closed down. the backup is from university avenue in the southbound

direction leading down to reinsdorf. this will add a few minutes year drive time. use 280 to avoid. we're getting rid of an accident on westbound highway 4 at a street. multiple lanes have been blocked. this had been a completely trouble-free to me before this. also, your ride on the bay bridge, you can see how foggy it is. this is pointing towards the metering lights at the toll plaza. that is how bad the visibility is. here is a look from your old one island looking eastward towards oakland. even barely make out the headlights of the cars heading towards the island. at the san francisco anchorage, things are pretty clear. as a part of our bridge check, another hot spot on a cortines benicia bridge, fog advisories have been issued. a fog adviser for the richmond center felt

bridge as well. even though the fog advisory has been lifted for the san mateo bridge, we can see that there is a lot more fog here. on the golden gate bridge there has been no official adviser you can see a fair amount of fog for the commute on 101 southbound. let's get a check on the weather. >>erica: overlooking the golden gate bridge, it is shrouded in fog. the entire bay area is dealing with fall to some degree. the national weather service has issued a dense fog advisory. it is pretty warm out there. you will want to bundle up but temperatures are sitting in the upper '40's for the most part. into the afternoon, very similar conditions to yesterday. cloudy with bricks of sunshine, temperatures in the '50s and '60s. a slight possibility of rain in the north bay tomorrow. the wet weather

will stay north of the golden gate. a heavy fog advisory in effect until 9:00 a.m.. this is affecting the san francisco bay and the north bay valleys. everywhere highlighted in yellow calf means that visibility is down to one eighth of a mile. hazardous driving conditions for entire stretches of highway 101. dry with extra caution. we have a 40 is pretty much everywhere. 47 along the peninsula. low- mid-40s in the south bay. 44 for those of you and los gatos. into the afternoon, we will warm into the fifties. we are potentially holding on to some upper 40's and places like santa rosa and it petaluma. as we advance closer to the afternoon, the green indicates some locations that could get into blow '60s. storm tracker 4 shows

will tran is joining us on the phone. >>will: the standoff ended five minutes ago when the man came out of the apartment. he was sitting in front of their making threats to police officers and that is one police said they had to get him. they deploy their canine unit and rushed him. he did sustain injuries from the dog. he is under arrest at this time. no injuries and the officers. they did bring in swat team members and had to evacuate some of the nearby units. it was over at about 7:45 a.m.. >>mark: thank you for the update. >>justine: in world news, 20 people have been killed in a fire in the mark. the fire happened yesterday. we're getting video into the newsroom of all of the

destruction. fire officials say the blast occurred after officials were putting out a fire at a state old warehouse. 60 were houses were destroyed, a buddhist monastery and 76 homes. 180 people were injured. the explosion rocked the entire city. now, a deep crater is visible at the side. >>justine: ron says one of its surveillance planes has shot video and photographed a u.s. aircraft carrier during an iranian drilled near a strategic waterway in the persian gulf. iran did not provide details or say which u.s. carrier was filmed. it is unclear what value this footage could have. iran is holding a 10 day military exercise in international waters, and a passageway that holds 16 of the world's oil. the reports follows a warning over

security guard called police. there has been a five hour standoff that has now ended after police to clear the k-9 unit. no officers were hurt. it ended without much incident. >>mark: we will check back as more information comes in. >>george: we are looking at a couple of new incidents. thankfully we have seen a big improvements in two of these hot spots. 101 in the mountain view, the two right hand lanes have been shut down. the last time we looked at this, there was solid red southbound leading to reinsdorf avenue. we are now recovering nicely. there are still some vehicles on the shoulder. the sig alert has been cancelled. for a while,

all of the lanes were blocked. still tracking a hot spot your ride on the bay bridge. visibility has been way down. there were reported problems as well with the lights being held on yerba buena island. the lights are off for a portion of the lower deck leading towards oakland. here is another view of the bridge. here's a look from yerba buena island. again, visibility is a very much reduced. the other bridges affected by fog, the carquinez bridge and the benicia bridge, they are both under fog advisories.

warmer spots. it looks like we will hold on to the low sixties in the south bay and upper 50s along the coast. 60 on tap for oakland. 58 expected for downtown san francisco. satellite and radar shows wet weather activity to the north. this is north of eureka. a lot more sunshine and warmer weather through the beginning of next work week. >>justine: we are following a developing story out of the east bay. fire crews are trying to determine the cause of the three alarm fire that destroyed two homes and prompted the evacuation of 15 homes last night. the fire started on

the 1000 block of miller ave. during the firefight, a power line fell on top of one of the fire trucks. another engine was called in to help. the fire chief explains how that power lines came down and the extra precautions that the firefighters were forced to make. >> the power lines came down, the firefighter who was operating the and it noticed the car line came down. we announced a safety alert all personnel on scene. part of the she is that water conducts electricity. there was concern about operating near that engine. >>justine: coming up during the next half hour we will hear more from the fire chief. he will tell us about the manpower that was needed to battle the blaze. >>mark: the san jose woman

>>justine: a very foggy james lick freeway. several bay area bridges have had some issues. we will update you on the commute in a few minutes. >>mark: the dow jones is on the rise, up 1/7 point on the s&p in a barely positive for the year. the nasdaq is down 40 points for the year. more people have applied for unemployment. this is the first rise in four weeks. if you look at the four week average for unemployment, that hit a three-point five-year low.

>>george: white traffic has been on the bridge all morning long in the commute direction. the metering lights have not been active for the last several days. on the island, you can see that visibility is still down. for the first time, we can actually see the roadway and see the cars heading into yerba buena island. there are no delays. there had been reports of problems because of the lights the that is not the case. the lights inside the tunnel are working. your ride to the

other bridges are also under fog as he checked the traffic maps. the fog advisories are still in place for the carquinez bridge, the dumbarton bridge and the richmond san rafael bridge. at last look, your ride to the san mateo bridge was not as bad as we have seen it earlier this morning. currently there is no fog revisory in place for this bridge. a look at the ride on the golden gate. there is still quite a bit of fog to and from marin county. let's get a check on the weather with erica. >>erica: we saw all of that faulkner, a dense fog advisory has been issued for all of the areas highlighted by yellow on your screen. in particular the san francisco bay and north bay valleys are under a dense fog watch.

visibility is down to one eighth of a mile in some spots. you could see some potentially hazardous driving conditions along 101. temperatures are on the warm side this morning. upper 40's for nevada. downtown san francisco, even oakland in redwood city. 35 in fairfield, a mixture forties' in the south bay. future cast 4 does show by 11:00 a.m., the light blue indicates everyone in the '50s. we're still holding on to lingering upper forties in santa rosa and petaluma. 2:00 p.m., you will see a light green appear on the screen indicating low 60s for inland areas. storm

than half of those are gang- related. >>mark: there were three big rigs, a small truck and car that collided on i-95. one of the truck burst into flames. a truck driver died on the scene. four others were taken to the hospital. the cause of the crash is under investigation. another deadly crash, a 40 vehicle pileup killed two people on interstate 10 near new orleans. i tan had to be closed in both directions. 22 people were taken to hospital. 37 others retreat--received treatment for minor injuries.
