this is cbs news bay area with elizabeth cook. a deadly police shooting along the peninsula. what officers say happened between a mother and her son in the moments before. let's change the narrative. i am not saying we are not going to have crime but we also have to be on the same page and we all have to be pulling in the same direction. >> oakland's new police chief makes his formal debut. he says his past will help him in the future. get ready for some rain and wind. we are tracking a big shift in our first alert weather. thank you for joining us this afternoon. i'm elizabeth

cook. a son called 911 to say his mom shot him. then police arrived and things turned deadly. anne makovec is following that and today's other news headlines. >> we are starting a pacifica where police shot and killed a woman after they say she shot her own son. this happened just before 8:00 this morning at a home on francisco boulevard just around the corner from a 7-eleven. pacifica police say they got a call from a man saying his mom had shot him. when they got there, police say the man was trying to drive away and that she pointed her gun at them so at least one officer opened fire and that woman died at the scene. police say her son is recovering in the hospital. no names have been released. the san mateo county da's office is investigating. oakland's new police chief faced the media for the first time today. there he is, floyd mitchell. he spent 25 years with dpd in kansas city, missouri and most recently was the chief in lubbock, texas . >> oakland reminds me a lot of

kansas city. it is very much the same size and is facing the same issues. i believe i have a lot to bring to oakland. >> he takes over the department that remains under adderall oversight. he will officially start the job in late april or may. breaking news. we just learned about 10 minutes ago that joe lieberman has died. he was a former connecticut senator. he also sought the vice presidency on the vice president ticket with al gore in 2000. lieberman's family has issued a statement that he died in new york city after complications from a fall. he was 82 years old. tomorrow could be the final opening day for the a's in oakland. they hosted the cleveland guardians at the coliseum. the a's lease at the coliseum extends through the rest of this season and we still don't know where they will play after that. several possibilities bouncing around before the planned move to las vegas. let's get to weather now. the rain and the wind are about to make for a very messy commute tonight. meteorologist

darren peck is tracking it all in the virtual view studio. >> let's get straight into the details. the rain has already started for part of the south bay. you see that organized line? that is stretching its way along 280, 101 and over toward the east bay. it is heavy rain coast side were san mateo county. you can see the rain, a leading edge shower that has developed over the south bay. heavier stuff as it hits the topography along the santa clara county coastline. that is a little preview. i want to put this into futurecast to watch what develops here. that is the organized line that will be coming through tonight. that gets us ahead until 9:00. we are seeing some of the better rain come right around the majority of the bay. from there, it keeps going. now, we are seeing some of the best rain of the evening and it shows up at about 11:00 tonight. then, by midnight, the

line will clear. this will keep the roads slick on the evening commute home. that is something you got to take into consideration. it won't be terrible downpours but it will be enough rain that things will get wet. maybe a straggler or two on thursday but we can't rule out the chance of an isolated shower on tuesday -- thursday. any rain on thursday would be short-lived. if we add it all up, the totals are manageable for another afternoon . let's move on because there is another system coming our way after this one. the one tonight will put them close to a foot of snow in the sierra. any travel in the mountains tonight, there is a winter weather warning up there and that will slow folks down as well. that goes until 11:00 tomorrow morning. that is storm number one. storm number two is likely going to be a little more impressive. watch that little area that gets pulled down . now, we have a better

looking storm on friday with more rain and potentially stronger wind . that is something i want to look at here. we are playing this back again and instead of looking at the leading edge of the rain, we want to watch this in terms of visibility to bring us wind gusts. watch this rapidly develop center right there. it intensifies pretty quickly right off the coast and it is close enough that as we get into friday afternoon and evening, in addition to the rain with this system for friday, wind could also be a factor but there is a lot to go one. this storm for friday and saturday, it is going to be a cut off low meaning it cuts itself off from the rest of the storm track and those can be typically difficult to nail down. we have a much clearer view of this now as we are missing the 72 hour window. watch that system move its way down the coast friday and saturday. saturday, we are in

the middle of it. this does bring a chance for isolated thunderstorms with it on a saturday. it is a low chance when we talk about that during the forecast. the rain that we do see from a system on saturday comes in the form of an isolated thunderstorms. if we put it all together, the totals on this one are not huge for the second storm either because most of the storm and the second one wants to go down to southern california. they will notice this much more a marine point standpoint then we will. it does to another number in the mountains. we will get some more snow. we are looking at the friday, saturday time frame here. we have two good-looking storms over the course of the next five days that will put down a couple more feet of snow in the sierra. by the time we get to sunday, things will be quieting down and we will be done. let me show you what that looks

like in the 7-day forecast. we have this system for friday and saturday. friday, it is the more widespread rain that comes in. it gets a bit windy as well, perhaps 40 miles per hour gusts at the coast. saturday could be an isolated thunderstorm as we are in the middle of it. sunday into monday, it really does not appear like there are any other systems coming our way after that one. fbi dive teams have joined the search in baltimore for the six men missing after that cargo ship lost power and hit a bridge, causing it to collapse. the men, including miguel luna, a husband and father of three, were doing construction work on the francis scott key bridge at the time. maryland's governor says he is committed to bringing closure to the families. meanwhile, the ntsb remains in the early stages of investigating what happened on board the dolly cargo ship as it left the port of baltimore overnight, tuesday, and then hit a support column of the bridge. the agency says it is interviewing personnel and

analyzing evidence from the ship including the voyage data recorder. >> what i hope to release later today is a timeline of events, data that we have that we can provide to the public to show what was occurring immediately prior to the strike. >> underwater surveys are also happening right now by remotely operated vehicles. >> the baltimore bridge collapse left a lot of people wondering about the safety of our own bay area bridges. an expert told our wilson walker, the fact that we prepare for earthquakes could really help us if something similar happened here. >> this is the most seismically advanced bridge ever designed. the eastern san jose bridge, it is not just a fender system. spent the first line of defense on the new bay bridge and that is the fender system that you see here. this one is unique to

the tower foundation of the eastern span, there is something like this on every bridge in the bay area. >> some of those systems have completely different foundations. they never actually touched the bridge. other bridges have the fenders designed into the foundation so it is designed to crumble and absorb the energy. the idea is that will never actually hit the bridge structure. >> imagine people travel around the bay area, they will see some different engineering but it is all doing the same thing. >> that is 100% correct. we've got so many different types of bridges. depending on where you are at, the fender system has been designed for that particular bridge. >> yesterday's operations were hampered by reduced visibility. >> the problem that we had is the allusions we have seen with oil tankers hitting them. the ship takes the damage, not the bridge. the ships don't make it to the bridge and that is by design. suddenly you have oil to deal with if it is an oil tanker. >> you pick it up and it is

that consistency of that do -- that goo. >> there is evidence that the fender system can work but what about the circumstances as we understand them in baltimore with a large ship landing a direct hit at a pretty good speed. >> that impact is being reported as being about eight knots, which is significant for a ship of that size. if we see something like that here on one of our bay bridge is, the fender systems are designed to withstand that. >> it is not just the fender. all of the bay bridges have been retrofitted some several times over sale have an added factor of resilience in the event of a collision. >> that is another advantage to california because of the earthquake. we have had to absorb our bridges so that they can absorb energy. even if they get the bridge being touched, all of our bridges have the ability to move but the idea really is to not have a vessel hit the structure.

>> the key bridge collapse is not expected to have an impact on the port of oakland here but it could cause some disruptions in the supply chain since right now the port of baltimore is completely blocked. it is one of the busiest on the east coast and it generates more than $3 billion of annual business. it is the nation's busiest port for cars, trucks, and sugar and directly employees 15,000 people. there is no timeline for reopening and one supply-chain expert estimates of the port will lose $9 million in business each day that it is not functioning at maximum capacity. >> there is no question that this will be a major and protracted impact to the supply-chain. >> weeks of delays. >> john schmidt is the vice president and coo of capital express inc., trucking and warehouse storage company in the northeast and he says without bridge or port access, other warehouses across the

region will be impacted and ultimately, so will consumers. >> it will add a couple hundred dollars minimum to every truckload. >> amazon, home depot and fedex are among the companies that have warehouses at that port. they say they are still assessing economic impact. he's brewing up coffee and serving up hope. how an oakland business owners helping ex-prisoners get back on their feet and he's not doing it alone. their heads may be yellow but lego is

for a lot of ex-prisoners, it is a challenge to find work once they are out of jail but an oakland business owner is trying to change that. we go inside a coffee shop that is giving ex-cons a fresh start. >> at big house beans coffee shop in the heart of oakland, owner john krause is brewing more than just a cup of joe. but, the last decade, john has been on a caffeinated crusade

for passion and purpose. >> when i got out of prison in 2010 and i apply to jobs everywhere, no one would hire me. >> with the help of family and friends, he opened his own coffee shop with a mission to give a second shot to ex-cons and recovering addicts. soon, he realized that was a tall order. many of his employees would relapse , leaving john with no one to tend to the customers. >> he had a high turnover rate. he could not keep hiring and training, hiring and training. it is very costly. >> that is when an idea began to percolate and he partnered up with city teams, a nonprofit faith-based organization that helps people get back on their feet. >> they have meals, they have beds, they are staying busy over there. >> more importantly, they have wraparound services that keep them grounded. francisco garcia is a recovering addict and he says his biggest challenge has been staying sober.

>> there is a big temptation to go out and drink. it is easy to take one drink but one drink leads to another. >> what has kept him on the right track is the responsibility that comes with the job. that is coupled with one-on-one mentoring at city teams. >> everyone has case managers. specs even martinez is the executive director adhesives a drop and daybed are essential to recovery but the comprehensive wraparound services are what make it sustainable. >> there is a lot of accountability here that helps people feel like they are not alone. for john, this new approach has meant being able to confidently hire more people like francisco while also growing his business. >> what is your annual growth revenue now? >> it is about 2 million. >> that is amazing. >> it pays the bills. >> now, he is making good on his promise, to serve fresh

as we close out women's history month, women who work in the shipyards and factories during world war ii, also known as rosie's, were honored today at the world war ii national historic park in south richmond. rosie is a reference to rosie the riveter and one honoree talks about what it was like to work during war times. >> we worked six days a week
