home for the bay area. federal investigators are just beginning their search for answers into the devastating bridge collapse in baltimore. it was a massive cargo ship that lost power and then rammed into the span in the middle of the night. it caused it to collapse in just a matter of seconds. you can see the ship still twirsed in the mangled remains of the bridge. we go to a live look now at the closed off entrance to the francis scott key bridge. six construction workers who were fixing potholes on the bridge are now presumed dead. the search for their remains is on hold until the morning. so divers and rescue crews spent much of the day searching the frigid waters on boats and helicopters. two people were pulled from the patapsco river. one person was released, the other is in serious condition. and then here is video. it was captured the moment of the collapse, just before 1:30 in the morning eastern time. the ship was moving at about eight knots, roughly nine miles an

hour, when it hit a chit cal support pillar. then you see the entire structure just break apart, sending vehicles and people into the river below. >> there's a ship approaching that just lost their steering. >> so the crew aboard the 974-foot vessel set out a mayday warning that it lost propulsion and would likely hit the bridge. so that allowed officials to stop traffic before impact. and maryland's governor says it likely saved lives. >> we're thankful that between the mayday and the collapse that we had officials who were able to begin to stop the flow of traffic. >> the ntsb is on scene but had been holding off boarding the ship while rescue operations were underway. they do hope to get access to the ship's recordings tonight or tomorrow. >> what they're going to look at and begin to collect is information on vessel operations, safety history,

safety record. >> satellite images show what the francis scott key bridge looked like before the collapse and then after. the bridge is more than a mile and a half long and it was used by 12 million vehicles last year. the collapse is expected to have a major economic impact on the east coast, shutting down ship traffic at the port of baltimore. 15,000 jobs depend on the port. today president biden promised federal aid. >> it's my intention that federal government will pay for the entire cost of reconstructing that bridge. >> the port of oakland said there should not be an economic impact here. the ship was headed for sri lanka. but the collapse has a lot of people here talking. we rely on bridges to get around. cargo eship, of course, pass through the bay area, and it's raised questions about how our bridges could hold up to a major ship crash. and we have had two major incidents involving the old bay bridge. in both, thankfully, the structure remained standing. you recall

in twefb the cosco busan container ship hit the bay bridge, spilling 52,000 gallons of oil into the bay. crews spent months cleaning up the damage and the ship's pilot and two shipping companies responsible for the spill paid $44.4 million in a settlement. and then in 2013 an empty oil tanker caused minor damage when it struck the base of a tower on the bridge in heavy fog. the overseas ramar was headed out to sea after unloading crude oil at the martinez refinery. our wilson walker is live on treasure island for us this evening with perspective for us on how bridges would fare in a similar disaster here. good evening. >> reporter: hey, juliette, i think a lot of us when we heard about what happened in baltimore thought back to the foggy morning in 2007 and the cosco busan. caltrans, of course, fielding some questions about this today. you know, we can ask a lot of questions about what happened with the boat, but the physics of this is pretty much straight math. caltrans says they have looked

at that math and given the situation like that, they think things check out here. >> this is the most seismically advanced bridge ever designed. right, the eastern span of the bay bridge, it's not just the fender system. >> reporter: caltrans bart talking about the first line of defense on the new bay bridge, and that is the fender system that you see here. and while this one is unique to the tower foundation of the eastern span, there is something like this on every bridge in the bay area. >> so some of those systems have completely different foundations so they never actually touch the bridge. other bridges have the fenders designed into their foundations so they're designed to crumple and absorb the energy. the idea is that the vessel never actually hits the bridge structure. so imagine as people travel around the bay area, they're going to see some different engineering, but it's all doing the same thing. >> that's 100% correct. it's almost a bring zoo in the bay area, you've got so many

different types of bridges. depending on where you're at, the fender system has been designed for that particular bridge. >> and the problem that we've had with the illusions that we've seen has been when oil tankers hit them. the ship takes the damage, not the bridge. the ships don't make it to the bridge, and that's by design. but if it's an oil tanker, then suddenly you've got oil to deal with in the bay. >> you pick it up, and it's just that consistency of that goo. >> reporter: in this respect, the cosco busan spill is evidence that the fend every system can work, but what about a large ship landing a direct hit at a pretty good speed? >> so that impact is being reported at being about eight knots, which is significant for a ship of that size, but had we seen something like that here in one of our bay bridges, the fender systems are designed to withstand that. >> reporter: and it's not just the fenders, all of the bay's

bridges have been retrofitted some several times over, so they all have an added factor of resilience in the event of a collision. >> so that's another advantage to california. because of the earthquakes, we've had to design our bridges so they can absorb energy. so even if you get the bridge actually being touched, all of our bridges have got the ability to move a little bit. but the idea really is is not to have a vessel hit the structure. >> reporter: every bridge, of course, distinct, as has been pointed out by engineers today. the north tower of the golden great bridge is basically on the marin shoreline. it would be impossible far large ship to get there without running ashore fist. each of these things unique, even the construction of the fenders themselves kind of unique to the bridges. as we've seen, stents happen. fortunately for us, the bridge is built to a high standard for a different type of catastrophe. things go wrong in the bay, good to know there's some type of

protection there, juliette? >> that was great information to hear today. thank you so much, wilson. officials in the bay area also have plans in place to respond to a worst case scenario instance like the baltimore crash. would be an all hands on deck situation with the state's office of emergency services activating units from the california highway patrol, caltrans, and many others, including the water emergency transportation authority. >> we prepare for incidents. we have exercises on a regular basis. not just us as an agency but all of our captains and deck hands undergo rigorous training. >> and thomas hall says the ferry system would shut down to utilize those boats in any way that would help. we will continue to update this story on air and on kpix.com. and also the cbs evening news will have much more on the collapse right after our newscast. norah o'donnell is in baltimore tonight with the latest on what is next in the investigation. all right, also tonight, some presidential buzz in the

bay area. a bay area attorney who's never held elected office is in the running to be vice president. independent presidential candidate robert f. kennedy jr. has named nicole shanahan has his vp pick. katie nielsen has more on his choice and what she brings to his campaign. >> reporter: a few hundred supporters gathered here at the kaiser center for performing arts in oakland where during a more than two-hour long press conference kennedy finally announced nicole shanahan will be joining him on the ballot. >> ladies and gentlemen, the next vice president of the united states, nicole shanahan. >> reporter: the crowd roared as shanahan took the stage. she's a newcomer to politics but comes with deep pockets. she was raised in oakland by a single mother who immigrated to the area from china. >> this city will always have a special place in my heart. you know, i grew up just a few

miles from this very spot. >> reporter: she said they needed food stamps and government assistance to survive. >> i wish my experience was unusual, but it's not. it has become part of my determination to do something for our country. >> reporter: shanahan attended santa clara law school and was a fellow at stanford university. she also founded a tech company for intellectual property legal analytics which she later sold. shanahan married google cofounder sergey brin but they divorced in 2002 amid rumors she had an affair with elon musk. >> as you probably know, i became very wealthy later on in life, but my roots in oakland taught me many things i have never forgotten, that the purpose of wealth is to help those in need. >> reporter: shanahan has become a major donor to various causes, including starting her own charitable foundation

focused on environmental toxins, reproductive and autism research, as well as donating to democratic candidates and pacs in recent years. she also provided the majority of the funding for rfk jr.'s controversial super bowl ad which was a take off jfk's famous presidential campaign ad in the '306s. the ad highlighted kennedy jr.'s ties to his political dynasty family. his uncle was president john f. kennedy and his father was robert kennedy, the former attorney general. rfk jr.'s famous family is not supporting his presidential bid and have distanced thechltss from him, partly because of his controversial views. kennedy jr. has been known for promoting conspiracy theories about vaccines, speakers ahead of his running mate announcement alluded to some of these claims. >> every single institution that impacts your health is insent vised for you to be sick and incentivized against you being healthy. that includes medical school, insurance company, pharmaceutical

company, and hospitals. >> reporter: kennedy said shanahan decided to leave the democratic party to join his ticket partly because they are both willing to question the healthcare establishment. >> i want her to represent the mothers that struggled to protect their children from bad chemicals, bad pharmaceutical, and bad food. >> reporter: a choice supporters say was a good one. >> i did not know much about her, but now listening to what she had to say, i think he made the right choice. >> she just struck my heart. she know what is needs to be done, and i think they're going to be a powerful duo in the white house. >> reporter: kennedy jr. is facing an expensive and uphill battle to get his name on the ballots in all 50 states. right now he has not qualified in california but has submitted the paperwork to get on the ballot in nevada and arizona. >> katie, thank you. rfq jr. first launched his campaign as a democrat last april but then switched to the independent party in october. i spoke with

dr. caroline heldman, political science professor at occidental college, about how this might impact the presidential race. >> rfk isn't likely to win, but he could certainly shift the race one way or another. my guess would be that he's going to shift it more toward trump and away from biden. >> yeah, you answered my next question. yeah, so you're saying he could affect president biden's race versus trump, correct? >> yes, and early on he was polling pulling from both, but polls now confirm he's pulling more from biden. i believe this is because he's focussing much more on the situation in gaza, which is a policy issue that is of high concern to young voters. so i think that biden needs to be worried about his appeal to young voters who will typically vote democratic in swing states. >> how significant is his choice for a running mate? >> so interesting that he chose nicole shanahan. i don't think she helps him with his credibility issue because

she's a political neophyte. it's great to see a woman of color, given their vast underrepresentation in american politics, but she brings deep pockets, not a lot of political experience. in fact, no political experience. and most americans are going to have to google to her find out who she is even though she's well known perhaps in silicon valley and the tech sector. i think she brings an interesting energy. her focus, her speech today was about peace and poverty and boy does that speak directly to those young voters that biden needs to be worried about. >> dr. heldman also tells us it will be easy for democrats to go after rfk jr.'s idealogy and embrace the conspiracy theories. she said he should be worried about how far out of step many of his beliefs are with the american public. all right, still ahead, flames rip through two victorian home, causing one to collapse. the dramatic fire fight and rescue in san jose. and the cloud of smoke on hippie hill is a 4/20

tradition. why san francisco is suddenly pulling the plug on the legal celebration of pot this year. clouds of a different sort, mostly, over the bay area for the first half of today, but we did see the sunshine breaking through. it turned into a nice afternoon across the bay area. but the clouds are going to return, rain clouds this time. we'll talk about the timing of the first wave of

area. san jose firefighters rescued a person from a dramatic fire that spread through two victorian homes. more than 40 firefighters were on scene. this home gave way as firefighters doused the remaining smoke and flames with their hoses. it happened on north fourth street near saint james park. crews say flames spread to another home where someone was inside. that person was saved and no one was hurt. uc berkeley police, they're releasing new photos of the people accused of participating in a violent pro-palestinian protest on campus. it happened in february during a planned lecture hosted by a jewish student organization. it drew hundreds of people, resulting in physical violence and also property damage. these are the suspects police are now looking for. they are suspected of committing criminal acts during a riot at a campus event. authorities say the suspects forced their way into the

building, injured guests and police officers, and committed hate crimes. you can get a closer look at the photos on kpix.com. in san francisco, the popular 4/20 festival at hippie hill in golden gate park will not be happening this year. today organizers announced the sanctioned celebration of all things cannabis has been canceled. the group cited multiple reason, including city budget cuts and not being able to secure enough sponsors. so the annual event draws tens of thousands of people to hippie hill. so the park will instead host kick ball and volleyball tournaments that day. all right, still ahead, mild weather right now but rain on the way tomorrow. paul is timing

all right, we are the sun and we have the rain. so when is this next rain bout coming in? >> little battle back and forth. >> it's a battle. >> as we finish the month of march. so. >> you go outside, it's sunny, then it's cold, got to go back inside. >> do i need a jacket, do i not. keep it handy, it's that time of year. >> true. >> couple of back-to-back -- well one back-to-back pair of storms headed our way, the first of which is going to arrive form. this is the weaker storm system that sends light rain showers into the bay area for most of the day and then heavier rain tomorrow evening

and tomorrow night. that's going to be followed up by a stronger storm system as the parent storm is going to split in two. the next one's going to make a closer approach to the coast of the bay area. so heavier rain headed in and stronger winds as the atmosphere gets more of a squeeze due to the proximity of that second storm system. it's going to be challenging to find good dog walking timeframes over the next few days. maybe you can get out in between those light showers tomorrow. chew wee here is obviously still in the christmas spirit. he may want to trade that in for something waterproof as we head towards easter weekend. best chance of rain later in the day tomorrow, but the temperatures hour by hour, it's cool throughout the day. let's track the showers. first approaching the coast of the north bay as the sun comes up tomorrow. it's this lightest shade of green for most of the day, indicating light, intermittent showers. not an all day washout. here's the heavier rain beginning to move into the north bay before sunset. s that is going to move across the entire bay area tomorrow evening. it's not going to last that long in any

particular spot. some locally heavy downpours, but they're moving along, and that minnizes flooding potential, even with another wave of moisture running through the southern half of the bay area by midnight. and then our off and on shower pattern on thursday. not a washout but keep the umbrella and rain jacket handy. adding up the first storm system that moves in wednesday and wednesday night for the north bay we're talking around 0.5 an inch of rain. some spots in the higher elevations along the coast picking up closer to 1 inch of total rain. for the southern half of the bay area, it's a little more june norm. about 0.2 an inch to 0.5 an inch. not enough rain to lead to any significant flooding threat, but of course, we have that follow-up storm system, the stronger one that heads in friday and friday night, lingering into saturday, and still some off and on showers into sunday. this is the general expectation of what we're going to be adding up. there's always some flexibility when we're looking at all this different forecast model data, but even once you add it up through easter, less

than one ifrng of total rainfall. in general. 1 to 1.5 efrjs of rain a lot of which is going to fall friday into friday night. some of the coastal locations could pick up to closer to 2 inches of rain, especially coastal marin county and northern sonoma and napa county. the santa cruz mountains like through to pick up 2 to 2.5 inches of total rainfall. not enough rain to lead to a significant flooding threat, and the wind energy with this first storm system, it'll be noticeable but not problematic. the strongest gusts likely to be in the 20 to 30-mile-per-hour range but not for a prolonged length of time. there's a longer stretch of stronger winds friday into friday night. still not going to be enough for a significant threat of power outages, maybe want to make sure you have things charged up to be on the safe side as we head into friday and friday night. adding up the snow in the, sierra the first one's going to be enough for a winter weather advisory at lake wlefl a winter storm warning in the higher elevations. low on the action before the snow starts to pick

back up again friday into friday night, continuing saturday. you add them together, over a foot of snow at lake level at tahoe. enough to make travel challenging if you're thinking about heading in that direction as we head tworsdz easter weekend. a look at the seven-day forecast. temperatures are the easiest part to pin down. they're not going to change a whole lot. everybody's on an even playing field. up #350ers and low 60s for the entire bay area. doesn't matter if you're along the coast or farther inland. sunday will be the drier half of the weekend but still a few showers are going to be possible so be flexible with any outdoor plans for easter sunday. we will catch some drier weather by monday and tuesday of next week in time for juliette's favorite holiday, april fool's day. >> i was thinking how flexible do we need to be. okay, thank you. still ahead, two reasons
