>> this is who she chose, floyd mitchell from 2019 through 2019, for little bit of perspective, she has about 175,000 fewer people in oakland, but now the decision has been made, how are people in the town feeling about it, we have that is stored. >> reporter: the mayor says that chief floyd mitchell will start in early may, a lot of people i talked to support him but say there are a lot of challenges. they just want to focus on making great food but lately, andrea's tirado florez have had to hold safety meetings with the staff. >> it is frustrating because we are living in the city. >> reporter: last week, two men held up a worker, one robber put the worker in a chokehold and threatened him with a knife. andrea says when the robbers couldn't find any money in the restaurant, they took the workers wallet, phone

and backpack. andrea says back in january, two thieves broke in and cost them thousands of dollars, the city even built andrea's mother for boarding up the front door. >> it is a crisis, and we are all suffering from it, and it trickles down like in effect. >> reporter: they are sharing houses chief mitchell will come up with remedies to reduce crime and lead the department out of federal oversight. >> chief mitchell is a strong leader and smart on crime writing but most importantly, he can deliver result. >> reporter: chief mitchell worked at the kansas city police department for 25 years and more recently served as a chief in lubbock and temple, texas. >> when he was in temple, and both of those cities, we saw that under his leadership, that the overall crime did decrease in police response times did improve. >> reporter: pamela drake has been following politics for decades, and she helps the new chief can focus on community policing and crime prevention.

>> i am glad this time it is an outsider, previously i would've said like most people, let's pick somebody homegrown. but it is showing that it is really tough to be a chief of people that you were comrades with for so long. >> reporter: we welcome you to the city of oakland. >> reporter: while she was hoping for an internal higher, he welcomes and is what is to support the new chief. >> not knowing the city or the culture or community or the politicians either. i mean, this guy is really in for a big shock and surprise. >> reporter: supporters say that they hope this is a turning point for oakland. >> at this point, we can be optimistic. >> reporter: bachie will meet with press next time next week to answer questions, one of the first things he wants to do is meet with community members before coming up with crime fighting strategies. >> the oakland police officers association had this response to the hiring, " we are pleased that the uncertainty has been resolved, oakland police

officers anticipate collaborating with chief mitchell in serving our community" armstrong, vying for his old job, said after the announcement that oakland is his hometown and would do everything in his power, that was a private citizen to help make everything safe. we have a lot more reaction to the appointment of the new oakland police chief on our website, cbssf.com. city leaders are hoping that having a new chief, will help start to change the narrative surrounding the town. another part of that plan, is getting more people out to local businesses. that is where this year's restaurant comes into play. and as jose martinez shows us, they are ready feeling a change in momentum. >> reporter: here in downtown oakland where you can see, restaurant week is in full swing. restaurant owners tell me that they are happy about the way things have worked out, and they are excited about the future of the city. -- in the heart of oakland, local restaurants are savoring the

suspects of restaurant week. >> restaurant week, a lot of people come to test the menu and then experiment and, the energy is there in women's history month and people alike, this is the time that they have the food menu to test and what chefs can offer. >> reporter: a menu full of delicious ethiopian food, that i was able to taste, and she open this place in 2019, and says it hasn't been easy, unfortunately, they have gotten their fair share of challenges over the years, particularly with crime. >> we just kind of habit two or three times. >> reporter: her sentiment is echoed a block away, by a colombian restaurant, and his business was broken into, just

three days after its big opening, but is committed to staying put, especially now that the city of oakland has finally appointed a new police chief. floyd mitchell was head of the texas police until september. despite facing similar struggles, they are experiencing and now taking the number of customers. >> we have back to back reservations. all week and all night. there is definitely a waitlist, and hopefully we will be able to see everybody. >> i think today it is going to be busy, and we are closed on sunday, but hoping people will, last-minute, and we will still have the seat. >> reporter: expecting a lot of people tonight and throughout the weekend, the last week of restaurant week. >> these are people that may not necessarily know who you are, they may want to come out and find out who you are. they are excited, you can the excitement in their eyes and you realize, it is a change of season, maybe the rain is about to end and we are about to have people out on the

street, that is what it is. there are people on the streets, >> reporter: ultimately, they are great, that restaurant week is definitely a big part of the recovery here, in downtown, but they are very happy, about finally having a new police chief in the city. >> today is also the start of restaurant week, 50 restaurants, bistros and pumps and coffee shops are taking part, the event runs through the end of the month, berkeley's restaurant week also starts today. coming up, what a bay area safeway is trying to stop creating chaos at the store. and we will let you know how much money san francisco is offering to help people afford greener modes of transportation.

and that's at the location in north main street, the chief recently wrote a letter to executives expressing his concerns, quality the problem of high school students loitering , engaging in theft, and creating an undesirable environment for paying customers persists unabated , particularly during the period in the afternoon when a local high school gets out" they have agreed to work with police to address these issues. a beloved cafe in fremont was back serving customers after a break in yesterday, police tell us that they had spill out onto the streets in the family owning it has a great relationship with customers. skillets share this radio saying, they took everything that we work so hard for, we all work seven days a week, doubles and they took it all please help us find who did it. today the restaurant posted that they are open and they asked for support, we stopped by and found it very busy. now let's get a check on the first alert forecast with meteorologist darren peck

brings us more rain with every day added to the seven day period >> if there's time at the end of the important of the story, i do need to talk about the two other storms that are in the long range coming our way. the second half of next week could be busy. we have our hands full with the one from today, we watched from a beautiful time-lapse perspective as the rain made it down to the city around 6:00. watch the heavier bands of rain moving and then just totally messed up the lens. i want to give you a little bit of background on the forecast. we are in the red. we are in the red, the reason why we went into the first alert status is because of this . it is a national map put out by the storm prediction center, which is all the way in oklahoma, in the middle of the country and the rest's ability is to highlight parts of the country that have the risk for convective or even oftentimes serious weather. we told him ever make map but tomorrow we are on it, for the very lowest very concerned, only talking about thunderstorms casting

more serious than this. but we made the map tomorrow, we don't get here often, a 20% chance of isolated thunderstorms, if you want to see this happening right now, look at the other side of the state. it is a big complex of intense thunderstorms that have marched up the cr and what is interesting, we come up for a closer look those thunderstorms are holding together at elevation in the mountains, so right now, we are seeing thunder snow. you can see heavy snow coming down. we do not often hear thunder, or get lightning in the middle of some of the snow events in the mountains but occasionally you do, the storms have a lot of energy with it, that is a really good example of it. we have a chance to see some of it, let's go in order, we will take this from right now, we have watched some of the more impressive rain move across and from now until midnight, we

are still in it, and in by midnight, we will come to a close with the first phase of the widespread steady rain, so let's skip ahead look at the time frame. this is tomorrow, by the time we get into the sunrise, we will see a few showers return. but they will take up in intensity as we go through the day. watch what happens, that is more impressive stuff. that is what comes through in the afternoon on saturday and perhaps the evening. and sunday we do it again. watch another complex here, late tomorrow night, probably about this time, and then we going to sunday, and we keep the scattered showers going. we are not done until sunday afternoon. where the watch the last of the showers clear. that didn't happen until sunday at 2:00. in terms of the next two days, there will be bricks of blue sky, there will be more time when you're not getting rained on, then when you are. a 20% chance of thunderstorms is communicating that any part of the bay has a 20% chance of seeing a thunderstorm over it. so you're part of the bay,

you have a 20% chance tomorrow. at some point through the day, to see an occasional thunderstorm, that is what that is trying to tell you. rainfall totals from now through the end of sunday, we have already got a half an inch of rain up there. which gives us an inch from the system. and just to give you a view ahead. we are looking ahead towards next week after this one. that is wednesday, there's another one perhaps coming on friday. there's a lot to keep an eye on for the second half of next week. it is pretty far down the road. so we are not going to get too specific on that, but since that is the long-range forecast model, quite frankly, it has done a very good job , like, 7 to 10 days out, like all winter long, it is worth it to start looking at. just to give you a heads up, here's the focus, monday and tuesday no rain, we get a break here, and the first of the next series of systems comes in on wednesday. and maybe there's another one behind it for friday. i will talk more about the snow in the next visit, that is pretty impactful, but for now, back to you.

there is a lot of salsa in the mission this week in the dip and the dance, as the annual salsa dance festival is in full swing, they are there for us, getting a taste of what is on offer. >> reporter: music is a universal language and here at the salsa festival, music is a lifestyle. i'm in the mission district where the music has been flooring for the last 14 years, let's check it out. -- every step and every spin, carries passion and purpose. alongside his business partner and cofounder liz rojas is excited to continue the annual san francisco salsa festival kicking off this year . john

who immigrated from colombia to the bay area as a teenager says while it is the pure joy of dancing the him on his feet, it is the importance of giving people hope through community, that inspired him to create the festival. >> and is really celebrating life , life can be very short, and it can be very long. live can punch you left and right. we need a place where we can be long and are in charge and go back and continue weekly relax. >> reporter: john loves breathing life into others as a dance instructor. the festival which continues into the weekend teachers workshops, lifespans and more. but john says getting the festival to continue for over a decade now was not so easy at first. he had to take big risks to focus on his life purpose. >> i found myself from my previous career. and i just found salsa, so fulfilling.

and, i just took a leap of faith. >> reporter: and he has been weeping ever since. it brings together beginners and advanced dancers to enjoy the vast flavor of the latin american dance scene. cuban style dancer jessica worland says the bay area gathering at sizer each year. >> it is one of the things i love about san francisco in particular the mission and what it brings is so lively and a big part of why love the city in general. >> reporter: the kind of bead that brings people of all backgrounds together on the dance floor. john says the bay area already has a thriving salsa scene but the festival is another way to dancers and musicians all connected. >> this was already happening in the bay area. i just spark something more and brought something to the table in the bay area, because the bay area is a melting pot for all of america. i'm proud i can contribute to the community and keep the music alive. >> reporter: more life and more

through the night. >> you look like we were past the winter weather for a while, it was sunny and nice, and then the weather decided it wasn't done with us. let's get over to darren peck for the details yet >> a classic spring, you can whip lash this in the transition seasons. we are leading into spring but within the reasonable grasp of winter. we have been spending the whole visit in the newscast talking about the rain here at home, for good reason. not only tonight's rank him about the possibility for thunderstorms . but what i want to do now is go to the other side of the state, let's go back up for a wide view because we need to get our perspective all the way to the other side of the state and when we do that, we will see what the real story is for the sierra, the storm prediction center has put out the map that helps us visualize where the greatest concerns are over the next few days, this is called the winter storm severity index. a way to visualize and one snapshot the intensity of the next three days, the colors on here are not showing their

snow amounts or wind, or anything in particular but what it is doing is taking all of the parameters that the storm has, and putting them on a scale, for the next three days, i-80 and highway 50, both fall within the range of major. so they are giving you the idea that it is hazardous driving and there might even need to be road closures and when we look at the totals, there is two feet of snow coming to the higher elevations. it's going to catch a lot of people off guard. people will think we are going full into spring with good reason the way the weather has been. but winter in a significant way over the next two days is going to be a factor for anybody trying to travel into the mountains. i will be back with the rest of the forecast coming up for now, back to you. the san francisco public utilities commission is trying to make for low income residents, offering $1000 coupon towards the purchase of an electric bike, amanda perry

spoke with a bike shop and and e-bike user about the program. >> i don't write it inside. >> reporter: a new place to electrify transportation in a clean and renewable way, and to make it more accessible. >> when i got divorced, she got the car. >> reporter: 79-year-old san franciscan smithwick rides his e-bike every day. making the switch to years ago. >> it is economical and worth the learning curve. >> reporter: an opportunity to see if he could live without a car. and the san francisco public utilities commission is making it more affordable with their electrify my ride program, offering a $1000 rebate to eligible customers, towards the purchase of an e-bike. based on customers enrollment in their low income discount programs, through clean power sf, and in addition to the customers utility address, and in equity

priority community. smith wick says and ebay -- e-bike makes transportation available to many more people. >> it is a beautiful idea because anybody who can ride a bike , no matter how old or how young, this is the way to go, because you don't need to work unless you want to and you work as much as you want to. >> reporter: the puc has partnered with six local bike stores for the program including the bike connection, manager nick ron klain says, they had a rush of business because of the program, he says making personal transportation more affordable is changing lives. the amount that can be the way they get to work that is the way they can get to the doctor's office or take their kids to school. >> reporter: while the stores are even doing what they can to bring in bikes that will be within people's price range. >> it is as low as $1000.99

>> reporter: the arctic fox, their playful nature and distinctive look make them one of the most captivating creatures in the wild. but arctic foxes are in trouble, experts say they need to hunt to survive long winters and climate changes making their prey rare and harder to find. >> if it gets warmer and more unstable climate where you get snow melt and icing on the ground, that will affect how well rodents can survive. >> reporter: thousands of miles away in the bay area, stanford professor of biology, elizabeth haddock cautions that the arctic fox is not the only species under threat. >> absolutely not, the arctic fox is not the only species threatened by climate change. >> reporter: studied the loss of biodiversity in a human dominated world . she explains, how human activity and climate change are challenging the survival of many species around the world . >> extension happens in a heartbeat and evolution takes a

very long time. so it's easier to kind of kill something then it is to allow it to persist. so, biodiversity is threatened in many ways, and humanity, and the arctic foxes exemplify those threats. >> reporter: back in the arctic, norwegian scientists have set up more than 30 feeding stations across the wilderness they believe without this food, the arctic fox would go extinct. >> if we stop impeding now, we would see a decrease in the population sizes, and that would be really detrimental. >> reporter: the union for the conservation of nature reported that how over 44,000 species are now threatened with extinction. dr. hadley believes that we have a moral responsibility to consider what we can do to stem the loss. >> it requires major activities on the part of humanity, not just a single person. we can all do our share, and requires major action for us to consider what we can do to stem global

change. >> reporter: including reducing greenhouse gases and preserving wildlife habitats so that we can outfox the threat. the fbi contacted the passengers on the now infamous alaska airlines flight that had a door blow off at 16,000 feet. telling them that they may be victims of an actual crime, not just a malfunction. the letter did not specify what kind of crime, only that they were investigating the case. the national transportation board looking into boeing to see if employees had mishandled bolts, connected to the door. the flight had nearly 180 passengers and crew, but thankfully

binders, they will repurpose it and bind pieces of the flag into books. the weather is already causing problems. let's get a check on the first alert forecast with meteorologist darren peck. >> remember the 70 degree days, like yesterday? even today, the south bay got up to 70 degrees before the cold front came in. and this is a cold front. as important the rain is to look at. i just want to show you what the cold front is going to do to daytime highs. let's take a look at the bay as a hole. we will look at the virtual map and we will put the daytime eyes on here. not only are we doing the 70s, but this is basically all low 60s tomorrow. this is what a cold front will do for you, in general about 10 degrees cooler. whatever part of the bay you are in. southbay, and really going to 62 tomorrow, and there should be some relatively weak northerly breezes tomorrow, not necessarily wind but enough

that it will add a little bit of a chill to the air, and it will feel different mothering is the better factor as we were talking about earlier, the cold front tonight is kind of phase one, that is still going to delivering to the southbay for now, until about midnight and by midnight it will come to an end and we will get a break and, there will be a window of an activity for little bit here, but watch what happens tomorrow morning, showers are going to come back and around sunrise, on-again off-again, spotty but then they will pick up in intensity throughout the day. and in the afternoon and evening, they will become more numerous, you might go the whole day without getting rain on your part of the bay. but there's always a chance for this 20% chance of an isolated thunderstorm and an on-again off-again shower. it will become more widespread in the evening on saturday and that will just kind of linger into the first half of sunday. watch what happens, not until sunday at about 2:00 in the afternoon. then we will be done with the system, hopefully if we have time i will show you the next

two coming our way after this one. here's how much rain we still have to go, we will pick up about in total for all three days, from today through sunday, about an inch in general, maybe three quarters of an inch of rain. for most of us, so we can handle that in three days, we are not concerned about flooding. we would get some brief downpours that can cause some runway issues, if you get one of those thunderstorms. in the meantime, on the other side, what is happening on this area is a big story. there is a good old-fashioned winter storm warning in place, the national weather service issued just to raise the awareness level on the concern for travel, it will be difficult all the way through sunday. there might be some partial closures up here, you are definitely going to need some chains. that will cover this storm. monday and tuesday we will get a break. look at next wednesday, that is one storm, now, just for fun,

we will play this forward and go out a week from today and we will look at next friday. that is the next storm. at this point, we are going too far down the road and the forecast models to say that is that is the way that this is going to go. this particular forecast model, the european forecast model has done an exceptional job, all winter long with the long-range stuff. it is pretty bullish on next week, particularly the second half of next week, starting on wednesday to friday. you want to see the rainfall totals, just a potential from wednesday to friday, that would be another widespread really good rainmaker for us. should it come to pass, this is not an exact or explicit forecast. this is a heads up , this is just so you know what the potential could be for the second half of next week , according to one of the better long-range forecast models which none are perfect. but this one has a good track record this winter. how many caveats can i put on that. look at this to come, this does not

status. we had widespread rain but tomorrow, the character of the rain is going to be different, we will have more isolated on and off again showers with the occasional thunderstorm mixed in. just take a look at what is going on right now. you can see the back line, that is the cold front and, so we still have a couple more hours to go on this, it doesn't clear until midnight but watch what happens on the future cast, the last of the showers will edge out of the south bay by the time we get into the early hours on sunday, and then there's a break, there was a window of time while people are sleeping where it doesn't rain but if you skip ahead and use the long-range model, right about sunrise, showers will start to come back. on-again off-again, 8 to them. but watch them increase in number as we go through saturday afternoon. and by saturday evening, you will see a little bit of a complex show up, where we can see some great downpours. so, you will get brace of blue sky, it will be more
