a federal appeals court has put the texas immigration law known as sb4 back on hold. a hearing is scheduled for today. the bill gives texas power to jail and prosecute migrants suspected of illegally crossing the border. it was previously allowed to go into effect by the supreme court tuesday pending a decision from the appeals court. israeli prime minister benjamin netanyahu will speak to senate republicans by video today. last week, senate majority leader chuck schumer called for elections for a new government in israel. and beyoncé has revealed the cover art for her upcoming album, "act ii: cowboy carter." it's out on march 29th. for more, download the cbs news app on your cell phone or connected tv. i'm shanelle kaul, cbs news, new york. it's wednesday, march 20th, 2024. this is "cbs news mornings."

breaking overnight, the escalating battle over the border. texas' strict immigration law is back on hold after a federal appeals court weighs in hours after a divided supreme court. where do things go from here? good morning, and good to be with you. i'm anne-marie green. the on again-off again controversial texas immigration law is off again. in a late-night move, a federal appeals court blocked the law just hours after the u.s. supreme court said it could take effect. now the measure gives texas officials broad powers to jail and prosecute migrants suspected of crossing the border illegally. cbs' jarred hill is joining us from new york with the latest. the appeals court is set to hear the arguments today on the case. >> reporter: yeah, they are not wasting any time on this. this morning, in fact, the appeals court will hear arguments about putting the texas immigration law back into effect after last night's legal whiplash.

this morning texas' sweeping immigration law is back on hold. late tuesday a panel with the fifth circuit court of appeals ordered sb4 be paused yet again ahead of arguments this morning. the decision just hours after a divided u.s. supreme court said the law could temporarily take effect urging lower courts to work quickly. sb4 gives texas law enforcement new powers to arrest, jail, and judges deport people accused of crossing into the state illegally. >> all texas is going to be doing is basically enforcing the laws that were passed by congress that joe biden is refusing to enforce. >> reporter: the biden administration says it conflicts with federal immigration policy and says the law is, quote, another example of republican officials politicizing the border while blocking real solutions. calling on congress to pass a bipartisan senate bill. as the texas law works its way through lower courts, one local

sheriff tells cbs news the state hasn't given guidance on how it should be enforced. >> like oh, he looks illegal and we're going to put him in jail. we can't do. that we can't stereotype someone, you know, someone from mexico and do that. >> reporter: tuesday mexican officials reiterated the country won't accept people the state tries to send back. [ speaking in a global language ] the country's foreign affairs minister calling sb4 an anti-immigrant, xenophobic, discriminatory law, a law that remains in limbo. so this case could have implications beyond texas, even beyond border states. yesterday iowa's state house cleared a similar immigration bill and the republican governor said that she would sign that into law. >> jarred hill in new york. thank you. >> reporter: sure. president biden and former president trump claimed more victories in presidential primaries yesterday. trump, the presumptive republican nominee, won arizona, florida, kansas, illinois, and ohio.

the presumptive democratic nominee, biden did the same except in florida where democrats canceled the primary and awarded him all the delegates. biden courted latino voters in arizona yesterday. >> last time you're the reason why in large part i beat donald trump. [ applause ] let's beat him again. >> the president is on a three-state swing to win back support among latino voters. he'll be in texas today. yesterday at a polling location in florida trump doubled down on his comments earlier this week that democrats hate israel and jewish voters to support democrats hate their religion. the comments were made in response to democratic majority leader chuck schumer's calls for a new election in israel. >> i think that the democrats have been very, very opposed to jewish people. that's true, and to israel. all you have to do is look at senator chuck schumer, what he did is a disgrace. >> the former president's comments were utterly disgusting and a textbook example of the

kind of anti-semitism facing jews, pushing the dangerous anti-semitism trope. >> schumer is the highest ranking jewish elected official in u.s. history. a candidate backed by former president trump won ohio's republican senate primary. cbs news projects cleveland businessman bernie moreno will defeat ohio's secretary of state frank larose and state senator matt dolan. trump campaigned for moreno three days ahead of his win. he will take on incumbent democratic senator sherrod brown in november. and former trump white house adviser peter navarro reported to a federal prison in miami to begin serving a four-month sentence for contempt of congress. naom the trump administration to go to prison for a crime related to the january 6th attack on the capitol. he defied a subpoena from a house committee investigating the riot. it's also the first time a former white house official has ever been jailed for contempt of

congress. the state department is considering a new plan to airlift americans trapped inside haiti as the situation on the ground spirals out of control. with the main airport in haiti's capital new closed, helicopters may be used to fly americans to the dominican republic where they could book flights home to the u.s. here's cbs' manuel bojorquez. >> reporter: another day at cap-hatien international airport as americans are desperate to flee a country in crisis. 82-year-old gregoire is hoping to leave and get home to new york, still no luck securing a seat. >> you're waiting to see when the next one will go. >> yes. >> reporter: but no idea right now when it might happen? >> no idea. >> reporter: this woman who did not want her identity revealed ame to the airport with no baggage in hand, scared for those she leaves behind.

>> the thing is people go inside your house, killing, raping, all those things, burning your house. you don't know tomorrow what's going to happen. >> reporter: cbs miami reporter tania francois was also in cap haitien where she was on board one of several flights bringing aid and evacuating people. >> airport workers tell me this is the first flight to come in from the united states with passengers, also with supplies. >> reporter: residents in the capital of port-au-prince see no end to a crisis that has their city plagued by gang violence. more than 86,000 people are displaced with no access to food or gas. people on the streets are on the brink of starvation. widespread power outages are leaving some stranded, and still hoping for a way out. manuel bojorquez, cbs news, cap hatien, haiti. to the israel-hamas war where shootings and explosions rocked gaza's biggest hospital and the surrounding area for a second straight day.

the red r r er -- the idf says it has killed 90 militants and apprehended 160 others at the battle at al shifa hospital. the israeli military released video showing what they say are weapons in the facility. israel accuses hamas of using the hospital to hide fighters and plan attacks. prime minister benjamin netanyahu meantime reiterated plans to launch an offensive in the southern city of rafah less than 24 hours after president biden warned against such a move. netanyahu agreed to send a team of israeli officials to washington to discuss rafah -- the rafah situation. harsh criticism from two former u.s. generals over how the biden administration handled the 2021 chaotic military withdrawal and evacuation from afghanistan. former joint chiefs chairman general mark milley and u.s. central command retired general frank mckenzie oversaw the evacuation as afghanistan fell to the taliban. yesterday they told a house committee the administration did not adequately plan for the

tried to illegally access her records. and this comes as another photo taken by kate is being flagged as digitally enhanced. images finding signs of possible tampering on a 2023 photo of queen elizabeth with her grandchildren and great grandchildren including distortions and blurred edges. an arizona lawmaker takes a personal stand on the state's abortion law, and ex-mississippi cops learn their punishment in a torture case. those are some of the headlines on the "morning newsstand." "the clarion ledger" reports two white former mississippi sheriff's deputies were sentenced for torturing two black men. it happened last year after a neighbor complained they were staying in a home with a white woman. the deputies, part of a group of white law enforcement officers calling themselves the goon squad, admitted to torturing the men with stun guns and other objects. one deputy was sentenced to 20 years in prison, the to other more than 17 years. four other former deputies will

"the arizona republic" says a state lawmaker announced on the senate floor that she plans to have an abortion while calling out her colleagues for the state's strict abortion laws. >> the last time that i had an abortion i started to miscarry the night before it was scheduled to take place. and i was denied a procedure in the hospital because i was deemed not critical enough. in spite of the fact that my embryo had died and that my miscarriage had stalled. >> that's democrat eva burch who said she will be getting an abortion because her pregnancy is no longer viable. she is also a nurse and has struggled with fertility for years. she said she wanted to share with the public the effects of abortion restrictions in the state. arizona bans abortion after 15 weeks of pregnancy except to save the life of a mother. and "the houston chronicle" says three young boys are in custody after allegedly robbing a bank. the 16, 12, and 11-year-old boys

friday's estimated jackpot is worth $977 million. last night's numbers were 24-46-49-62-66, and the mega ball number 7. check your tickets. there were four $1 million winners, though. an important recall parents need to hear, and jetblue is cutting routes. here's shanelle kaul with today's cbs "money watch." >> reporter: a winning day on wall street tuesday as investors await a policy decision from the federal reserve. the dow gained 320 points, the nasdaq was up 63, and the s&p 500 gained 29 points. we'll learn more today about when interest rates might come down. amid a persistent fight against inflation, the federal reserve is widely expected to keep its key rate unchanged at least for now. the central bank wants to see inflation cool to 2%, but the consumer price index says increases have stalled at 3% for the last nine months.

jetblue airways is cutting costs. the airline is abandoning unprofitable routes to destinations in the u.s. and overseas. it comes after a judge blocked its $3.8 billion bid for spirit airlines earlier this year. jetblue says it will reduce the chance of delays for its customers. and the consumer product safety commission has issued a warning about two brands of water beads. both are sold on amazon and contain a substance that could be toxic for children. three children have already had to have surgery to remove a large water bead they ingested. the commission is urging people to stop using the product and throw them away. that's your cbs "money watch" report for this wednesday morning. i'm shanelle kaul, cbs news, new york. today the united nations is celebrating its international day of happiness. and for the seventh year in a row, finland tops the list as the happiest country in the world, that's according to the 2024 world happiness report.

finland is followed by denmark and iceland. and for the first time in the report's 12-year history, the u.s. has dropped out of the top 20 happiest countries coming in at number 23. and fans are coming out to say good-bye to one of the famous cherry blossom trees that line the tidal basin. stumpy, as it's known, is one of more than 150 trees that have been damaged by flooding and are set to be removed after this bloom. the national park service says neerlt $500 million improvements are planned in the area before the 250th anniversary of the american independence in 2026. up next, march madness action kicks off. the winners and the losers of some of the first games as wagner makes its first appearance in two decades.
