in the u.s. why some lawmakers are expressing growing reservations about the plan. and san jose's mayor is putting the focus on homelessness after winning another term in office. mayor matt mahan cruised to reelection this month. he's highlighting the urgency of the homelessness crisis along the city's water ways, where it is also creating an environmental crisis. the city is facing fines in the tens of thousands per day. if it doesn't get into compliance with the clean water act by mid 2025. jose martinez on the plan to move a thousand people with nowhere to go. >> reporter: i'm here in san jose where mayor mahan started working in finding ways to move homeless people away from water ways like the one on the river. in order to avoid fines from the waterways. susie has been

living in this river in san jose for almost two years. >> that is all i have. and by then, by that it's it up. >> reporter: she found out the city wants to move her and hundreds of others who live in the water ways. the question is when? >> it will be home first as he would try to get that place. like timing on or something. it is all in ways that we can imagine where it could get cold, wet, muddy. not to mention the deadly storms. >> the city has issued a mandatory evacuation order. >> if write go down, you will have both. raccoons, all that

stuff. i love. >> it and it just isn't an eyesore. the state is telling the city they need to do more to clean up the waterways or face steep fines. tens of thousands of dollars a day started in mid 2025. mayor mahan's plan? create a more safe sleep inside, expanded shelters, no zones of waterways. they want the county to add in treatment help and other investments before it is too late. but in the meantime susie is still out here without a clear path to follow. >> it takes time and patience. but they don't have like formal apartments or something like that. >> reporter: and ultimately she tells me she is willing to work with the city if she can find a place to live as soon as

possible. san jose police arrested of a man accused of illegal firearms inside his home. they found ghost guns, a silencer, and two printers while searching his home. benito hernandez is facing firearm charges. also in san jose, there's been a second arrest in a deadly parking lot shooting. the victim was sitting in his car outside a business when he was attacked on february 29. 26-year-old jerry jr. is under arrest along with denzel brown. motive still under investigation. tonight, several agencies will discuss how to push back against a plan to end an at&t landline service here in california. the proposal has been criticized during disasters. supervisors in santa

clara and napa county and the berkeley city council are discussing that issue today. and the clock could be ticking down for tiktok. and they are set to win in legislation this week that could lead to a nationwide ban. the bill would force the social media company to cut ties with bytedance, its chinese linked parent company within six months. lawmakers say it should pose a security risk to the country. >> the businesses will use the platform. but having the communist party have access to data, have the ability to push messages, push propaganda does put our security at risk. >> president joe biden has said he would sign the bill if it gets to his desk. higher gas and housing crisis pushed up inflation more than expected last month. the latest consumer price index showed prices rose by 3.2% for the 12 months ending in

february cutting interest rates in their meeting next week. they slowed in some key areas including the grocery store. meanwhile here at the bay area, prices rose slower than the rest of the country. at about 2.4% over 12 months. and electricity prices. today marks national equal payday. in celebration first partner gave remarks about the gender wage gaps. how far we have come and how far there is left to go. >> and last year i announced over 100 california employers had signed the california equal pay pledge. and today we are thrilled to announce that in less than one year, we have doubled the number of signatures. and in 2024, women are still not paid equally to their white male counterparts and continue to lose billions annually to the wage gap.

>> data from the census bureau shows women earn 84 cents to every dollar a man makes. the biggest pay gaps are among financial managers, employees, retail sales, and education and childcare administrators. low salmon populations across the state means the upcoming fishing season will be heavily restricted or called off entirely, possible for a second year in a row. folks in the fishing industry have called the news catastrophic. the state had already lost about $45 million due to last year's closures. meanwhile fishery managers say the closure is needed to protect the expected small salmon populations from over fishing. up next three bay area brothers fighting to preserve their father's legacy. why they say his accomplishments in the tech world deserve recognition alongside other pioneers in the industry. >> the pathways that he opened, he wanted to make sure they were left open for others to

to san jose now, people know and remember the big names in silicon valley like steve jobs, hewlett packard, but there are others equally deserving. one of those names is roy clay sr. he led the team that created the software for hp's first personal computer. he suffered a number of health setbacks in recent years, but thankfully he's got three devoted sons who have worked to preserve his memories and cement his legacy. devin fehely has the story. >> his mindset was don't let anything stop you from accomplishing your goals. >> reporter: christopher clay is the third and youngest of

roy's three sons. with his father's health failing a few years ago, he spearheaded the efforts to preserve his father's memories, document his legacy as one of the few african americans to be present. >> the creation of this computer division both the hardware side of it and the software side of it was truly transformational for hp at that time. >> reporter: his son says what they managed to accomplish and a time when society rarely recognized the beauty of blackness ort brilliance of black minds. makes a story that much more remarkable. something to be shared. something to inspire others by example. >> and my father's mother always told them from the very beginning you'll encounter racism your entire life. however, do not let that be a reason why you do not succeed. >> reporter: he was born in 1929 in the tiny town of missouri. he was bright and

ambitious. at a time when college was more rare than the rule, he earned a degree from st. louis university. jobs at mcdonald's aircraft corporation followed, before eventually landing at hp. >> and that is why a lot of people would call him the godfather of silicon valley. >> reporter: he helped write his memoir unstoppable, which chronicles his role leading the team in 1966, that developed the software for hp's first computer. the hp2116a. >> this is the thing, there weren't many people doing this back then. so there weren't many white guys doing it either. >> reporter: roy's son says it wasn't enough for their father simply to be in the room where it happens. he also wanted to make sure that the doors were left open for other people who look like him. >> the pathways that he opened, he wanted to make sure they were left open for others to follow. and that is one of the

driving reasons why we created the book. >> reporter: clay would eventually leave hp. founded his own company. and they say their father was equally, if not, more proud of the family that he and his wife built at the work days in. >> the biggest priority for him was always family. turned out some really good professional opportunities and job offers. and he turned them down because he wanted to make sure they would have time to spend raising all of us. >> reporter: roy knew nothing would come easy in this life if he wanted a brighter future he would have to grab it. if he wanted the wider world to recognize his brilliance, it would have to be dazzling and undeniable. and if he wanted the story to be told, alongside the other greats of silicon valley, he would likely need to write it himself. >> roy's sons are working to adapt his memoir into a second book. this one for school-aged children.

winds will accelerate in the opening of the hose. the more you restrict that opening, the faster that the fluid will go and it is just a fluid. and talking about wind gusts. for much of the bay area around midday on thursday. some of the peaks in the 40 to 50 miles an hour range as they will head through thursday afternoon and a low and that wind will pick up again as we head towards friday morning and that wind advisory continues through 11:00 a.m. on friday. getting close to 50 miles an hour, especially the higher elevations. and start to relax as we would head to the end of the workweek on friday. but the wind is also a warmer wind. that is why our temperatures are going to be hitting the 70s inland as they hit it as well. and thursday night into friday morning, this is for most inland parts of the bay area, and even the high wind warning in the sierra. so it is not just the bay area that will have those blustery conditions. and that slowed down the warmup. they were

finally pushing off to the east. only a degree or two above average. the upper 50s along the coast. later on tonight, our temperatures will drop off pretty quickly. and all the way down into the upper 30s. the wind will be noticeable with high temperatures within a couple of degrees of average on the positive side. mid to upper 60s, and inland in the east bay. 65 degrees, exactly the midpoint of the 60s. even for half moon bay in the upper 60s for the last seven days. in the north bay already, tomorrow, temperatures are more likely to eclipse 70 degrees on thursday for the north bay because you're downhill of those windiest spots. let's talk about the warming trend that is in stored for us for

st. patrick's day weekend and the temperature outlook for san jose. continuing through the weekend into next week. and by late next week, only returning to near average and temperatures look warm this weekend. the downtown parade in san francisco is happening beginning at 11:30 on saturday. temperatures in the mid-60s and warmer inland in the low 70s this weekend in dublin for all the st. patrick's day festivities there. let's take a look at the seven-day forecast, which does include a lack of rain, each and every day is dry in the seven-day forecast. inland temperatures will be warmest in the 70s. and for the longer period of time even around the bay, we'll see the temperatures reaching up to around 70 degrees into early next week. finally beginning to drop a little bit next tuesday. and instead of the 70s, you will be well into the 60s and that is bonus territory. they will try to kick back in on

giving up their secrets. scientists discovered scores of new sea life on a recent expedition in the south pacific. in the stormy uncharted waters off new zealand, scientists have discovered a wealth of treasure. for them, it's like striking gold. >> the strong suspicion that we would have in this moment is this is a new species. >> reporter: they believe they dredged up more than 100 new species from nearly 1,800 samples. >> what has surprised me here is the fact that this extends to animals like fish. we think we've got three new species of fish. >> reporter: for 21 days, teams explored a $500 mile stretch of sea known as the bounty trough off new zealand's east coast. deploying cameras at times, plunging nearly three miles down to give experts an eye on what lies beneath. >> we have discovered a whole
