home of super bowl lviii between the 49ers and the chiefs. this is kpix cbs news bay area. at 9:00 on cbs news bay area, and atmospheric river hits northern california leading to flooding and toppled trees. we will have a live report from the scene where a tree smashed into an apartment building. we are counting down to the super bowl between the 49ers and the chiefs. we head to the host city, las vegas to see how some newlyweds are combining love and football. good news for your wallet this morning. we take a closer look at the bipartisan tax bill that just passed the house . what it could mean for your personal budget. let's take a

look outside on this rainy thursday morning. we have declared another first alert weather day. as you are waking up this morning, you might see some flooding in your neighborhood. we are seeing some of that in the north bay and that is where a lot of the issues where yesterday. check out this road in windsor. it looked more like a mighty river. also in sonoma county, the office of education announced that kashia school district is closing for today because of this dicey weather. be mindful of your surroundings this morning. a few trees fell yesterday. this one block highway 1 near sonoma county's timber cove and took down a few power lines. on harrison and brian in san francisco you can see the patches of water in the intersection and it is another reminder for you to take it slow today as you never know how deep the puddles can be. let's look at the latest

pg&e outage map. it was like san francisco and the south bay are saying most customers without power. thankfully, pg&e has been prepared for the storm having equipment on stand by in case. it is a first alert weather day today in the bay area. let's gear up for what is to come. yesterday the atmospheric river brought in over an inch of rain down into the santa clara valley. within a matter of a short period of time. it swept its way in and drop in plenty of showers . not only in santa clara valley where we dealt with gusty winds in along the coast we saw winds up to 55 miles per hour. in the north bay , localized flooding was the concern is over 2 1/2 inches fell near novato, petaluma, stretching up into santa rosa. we are not done with the rain. this is what it looks like this morning on our first alert doppler, widespread showers in the forecast but this is more hit or miss compared to yesterday system.

we are seeing light drizzle near martinez stretching into richmond and drier conditions as we stretch south until you hit the santa clara valley were moderate pockets of rain are falling. we will see that as we build up in the nexleows movd giving us close to 1/10 of an inch of rain onto the coastline and heading into the early morning we will see the same trend tomorrow morning. bus winds compared to yesterday . the downed trees and power outages and localized flooding is still a concern. this morning maintenance crews are heading to daly city to take down that tree that fell onto the apartment building . the tree has been there all night long. luckily , nobody was hurt when the tree fell. shawn chitnis , this morning at the apartment building, giving us a look at the damage. good morning. some very lucky people this morning. >> reporter: nicole, so glad that nobody was injured. the crew is here getting the work

done and moving quickly. let's look and show you . the trunk is on its side and the rest of the tree down through a fence and it landed on top of this apartment complex. and one of its buildings. glad to say that does not appear to be any damage. we were told that there might be some impact on the exterior of this building. the crew working to chop it down and clear this seen as quickly as they can. let's go ahead and show you what it looks like a last night. -- what it looked like last night. the situation happened around 10:30 and probably a lot of folks at home at the time and that is why we are so glad that no one was hurt. this is all happening, not far from 280 and the serramonte mall. we are near the intersection of king drive . in daly city.

the crew is doing the work to try to clean this up. it is not clear if it has had an impact on the residents who live inside or the surrounding buildings. we will try to check in with folks in the neighborhood. to emphasize what we have been dealing with over the last 24 hours, the soil is saturated. it is muddy. glad that the sun has come out and hopefully improving conditions and allowing the ground to dry up , since there are so many trees here. nicole, back to. >> it is amazing. you can hear the cleanup crew at work. the weather is very temperamental to the coast. and porter with the santa rosa press democrat went to check out a very choppy bodgea bay and showed us just how windy it got. it was raining so hard up north near see branch it looks

it is a first alert weather day in the bay area. we are dealing with showers moving in from offshore. not nearly as heavy as yesterday's atmospheric river event that we are gearing up for the second atmospheric river this weekend. let's talk about what is going on right now. we are seeing storms building throughout the bay area. light rain near san rafael and concord. heavier conditions near santa clara. here is the thing as we gear up for later today, the winds are a lot lighter compared to yesterday. yesterday we dealt with downed trees and power outages and winds up to 55 miles per hour and that is not the case today. we have hit or miss storms sweep in from offshore. as we gear up for

saturday heading into sunday. sunday is when the next atmospheric river event will make its way inland and that will really impact us as we kick off next week. heavy rain and winds will be the forecast. in the bay and into the sierra, we are dealing with leftovers from yesterday's storm. they are under a winter storm warning. it is thursday and we are thinking ahead. do you want to head up or should i push until next weekend? take a look, they are expecting to get more snow throughout the sierra until sunday getting up to nine inches near twin bridges, 12 near bear valley. i advanced the clock to tuesday and we are talking about 40 inches of snow in those regions. if you are planning on heading up, it will be hectic , especially is the next storm system build this way and all the way into our monday and tuesday forecast of next week. daytime highs today and the bay area are in the upper 50s and lower 60s . it is mild this afternoon. when it comes to temperatures . compared to yesterday the rain is lighter and it is an inconvenience so

take it slow on the roads and give yourself plenty of extra space. we are dealing with a flood watch brought the bay area. localized communities could see localized flooding into the evening tonight. we dry up into saturday afternoon as we gear up for the rain heading into sunday. this just in. elon musk said he looking for immediate shareholder approval to move tesla's registration from delaware to texas. this comes after a delaware court struck down musk's 2018 pay package, worth over $50 billion in stock options. a lawsuit claimed the compensation package was excessive. and unfair since he already owned the largest stake of tesla . texas is where the automaker is headquartered. with the with the market saw this morning. as we head into thursday morning , it looks like in our money watch report, things are in the green. up 201 points. new tech layoffs in the bay area this morning. san francisco based okta plans to cut its workforce by 7%. that eliminates jobs

for about 400 employees. okta specializes in workplace login software. in an email to staff the ceo blames the job cuts on over hiring. walmart is expanding opening more than 150 large format stores over the next five years. most of them will be new but some will be expansion of smaller locations into supercenters. walmart already has more than 4600 stores across the country. in nearly 600 sam's club warehouses. the attorney general's of tennessee and virginia filed a lawsuit against the ncaa, claiming the organization violated federal antitrust laws . this comes after the ncaa began investigating the university of tennessee for potential recruiting violations related to college football's name , image and likeness deals. it is also known as an

il deals. that allows college athletes to get paid to marketing and promos and right now ncaa rules prevent universities or third parties from talking to recruits about their capital an il potential before they commit. the attorney general's say they are trying to protect college athletes. >> everybody else profits off of the college sports industry. without the students , none of that would exist and they get the short end of the stick and we are trying to make sure they are getting of year deal. >> the attorney general of tennessee says he asked the court to put a temporary restraining order on the ncaa to prevent them from enforcing its an il rules. after years of strain on american budgets, some economists say the federal reserve is making them optimistic. meanwhile, a tax break package is moving to congress with fairly strong bipartisan support. amy kelly reports of the latest economic news means for you. >> this is a surprise and it is a delightful surprise. >> reporter: some economists think americans are in for a

personal budget boost. the federal reserve is signaling it could cut interest rates in the near future. that is after months of hikes and yesterday's vote to hold steady. >> we are looking of a continuation of the data. >> reporter: venture jerome powell said the board is feeling confident about inflation, but not too confident. >> he is the fed chair and he needs to be superduper careful. i only need to be somewhat careful and i will say we have had a soft landing. >> reporter: that means reducing the rate of inflation without triggering a recession. >> the question is, how close to the target, to the 2% rate do we really need to get , before the fed feels comfortable cutting rates? >> reporter: cuts probably will not start until after march. rates on some loans are starting to come down already. >> we have already seen mortgage rates come down a little bit , in anticipation of those coming cuts. >> reporter: meanwhile, is $78

quarterback, starting quarterback does and you try to do that at practice you pick up on some stuff and you sort of learn things and add stuff to your toolbox. last year, i don't want to compare myself to patrick mahomes. >> for the "red & gold report", i am vern glenn. >> before the nine or and the chiefs kickoff sunday on super bowl, the wilson factory in a do, ohio, will work day and night to provide the game balls for the big game. for the last 57 years the centerpiece of the most-watched sports event of the year begins here and wilson sporting goods say they have the process down to a science. the factory will send out 108 footballs to each team ahead of the game. the work is not stop. the factory says it will continue to make replica balls for commercial use, after the super bowl lands.
