not one republican should vote for this deal. >> confident we will avoid a catastrophic time. >> the debt ceiling bill heads for a full vote today before barely getting out of committee. the ongoing pushback as the nation heads towards possible default. plus, amanda, a new pledge to ramp up spending on homelessness in san francisco. mayor london breed set to announce her proposed budget plan. what else she's set to include. as we wrap up this week and head into the weekend, we'll start warming up a lot. not only in the south bay, but all throughout the bay area. i'll time that out for you coming up in our first alert forecast. a busy start to 880, reports of a crash near fremont. i'll have details on that coming up in just a few minutes. good morning to you. let's take a live look outside on your wednesday morning. it is 5:00 a.m. you're up bright and early. we have more of a cooler weather pattern for our day today. a lot of what we've been seeing the last couple of days. so what is the weather going to look like? >> today is one of the last mild setups for us. still below

average in the east inland hills where you live near pacifica. once we head into this weekend, we have a very drastic change that we're going to jump to the upper 80s, the lower 90s. it's going to look a lot different just in time for the upcoming weekend. i know we just got out of the weekend, literally yesterday. but here is what we're looking at this morning. a little bit of the haze over the bay bridge right now, still hanging low, but not impacting the surface visibilities by any means. waking up to the low 50s throughout the bay right now. santa rosa, 52 degrees. pockets of fog up there. san jose, 55 there. we'll warm up into the afternoon hours, close to the mid-70s. here is what we're looking at for san francisco. a mild start to the day and a mild finish to the day too. we're only going to be warming up to the low 60s. once again a repeat of yesterday's forecast, very similar to even memorial day too. mild temperatures, weak winds, we'll be seeing beautiful conditions into the afternoon. here we go all the way off into concord. you can see that low starting to rise above the marine layer. those clouds are still floating into the east bay this morning. it will break apart into the

afternoon hours. we'll see plenty of sunshine this afternoon with the daytime highs actually sitting in the low 70s. so a mild start over there. here is that marine layer pulling back into the 9:00 hour. still a little bit dense near livermore. a very similar trend into the north portion of the santa clara valley. but then all the way into lunchtime, beautiful, sunny, mild. we'll have more on this weekend warmup in just a little bit. but for now, over to you, gianna. >> jessica, thank you. i want to get you updated on a two-car crash in san mateo county that happened late last night. all lanes are now open as you travel through this. this is north of bean hollow road. yesterday chp officers shut down the highway after two cars had a head-on collision. now both of those cars ended up in a lagoon near the intersection. two people died in the crash and one passenger was air lifted to stanford itioof right now, police have not said what

caused the crash. right now current traffic conditions stand, it's fairly quiet overall, but we do have one accident to contend with. it's along 880 this morning. if you're headed southbound near fremont boulevard, a couple cars tangled up here. that left lane is blocked until further notice. traffic is certainly starting to get a little bit slow as you head southbound 880, approaching the troubled spot. keep that in mind if you're waking up early, getting ready to take the freeway. overall though pretty quiet throughout the rest of the way. we are seeing brake lights. westbound 205 to 680 is a 40-minute drive right now. amanda? >> gianna, thanks for that. limiting government spending. a vote is expected today on the house floor. republican speaker kevin mccarthy is searching for more gop votes to support the deal he reached with president biden. leaders of the hardline house freedom caucus says it

falls far short of spending cuts they wanted. state lawmakers and transit leaders are calling for a bailout saying federal transit relief is running out. a little over two weeks to approve a new state budget to give them enough funding. allowing transit to fail could have lasting impacts. cutting off seniors, youth, and those of low income. the man accused of killing bob lee has a new defense attorney. paula canny announced she had withdrawn from representing nima momeni. a high-profile attorney who made headlines during the trump administration is taking her place. ast abou the li momeni. >> stuff happens in representing people. it is just like that. >> reporter: nima momeni accused of fatally stabbing tech executive bob lee has split from his defense attorney, paula canny. just before what was suppose to be

his preliminary hearing. >> it is both with great disappointment and relief that i'm here. it is just super messed up situation. >> reporter: it is unclear the reason for the separation, but canny describes it like a divorce with the dispute of a reconcilable differences. >> it is super interesting, but i'm not ever going to tell you. >> reporter: the person filling her shoes is florida based criminal defense attorney saam zanganeh. according to his social media, he's represented clients throughout the u.s. as well as puerto rico and the u.s. virgin islands. he also says he is 100% persian. something legal experts say is appealing to momeni and his family. photos and videos on his instagram highlight famous clients he has defended including rapper kodak black and mma fighter, former basketball star lamar odom. zanganeh will be taking over a case with a mountain of evidence to dig through including recent court filings that shows still images from

surveillance at the millennium tower. the picture shows him meeting a man believed to be zanganeh. they paint a picture of a lawyer who does not shy away from a fight. he's had tough words for prosecutors. >> how do prosecutors sleep at night when they put away innocent people? i've got to tell you, it happens all the time. >> reporter: zanganeh has maintained momeni is not guilty. but he may not have made the best decision by switching lawyers. >> how do i go to sleep at night? the best pillow is a good conscience, a clean conscience. that's how i try to live my life. well today, san francisco mayor london breed is expected to announce a budget th outlin the cke io theakdown et plan, knwill b spending on the city's homeless crisis. the mayor has a five-year goal to cut homelessness in half. the city already has a new team working to help people living on the streets. her proposed budget would create 600 new shelter beds next year. she would like

to keep open more than 500 beds that were paid for by covid emergency money that has run out. now she also plans to expand new housing and services to prevent people from becoming homeless. to make sure money doesn't just sit there unused. the mayor is introducing an ordinance to give the board of supervisors more flexibility on how to spend existing homeless funds. >> people are tired of excuses. they're tired of bureaucracy. i'm tired of it. i want to see results. and that is why we've had to make some very hard, also very controversial challenging decisions in order to get to that place. >> and so let's get back to the new team i mentioned earlier. it's a specialized team of outreach workers, who already are hitting the streets of san francisco to respond to some of those homeless calls. this group is called heart, an expansion of the urban alchemy non-profit. now they offer emergency help with things like clothing, food, and wheelchairs, and try to link

shoplifter. suspected getaway drivers were arrested. >> my son was only 26. he didn't even see the gun. he didn't have any idea. he was doing his job and it was over. he was back in the store safe. this woman came back for him. >> reporter: blake's mom, lori mohs jerks back tears. her son was killed at this pleasanton store. in that time the family said pamela price never reached out. it was only after consistent outreach on their part that a d.a. assigned to the case responded. >> the phone call was that pamela price was not going to meet with us. and we discussed my corners about the charges. >> reporter: we were told price had a full schedule until june.

and we also learned both suspects are felons. >> she is facing murder charges, which means five years. it's not robbery, it's not intent to rob. and there are no special circumstances or enhancements being added at all. and we were told by the d.a. that it is on her case that we should expect none because it is the policy of pamela price. it doesn't make any logical sense in my heart or anything. >> reporter: blake was set to get married in august. he was active with the boy scout his entire life. >> he talked about guns being pulled on him. he talked about the mass amounts of shoplifting. it was in pleasanton and every store. he worked all around alameda county. >> reporter: since price was elected in november, denouncing tough sentencing, several long-time prosecutors have left

her office, facing intense scrutiny for doing away with most enhancements under her leadership. >> she is not allowing us to grieve. that's the reality. she's got us so focused and stuck on fighting for justice that we don't get to process any of the emotions. we don't get to process what christmas looks like. >> and so this one is really special just because. >> reporter: lorie showed us their last family photo. >> and his hugs. they were the best place to be. i could really use one of those. >> we reached out to the d.a.'s office for comment shortly after business hours. while we did not get a reply last night, in the past the d.a.'s office has declined on-camera interviews about other cases. as the earth's ice melts and sea levels rise, cities along the coast are considering ways to combat the rising water. but the new government

study predicts many of our state's most iconic beaches are in danger of disappearing. some of those coastal towns are seeing those affects. >> reporter: we have been warned for years about the affects of sea level rise. it is happening here in santa cruz. but the new study uses satellite imagery to predict the likely impacts on beaches and communities along the entire california coastline. as he takes one of his regular walks along the coastline, pat terrault says the evidence of climate change is there for everyone to see. >> it's a little more severe than it was in previous years. yeah, i can see people are going to have to start worrying a little bit more about what's going on. >> reporter: west cliff drive was battered by a massive storm on january 5. uc santa cruz earth sciences professor, gary griggs, says 27-foot waves rose up over the cliffs, flooding the street and eroding the natural sea wall. >> west cliff drive here in

santa cruz was hammered. i've been here for 55 years. i've never seen anything like that here. >> reporter: for years, the city has been placing giant boulders to try to stave off nature's on slot. but a new study from the u.s. geological survey says places like west cliff drive are probably doomed. researchers used 20 years of satellite images of ocean beach in san francisco to form models of what would happen if the sea rises from half a meter to three meters in ight. the study concludes that by 2100, the model estimates that 25 to 70% of california's beaches may become completely eroded due to sea level rise of .5 to 3 meters respectfully. that includes some of the state's most iconic beaches like stinson, santa monica, newport beach, and moral bay. in san francisco, the green lines shows how far the coastline may push into the city at ocean beach. >> the writing is on the wall.

climate is going to continue to change. it's getting warmer. we haven't done too much to slow it down. so it is giving us sort of a warning flag. we keep is what's going to happen. >> reporter: griggs says during the last ice age, the coastline was 10 miles farther out. as the earth's ice continues to melt, there is not much we can do to stop it. building sea walls will work for a while, but the blocked water will inundate all the beaches and eventually even that will be no match for the power of the ocean. >> the long-term solution is whatever we call it, it's managed retreat, e are alignment, stepping back. >> reporter: pat terrault wonders if the people on west cliff drive are already getting that message. >> i see one house is for sale down there and it wasn't for sale before, so i'm wondering if they're getting out because of the climate, the erosion and stuff. >> reporter: eventually california communities will have to offer up more land to the sea. especially if they ever want their grandchildren to be able to play at the beach. >> okay, so the year 2100 may

seem like a long way off. but the national oceanic and atmospheric administration says the west coast could see a sea level rise of eight inches in the next 25 years. so that could have a profound impact on seaside communities like santa cruz. so speaking of weather, let's check out what we're going to be seeing today outside for us here. in the year 2023. and what we're going to experience today. >> mild once again today. how was your drive in this morning? >> it was still fine. yeah, it was good. but it felt chilly outside this morning though when i was taking the dog out. >> still the case in the east bay. that will be the morning all throughout the bay area, all waking up to the 50s right now. a mild start with not that much of a warm up into the afternoon you are hoes. we are kind of used to this after coming out of memorial day weekend. a live look from mount diablo. still floating its way in. those clouds will hang low for a little bit longer. there is actually some poor visibility in certain pockets of the bay right now, closer to fremont and pleasanton. notice how i advance the clock into

the 8:00 hour, that's when they start to improve. surface level probabilities, great. all throughout the bay area, even at the golden gate bridge too. so a mild start to the morning and a mild afternoon ahead of us. daytime highs today still in the low 70s near concord. even all the way down into pleasanton. our trouble spot right now, antioch, brentwood, all those areas near fairfield. we'll start seeing a major warm up right around the corner. i'll tell you more about that in a second. but the weather today is perfect. they went on a walk yesterday, stunning, stunning blue skies, just over near concord. it's a great day today to actually take the pups that. expect the 60s in that local area. we have low pressure keeping us cool for now, but that's what's happening as we head into the weekend. high pressure starts to ridge their way in. what does that do for us? one, it dries us out, seeing sunny skies throughout the weekend's forecast. but two, it is also going to bring in a lot warmer temperatures. so the daytime highs will start to rise. that leaves us with a beautiful forecast if you want to head out to the wine country this weekend. sitting in the low 80s with plenty of sunshine up

the house will face their first test. the vote on the agreement to suspend the nation's borrowing limit. they will oppose the bill creating uncertainty ahead of this vote within days of the country possibly going into default. jared hill is live for us in new york with more on what's going on here. what are the next steps? i mean this is

pretty urgent? >> reporter: yes, so it will be debate, debate, debate today and then a likely vote within the house to raise this debt ceiling. definitely turning out to be a major test of speaker kevin mccarthy's grip on the gop with some cracks that are starting to show in the republican support for this deal that he brokered to raise the debt ceiling. take a look. in just hours, the debt ceiling deal brokered bit republican house speaker kevin mccarthy and biden will finally get a vote on the house floor. >> the more that people will read in this bill, the more they find in terms of real conservative victories. >> reporter: last night a group of gop house lawmakers made a last sales pitch for the bill. after it barely made it out of the rules committee. >> seven yays, six nays. >> reporter: tighter restrictions on the food stamps and the energy reform. but the growing number of house

republicans have threatened to vote no. arguing the bill doesn't go far enough to rain in federal spending. >> not one republican should vote for this deal. it is a bad deal. >> reporter: the top house democrats is also facing concerns from progressive members of his caucus. he says he is holding speaker mccarthy to his promise to deliver 150 votes. >> we urge them to pass the bill to send it to the desk. >> reporter: janet yellen says the u.s. will run out of money by june 5 if the debt limit is not raised or suspended. if it passes, they still got to make their way through the senate. with all the procedural steps that it will have to take, that could end up taking us to the wire on the deadline, excuse me, june 5, which is when they say this could lead to default.

>> that is just days away. and they're not happy with what he's putting up with the deal. >> yeah. >> could that actually happen? >> reporter: so one of the contingencies honestly of speaker mccarthy winning. it was that he made it so that any one member of the house could bring up his name to dismiss them before they needed more members to do that. we've had a couple of those conservative republicans saying he didn't negotiate properly. the question is whether or not we will get to that point or if this is just, you know, some thing from some members of the house. >> professional language from the senators there. we'll see how that goes. jared, thank you so much. we'll talk to you

visibility setup too. we have trouble spots this morning and it is pleasanton and fremont as we advance the clock into that 8:00 hour. that's when they slowly start to improve. sunnier conditions there, but keep in mind it is still pretty cool this morning allowing for it to float there. that's going to allow for warm weather on the way with the temperatures jump to the 80s in the santa clara valley. i'll show you that coming up within the next 15 minutes. for now over to you, gianna. how are the roads? >> getting a little busy out there especially those making a ride along the fremont area. there is a crash on 880 still blocking the left lane. southbound 880, looks like traffic is still slow. getting a o the milpitas you're commuting out of fremont, you will certainly see the brake lights as you head through there. travel times looking good on highway 480 and 101, but not so much for that ride

through the altamonte pass. yet things are busy. tracey getting into 580 towards the dublin interchange. that's getting crowded as well. amanda? >> gianna, thanks so much. a look at our top stories now, it's 5:35. new details are emerging from the stabbing of the san francisco chinatown bakery. we're learning the suspect was actually out on parole. 61-year-old fook was booked into jail on burglary charges monday. he's accused of stabbing a worker at aa bakery. police say he stabbed the woman in the back and the neck. the worker had only been on the job for a few days. she's currently in the hospital recovering. theranos founder, elizabeth holmes, now spending her first day at a federal prison camp in bryan, texas, where she could spend the next 11 years. that verdict was more than a year ago when a jury found her guilty of fraud and conspiracy, and her failed blood testing start-up. it's possible holmes could leave prison early with

good behavior. she's currently also appealing to have her conviction tossed altogether. the carter center has announced former first lady rosalyn carter has dementia. that's a look at your top stories. justin? amanda, it's the end of the school year and here for most students. summer breaks will soon start. the data reveals only 3.9% are black public schoolteachers. meanwhile black students make up about 5.4% in the state of enrollment. well data shows some arscare y sentl black teachers too. about 21%

here at oakland unified. about 5.3% within san francisco unified. about 2.3% in san jose. so statewide, black male teachers only make up 1.2% of the numbers here. a shockingly low statistic. i met one teacher who said we need to strive for a passing grade when it comes to equity and education. he shares with me what he's doing every single day in the classroom to make that happen. >> reporter: in school hallways or hubs of connection for the students and teachers. >> into the classes. >> reporter: you can call the classroom the background of change. at the foreground? >> x plus two. >> is the high school math teacher vernon johnson. he's been teaching for almost 16 years. the last three? here at san francisco college prep. >> they see that you're black and they're like okay, that's kind of cool. he's a math teacher. okay, that's different. i don't really like math, but i like him.

>> reporter: johnson grew up in detroit where most of his teachers, they look like him. he's one of three black male teachers, knowing they are underrepresented. >> the bonding is crucial. if they don't like you, they won't do any work whatsoever. >> reporter: it's a bond darian warren will never forget. >> it felt good and it felt like i could finally be represented. like you said, we don't have too many people of color or men of color representing us. to have somebody be my educator, it really helped me. >> reporter: he says he has been more successful academically because of mr. johnson and feels like he could connect with him even outside of the classroom. >> he was a really supportive

teacher. if anybody needed help, he would help. we just work really well together. i feel like he has great chemistry with a lot of his students including me. >> reporter: they support darian. they find when they share the same ethnicity with teachers, students are more likely to enroll in college. other studies suggest it also enhances the skills beyond the school doors. >> giving them a good role model. for the people of color in general, they love me. they come to me and they talk to me and they tell me all their issues. >> reporter: for the person who knows their numbers. >> actually it's not numbers. more like being able to solve problems. >> reporter: this equation can only be solved as teachers like mr. johnson is one of the answers. >> all right, some school districts are adopting the teacher pipeline program, targeting the black teachers, while also make efforts to retain the teachers they already have. san francisco

welcome back. the federal appeal's court decided to shield the family from current and future lawsuits over their role in fueling the opioid epidemic in the u.s. and this is an exchange for their immunity. they will personally pay out $6 billion to help fight the ongoing opioid epidemic and give control of the company. that money will go towards settling thousands of legal claims brought by the victims, survivors, and the statement governments. the company will also fund treatment and other programs to fight addiction. a lot of tech companies are cost cutting mode and google following suit right here. they've decided to shed 1.4

million square feet of office space. the tech giant is subletting seven properties, they previously leased in sunnyvale and mountainview. we reached out to google for comment. and no word back just yet. a word in with meteorologist jessica burch on what we'll be looking at today. >> still mild across the bay area. we're below average, pretty much everywhere, anywhere in the inland east bay into the heart of san francisco. but heading into the next couple of days into the weekend even, high pressure will start ridging its way in. it will warm us up a lot. talking about the upper 80s and the lower 90s potentially. as early as saturday. i know that's hard to believe when we are still waking up. but here is the live look at the golden gate bridge. notice how the winds are light and that breeze is not seeing too much. the onshore flow gets a lot stronger up to 20 miles per hour wind gusts just in san francisco by noon. this is our lunchtime forecast. here we go into the 4:00 hour, stays consistent even off into the east inland areas too. just be prepared for that. a little breezy as we're heading home from work today. heading into the afternoon hours too around

2:00, 3:00 today. we are topping off in the low 70s near napa. upper 60s near fremont. this is about 5 to 10 degrees below average, which is the trend for us all week long. we do have changes in the forecast. the reason why it's been cool, the area of low pressure to circulate the moisture from offshore, keeping the marine layer strong and also keeping that onshore flow consistent. here is what happens as we immediate the weekend. high pressure starts to ridge it way in. that changes the direction of the wind and also gives us the sunnier skies. it dries us out nicely just in time for the weekend. so these 70s that we're seeing right now in santa clara valley will jump to the 80s. as for san francisco, it's not that drastic along the coast. low 60s will hit the upper 60s. but looking at the next 8 to 14 days, we are still in the mid region above normal weather or above normal temperatures just to the north of us, below normal temperatures just to the south. but we are kind of in this hybrid section and that mid-section in san francisco and all throughout bay area, where the temperatures are going to remain mild once we head into next week. so that high pressure system will move

their way in and that is what it looks like on the seven-day forecast. upper 60s in san francisco. and just by saturday, where we really see the change though. it's the inland areas as always. we are talking about the upper 80s, potentially the low 90s, heading into sunday. then we start averaging out, that's where we will see these partly cloudy skies turn into next week's forecast. but beautiful nonetheless. we are talking about dry weather all weekend long and even into next week. so besides the fact we're warming up just a little bit into the weekend, it is still looking gorgeous. and over to you. >> it looks like it will be a nice weekend. all right, a look at the freeways right now, it's a little busy as you're working your way towards the bay bridge this morning. if you're headed 580 westbound maybe, making your way into the maze. that's what they're doing right now. just passed some flashing lights with some instruction there off the side. it doesn't look like it sayfecting the main line of the freeway at all. but starting to seat extra volume here. if you're connecting from 580 over to 80

towards the bay bridge. this portion is actually looking pretty good. it looks like the lights will be turned on within the next couple of minutes. we'll start seeing the backup there if not sooner than later. take a look at the maps elsewhere if you're headed southbound 880. this is really the hot spot this morning with a lot of break lights and they're building because of the crash blocking at least one lane near that fremont street exit. and it is backed up all the way towards 84. right at the bridge. if you're headed into fremont. make your way into milpitas this morning. you'll see a lot of brake lights this morning. stick with 880, looking a lot better there as you're trying to go down towards the lights, it looks like they're on it, heading into the city. and well if you want to avoid bart and the traffic one option to cross the bay. wilson walker has more on the proposal and the large price tag that they will take to make it happen. >> and we are ecstatic actually. we would love to see something positive happen here

on the marina. >> reporter: this end of the berkeley marina has not seen much positive news or traffic since the crumbling pier was closed in 2015. but now a second life for the structure appears to be on the way. >> we're excited for progress on this service. we've heard from a lot of folks throughout the east bay, you know, the i-80 corridor and the bay bridge. some of the most congested freeways in the nation. >> reporter: sf bay ferry would operate out of a rebuilt pier with the new sweeping break. the sword is what the design is now being called. the upgrades and new infrastructure would take an estimated $120 million. but that money is now starting to line up and the ferry service says demand will be there. >> it will be a fairly short ferry drive as opposed to sitting through i-80, through the toll plaza.

>> reporter: like bart trains, they've seen riderships drop since the pandemic. while traffic on the freeways have climbed closer to pre-pandemic numbers. >> all transit operators are dealing with things, different scenarios, different situations. we have been fortunate enough to rely on a lot of recreational ridership. >> reporter: the expectation by the time more funding is secured and construction gets underway, there will be even greater appetite for more options. the old pier's time may come around again. >> i grew up here in the bay area and took the ferry. so i really want to see it restart and make it happen again. >> reporter: it would not just be the new ferry service. the plans includes taking this parking lot and having it double as an event space with an amphitheater right here on the bay. they want to bring some life back into the old look and that restaurant space vacated back in 2018. all of this will need more money, but

even more fire anxiety after state farm said it will no longer insure new customers in our state. katie nielsen tells us homeowners living in fire prone areas are now wondering if they will be next to lose their insurance. >> reporter: state farm made the announcement late friday night. customers who already have policies will not see those canceled, but homeowners worry this could start a trend and other insurance companies could follow suit. >> at some point what do you do? do you say i have to move because i can't get insurance in i don't know, that's an interesting thought. >> reporter: since up until recently, homeowners insurance wasn't an issue. now her neighbor's policies, they are being canceled. she's worried she and her husband could be next. >> we just pay our bill and keep going. >> reporter: state farm is the largest insurer in california announcing late friday it will not take any new application for homeowners insurance due th

>> reporter: mike morgan is a second generation insurance agent at gene morgan insurance agent. gene was his father. the company has been in business in livermore for more than 70 years. >> state farm leaving is going to cause a definite problem for insurance availability for homes. and it is very possible that other companies have followed suit. >> reporter: after the oakland hills fire, it became increasingly more difficult and expensive to get homeowners insurance. and after the devastating wildfire in santa rosa and other parts of the north bay in 2018, other areas that don't seem obviously fire prone, are experiencing similar insurance issues. he says it is now harder to get policies in places like orinda and lafayette, parts of walnut creek, concord, martinez, area even areas of pleasanton and livermore. >> the potential for significant increases of premium are there. they're real. >> reporter: he says in some cases, they've seen the annual

homeowners insurance rate go up by as much as 400 to 800%. the problem that could get worse bauds less competition means even higher rates. >> we would have to pay the bill because we want to have fire insurance. we want to make sure our house is covered. so we would have to pay and it could be something significant for us, definitely. >> reporter: the fair plan is still an option for homeowners who cannot find insurance on the private market. but the insurance experts, they note that the fair plan, they only cover the fire damage, so those homeowners, they would still have to get another policy to protect them from things like water damage or theft. >> making things complicated. so we reached out to the commissioner's office for comment. in a statement they said the factors driving state farm's decision are beyond our control. while insurance companies prioritize their short-term financial goals, the long-term goal of the department of insurance is protecting consumers. one common way to reduce
