we don't have time because there e people dying a day from overdose. good morning. it is friday february 17. on kpix news, a new drug creeping into bay area streets. a man who pulled himself out of addiction shares with us why this drug is so dangerous. oakland police chief reveals next possible move. reaction pouring in from a very divided community. why one lawmaker is trying to bring to the community.

>> hopefully you have plans made and you leave early to give yourself time. current traffic conditions are getting busy out there. happy friday. we will get right to our top stories. the suspect in last year's san francisco house explosion will be back in court for arraignment. 53-year-old darren price did not enter a plea during initial court appearance. we were not allowed to show his face. prosecutors say a dryer y s butane from an illegal drug lab inside the home. his wife 51-year-old rita price died in the explosion and fire in the sun set district. five former memphis police officers set to be arraigned for involvement in the death of tyre nichols last month. they're facing seven charges including second degree murder and aggravated assault.

nichols was repeated punched and kicked during a traffic stop and he died three days later. president biden directing his team to develop sharper rules about when to shoot down unidentified projects over the country. the three objects earlier this month were not related to china's surveillance program. they were likely from private companies or research institutions. a lot of questions about all the balloons that are popping up all over the place. some are saying they could be weather balloons. >> all the national weather services do two balloons a day. so it could be that. let's take a quick look outside real fast this morning. a mixture of sun and clouds today but we can see the moon in the distance. if you check it out, it is a beautiful sight. mild conditions today. right now we are in the 30s and 40s throughout the bay area. that's significantly warmer than yesterday. no freeze warnings this morning and no frost

advisories. afternoon daytime highs today are expected to hit upper 50s and lower 60s. it is president's day weekend. we have upper 60s in inland areas monday and cooler temperatures along the coast and the bay. after president's day, a big change is on its way. climate prediction center showing the next 8 to 14 days we will see a big change along the california coastline even in the oregon and washington borders with wetter than normal conditions also. i will break down why that's happening and what you can expect. after president's day, i am talking the day after, we will be seeing windier conditions, cooler temperatures, 40s, rain. i am chilly just thinking about it. >> me too. we'll enjoy this while we can because it will be nice this weekend. that's good. but changes are coming. getting a look at the roadways, if you want to make the trek across the bay bridge, now is the time to do that. it's safe to say it is friday

light. sometimes i hate saying that because i don't want to jinx anything. but it looks good. most bay area bridges look pretty quiet. a live look at the golden gate, everything is moving nicely through as is san mateo bridge. it is getting crowded on the west bound side, right hand side of the screen for those heading to 101. it is calm before the storm as far as traffic conditions. it is get away friday. a lot of people are expected to head out of town. if you are hitting the roads leaving after 2:00 at least until 8:00 tonight, those will be the busiest times. east bound 80 commute, a lot of people heading to the snow for ski week. give yourself extra time and plan ahead. in san francisco, a new drug is showing up on city streets. it's a horse tranquilizer with horrific side effects. officials are sounding the alarm. we have learned the san

francisco health department found traces of xylazine in bodies of four people who died of drug overdoses. it is not an opioid and commonly mixed with illicit drugs like fentanyl and heroine. >> effects are disturbing, can cause necrotic ulcers that spread and depress your system. we talked to a man able to lift himself out of a fentanyl addiction. >> reporter: xylazine is a vet tranquilizer most commonly known on the streets as tranq. most people don't know they're using it. tom wolfe's addiction spiraled out of control after hooked on oxycodone after a foot surgery. within months this father and husband ended up calling the streets of san francisco his home. >> basically offered an ultimatum at a certain point

by her to go to rehab or leave the home. i chose to leave the home. addiction won at that point and i ended up homeless on the street. >> reporter: he is trying to lift others out of addiction knowing the next high could lead to death. >> i don't want to just say just say no because that's from the '80s. right now all i will say is the illicit drug supply or drugs you biot street are not safe. >> reporter: the reason, drugs are being mixed to make them more potent. >> you wouldn't think you need to add to fentanyl it is so powerful itself. but what drug users are doing is adding xylazine to fentanyl and cocaine and heroine, but mostly fentanyl, tonhancer sustain thhigh ty can get. >> reporter: the executive director of national coalition against prescription drug abuse, she lost her son to an overdose. what makes street drugs so deadly is users don't know

exactly what they're getting. >> imagine if you had a gun that had a chamber to hold ten bullets and you had put eight bullets in and you spin it. that's what it is when you use fentanyl. there is eight in ten chance if you use cocaine, meth or something like that, it is laced with fentanyl and you can die. >> reporter: now it may not just be fentanyl. there are signs xylazine is seeping into the market. you can walk out and smell the rotting flesh. it's awful. >> it's been prominent in the east coast especially pennsylvania where it is estimated tranq is in 90% of philadelphia dope supply. many don't know it's in the meth or fentanyl they're using until they start to see their skin decompose. >> this is like how it's healed. it just heals like a burn. this was like all open. >> reporter: melanie is a recovering addict and didn't

know her drugs were laced with xylazine. >> i came here because this was the easiest most convenient open air drug market. it was 15 minutes from where i was raised. >> reporter: according to san francisco department of public health, it was the first time the city found traces of xylazine after doing tests on four overdose victims last month. there have been no reports of skin wounds caused by the drug yet in the city. but some are concerned tranq will be prevalent in the drug supply on the streets. >> we don't have time because there are two people dying a day from overdose. we are really stuck in a quagmire of what to do. >> a study in june found xylazine in 36 states. fda issued a nationwide alert to doctors. because tranq is not an opioid, it does not respond to narcan which is used to reverse fentanyl overdoses. this week, fda panel

on the bay area beat, a missing 2-year-old girl was found safe with relatives at a home in oakland. police are still looking for the suspect. her noncustodian mother crystal mendes, she has ties to tenderloin district in san francisco. they add she's a heavy drug user and has a tattoo reading dante on her neck. mendes was last seen in a white hooded jacket, black skinny jeans with ripped knees and dark sneakers. she's 5'1", 150 pounds with long brown hair and brown eyes. we e seeing aftermath from last month's atmospheric rivers. damage from the storms was so

bad, state parks have to tear down the damaged pier at aptos. public ceremonial farewell will be this saturday from noon to 2:00. first alert meteorologist jessica burch is here. it's a holiday weekend, so i am sure people will be headed to the slopes and snow. >> what do you mean y'all say? do you not ski? >> i do but i am from the west. >> i see. take a look at this, daytime highs today in the upper 50s, lower 60s. into our president's day weekend, things are going to warm up more. we are expecting upper 60s by monday for inland areas, mid 60s close to the bay, even cooler along the peninsula.

sierra tahoe area, upper 40s, lower 50s all weekend. we have a big change on the way. the yellow and orange indicates warmer air. that area of low pressure right here is what we will be dealing with into this next couple days. we are dealing with a warm weekend thanks to warm air from the south. heading into next week, we have a huge dip of low pressure pushing from the north. it will bring in cold air from the seattle area all the way to the oregon area and even our coastline too. that's why the national weather service and climate prediction center is saying we will rmalditifo temperatures and wetter alcoions we are not ng ent'y huge shift in temperatures. we will see cooler temperatures, windier conditions, even rain on the way for our micro climate.

enjoy the weekend for what it is worth. we have changes on the way. >> thank you. let's look at the roadways. if you are up early hitting our freeways, it's pretty good for the most part. we are not seeing a lot of headaches on the roads. a live look from mobile 5 cruising along 880 north and even south bound looks decent. if you are headed towards san mateo bridge, everything is quiet in and around that area, even on the bridge itself. i like to say this is the calm before the storm because it is get away friday. a lot of people are expected to hit the roadways especially later today for the long holiday weekend. i want to show you things to think about. expect busy conditions from 2:00 to 8:00 today. check roads if you are headed to the snow, like 50 and 80 for chain requirements. everything is looking good. if you are going to come home, the busiest traffic is sunday afternoon. if you wait until monday morning and lerlu will probably yourself time on

roads. san mateo looks good. bay bridge looks good. golden gate bridge looks good. if you are on any major freeways, everything is pretty quiet. everything will change if you plan on taking bart. we've got a couple things to look for. there are weekend repairs happening for bart that will affect station closures for rock bridge and lafayette, so plan ahead. bus bridges will be in place but expect delays system wide for about 30 minutes at least. so definitely if you are taking bart in east bay, these are the stations that will be closed, so plan ahead. 6:17. next, we'll show you why one bay area lawmaker is trying to bring amsterdam-style cannabis coffee to california. keeping up with kim kardashian, a bay "the doctor will see you now." but do they really? do they see that crick in your neck? that ache in your heart?

area cafe and ordering lunch with a joint on the side. that could be reality soon. a new bill looking to legalize cannabis cafes. a local dispensary wants the bill to pass and why some lawmakers think it could be what the state needs to do in order to help the cannabis industry. >> reporter: for the last three years, dracari donaldson has walked past vacant store envisioned all the th hethspace. >> a neighbor cafe n both enjoy that they purchase at my location as well as a coffee or a muffin or even just nice music. >> reporter: he can't open a cafe like that because under current california law, dispensaries aren't allowed to sell food or drinks. >> it was rolled out as a

medicine first which is great. i am happy that worked out. at the same time what was stripped from it was culture behind cannabis. >> reporter: that loss of culture is one of the reasons dracari believes the industry is struggling so much. his shop is no exception. >> i think across the board, revenue is probably down about 20%. >> reporter: a local assembly member is hoping to change that. he has introduced a bill that would end ban on food and drinks allowing dispensaries to open cafes. >> we see from places around the world like amsterdam that people will come to a cafe, smoke cannabfeor consume it however when do, eat, coffee, sandwich, and that will create thousands of jobs, bring people from all over the country and the world and be a huge boost to tourism and hospitality. >> several california cities

including san francisco are already on board with the idea. however, that doesn't mean there hasn't been push back. >> some people are concerned this is promoting drug use at a time when we really have a serious problem with drugs in our state. >> reporter: the assembly member says that problem stems from illegal drugs, not recreational marijuana use. he believes cannabis cafes will promote safe consumption and boost tourism. customers at dracari's shop agree. >> i think if there are solid yelp reviews on food and i got good feedback. >> reporter: he told me he is all for it. opening a cafe would boost revenue and he believes it would bring back some of the culture that's lost. >> create that sense of community by bringing people together through entertainment, food, and another way to socialize. >> reporter: of course that

amid growing calls from s more transparency, president biden held first news conference about the unidentified objects shot down over the weekend. he gave information about what the three objects may be. jarred hill is live from new york with the latest. good morning. >> reporter: president biden reiterated what officials have been saying for a couple days, that the objects were most likely harmless stuff in the sky. essentially it acknowledged that u.s. went with a shoot first, ask questions layer

approach, reaction to china's suspected spy balloon. now he wants protocol to decide when and how to act. president biden says the three objects shot down this past weekend, the ones over alaska, canada, michigan are likely not tied to chinese spy balloon a u.s. fighter jet took down nearly two weeks ago. >> intelligence coy' balloons tied to private companies, recreation, research institutions, studied weather or conducting other scientific research. >> reporter: his administration will establish new protocols for when such objects should be shot down. that will be shared with congress privately. >> i am directing my team to come back with sharper rules for how we will deal with these moving forward. >> reporter: there have been growing calls for the president to address the shoot downs. some say he should have done it sooner. >> this administration has a

biden administration plans to let the policy expire as well. international terminal on the jfk airport remains closed due to electrical problems. outages began yesterday with electrical panel failure and small fire. now other terminals are being used to accommodate as many planes as possible. port authority says it may use generators to get the terminal up and running. this could have a ripple effect on west coast air travel. sfo is reporting 24 delays and eight cancellations. oakland airport has seven delays and no cancellations. >> right before the holiday weekend too. >> a lot of people are trying to get going. jfk is a hub for so much travel and international as well. they're using airports nearby to bring to people too. it's a mess. >> have you been to new york?

it's a headache to get to jfk, to newark. >> it's not easy. if you are traveling this weekend like gianna says, pack your patience. here is the good news. into this weekend at least in the bay area, the best coast by the way, we will be dealing with sunny skies, upper 60s. no complaints in california by any means. taking a look at what's going on, it's partly cloudy, not as chilly as the past days. we are not dealing with frost warnings or freeze advisories. into the afternoon we are expecting high clouds but not a lot of activity into the holiday weekend. we will warm up more, seeing partly cloudy skies already this morning, 40s and 30s throughout the bay area. today we are expecting upper 50s lower 60s throughout the bay with a gradual warming trend day by day into saturday and sunday. if you want to head to lake tahoe, beautiful conditions. they're expecting upper 40s, lower 50s. it is quite the change on the

way. we'll talk more about that in the full forecast in a bit. for now, how are the roads? it's going to be crazy later. but for now it is all green. that is what we like for the morning commute. we don't want red like my jacket because that means it is not good on the freeways. later on it will be extra busy, a lot of people getting out of town for the holiday weekend. it is kind of the calm before the storm. plan ahead and give yourself extra time. if you can leave before 2:00, you will be better off on major routes mostly including 80 because that's the one everybody takes to head to tahoe. check conditions before you head out. right now it is not bad. it is safe to say it is friday light for the most part. we are not seeing brake lights south 880 on to 92, looks clear with easy ride towards 101. travel times reflect that. 34 minutes for altamont pass

it's a chilly start to the morning. let me let you know it is a lot warmer than yesterday. this is our 24 hour change. all the numbers show a positive direction from where we were yesterday at this time. we are ten degrees warmer now in napa than yesterday at 6:51. same trend even near santa rosa too. daytime highs will average. we are in the 60s throughout the bay area, cooler for our friends in concord. as we look at the rest of the bay we are hand in hand, all in the 60s with exception of the coast. we are sticking in the upper 50s even heading into president's day. just along the coast though. look at the difference we'll see in inland areas. it will be close to 70s in the tri valley area, near napa and sonoma, even all the ti about expected in the next 8 to 14
