i'm michelle griego. how is everyone? it's monday. >> happy monday. >> we had a good weekend. it was a windy weekend and we will be like that today, tomorrow and wednesday. here is a live look over the city and you can see it is pretty far out with twinkling lights toward the downtown. we are warming up and tomorrow will be the hottest day of the weekend will be warm through wednesday with temperatures dropping then. i will let you know how hot your neighborhood will be today. some slowdowns on the 101 through palo alto due to caltrans finishing up road work until about 6:00. three of the four lanes closed with only one lane getting by between the expressway and

university. if you are going that way, plan for slow downs. use el camino or 280, great and at the limit. we are tracking crowds on westbound 580 through the altamont pass and we are in the green as far as travel times, just under 25 minutes between 205 and 680. please investigate a kidnapping that ended it in the fiery crash in emeryville. one of the suspects is dead and it started in the tenderloin neighborhood in san francisco. how did the victim escape? more from maria medina. >> reporter: the driver was rescued by good samaritans who cut a seat belt before the flames engulfed his car. >> i had to use a knife. >> reporter: they tried to free the woman but the inferno was too in tents. she died minutes after the car slammed into a light pole.

the pair in the burned car were suspects in a kidnapping and police that it happened in the tenderloin just one half hour before. investigators said the man and woman grabbed the victim and through her in the trunk. >> she was able to get out by using the emergency release lever. that's how she escaped the kidnapping. >> reporter: the car was spotted on eastbound 80 and police followed it and did not turn on lights and sirens and it did not turn into a high- speed chase. it stopped when the suspect collided with a chrysler, spun out and hit a light pole. so many unanswered questions how this kidnapping happened in broad daylight and turn deadly for one of the suspects. the victim is in fair condition and the driver in critical condition. police are not releasing identities or saying if the victim knew the alleged attackers. maria medina, kpix5. >> police said the kidnapping

victim is in fair condition and they aren't saying whether she knew the alleged attackers. supervisor london breed is ahead in the mayoral race in san francisco. thousands of ballots have yet to be counted and here is how andrea nakano will break down the numbers. >> reporter: london breed has 103,388 votes, 50.38% of the vote and mark leno comes in with 101,808 votes, 49.62% of the vote. with that said, it's too soon to declare a winner. john artz, director of election votes to count and the mayor's race and because it comes down to ballots needing handling, the counting process has slowed down. there is a lot more work before declaring a winner. >> we go step-by-step with the process and make sure all the cards are accounted and then we

move through the process and we send the results to the board and they will declare the results of the election. after the board declares, whoever has the most votes will be taking office at that time. >> reporter: the elections department hopes to have the process wrapped up at least by the end of the month but there is a hard deadline put out by the state, july 5. reporting in san francisco, andrea nakano. >> the campaign team for breed feels confident about the slight breed and the campaign manager said it is not over, yet. >> we've made progress over the past five days and we still have a long road ahead of us. >> we're cautiously optimistic. there are still about 25,000 ballots left to count and we feel hopeful at this point. >> the elections department has until july 5 to officially declare a winner.

as melissa caen explains, london breed likely picked up last minute voters. >> reporter: this group tends to be younger and they tend to be more diverse and they tend to be more politically to the left. we have a complicating factor, in that london breed, while a more moderate candidate, also is a minority, a woman and has a very compelling story of her life of growing up in poverty in san francisco and working her way up to being the president and board supervisor and then, this group of late voters may be finding their loyalties pulled in two different directions, toward a more progressive candidate or the more moderate candidate with the really compelling life story and perspective. >> there are nearly 500,000 registered voters in san francisco and the turnout for the election was at 43%. one more day until the golden state warrior celebrate their latest nba championship

with a parade through oakland. organizers are putting up barricades and fans are advised to use public transit because all of the road closures are going on and there will be more details on the parade service plans from bart later this morning. the parade kicks off at 11:00 tomorrow at 11th and broadway and ramps up at oak and 13th. the city of oakland said 1 million people or more are expected to attend. the blue and gold and so exciting. >> we will have to wear those colors tomorrow. the weather will cooperate for the parade and that is great news but it will be pretty warm. that is something to keep in mind when planning your outfit. if you are lucky enough to make it for the parade, it will be a good-looking morning. check out the view from salesforce tower camera looking north. you can see the pyramid in the

front and in the distance, we have clear conditions for most of the bay area locations and that is great news with visibility not an issue around the bay and through san francisco. temperature-wise, not bad. 55 in san francisco, 59 in concord and oakland, 54 degrees. we have a slight onshore breeze that is not bad with a bit of a west wind through sfo, the breeziest spot. that has been the case all weekend. now, 17 and it looks like a calm start with the winds. we are doing just fine and we will check on the roads. thank you. first reports of a fire in the san jose area and it looks like, right now, fire crews are on the scene, as well as chp. there shutting down various lanes and the ramp from 280 to 101. we're seeing slow downs and do expect delays through that

area. we will continue to keep you monitored as we receive that information and we're seeing slow downs on southbound 280. we will go to 101 where caltrans is shutting down some lanes, three of the four are shut down southbound, northbound -- between the oregon expressway and university avenue and we should have that wrapped up by the 6:00 hour. you may want to use el camino and keep in mind there is only one lane open northbound. that is the traffic. president donald trump is a stark summit with kim jong-un gets under way this evening. both leaders are in singapore and the meeting is expected to take place around 6:00 p.m. our time. president donald trump tweeted this after touching down, saying, great to be in singapore. excitement in the air. cbs anchor jeff glor with what to expect. >> reporter: a than 36 hours before the scheduled meeting, president donald trump was greeted at the singapore air base by dignitaries in

investigators say the fire broke out around 7:00 -- at a business near the starbucks at bridgeway and princess street. firefighters are investigating the cause of a fire in downtown sausalito. investigators said the fire broke out at around 7:00 at a business near the starbucks and the bridgeway on princess street and officials that it took about 30 minutes to knock it down. it's been about one year's and's rising floodwaters devastated san jose neighborhoods. city officials now have a new plan to house displaced residents before the next disaster strikes. >> reporter: inspired by the catastrophic flooding last year, the program will connect disaster victims with people willing to give them a place to stay in their time of need. >> people could sign up and become donors of a room or the entire home, in cleese -- in case of emergency. >> reporter: airbnb had a similar program and it had limitations. it was only open to people

for the inland areas, it will be 90s and it might be a little hot. be prepared. sunblock and water if you are going to be outside. looking toward the south, you can see calm conditions across the bay. clear conditions throughout the day and that means a lot of sunshine and it means we will see temperatures warming up quickly. not bad in concord, 59. oakland, 54 and 53 in livermore. for the morning, conditions are slightly warmer and then by the afternoon, definitely warmer. the overall look at the satellite radar shows that right along the coastline, the marine layer is off the coast and starting to work in two places like half moon bay where visibility is dropping. for the most -- for the rest of

you, clear conditions with 10- mile visibility all over the bay area. as far as the sunshine, we will see this with pretty much widespread sunshine and there may be some areas of clouds near half moon bay and south of the golden gate bridge and tonight, the marine layer will return but most of the week, it will be sunny and things will start to change again. until wednesday, at least, we will have lighter wind that will help warm things up and we won't get as much of the coastal and cool air and then breezy and then stronger wind conditions for the early morning with futurecast showing the wind will calm down even more, especially in the north bay and by 6:00, we may have some of the afternoon drive, especially where we may notice it get breezy and other than that, it will be calm with a

ridge of high pressure bringing in the temperatures for southern california and for us, as well. moving out of the area, temperature-wise, below average and we will look that we should be about 66 for san francisco and low 70s for oakland. san jose, 84 and concord, 90 degrees. the seven-day forecast, we will be in the 90s and it will be the warmest day, upper 90s for the inland areas and upper 70s around the bay with 60s for the beaches. by thursday, into the 80s but overall, mild by the end of the week. as the temperature rises, we are seeing some hotspots for your monday morning commute. on the south bay, we are tracking a fire that has shut down the connector ramp along south bound to 82, to 101. in the palo alto northbound

direction of 101 between the oregon expressway and university, only one lane of traffic is getting by at this time. caltrans should have that wrapped up by the 6:00 hour and if you want to use the alternate route, 280 and this stretch will have you tapping your brakes. cruising speed, 30 with traffic backing up toward san antonio. keep that in mind if that is part of your morning commute. the 101 southbound at sfo, traffic is doing fine and it is moving right at the limit. this is 80 at gilman and is getting crowded but we are still in the green going westbound toward the bay bridge toll plaza. no metering lights, and a full house, especially in those lanes. an 11 minute ride to san francisco, and that is a check of your traffic. time is 4:50 and some bay

good morning and happy monday. are you up and moving? we are tracking delays that are building through the altamont pass and the tracy triangle area. westbound 205 is dropping below 58 miles-an-hour and st we had an earlier accident eastbound and we are seeing delays in the westbound direction with a little over 25 minutes, 27 to be exact,

between 205 and 680 toward the dublin and pleasanton interchange. a smooth ride from antioch, in the green to i-80. a tennessee woman faces criminal charges over this video that shows her letting her granddaughter out of a dog kennel. you can see there are two of them in the back of the suv. someone turn the video into police. the kids said they wrote in the kennels for about 40 minutes. the 62-year-old woman faces two counts of child endangerment. a teenager is back in the bay area after high school students raised money to cover his bail. the teen fled afghanistan last year and eventually reach the u.s. border near san diego. at first, he was in a youth shelter and contra costa county but then he was transferred to an adult detention facility in bakersfield by ice. >> he wanted a better life in the u.s., free of violence.

he wants to be here and i think, if i'm not incorrect, he wanted to be a doctor. >> on friday, the high school delivered a check for $25,000 to the federal ice officials and that led to his release. now, hamid plans to stay in the u.s. and keep working on his asylum petition. selling a home cooked meal is against the law. some bay area cooks are teaming up to change that. >> reporter: everyone likes a home cooked meal. try to sell one and you are breaking the law. >> this is the way we've always been cooking. we've been creating food from our homes and sharing with communities. it's only in the last 100 years it became criminal. >> reporter: they held a rally in oakland to try to change the rules that prevent homemade food from being sold.

the food served was prepared in a commercial kitchen passing all regulations by the health department. if it had been made at home, it could not be sold to the public. there was a ceased -- a cease and assist letter for this cook and now he's restricted to making only pretzels and cannot sell them from his house. >> i could give them away, i imagine. it is completely silly. that is the main barrier right now, that i cannot sell from home. >> reporter: their promoting assembly bill 626 that would relax the rules for home-based cooks who prepare a limited number of meals and make less than $50,000 per year doing it. they said the complex and expensive regulations go too far and restrict the food service industry to well-funded restaurant operators. >> we are talking about bureaucracy and money, not if it is safe. >> reporter: the co-author of
