now. heavy rain is soaking the bay area as an atmospheric river settles over northern california. the santa cruz mountains are seeing the worst of it. this is the scene just a little while ago on highway 17, where driving rain is making for a treacherous ride. farther north, in corte madera, rain has been pounding that area. it's sending water down streets into catch basins and this is just the beginning. >> the wet weather is causing some problems this morning at sfo. this is a live look now. 130 flights have been canceled, which is about 10% of the total flights scheduled at sfo. most of the canceled flights are short haul flights along the west coast. delays are averaging about 50 to "60 minutes" 60 minutes. the rain is impacting people all over california. here's a look at the roof camera. visibility is low. winds are picking up. let's show you the heavy rain. it's picking up through downtown san francisco and then of course across the north bay,

this is really not letting up for hours. they have been dealing with about a half inch of rainfall per hour coming through there. so those rain totals are pretty high up there. sebastopol right now getting strong rain coming through. same with rohnert park and as we move further south through petaluma, lakeville, look at sonoma and eldridge, all along highway 121, 101, 29, those areas are all getting downpours. now, marinwood and san rafael, it's also starting to pick up there. same with mill valley. so a lot of the north bay has been dealing with it and now a lot of this is going to move further to the south and that's why through san francisco right now, through daly city, south san francisco, we are starting to notice heavier bands of rainfall. same with oakland, san leandro, hayward. you had a little break. at least a lighter drizzle there and now it's picking up. that's the nature of this atmospheric river in benicia and concord also. look at the south bay. it's nice and clear for the moment. but things will change. a cold front is coming through. i'll time it out coming up.

san francisco officials have set up temporary flood barriers in the mission district. it's the most flood-prone spot in the city. this time, in addition to the flood barriers, monitors will be out there 24/7. in the east bay, rain has been dumping like buckets. kpix 5 reporter anne makovec reports on the storm watch from emeryville. >> reporter: it has been coming down and it's going to continue all day and night and that is the main concern when it comes to the fact that the roadways and the parking lots are already full of water. >> in the middle of spring, it's still raining. what's happening? >> reporter: a rainy day means security guard rudy cruz needs to wear a coat. >> when it's raining, what can i do? what can i do? >> reporter: for many people, getting to their jobs was the real challenge of the day. >> when it rains, the roads get slick and a lot of people don't count on that. >> reporter: since it rained all night, all of the bay area

anne makevoc, kpix 5. in the north bay, flood advisory advisory in sonoma county. firefighters in santa rosa are watching the burn scars of the wine country wildfires. there's concern about the combination of scarred earth and heavy rain. and elsewhere sonoma county officials are monitoring aquifers near the russian river. they are checking for quality and composition as the storm hits the north bay all while preparing for future droughts. >> you have to plan for extremes, one side or the other. and with climate change, the computer models, the forecast shows that it's only going to get more extreme. >> back in santa rosa, crews prepped storm drains to prevent toxic runoff and they placed long tubes of organic erosion control to make sure that the hillsides don't slide. for continuing coverage of the storm, and to track the showers as they move through our area, you can always view the kpix 5 hi-def doppler on our website, cbssf.com.

new details today in the search for a bay area suspect. the man wanted for making threats to san francisco police has been arrested. police say dustin hamilton was found in san francisco this morning following a tip from a community member. according to police, two firearms were recovered at the scene. it all began wednesday night in san jose when the 44-year-old broke into his parents' home and stole their guns. police say hamilton is diagnosed with schizophrenia. they say he hates san francisco police and made threats to kill as many people as possible. in fremont, an investigation is under way into a deadly police-involved shooting. it happened about 7 p.m. last night on fremont boulevard. police say that officers located a wanted suspect riding in a vehicle. the suspect had warrants out for his arrest for illegal possession of a firearm and violating probation. police say that the driver stopped and the suspect got out, ran toward a gas station.

police say that the suspect pointed a firearm at them, and then shots were fired. police say that they recovered a revolver. no officers were injured. the u.s. government has announced a new round of sanctions against powerful russian individuals and their businesses. the sanctions target russian president vladimir putin's inner circle including a man believed to be his son-in-law. putin's good guard and the head of russia's national security council, as well. the trump administration says since the president took office, the u.s. has targeted 189 people and entities with ties to moscow. let's take a live look at the big board and wall street. the dow is down more than 700 points right now. analysts say that the stocks fell sharply amid tensions between the u.s. and china. today's losses wiped out gains for the week. and the president has ordered a u.s. trade representative to consider an additional $100 billion in trade tariffs against china.

cbs reporter weijia jang explains. >> reporter: president trump dismissed the possibility of a trade war with china during a radio interview that aired friday morning. >> we have already lost the trade war. we don't have a trade war. we have lost the trade war. now it's $500 billion in deficits and a theft of $300 billion in intellectual property. so you can't have this. >> reporter: but the threat of a trade war became more real after president trump announced he is considering an additional $100 billion in new tariffs against china. it's the latest escalation in an economic for tat." china has already threatened $50 billion of tariffs on u.s. exports such as soybeans, pork and aircraft. that came in response to president trump's proposed $50 billion in tariffs on chinese goods earlier this week. the white house called the chinese tariffs an unfair retaliation. china says they are appropriate

and warns it will respond again if necessary. china's foreign ministerster said in a statement: we do not want to fight but we are not afraid to fight a trade war. the white economic adviser larry kudlow says there's time to negotiate. >> hopefully, this will have a very happy ending. i'm still optimistic, by the way, that the chinese recognize that the rest of the world is on our side. >> reporter: in the meantime, president trump has ordered his agricultural secretary to find a way to protect american farmers, who may be impacted by the chinese tariffs. weijia jang, cbs news, the white house. >> the $50 billion in tariffs the u.s. has already announced won't take effect until at least mid-may. china says it won't implement any tariffs unless the u.s. does so first. a mixed martial arts star gets in a fight with the law. coming up, what led to the rampage outside the ring. >> plus, gps apps can drive drivers to destinations faster but is it safe? some say the detours are

news...out of the oakland hills. police are on the scene where a car has gone off a 100 foot embankment on grizzly peak.. on the ph we are following breaking news out of the oakland hills. police are on the scene where a car has gone off a 100-foot embankment and grizzly peak. da lin is on the phone now. da, what can you tell us? >> reporter: hi, michelle. so we're at the oakland hills right now. you can see the oakland police department has shut down a portion of grizzly peak and this is in the southbound direction a portion of grizzly peak. this is because they are looking for an occupant inside a car that has gone off the road. i want to pan over here. this is with a cell phone signal so bear with me here. the footage could be choppy. i'm going to walk to the edge. so oakland police believe the

car somehow went down this cliff right here. now, i cannot see a car down there because it's very foggy. you can see right here it is extremely foggy. but this is grizzly peak. southbound is closed. northbound remains open. they found the car, oakland police just had a press conference and they found the car down the cliff but they can't locate the person inside. so what happens next is they are waiting for a cadaver dog and they are going to try to get a cadaver dog to see if a person been ejected or search for some kind of clue to see what happened. now, they said this was the result of a missing person case. they are not releasing a whole lot of information about that missing person. they would say it's an adult. they wouldn't even release the name, how long that person has been missing. so we are just waiting for more updates here up in the oakland hills. i'll send it back to you to you. >> thank you, da lin in

oakland. ultimate fighting championship star conor mcgregor is charged with assault and criminal mischief. he was charged after his violent altercation was caught on camera. video from tmz sports appears to show him throwing a hand truck at a busload of firefighters in brooklyn, new york. he and his crew can also be seen tossing trash cans at the vehicle. at least one person had cuts from broken glass. ufc president dana white said mcgregor had some sort of rivalry with a fighter on the bus. white stripped him of his lightweight belt. los angeles neighbors are trying to put the brakes on a popular navigation app. they say "waze" is creating dangerous situations by diverting drivers to a certain route. baxter street is one of the steepest streets in the country. it tells drivers to go through their street for a faster route. the detour made for accidents from cars flipped over onto lawns, as well as stalls cars slipping down the hill in the

rain. with the storm yosemite valley will be closed to visitors starting at 5 p.m. due to flooding concerns there. all reservations through saturday are canceled. however, other areas of the park will remain open weather permitting. no word on when yosemite valley reopens. park officials are waiting for the storm to pass. floodings concerns in the mountains, too. >> yes, merced and truckee river in danger of flooding. a flood advisory is now issued for south-central sonoma county. this is in the north bay of course, santa rosa, petaluma, rohnert park, sebastopol, all in these areas where we are experiencing minor flooding of roads and creeks. so they are advising people if you see a flooded road, turn around, don't drown. we can't emphasize that enough. a lot of cars get swept away in these situation. definitely a lot of heavy rain in the north bay leading to all of that flooding that's going

on, on those low-lying areas. we are getting a lot of rain. and the way the terrain up here, in higher elevations, the rain floods the valleys and ponds. in sebastopol on 116 and 101 through rohnert park, right now dealing with some heavy rain. but dillon beach near occidental, as well. then let's zoom into places like liberty and petaluma. this is under that flood advisory. it ends at 2 p.m. we have seen a few hours now of heavy rain rates at about a quarter to half inch of rain per hour. so the totals will jump up here soon. marin heavy rain now. a brief break, but now it's back. and then through san francisco, it's starting to move across the bay across the bay bridge into oakland, san leandro and hayward. so that's where the heavier precipitation is occurring. east in concord walnut creek not bad. benicia, vallejo, that's where it is coming down pretty good. antioch, it's still enough to have to use your windshield

wipers. don't put your umbrella away even if you are in the south bay. i know it looks nice and clear there in san jose. portola valley the rain is picking up same with fremont but there's going to be more rain heading to the south bay. i'll show you why coming up. let show you the rainfall totals. in the north bay dealing with rain, venado already 3.75." santa rosa 2." look at the moisture that's still left in this atmospheric river. oh, yeah, it's still picking up. and then a cold front dips down. and that's going to push a lot of precipitation from the north bay to the south bay. that's going to happen later on this evening and into early tomorrow. now, we still have a flood watch for the north bay mountains, the santa cruz mountains, rock and mudslides

very possible from all this rain and you can see that flood watch covers a lot of northern california, the sierra included. here's a look at some of the rivers. the truckee river and the merced river could face flood stage. the russian river in guerneville is rising from 6 feet to 24 feet but still, action stage, flood stage, still a ways to go. by 10:00 tomorrow the rivers will peak. napa river peaks around 2 p.m. that's still going to be about 12 feet which is well below action stage. so that's not going to be a concern. it's just the smaller streams and creeks that could actually be dealing with more flooding issues. oakland airport visibility down to 1.7 miles. concord 2 miles. petaluma down to one mile. half moon bay down to a half mile visibility. it's foggy all across the area. wet and windy, as well. look at the winds. sustained winds at sfo 15. oakland 15. gusty conditions everywhere as well, up to 40 miles per hour. so yes, it's been very busy and

temperatures right now in the upper 50s to low to mid-60s afternoon highs will be in the mid- to upper 60s for most locations. so it's cool and wet out there. the seven-day forecast showing not going to get dry weather until saturday afternoon, sunday, monday. then look at tuesday, more rain in the forecast. that's a look at what's to come.
