it was reported around 10:45 in the mission district near dolores park. the fire is at an old victorian home. at least two stories have burned. and you can see firefighters inside the home trying to make progress on the fire. no reports of any injuries at this time. the cause is under investigation. and we'll keep you updated throughout the day. the other big story we're following, the president used his speech at the conservative political action conference to share his plans to stop mass shootings. kpix 5 reporter jackie ward has more. >> reporter: the crowd at the annual cpac convention greeted president trump enthusiastically. >> we salute our great american flag. we put our hands on our hearts for the pledge of allegiance. and we all proudly stand for the national anthem. [ cheers ] >> reporter: many here agree with the president's proposal. >> it would make me feel very good to know that they were trained, equipped and had the wherewithal to use those weapons to protect the children. >> reporter: but not all the president's ideas are popular. this woman strongly supports the second amendment but is against the plan to raise the age to buy some semi-automatic weapons from 18 to 2 1. >> i don't think we should be infringed on any of our rights. i mean, 18-year-olds can go to the military. so -- >> reporter: despite some disagreement, the president received a standing ovation. president trump also used the speech to renew his call for congress to pass a bill that would fund a wall along the u.s./mexico border. in the newsroom, jackie ward, kpix 5. president trump also had

harsh words for the florida deputy who stayed outside while students were being massacred inside the marjory stoneman douglas high school. the broward county sheriff said during the shooting, deputy scot peterson stayed outside of building 12 on the west side for about 4 minutes. the shooting lasted about 6 minutes. peterson has been suspended without pay and then resigned. >> that's the case where somebody who was outside, they're trained, they didn't react properly under pressure or they were cowards. >> the high school plans to resume classes next week starting to face the new normal, what some have called. closer to home more shaking in contra costa county. 13 earthquakes around danville over the past 24 hours including one with a 3.3 magnitude. mostly they were too small to feel but the largest was around 5:30 a.m. and in the hours before, quake

of 2.8 and 2.7 hit the area. no damage record but bart did have a small delay this morning because of the seismic activity. just two days ago four small earthquakes hit the same area. those heading to the mountains this weekend will be in for a treat because, look at this this is a live look at our sierra-at-tahoe camera where snow has been falling at lower elevations. and just looking at that makes me want to go. >> it looks so pretty. yeah, i wouldn't be surprised if people are heading there. yes after that fresh snow, here's a look at your snow totals. what we have noticed so far these ski resorts reporting 12 inches in kirkwood, 10 in heavenly, sierra-at-tahoe, boreal, over a foot of snow. tahoe looking good. here's what you can expect today. 29 degrees for their high. the winds have calmed down a lot but tomorrow a little breezy, 36 degrees for the high then. and sunny skies on sunday with 39 degrees. so not a bad weekend to head up there. and then for us this is what

we're seeing. it's cool out there right now. temperatures in the 40s and 50s. we are seeing strong winds coming out of the west- northwest for most of us especially along the coast. 14-mile-per-hour winds in downtown san francisco, sfo 14. half moon bay at 13. these have been consistently around 10 to 20 miles per hour throughout the morning hours. and it's gusty throughout the north and east bay hills, as well. i'll have your full weekend forecast coming up. it is going to be chilly for san francisco's famous chinese parade tomorrow. kpix 5's jessica flores has a preview of some of the highlights. >> reporter: this is where the magic happens at pier 54. these floats will roll down tomorrow's chinese new year parade and the star of these floats of course is the dog. because it is the year of the dog. crews putting the finishing touches on 11 of 21 floats rolling them out for their debut at the san francisco

practice digs, the chinese new year parade. >> it's very pretty but at night it really comes to life. there's probably 10 different styles of lights that he worked into the float. >> reporter: the master float builder says her team of craftsmen from builders to painters have been working towards this moment for months. >> that's right. we started in early december with a small crew and then got very busy in january and busier in february and kind of wrapped it up in the last few days back to our core crew. >> reporter: some floats more traditional, others with a modern touch, all celebrating the year of the dog. >> the dogs were really a fun theme to work with because everybody loves dogs. so you know, everyone came in with, you know, a favorite and they all have really great positive emotional responses because who doesn't love dogs? our dog of course is very proud and grand at the front. >> reporter: but before the proud moment at the chinese new year parade, the floats are parked and worked on at pier 54 until the very last second when they will roll through the city streets for more than a million

people. in san francisco, jessica flores, kpix 5. all lanes are back open on highway 880 in hayward. chp says four lanes were closed during the morning commute after a big rig overturned. the collision happened just south of the whipple road off- ramp after 5:30 this morning. it's unclear what caused the overturn. no injuries were reported. police believe the three men found in san francisco's haight-ashbury neighborhood outside of a school died of apparent overdoses. health officials think the drug fentanyl is to blame. police say no foul play is suspected. but they did find drug paraphernalia at the scene suggesting that the men were using meth or crack cocaine. fentanyl is an opioid that's often used intentionally to increase the potency of other drugs or accidentally mixed in. >> it's very easy to overdose with fentanyl. it's more than 100 times more

potent than morphine. you can die within minutes. that's how powerful it is. >> the city health department says the best safety measure for drug users is narcan a nasal spray that can reverse overdoses. in a few hours, dozens of stanford students plan to gather at the campus site where a woman was sexually assaulted by former student athlete brock turner. recently the university canceled plans to put a plaque there. the decision comes after the victim wants no part in it. the professor behind the project wanted to include a quote from her statement that she read during the sentencing of turner in 2016. students say they are upset by the decision and that they will be calling on the school to do more to curb sexual assaults. we are getting a better idea of just how much the uc system paid to settle sexual misconduct complaints. according to the "sacramento bee," payouts totaled more than $3.4 million in the 2016-2017 fiscal year. two claims were settled for

more than a million dollars each. the allegations range from inappropriate hugging and kissing to sexual assault. amid fallout from the deadly wine country wildfires,s a sonoma county supervisor is making an admission. people were put in danger during the early hours of the wildfires because county officials didn't issue more coordinated widespread warnings. wireless alerts to cell phones that would warn people of an emergency were not used. at least 42 people died, thousands of buildings destroyed. rebuilding is under way after those devastating fires. construction has started on the first new homes since flames tore through santa rosa's coffey park. and here's a look at the rest of the progress that's been made over the past two months. nearly 400 students returned to the neighborhood elementary school after winter break and before the end of last month, the u.s. army corps of engineers cleaned up the debris for more than 1200 houses in

coffey park. today the riverside county couple who allegedly held their children captive at home are due in court for a conference about the case. david and louise turpin have pleaded not guilty to torture, abuse and other charges. the parents remain in custody on a $12 million bail. the courtroom conference is expected to focus on date setting and other procedure issues. a judge barred the couple from contacting their children. the siblings, between 2 and 29 years old were rescued from their home in paris after one of them escaped last month. lawyers representing the children say the kids are making progress as they work to recover. this just in. former trump campaign official rick gates has pleaded guilty to lying to the fbi and trying to defraud the u.s. he will cooperate with robert mueller's russia probe. gates and trump's former campaign chairman paul manafort are each facing 32 new charges related to tax fraud and other financial crimes. it all stems from their work for the former president of ukraine.

the indictments are part of special counsel robert mueller's investigation into the trump campaign and any possible ties into russian election interference. democrats in california are gathering today in san diego for their convention. it runs through sunday. u.s. senator dianne feinstein hopes to get an endorsement from the delegates as she runs for another term. the 25-year incumbent's main competitor is state senate leader kevin de leon a democrat. it's not clear if either will get the 60% of votes needed to win the official party backing. coming up, the prominent figures and celebrities working to inspire thousands of women at an event in san jose today. >> and the tweet being blamed on wiping out $1 billion in one california company's market value. fire fighting is a very dangerous profession.

and we try to get them skinnier. this is the opposite problem. >> this is a situation where i had two patients come in, in the last few weeks where their weight all of a sudden was 5 pounds less than what it should be. these are big does so they could handle that five pound weight loss but everything else about them was fine so it was a surprise. so we're looking for why would a animal lose weight when they are eating normally and everything else is fine. the first thing is to rule out an intestinal parasite. giardia is prevalent here. it's spread by fecal oral. basically they touch poop that has it and they get it in their mouth. >> which dogs do. >> or they drink water or eat grass. it has to be a very wet environment. other things that can cause weight loss like that are diabetes. diabetes can show up very insidiously meaning your animal seems just fine eating great but they are losing weight. hyperthyroidism where an animal

might be being treated for hypothyroidism where the gland isn't producing enough hormone treated with medication and sometimes they are getting too much medication so they become hyperthyroid which means their metabolism is working too fast so they are eating normally but weight is dropping. usually the more serious things like cancer or, um, kidney, liver disease, things like that. the animal is not going to be feeling fine. they are going to show other symptoms of not feeling well so those are lower on the list. see what to do, you take your animal in, have a physical, run a fecal sample, lab tests and if more tests like ultrasound, x-rays and then we do that as well if needed. >> all right. luckily, mack doesn't seem to be having that problem. he is just right. >> mack is good. >> if you have a question about your pet's health and well- being. ust email us at pets@kpix.com and we'll have our pet expert give you an answer every friday right here at noon. we'll be right back.
