hit a stack of hay and turned into a car fire. this is in the northbay along 101. over at the baybridge toll plaza tracking a bit of a back up. and we'll get tothat coming up in the next traffic report. police in texas are trying to figure out why this man killed 26 people at a church service yesterday. devin kellyserved in the air force until he was court martialed and eventually discharged. he waschased by locals. he eventuallycrashed and found dead inside his vehicle. he died of agunshot wound. right now it'sunclear who fired the deadly shots. we have the latest on the investigation. . >> reporter: a day after the worst mass shooting in texas history, investigators are still trying to determine a motive. more than 2-dozenpeople including several children were shot and killed during

sunday's services at the first baptist church of sutherland springs. >> we all know what happened today, and it's something we all say does not happen in small communities. we found out todayit does. >> reporter: the victims's ages ranged from 5 to 72 years old. >> it was bad, i mean, i tried to -- tried to help as many people as i could, you know. and it's just -- youcan't explain it. your minddoesn't want to grasp it. youknow, the shock of it. >> reporter: the suspect has been identified as devin kelly a 26-year old air force veteran who was discharged for bad conduct 3 years ago. police sayhe started shooting before he entered the church then proceeded to shot most if not all the people inside. >> as he exited a local resident grabbed his rifle, the suspect dropped his rifle and fled from the church. our local citizenspur sued the

suspect at that time. >> he was followed in his car into a neighboring county and drove off the road. when policearrived the man was dead. >> we don't know if it was a self-inflicted gunshot wound or shot by our local resident. >> reporter: it's a rural community, on sunday a local resident described it as the kind of place where everybody knows everybody including the people who were killed. . >> investigators are digging through the history of the shooter to look for warning signs. devin kelly is a formermilitary member discharged after hurting his wife and child. >> reporter: 3 years before the texas church shooting devin kelly was a member of the u.s. air force assigned in new mexico until he left in 2014. herecently lived with his wife about 35 miles away from the church. right now investigatorsare

inside his home looking for clues. they're also lookingthrough his posts on social media. including this one that appears to display an ar 15 semiautomatic weapon. >> as they search they'll be trying to put pieces of the puzzle together. >> reporter: former fbi agent in charge says investigators will be going over his life with a fine tooth comb. a particularinterest is the discipline he received in the military. kellyreceived a bad conduct discharge after being court martialed in may of 2014 for 2 counts of assault on his spouse. he wasconfined for 12 months. >> these event doesn't usually occur randomly or wake up one morning and say i'm going to commit this horrific act. there's usually some sort of planning, very specific targets you have in mind. it wouldn't surprise me if this individual had some connection to the church, or individuals in the church.

. >> president trump spoke about the shooting from japan as he continues his tower of asia. >> we cannot put into words the pain and grief we all feel and we cannot begin to imagine the suffering of those who lost the ones they so dearly loved. >> president trump has ordered flags to be flown at half staff today to honor the victims. attorneys will present their case later this morning defending the man who killed ste stenle way. the suspect's attorneys say it was an accident. the defense isexpected to question 7 witnesses this week. a mobile home park in santa rosa devastate in the wine country wildfires has been red tagged. that includes homesstill standing. .

>> our community, our neighbors. >> reporter: you can hear the main in michelle's voice as she talks about her home of 12 years 12 years. it was once a seniorcitizen community. early mondaymorning on october 9th the tubbs fire ripped through the park. she's one of the lucky 40 whose home wasn't destroyed. >> our homes are still standing, what's going to happen with our homes? >> these are the question her and her neighbors are now asking. they were allowed back into the park on friday. it was the first time they've had access since the fires they were quickly told by code enforcement officers they had to leave. >> they told us we were no longer allowed the epa shut us down and they're condemning it.

>> reporter: because epa test results came back showing dangerous levels of asbestos inside the park. >> for the time being we did essentially red tag the park right now. the number onepriority is safety and health. we don't want to put them at any risk. >> reporter: the city of santa rosa along with fema and the epa held a meeting to talk with residents, explain the situation and outlying next steps. >> the mission is to get in there get it cleaned up and allow people to get back to the recovery process. >> reporter: for michelle it feels like another set back, yet another delay this trying to regain normalcy. >> i just want to go home. mymom wants to go home, our animals want to go home. >> reporter: it's definitely a difficult situation for everyone here. officials say their topproperty is to get residents back into the park.

along the coast 66. 63 in san jose as well as santa rosa. . right now chp has reopened all lanes of southbound lakeville highway. we had a fatal crash there overnight. and that roadways remained shut down for much of the night and heading into this morning. butthey just reopened all lanes right at highway 37. traffic ismoving at the limit. there maystill be debris and activity in the shoulder. be advised youmay encounter a few tapping of the brakes. we have an accidentsouthbound 880, 2 lanes blocked right now. you'll hit delaysheading through union city. youcan see steve's drop below 150 miles per hour. over at thepass the usual slow- downs westbound 580 in the yellow, just under a 25-minute right between 205 and 680.

remember that stand up tossed in a bowl of ketchup. >> no one is going to have to eat sauce this morning. . this morning we're going to have a mild start to the day. there's a slight cloud cover keeping our temperatures warmer than they normally be. san joseyou're currently sitting at 50 degrees, concord 52, santa rosa cooler at 49 degrees right now. it looks mostly clear. i want to warn you there are a few sprinkles as you drive in here or there. satellite and radarshows this low pressure system sitting to the north of us and kicking off a few of the sprinkles. we're going to seethat start to pop into our forecast later in the week. futurecast shows this little bit of green. that's the sprinklesas you're driving in. otherthan that there's a nice cloud cover keeping the temperatures mild this morning.

they'llstart to move out, you'll have a mix of sun and clouds later this afternoon. tomorrow is going tobe the nicest day of the week. the clouds have started to move out. but watch this. tuesday going into wednesday, wednesday evening all of this green right here especially in the north bay that's going to be rain for everyone that we're going to see. so the things to remembera cloudy start, a partly cloudy afternoon, and then tuesday some more sunshine, milder afternoon highs. mid-week theclouds will return, rain by wednesday afternoon. highs aregoing to be in the low 60s to the mid to high 50s along the coast. cooler. 64 in fairfield, 63 in santa rosa as well as in san jose. our 7-dayoutlook starts again with a mix of sun and clouds today, tuesday the nicest day of the week, the rain hits wednesday petering out by thursday, friday things start to clear up. saturday it willbe drier and sunday it going to be a little

bit cloudy again. . we had a fatal accident overnight that had shut down southbound lakeville highway right at highway 37. chpconfirming that all lanes have been reopened. you can seetraffic is in the green moving at the limit. westbound 37 yourride from interstate 80 over to 101, about a 20-minute ride. still looking pretty good for that stretch right now. we'retracking an earlier car fire. looks like it's still out there but looks like they were able to get that fire out around northbound 101. looks like speeds moving at the limit. no delays. further north 101 at highway 116 you can see traffic doing just fine in both directions. pretty quietalong 101. over at the goldengate bridge looks like they're doing the lane reconfiguration. not causing any back up. southbound 880 there's a backup.

all lanes are now open but we had an earlier crash. expect totap the brakes if you're getting ready to head out the door. thebay bridge toll plaza things are okay, a bit of a backup. 10-minute ride as you make your way into san francisco. highway 4 looking pretty good, east shore freeway no delays. that is a check of your traffic. i'llsend it back over to you guys. time now is 4:50, nurses and community leaders are sounding the alarm over the planned closure of a bay area medical center. >> and a welcomed sight for bay area crowd lovers.

. good morning. temperaturesat or below average this monday morning. 63 degrees in morgan hills, 56 along the coast and half-moon bay. in theinland areas 63 degrees in brentwood as well as concord. around the bay a little bit cooler, 60 in berkeley, 59 in mill valley, and then in the far north bay 60 degrees, 56 in lake port. . monday morning commute off to a nice and quiet start heading through san jose 101 at 101 atnorth 1st street no delays in either direction, about a 20-minute commute. . san francisco will celebrate a landmark anniversary this week. it's been 40 years sincethe election of harvey milk to the board of supervisors. onmonday night a sign will honor california's first openly gay elected official spelling out his words hope will never be silent.

the event starts at6:00. good news for all the corrode lovers out there. it isopen season. . >> nice, clean, [audio difficulty]. >> it was a good start for these fisherman over the weekend as they hauled in the first catch of the sport fishing season. the commercial season is slated to open next week on november 15th. public health officials say they'll be keeping a close eye on the crabs for dangerous levels of acid which delayed the start of the last 2 commercial seasons. sofar this year there are no warnings out for bay area waters. dozens of nurses and community leaders are protesting the closure of a medical center. the hospital's parent company says it has to move those service to say oakland because the building in berkeley is not retrofitted. protesters say the relocation puts lives in danger.

>> it's how far and how long it takes to get to a place where you need care, how close it is for that ongoing engagement when your child is in an emergency situation in intensive care. >> the company says the move will happen by 2030 which is the retrofit deadline for hospital. a teacher is accused of having illegal contact with a minor. bartel is a kindteacher. the district emailedparents on friday saying the arrest does not involve any current students. thesuperintendent says he's been replaced by a substitute teacher. we've learned he workas a sub in 2013 to 2014. the school district sent a letter to parents saying quote it does comprehensive reference checks on every employee including a background check.

. the levy murder case is getting fresh attention. adocumentary has recapped what has happened in the case over the years. she was acongressional intern. hermurder remains a mystery. yesterday her mother told our sister station she hopes investigators can make use of new technology. >> i hope that they could do new forensic studies. i wouldsay don't shut the case yet. . >> soon after she disappeared in 2001 it emerged that she was having an affair with a congressman, but investigators eventually cleared the congressman. an immigrant wasfound guilty of her murder but that conviction fell apart and he was eventually deported. it is just about 4:57 and california's governor leading
