of the big storm. reporter kenneth craig is in miami as evacuation orders for parts of florida are going into effect. >> reporter: ken and veronica, over the last couple of hours we've watched so many of these businesses and hotels right here on south beach start to pack up and board up, this as officials prepare for the worse case scenario, a hit by a category 5 hurricane. irma is closing in on puerto rico lashing the u.s. territory with strong winds and rain. it's forecast to passion just north of -- pass just north of the island tonight. federal emergency crews are ready to respond. >> we'll work together to help save lives, protect families and support those in need. together we will recover and we will rebuild. >> reporter: the category 5 storm pummeled several caribbean islands with 185-mile an hour winds overnight.

well. supermarkets, gas is a problem there as well. >> reporter: she's one of many people in south florida desperately hoping that what happened with harvey in houston doesn't repeat itself here. at this point there is not a mandatory evacuation order in place for miami beach, but i spoke with the city's mayor earlier today who told me if you're here right now, you need to think go leaving soon. >> we -- about leaving soon. >> we saw what happened to houston. we're still getting the pictures in. are people for the most part heeding the warnings to get out or are you hearing some people might stay and try to ride it out? >> reporter: every person i've spoken with today on miami beach say they are planning to leave. it's just a matter of when. many are working to secure their homes and their family's home and then hitting the road. so that is a good thing, a very serious storm on the way. >> kenneth craig in miami tonight. thank you. here is another look the irma, palm trees whipping, strong winds buffeting the u.s.

virgian islands. chief meteorologist paul deanno is tracking the path of this hurricane and not good news for south florida or those islands. >> south florida has been hammered zero times since hurricane wilma in 2005. it's becoming increasingly likely that we'll see that again. the eye of the storm is passing just north of the island of puerto rico, thankfully not a direct hit but still very significant impact on puerto rico. next up will be the dominican republic and haiti, then the southeastern bahamas dealing with a category 5 hurricane and potentially south florida as soon as this weekend. current stats from the latest update from the hurricane center still a cat 5, 185 mile- per-hour sustained winds likely maintaining categorylike strength through the bahamas just to the north of cuba and watch this. look at the right hand turn that all computer models are forecasting. if that turn happens as predicted, it would carry the storm directly into the metropolitan area of miami and ft. lauderdale. left us hope and pray that

doesn't happen into south florida as early as sunday. today in the house lawmakers passed a nearly $8 billion relief package to help victims of hurricane harvey. president trump agreed to tie it to a three month extension on government funding and a three month increase in the debt limit. he met with leaders from both parties today in the oval office and later spoke to reporters off camera on air force one about the deal. of that situation. :32 the bill now hea presid >> we have an extension which will go out to december 15th. that will include debt ceiling. that will include the crs and it will include harvey, the amount of money to be determined because everyone is in favor obviously of taking care of that situation. >> now the bill heads to the senate. president trump is also pushing congress for tax reform making a pitch today for bipartisan cooperation. after it canceled "daca" -- the m protecting i 15 states and washington d.c. are suing the trump administration after it

canceled daca, the program protecting immigrants brought to the u.s. illegally as children. kpix5's jackie ward on how democrats are working to keep them from being deported. >> we've got to stop playing politics with these kids and the reality is that rescinding daca is simply wrong. >> reporter: senator kamala harris told those against daca to stop vilifying it. of800,000 daca recipients, more than 1/4 of them, 225,000, live in the state of california. >> when i asked, they confessed they'd never met a dreamer, how can you form such strong opinions about people you've never met? >> reporter: house democratic leader nancy pelosi called president trump's actions cowardly after making attorney general jeff sessions announce the change in daca instead of making it himself.

>> this is the first president in modern time in the lives of these dreamers who has been anti- immigration rejecting the idea that immigration is the life blood of our country. >> reporter: in a statement president trump released yesterday he wrote, "i do not favor punishing children, most of whom are now adults, for the actions of their parents, but we must also recognize that we are a nation of opportunity because we are a nation of laws. the legislative branch, not the executive branch, writes these laws. congress now has the opportunity to advance responsible immigration reform that puts american jobs and american security first." congress has until march 5th to take any kind of action on daca. if congress does not act by then, starting next year nearly 300,000 people could begin to lose their status. in the newsroom jackie ward, kpix5. a north bay man facing animal cruelty charges accused of shooting and killing two deer. the reason might surprise you.

kpix5's emily turner is live in tiburon with the details. >> reporter: it has to do with the dark colored grass behind me. apparently these deer enjoy eating it for dinner, but the neighbors behind me say they've seen these deer grow up. two of them are now dead and one fawn left alone. they are outraged. >> he are shocked and disturbed. >> reporter: that's not the reaction you expect out of a tiburon neighborhood, but the marin humane society said they were horrified when they responded to a call of two deer, a doe and her fawn shot dead. these were pictures of the fawn the neighbor took in better days. >> to kill two innocent animals like this and make them suffer is pretty egregious. we're pretty shocked and concerned. >> reporter: a neighbor saw somebody walking around their house and called police.

mark dickerson admitted to shooting the mother and baby after catching them eating his landscaping. >> no one has ever done that before in this neighborhood. so i would say that's a new way of dealing with deer. >> reporter: an appropriate or not an appropriate way? >> well, that's my opinion, of course, is that that would be inappropriate and probably as the tiburon police have said, illegal. >> reporter: police say dickerson used a pellet gun, but how many times he shot the animals is still under investigation. one thing certain. the animals suffered and shouldn't have come to any harm in the first place. >> this person was frustrated with the deer eating his vegetation. it's pretty disturbing that really that was their only crime and they died a pretty slow death, which is really heart breaking. >> reporter: and the statement from this man's attorney says, "my client did not intend to harm the animals. the public outrage related to these allegations is driven by

roll backwards. the man was caught behind the open rear door. the boy was hit by the front wheel. he faces moderate to major injuries. a map was shot to death in san jose last night. police are on the lookout for his killer. around 9:00 the man in his 30s was shot outside an apartment complex on sunset avenue and story road. he died at the hospital. police do not have a suspect description. a prison break in dublin, the u.s. marshal service said these two women, 34-year-old anna armstrong and 37-year-old irene michell walked away from the minimal security federal prison camp monday night, both serving time for federal narcotics charges. authorities are on the lookout. a very strange trespassing case in the east bay, a man with his mule arrested. the guy has been spotted around the tri-valley for the past few weeks. kpix5's juliette goodrich is live in front of the courthouse in dublin. how did this man get in trouble with the law?

>> reporter: it was quite a sight to see this man and his mule coming right here to this brand-new courthouse. he walks for miles and miles during the day, but at night when he needs to rest, that's when he gets into a little trouble with the law. he has a name, but he prefers being called mule and his mule is named little girl. >> well, i bought my first mule 33 years ago. >> reporter: he travels the west coast. his mission, to bring attention to the disappearance of public space. little girl, how does she get fed? >> she eats whatever we come across. >> reporter: he's created quite the buzz about town as he goes about his nomadic lifestyle people posting comments on facebook. there's even a mule nation group. >> i want to pull over and you want to go meet this man and you want to hear his story and understand what he's doing. >> reporter: he's not doing anything wrong the way he sees it, but that's led to some runnen ins with the law for -- run-ins with the law for

trespassing when he and his mule want to rest for the night. he had to spend two nights here at the alameda county jail. >> i immediately ran out to get my trailer, not have animal control come out and impound little girl. >> reporter: his trespassing charges were dropped and he parked little girl out front while he went inside the d.a.'s office. >> everything i learned, i learned it from her. >> reporter: a man wondering through town with a website and facebook page making new friends and butting heads time to time with police along the way. >> when i watched him walk off yesterday, i had a tear in my eye, but i had this feeling of i will see you again. >> reporter: he's very approachable, by the way. as it stands now, mule has a clean slate in alameda county. he and little girl are headed to san francisco, then san diego. a texas woman arrested for

shoplifting managed to slip away from cops, her escape caught on camera. officers cuffed her on the ground and put her in the back of the patrol car. while they were outside she slimmed out of her handcuffs -- slipped out of her handcuffs, climbed into the driver's seat and took off. she led officers a 20 minute chase at 100 miles an hour. they finally used a pit maneuver, cored her and arrested -- cornered her and arrested her again. crews are investigating a pipeline leak that sent some oil into the san pablo bay. these photos are from near the phillips 66 refinery in rodeo. a 20 by 20-foot oil sheen was visible for a time on monday. investigators later found that 25 to 50 gallons of oil leaked from a transfer pipeline. no wildlife was affected by the leak. a new study is warning about what is in our tap water. according to orb media, 94% of u.s. cap water is contaminated

lots of extreme weather happening in lots of places, this is a time lapse of the fast moving eagle creek fire along the columbia river gorge in oregon, my gosh. flames overtake the hillside literally lighting up the sky. the video was shot in just one night. police say a 15-year-old boy playing with fireworks likely started this fire. look at the tropics right now. , all the attention on ir-- of course, all the attention will be on irma, a category 5

hurricane, one of three active hurricanes in the atlantic basin right now. thankfully jose will stay out to sea and katia will not affect the united states heading west in. irma and south florida may have a rendezvous this weekend. oakland 73, santa rosa 76, san francisco 71. a couple radar images, more thunderstorms in and around lake tahoe lifting southeast to northwest. they will not impact the bay area. also notice a time lapse there, a few showers about 150 miles southwest of san jose. that's a sign that things are changing around here and there actually is a small shower chance for us in the bay area overnight tonight as an area of low pressure makes a close pass to our south. currently the radar is clear. average rainfall is beginning to ramp up for the month of september, less than 1/4 inch of rain. by october it's more than 1 inch of rainfall. we triple that in november. so it's almost time to begin talking about rainfall once

again. tonight a couple scattered showers are possible. fremont 64, napa 62, san jose overnight tonight 66. why we have the rain? it's the same thing that gave us the clouds and a couple showers on monday. this low is inching its way toward the coast. it will kind of wash out replaced by a new area of low pressure. all of this will keep the onshore flow going the next 72 hours and keeping temperatures in check. cloud cover tomorrow morning widespread, not fog and low cloud cover. this is regular plain old clouds with a few light showers dotted throughout the bay area. we'll keep the clouds into the afternoon and keep that tiny shower chance around till lunchtime, only 10 or 20%, but it's there. we'll talk about mostly cloudy skies tomorrow with a shower chance, up to 2 degrees cooler than average tomorrow, sunshine returning friday, warmer saturday, sunday and monday. san francisco 70 degrees, mostly cloudy, a tiny shower chance. sunshine is back friday,
