your realtime captioner is linda marie macdonald. caption colorado, l.l.c. comments@captioncolorado.com goodmorning. it'ss monday, the 19th of july. >> police still trying to figure out what prompted a man to arm himself, put on body armor, and get into a confrontation with police on interstate 580 and closing the freeway for about 20 hours. but it's open this morning. >> yup. couple of fire stations in vallejo we have been reporting for months and months about the money problems vallejo is having. two fire stations are closing this morning. we'll tell you what impact will be on emergency services there. and bp now investigating some seepage near the ruptured well in the gulf of mexico. we'll tell you about the effect the new well -- the new cap on top of that well is having. and the concerns they have.

hours because of a heavily armed man and suspicious items that he had with him. anne makovec is in oakland this morning with more on who he was, what he was armed with and what his mother says about a motive. >> reporter: whenever you find a man with body armor armed with three guns shooting at police, you have to make sure that he is not up to something larger and that is what the fbi is trying to figure out right now. but the good news for commuters on a monday morning, 580 is re- opened this morning. the westbound lanes were closed down for almost 21 hours and they re-opened at around 9:00 last night. it started a a simple traffic stop and ended with the bomb squad in the middle of the highway. now the investigation is turning to what the man planning this may have been planning. he had a binder with the word california in the truck on the front and a suspicious package that the bomb squad blew up.

the chp says it started when byron williams, a 45-year-old from groveland, was seen weaving in traffic on 580 westbound at grand avenue around midnight on saturday and after officers pulled him over, a shootout ensued. here's a witness description of that. >> just boom boom boom like in quick succession, a ton of gunfire that lasted about 25 minutes. i was estimating up to 300 shots. i didn't think at first it was gunshots, there were so many i thought it was firecrackers or something. >> reporter: williams is in the hospital this morning. he was wearing a bulletproof vest. he was shot several times though. now, he is a convicted felon. his mother has told the "san francisco chronicle" that he was angry at, quote, left wing politics and frustrated because he couldn't find a job. he has now been arrested on suspicion of attempted murder. and two officers, two chp officers were also injured during that shootout by broken glass from the windows.

i know you saw several pictures of broken windows in their vehicles. they are expected to be okay. sydnie. >> ann, thank you. anne in oakland. oakland police trying to find out who fired shots from a high-rise. officers arresting passengers at a traffic stop on 8th street at 11:30 last night. they heard the sound of gunfire nearby. they believe the shots were from a rifle and came from a nearby apartment about. >> after we locked down the apartment building, we then sent in officers and conducted a methodical search of the building. >> that searched turned up no weapons, no suspects. they did find, though, that the building surveillance room had been vandalized. no officers were hit in the shooting. volunteers are stepping up efforts to help keep oakland safe. yesterday, the guardian angels hit the streets. that group of beret-wearing unarmed crime patrollers was

founded in new york in 1979. recently the oakland police department laid off 80 officers. >> don't complain. get up, help the community. you can help the police department as, as well. you can be their eyes and ears and you doesn't have to wear this uniform. we are beefing up patrols because we feel that we need to and because we want to. >> the guardian angels now trying to recruit more volunteers to join the effort in oakland. a rally is planned in walnut creek today in support of johannes mehserle, the former bart police officer convicted of involuntary manslaughter for the death of oscar grant. walnut creek police are preparing to keep the peace at the afternoon rally. it starts at 2:00 outside the superior court building. at this point, there are no plans to close ignacio valley road or other streets in the area. mehserle is scheduled to be

sentenced now in november. he says he accidentally pulled his gun instead of a taser while trying to detain grant in oakland. just two hours from now, vallejo firefighters will close two stations. stations 25 and 26 are closing for good. they are on minnie drive and fulton avenue. staffing levels will also be reduced at the remaining stations so instead of 18 firefighters on duty, there will be 15 during each shift. vallejo filed for bankruptcy in 2008. 6:08. starting with this morning's commute, cash will no longer be accepted for carpools crossing the golden gate. the only way to pay the $3 toll is with a fastrak transponder. also, carpools will need to pass through staffed tollbooths because they don't trust you. that's to make sure that a toll worker there will verify there are three people in the car. well, i mean, remember a

drilled. >> we are hopeful we can continue the integrity test to the point that we kill the well. no one wants to see oil flowing back into the sea and to reinitiate containment would require that to occur. >> federal officials will dictate what to do next. they might decide to pump more oil to surface ships to relieve pressure but that would mean more oil flowing into the gulf for a few days. even in a cash-strapped economy, people have found a way to raise more than $3 million for bay area aids organizations. 25,000 people took part in the annual aids walk san francisco yesterday covering a six-mile route in golden gate park. the money raised will support local hiv prevention, testing and care services at 60 bay area organizations. aids walk san francisco has raised more than $76 million since 1987. at the bay area shelter,

trying to find homes for pets quickly to ease overcrowding. the east county animal shelter of alameda county has seen a sudden influx of pets because of the closure of another shelter nearby. so it held an adoption fair yesterday. dozens of dogs, cats and kittens were available. they expect about 17 adoptions. volunteers worked with the animals to make sure that they are good family pets. it's 6:14. pretty good weather this weekend. tracy though says some changes are in the offing. >> a little drizzle too? >> maybe. >> plus volunteers stuffing backpacks this weekend for schoolkids. how some red shoes have helped the effort. we got your weather forecast, that's all coming up in just a few moments. ,,,,,,,,,,

the only thing going on at the approach to the bay bridge westbound 24 as you approach telegraph avenue word of a supermarket truck on fire, sounds like it's off to the shoulder right now but just something to be aware of may cause spectator traffic commuting toward the macarthur maze. towards the bay bridge toll plaza no delays, no metering lights, and traffic actually looks good heading into san francisco. other approaches to the bay bridge, a look down the eastshore freeway, we have a live look at conditions through berkeley.

in a shootout in oakland. the man who fired at them is in the hospital at a traffic stop on interstate 580. the shootout and investigation closed the freeway for more than 20 hours. the fbi is now investigating. a rally is planned today in walnut creek in support of a former bart police officer convicted of involuntary manslaughter. it starts at 2:00 this afternoon outside the superior court building. johannes mehserle is awaiting sentencing for last year's shooting death of a man he was trying to detain. and new rules for carpools on the golden gate bridge this morning. carpoolers must use a fastrak pass in order to get the half price discount. and a tolltaker needs to verify that there are three people in the car. the new school year just around the corner for some kids and volunteers preparing to help some students in need. those volunteers stuffing bags and backpacks yesterday with shoes, clothing, gift cards and

in fairfield. it is being pushed up to the shoulder westbound 80 approaching red top road. it's quiet as you commute down towards the carquinez bridge. that is your traffic. for your forecast, here's tracy. >> hey, thanks, elizabeth. our forecast for this morning includes a whole lot of clouds along the coastline so here's a look at our ocean beach shot. cloudy conditions for the coast this morning. overcast essentially and then once you move a little bit closer to the bay, some sunshine, yeah, mix of sun and clouds for the bay this morning. and those conditions will have a lot to do with our afternoon highs. so here's a look at what we're expecting for the day this monday. clouds along the coastline, will not completely clear out. that's why temperatures will be cool upper 50s to the lower 60s. mostly sunny conditions around the bay with a nice afternoon breeze temperatures ranging from the upper 60s to lower 80s and plenty of sunshine with hot temperatures inland up to 95 degrees. yeah, we're in the 90s today but after that we start to gradually cool down. tuesday, wednesday, thursday even friday upper 80s inland,

mid- to upper 60s around the bay and no real shift in temperatures along the coastline and then as we move into the weekend temperatures will dip down slightly for the bay as well as inland. but all in all a pretty nice day expected. that's a look at your weather. back up to you. >> thank you. it is 6:33. there is new information about a man behind a shootout on interstate 580. that led to the freeway being closed in oakland for most of the day yesterday. anne makovec is in oakland where the fbi has now joined in the investigation. anne? >> reporter: and some alarming information coming from his mother overnight. this man was wearing body armor and armed with several guns in this shootout with police that shut down highway 580 here behind my in oakland for almost 21 hours. and that is now re-opened in time for the morning commute. but it started as a basic traffic stop and then ended with the bomb squad.

the investigation now turning to what the man who started this may have been planning. one of the alarming items in his truck, a binder with the word "california" on it and a suspicious package that the bomb squad blew up that. turned out to be nothing but it did cause a lot of alarm. the chp says it all started when byron williams, a 45-year- old from groveland, was seen weaving in and out of traffic on 580 westbound near grand avenue at midnight on saturday. after officers finally pulled him over, a shootout ensued. >> this incident that took place is absolutely every officer's worst nightmare. wherever he was going there is no doubt his intent was to cause serious harm to either someone or a group of people. >> reporter: williams is in the hospital this morning. again, he was wearing a bulletproof vest. but he was shot several times. he is a convicted felon and his mother has told the "san francisco chronicle" that he was angry at, quote, left wing politics and frustrated because

he couldn't find a job. she said the guns that he was using overnight were probably her guns that she was keeping in preparation for a potential revolution. so again, the fbi now trying to figure out exactly what this guy may have been up to and hopefully now that he is in custody, that is not going to be coming to fruition. two officers by the way were injured yesterday with glass from their car not from bullets. they are expected to be okay, john. >> anne, thank you. anne makovec in oakland this morning. oakland police trying to find out who fired shots from a high-rise. officers were in the process of arresting passengers at a traffic stop on 8th street about 11:30 last night when they heard the sound of gunfire nearby. they believe those shot were from a rifle and came from a nearby apartment building. >> after we locked down the apartment building, we then sent in officers and conducted a methodical search of the building. >> that search turned up no

weapons and no suspects. but they did find that the building's surveillance room was vandalized. no officers were injured in the shooting. and at about the same time, a 45-year-old man was shot to death in front of a downtown oakland dental office. it happened at 19th and webster streets. police believe it may have been a robbery or a carjacking gone wrong. no arrests have been made. volunteers are hoping their efforts will help keep oakland safe. yesterday, the guardian angels hit the streets. the group of beret-wearing unarmed crime patrollers was founded in new york in 1979. recent layoffs have reduced the oakland police force by 80 officers. the local chapter says it's times like these when citizens need to step up. >> instead of sitting around complaining, get up, help the community, you can help the police department, as well. you can be their eyes and ears. and you don't have to wear this

terminal b. mike colgan is in san jose to explain. >> reporter: we know flying can be an extremely stressful experience these days. mineta san jose international is trying to reduce some of the stress making it a more pleasant experience by upgrading the eating and dining experience there at the airport. they spent over $1 billion to upgrade the airport facilities. one of the new restaurants that will be opening at the airport is this san jose institution original joe's. it's been a san jose favorite for the last 50 years and it's one of the new restaurants that will be opening in the new terminal b. they include pizza my heart. mojo burger, u na mas, starbucks and a wine bar. the first airport in the country to open a wine bar. the santa cruz wine bar will feature wines from all over the santa cruz mountains of course as its name would suggest and as well as coastal areas. so, you know, you can get that glass of your favorite cab or

around after friday's big losses. good morning. our grass that are continuing to build. especially on westbound 580. no big problems as far as accidents go. just more cars heading out there approaching the dublin interchange. taillights westbound 580 close to tassajara and actually we still have the stall in lanes. westbound 580 approaching north flynn road. you can see that it's sluggish coming out of the altamont pass. and even past the stall, sluggish towards vasco road. travel times, 25 minutes on westbound 580 from the altamont

parts of the bay which is not atypical for this time of the morning. here's a look at what we're expecting. morning commute just a few clouds inland, temperatures in the lower to the upper 50s. partly cloudy conditions around the bay with some patchy fog. and overcast conditions for the coastline. later on this afternoon, how about your high temperatures? well, they are going to be ranging from the upper 80s to the mid-90s. that's inland. mostly sunny with a nice afternoon breeze around the bay. temperatures ranging from the upper 60s to the lower 80s. and patchy fog with just a little bit of clearing at the coast, more clouds along the coast will keep temperatures in the lower to the mid-60s. plenty of sunshine inland, mid- 70s in mountain view and sunnyvale, 81 in san jose, 18 campbell, and as we move to other parts of the bay, lower to mid-70s in hayward as well as lower 70s in san leandro. as we move up and along the bay to 68 in richmond and then as we move inland just a bit more, lower 90s in pleasant hill as well as in danville. 89 in san ramon. and the lower to the mid-90s in

pittsburg, antioch and brentwood. these temperatures have cooled down, friday we had triple- digit highs in those locations well out in the east bay. today more like the mid-90s. lower 80s in napa, sonoma. 70s san anselmo. 70 in sausalito. 65 san francisco. i mention aid cooldown from friday through saturday and sunday and also for today. and we will continue to gradually cool down. today's warmest spots, hottest spots, mid-90s. tomorrow the upper 80s. and we'll continue to see temperatures in the same ballpark tuesday, wednesday, thursday, friday, saturday and sunday inland. along the coast, we are expecting a little more drizzle, slightly steeper thicker marine layer, more fog expected leading to us slightly cooler conditions around the bay, as well. that's a look at your weather. back up to you. it's monday morning. >> come on, up and at 'em! >> back to you guys. >> it is 6:46. the market hoping for a better a turnaround after

friday's big losses. >> here's jason brooks with kcbs and cbsmoneywatch.com. good morning. a brutal friday! >> good morning, sydnie. good morning, john. yeah, that wasn't any fun. we saw the dow drop over 260. a lot of that came from earnings that really disappointed especially from the big banks. bank of america and citigroup worry there is that the new financial regulation that have come through congress really hit those banks hard in many different ways particularly losing debit card fees and other things like that. bank of america's stock was down almost 9% on friday, down again 2% this morning. the market is coming back a little bit. that often happens after you see a big drop. we have had some decent earnings out this morning from delta airlines which is important for the travel sector, hasbro had some decent numbers. going to have a lot of big earnings this week, apple, microsoft, goldman sachs, ford. that's going to drive the market. right now the dow is higher by 65 points, nasdaq up by 19, s&p

higher by 7. apple shares, by the way, down about 1% this morning. that's after their mea culpa on friday about the antenna issue saying they are going to provide free cases for everybody. interesting note. in the past few minutes, a lot of other handset makers like nokia and others are refuted that steve jobs say all the other phones have antenna issues. investors a little leery of what steve jobs had to say on friday. the national association for business economics out this morning with one of their surveys for the quarter. and it shows that 31% of the businesses said that they hired more employees in the last quarter, 39% expect to high more over the second half. those are decent numbers. but the majority of them also say that while the economy is growing, they do see it slowing down a little bit and that's continuing the trend that we have seen over wall wall street, part of the reason the numbers have pulled back in recent weeks.

fire on chp officers early sunday on interstate 580 in oakland. the freeway near grand avenue is back open now after being closed for more than 20 hours. the fbi is now on the case. a rally planned today in walnut creek in support of a former bart police officer convicted of involuntary manslaughter. that rally starting at 2:00 this afternoon outside the superior court building. johannes mehserle is awaiting sentencing for last year's shooting death of a man he was trying to detain. and about an hour from now the vallejo fire department will close two fire stations for good. the city council voting for the permanent closures to save money. other stations will remain open but with fewer firefighters. westbound highway 4 through antioch, it's been a struggle all morning. it's never good when you see a big line of red like that. 10 miles per hour. we just got a call from kcbs phone force member rich, who says there is a stall in pittsburg approaching bailey road. westbound 237, you know what? uhm, well, it's very slow right
