representative swanson presented the bill. >> this is how a governor is supposed to work in response to clear concerns that were expressed by the community and continue to be expressed by the community. >> this all starts january 1 and was prompted by the by the shooting. the city's police chief says public safety is a journey, not a destination. we have to continue to get better at what we do every day. >> crimes continue to drop, and he gives a lot of credit to the zone enforcement strategy that dead indicates more officers to areas with more violence. from january to june the total violent crime rate dropped 20% in 2008 and 10% from 2009. so far this year there have

been 26 homicides. there were 28 at the same time last night. property crime is also down 12% compared to the first half of 2009. california's unemployment rate also fell, at least slightly last month. it dropped one-tenth of a percent to 12.3. the national unemployment rate also fell to 9.5%, but despite the drop in unemployment, california did actually lose jobs in june, and it's the first time this year the state has reported that loss. it's blamed primarily on the temporary census jobs that came to an end. it's important to know that the unemployment rate can fall even if jobs are up because of the way they count it. workers celebrated news after the judge refused the governor's request to force the state controller to slash their salaries to minimum wage. the governor wants to cut pay

until lawmakers reach a budget deal, but the judge said it would cause too much harm. the lawsuit will continue with a hearing expected late next month. >> we're going to fight you, governor, to the end. we need our money. >> the controller delay some upgrading the computer system shouldn't be held against us. >> there's a counter lawsuit saying the decade old computerized payroll system can't handle the pages. time is now 7:06. flags are flying at half staff in honor of a bay area soldier killed in afghanistan. the 21-year-old chase stanley died after insurgents attacked his military vehicle with an ied. throw other servicemen were also killed in the attack. stanley was based at ft. bragg, north carolina. 39 americans have died so far this month in afghanistan. this morning bp engineers are working around the clock

monitoring pressure readings from the blown-out oil well in the gulf. a critical 48 hour testing window ends this afternoon. engineers are watching the cap that was put on the well thursday to see if there are any leaks. the pressure readings are not rising as high as they expected, and that means there could be an undies covered leak. and if one is found they may have to uncap the well and start all over again. >> we need to have every assurance that we can react quickly to detect a leak. still ahead, a deep marine layer along the coast means cooler temperatures for many. however inland that cooling effect will be felt? i'll tell you coming up in weather? : plus after months of requests, denies and investigations, we finally know just how much sarah palin

it's going to stretch from here at the olden gate to the trans- america building we can't even see because we have a dense marine layer. if you travel today, the warm temperatures are going to be here. you could find triple digits inland. let's talk a little bit about what's going on outside right now. inland locations are going to see plenty of sunshine, but out there right now we do have gray skies, and that's thanks to the deep marine layer which will linger throughout the day around the bay and along the coast. we'll start to see it diminish the second half of the day allowing us to warm up into the 80s and 90s.

for the most part not a lot going on here, high pressure in place to the north. we've got this little weather system off to our southeast with an area of low pressure sparking thunderstorms. i do think we may see residual effect if you're heading to the sierra, the east side may get thunderstorms activity today. for those of us on the bay, we're talking a thick marine layer. we're not going to see the warm temperature that we have over the last couple of days because of this marine influence. as we start out this morning, around 9:00 you're noticing we'll continue to see this fog really stretch very far inland. the further inland you go, the higher the cloud deck, but

still the gray skies keeping things cooler. as i advanced on throughout the morning it does start to diminish, first for the inland locations and then north bay locations. we'll see more sunshine inland, but will still keep the clouds right along the coast for us today. that will keep the coast cool throughout the day. a good portion portion of the day will be under cloud cover which will keep us nice and cool compared to what we saw earlier this week. we're talking upper 80s for much of the south bay, but we get cooler, and 60s even 50s along the coast today. the other side of the bay is where temperatures start to warm. warmest spots inland, 97. the closer to the bay you get the cooler we get with 60s and 70s near oakland and berkley

and further north in richmond as well. let's go one ed hand travel to the north bay where temperatures are ranging mid 80s to low 90s. the closer to the bay you get, the cooler because of the cloud cover. take a look at your forecast. we do have plenty of sunshine in the sierra, thunderstorms in the back half of the sierra. your seven-day forecast shows that temperatures stay nice and mild the next couple of days. we're in the mid 90s for saturday and sunday and then cool dramatically heading into the workweek as we deepen the marine layer and start to see temperatures getting back to the seasonal norms and stay there, maybe even slightly below seasonal norms. that's your forecast. we'll have another check of weather coming up. also still ahead, it's much more than just an improvement project. the sidewalks actually recycle water, and that's not all they can do. when it comes to science, this

>>reporter: he served in iraq then was redeployed to afghanistan over christmas. >> i said, where you going? he told me. i said isn't that a bad place? he said, yeah, it's bad. i said are you scared? he said, yeah, i've never been so scared in my life. >>reporter: he kept his friends in the dark about the dangers he faced in afghanistan. he was described as a peacemaker who wanted to drive a dozier after his military service was over in his death

bay area. here's a look outside at the golden gate bridge. you can barely see it. a very dense marine layer, thick this morning sticking around for most of the morning keeping temperatures cool pretty much area wide. then we get in the valley, and you can see what you get. most folks going to find relatively comfortable temperatures. an onshore flow is going to keep temperatures nice and cool, 60s and 70s, cooler spots in the 50s.

we won't see as much of afternoon heating because of the marine layer. an area of low pressure is likely going to spark thunderstorms on the back side of the sierra. you want to be mind full of that. in the meantime back here closer to the bay, right through the delta here and far inland keeping us cool as it sticks around the first half of the day. by lunchtime we start to see it diminish inland, 2:00, 3:00 in the afternoon, everyone with the exception of the coast will start to see more and more sunshine. temperature wise it means we're going to hover around average, a little above for inland spots and a little below average along coastal locations. so upper 80s for much of the south bay. we dip into the 70s as we get

up the peninsula. now, heading inland it's a different story. we start to warm the further east we travel. so low 80s for places like freemont, hayward and talking mid to upper 90s for the furthest inland location. back towards the bay, however, temperatures cool just a little bit. we're in the upper 60s to low 70s for places like ohm oakland and berkley. north bay temperatures in the low 90s to upper 80s, places like napa and 68 in san francisco. eventually a little bit of sunshine, but might take a while to get there. temperatures today mid 90s, still a bit above seasonal norms, but start to cool as we head into the workweek. expect a cooling trend and gray skies to continue as we move towards your work week and into next weekend. still to come today, apple

rate can fall even though job losses are up. that's because people who gave up the job search or go back to school are no longer counted. well, it's good news for 200,000 state workers. they can count on getting their full pay this month and next. workers celebrated the news after a judge refused the governor's request to force the state controller to slash salaries to minimum wage. the governor wants to put pay until lawmakers reach a budget deal, but the judge said it would cause too much harm. they'll continue with a hearing late next month. >> we're going to fight you, governor. we need our money. >> the controller has filed a counter lawsuit. he says the state's decade old computer payroll system simply can't handle the changes. the time is 8:04, and flags at the state capitol are flying

at half staff today in honor of a bay area soldier killed in afghanistan. 21-year-old chase stanley died after insurgents attacked his military vehicle with an ied. three other servicemen were also killed in the attack. he was based at ft. bragg north carolina. 39 americans have died so far this month in afghanistan. a california teen is asking people to swab their cheeks at an expo in oakland. the samples she collects could help boost her own odds of fighting a life threatening illness. >> one at a time. >> the cotton swab to collect dna. >> like your brushing your teeth. >> may help save the life of this 17-year-old. she suffers from a double whammy of two rare bone marrow diseases. >> your bone marrow fights against your blood cells, so then your body comes low on
