twin boys know every day, and i celebrate them every day as if they were still alive. michael and mark and a third teen, javier ramirez junior, died on christmas night in 2021 on foothill road as they were driving to help a friend. the twins were 16 at the time. this morning, ana heard that another family died on the same road on wednesday night. ana calls the news triggering. it was shocking and emotional. yeah, it's, very emotional. you just. your heart breaks, she had really hit the foothill on foothill road. the coroner has not released the names of the victims. only saying they were a family of two adults and two children under 15. investigators say speed could have played a role as the car hit the curb. and then a big oak tree before bursting into flames. police also identify the car as a vinfast electric vehicle, but we don't know what

model. nbc bay area has learned that the national traffic safety administration has recalled certain 2023 vinfast models for speedometer and warning light errors. drivers have also filed complaints with the agency about steering and lane departure issues with the vehicles, but it's unclear which models the agency denied. our request for an interview. pleasanton police have not mentioned carmel function as a possible cause, but ana says don't forget about the risk that comes with the road itself. issues ranging from speeds to turns to darkness. i avoid it. i make sure to avoid it. i try not to go tonight. ana says her heart aches for the family of the latest victims of foothill road. my condolences to them. i really hope their family heals and i'm here for anything that they might need. they want to talk. i don't know what else to offer, i just i'm sorry. damian trujillo, nbc, bay area

news. 911 there's an emergency at san francisco's newly revamped 911 dispatch center, just a day after it's unveiling, it experienced a computer outage . it happened yesterday morning. the system was down for about 2.5 hours. a spokesperson tells us, and our investigative unit, that when it happened, dispatch switched to another system quickly and there was no impact on the public's ability to call 911. on wednesday, mayor london breed held a ribbon cutting ceremony at the dispatch center. the department of emergency management released a statement saying in part, quote, during this transition period, we will continue to experience intermittent operational disruptions, but these have not impacted the public's ability to call 911 or our ability to dispatch emergency services. drivers beware a new crackdown on speeders is coming to some of the streets of san francisco. under a new plan, officers will

be focusing on ten of the most dangerous intersections in the city. it's an effort that comes after years of declining traffic. citations from the department's traffic division. nbc bay area sergio quintana in san francisco with the details among the problematic intersections, police officers in the city will be focusing on is this one mission and ninth streets in the south of market neighborhood, a shop worker told me. off camera drivers tend to speed through the lights when making a right turn off mission. another problematic intersection set to get more police attention is market and octavia at the us 101 onramp, according to police data, this intersection has racked up 13 crashes since january 2022, the most at any intersection of the city. plans for stepped up enforcement seems to be welcomed. news here. it's a safety issue. there have been accidents, around in our neighborhood, certainly in the mission. and so i think it's a

good thing. according to the san francisco police department, the traffic enforcement effort has already started and will continue to increase, especially at the ten intersections. the department has identified, according to a 32 page plan put together by the police commander overseeing the department's traffic division. officers will be conducting what the department calls enforcement waves, which will include saturation patrols at ten of the city's most dangerous intersections. each of these intersections has been the scene of at least ten crashes in the last two years, having, our sfpd go out there and focus on those streets that are the most dangerous streets that are not designed for safety over speed. those are the places that it does make sense for our sfpd to be doing enforcement to curb that dangerous behavior. it's a reversal of a downward trend in traffic tickets. according to sfpd data, the number of traffic citations officers write has dropped by 96% over the past

decade. the department says it's partially because of a drop in staffing and new regulations. but supervisor rafael mandelman says this plan and a recent effort by officers to get out and enforce traffic violations is an improvement. i guess where i am now is cautious optimism. i think even with their resource constraints, they they do appear to have made progress in the last few months. they do seem to have a plan to do better over this year. supervisor mandelman says he will hold a hearing in six months to monitor the department's progress with this new plan to focus on problematic intersections as in san francisco, sergio quintana. nbc bay area news. growing frustration over spiking pg and e bills. today we went to the top to try to get some answers, and when or if your bill will be coming down. our own raj mathai sat down for an exclusive one on one interview with pg and e ceo patty poppy. our focus your bills. one of the things that pg

and e has always been good at engineering equipment, but not necessarily engineering how we do the work we're redoing, doing, how we do the work, and we're saving customers dollars by doing that. let me give you some examples. hold on. i have to jump in. you say you're saving customers dollars. i don't see it. we don't see it. for the last five years, our rates have gone up double 100. and i get it in ten years from now. perhaps that's the truth, but right now, no one's saving any money. in fact, it's costing us more. i think what customers can't see is all of the cost savings that we are putting into the system while we are rebuilding it. when do we see when do we benefit from this? we are forecasting prices falling in 25 and again in 2026. a lot more here. the ceo focused on rates, profits and the utility's history of mismanagement. we're going to share more of our exclusive interview that's coming up in our 6:00 news. they are calling themselves popular

university for palestine. protesters have set up encampments on campuses nationwide calling for divest from israel. and the movement is growing here in the bay area. pro-palestinian protesters set up camp at white plaza at stanford university yesterday. the protesters are vowing to camp there until the university divest from israel, and today they held teach ins, workshops, prayers. stanford has warned protesters they could face arrest and possible suspension. however, these protesters say they're willing to take that risk. say i were to get arrested or say a word to be expelled or suspended from the school. that would deeply impact me and my family because i like support them with the money that i get from here, and an understanding that i weighed the personal consequences and my own personal beliefs and felt compelled to do what i can to be out here. all this comes as stanford holds its at midweek and midweek, when it welcomes hundreds of incoming freshmen and their families. a similar protest happening at uc berkeley. students have been

camped out since monday and it's been peaceful. no arrests, but other colleges across the country have seen dozens of arrests, and these college campus demonstrations come after president biden recently signed a foreign aid bill that includes money for israel, and president biden is scheduled to speak at a graduation next month. nbc's alice barr is tracking it all from washington, d.c. we will on college campuses across the country, a growing chorus of anger as antiwar student protesters pressed their university leaders to stop doing business with israel. and any companies that back its war against hamas in gaza. what we're worried about is those dying in palestine, the schools that have been bombed, the biden administration commending peaceful protest. it's a hallmark of our democracy that our citizens make known their views, their concerns, their their anger at any given time

while defending u.s. policy as demonstrators demand an end to u.s. support for israel amid the humanity crisis and devastating death toll in gaza, president biden pressuring israeli leaders to do more to bring in humanitarian assistance and protect civilians and aid workers. the president has said that our policy in gaza is going to be dictated by israel's conduct in gaza. at the same time, the white house, standing with israel's right to defend itself against hamas after the brutal october seventh attack and working toward a ceasefire deal that would free hamas held hostages, politicians from both parties also standing up for jewish students amid rising incidents of anti-semitism. the university itself has a duty to protect all of its students, including the jewish ones. campus clashes leading to hundreds of arrests of students and faculty, and at least one university canceling its main graduation ceremony. the turmoil

evidence of deep divisions here at home as the war rages on in gaza and there was growing controversy as president biden is set to be the commencement speaker at morehouse college's graduation, spotlighting how the war in gaza is a difficult campaign issue for president biden with young voters in washington. alice barr nbc news the biden administration is worried about the president's response to the war and what it could mean at the polls this november. earlier today, we spoke with meet the press moderator kristen welker, who says the president is trying to walk a fine line. i think this is a big x factor in this election. can president biden turn up the pressure on the israelis to do more to protect civilian lives? what does this crisis look like as we get closer to november? i think that'll say a lot about the support he gets from younger voters. they were critical to

him winning the white house back in 2020, and he needs them to turn out in force. if he wants to hold on to it. you can watch meet the press every sunday right here on nbc bay area after today in the bay, the white house has tapped some big name silicon valley tech ceos. it's asking them to help the biden administration manage artificial intelligence. president biden says he wants to prevent ai from disrupting national or economic security, among other things. so last october, the president signed an executive order on ai. president biden also ordered the creation of a panel which would help find solutions for problems. i may create. the department of homeland security helped create that board today. it appointed sam altman to the board. he is the ceo of open ai. also on the board are microsoft ceo and alphabet ceo sundar pichai. still ahead, honoring a fallen oakland police officer, the emotional memorial service that remembered an officer whose death followed an injury while

a final farewell to bay area icon cecil williams, who passed away on monday. a celebration of his life will take place at san francisco's glide memorial church on sunday, may 12th, beginning at 1 p.m. the 94 year old co-founded glide memorial. it was known as a champion of racial equality, lgbtq rights and helping the poor. for more information on his memorial service, you can visit glide's website. an oakland police officer remembered today for his dedication and commitment to serving the community. today hundreds of family, friends and law enforcement gathered to

honor officer jordan wingate. nbc bay area's christie smith has a look at today's tribute. to a police department officer. today, a powerful moment as hundreds of police and others gathered to honor oakland officer jordan wingate in castro valley. today we honor and remember officer jordan tyler wingate, interim oakland police chief darren allison was among those who spoke about the fallen officer. jordan exemplified the distinct character and possessed the essential qualities and courage to do this job well. he was the kind of cop you wanted the department and the oakland community were fortunate to have him as a police officer. wingate passed away recently after battling injuries in a traffic collision that happened while he was on duty in 2018. it doesn't matter how much time passes, five days, five months, five years, no amount of time can

prepare you for the loss of a loved one, especially the loss of your child. wingate's father, randy wingate, is a retired oakland police captain. he choked back tears as he talked of his son's commitment to oakland. such a short period of time. he truly created his own legacy. jordan stood for something which is so uncommon in the world that we have today. jordan just wanted to serve his community. he also thanked those who have supported his family and shared his memories. i think the biggest thanks goes to jordan. thank you for being strong and living life to its fullest. thank you for being a great son. others said they'd also remember the officer's warm smile. positive and respectful demeanor, and his enduring want to help others. jordan protected our community and sought justice for victims harmed by criminal acts. jordan wingate began his public service career as an oakland police cadet in 2013,

and was later awarded rookie of the year by the oakland police officers association. today, one final message from those who knew him best we love you and we miss you. we will never forget you. you can rest easy now, my friend. we have the watch from here in castro valley. christie smith, nbc, bay area news. we're going to turn now to our climate and crisis. wildfires have burned more than 70 million acres across the u.s, and that's equivalent to the entire state of nevada. those fires and the smoke they create do much more than pollute our air. they can actually create a loop that accelerates climate change, and it costs a lot of money to replant forests. but a new company called mast reforestation is working to change that. it's recruiting so-called climate investors, and this is how it works. companies pledge to be net zero by cutting emissions and investing in

things like replanting forests. and of course, that helps offset our emissions. our cynthia pimentel has been working hard on earth week all week with our other meteorologists. and. but let's talk about our weather. the weekend is finally here, the weekend is finally here. and we've had a windy day. i know the skies look nice, the temperatures not too bad. so what does the weather have in store? i've got all the answers for you and our microclimate forecast right now as we take it on to our chroma key out there, the weather wall temperatures right now not so bad. mid 60s through san jose, out towards walnut creek, san francisco in those low 60s. but we start to notice those wind speeds in the teens and up to 30 miles an hour, gusting out of sfo. right now we've got a couple of systems out here in the west and also through the middle part of the country. i'll start with the desert southwest, dealing with some unsettled systems through the sierra. we've also noticed some snow showers, lightning being detected at times and through the middle part of the country. it's actually going to be a watchful as we go on into

this evening. there's been tornadoes detected already and a lot from this system that's stretching from texas all the way through parts of the ohio valley and into parts of the plains. so if you know anybody out there, make sure to give them a call. checking in that everything is okay. let's bring it back to the bay area. i mentioned some storms moving around us and we can see some lightning. also being detected through the sacramento valley. maybe you're heading down south and east through the san joaquin valley. also, be careful for some light showers and up through reno tahoe as well. so speaking of the weekend is here. let's check on on south lake tahoe. over the next couple of days i bring the chains just to be safe for tonight, but into tomorrow and on sunday bring some sunscreen as well as we're going to change from those tricky conditions to some more sunshine and temperatures in those upper 50s. we're starting in the upper 50s here in san francisco. oracle park pirates and giants first pitch 715. and notice that we still continue with those wind speeds at around 18 miles an hour. those gusts 30

or more. so bring your beanies, your warm blankets, drink all of that warm hot chocolate out there to keep you nice and toasty through the evening. we're going to dip down into the low 50s by the time that the game is over. and remember, you can watch it right here on nbc bay area. let's go back to the winds. everybody is talking about it through this evening. i still see them gusting around 6 p.m. on our friday night, especially out there towards bodega bay, down through novato, and even stretching out east into parts of fairfield. as we go on into tomorrow, start to make our weekend plans. i know lots of people want to have picnics, maybe a barbecue, gather up with friends. it's still going to be gusty as we go on into the middle parts of the afternoon, especially if you have any plans along the coastline. and as we go on inland, i still see these winds staying with us through the weekend. but the good news is it's going to be coupled in with some sunshine. no more of that rainy weekends we trends. we've been seeing lately. our temperatures in the city. tomorrow low 60s. we go to the low 70s in the north bay, parts of fairfield and down through morgan hill and san martin, around the immediate bay in

those mid to upper 60s and 69 degrees in san jose. we'll see even warmer temperatures on sunday as we get a few more of those 70s back through parts of cocoa county and through parts of san jose, and noticing our long range outlook, we're going to continue to build up that sunshine as we go through the second half of the week here, with a few systems moving around the bay area, but that dome of high pressure will still continue to push them all out. so we can see in our ten day temperature outlook for calistoga, we go from those 70s at the start of the week. we welcome may on wednesday and start to climb from there into possibly the 80s for some of our inland valleys. so overall, we just have to deal with a bit of a windy weekend in san francisco, and then we'll start to feel that warmth as we go on into our next workweek and our inland valleys. comfortable temperatures in the 70s. this weekend with that wind, we'll deal with it, and then we'll climb those temperatures into possibly some 80s by next thursday and friday. so that's warm. a nice week ahead. okay. thanks, cynthia. you're welcome. coming up, new concerns involving tesla's autopilot feature. the new concerns about

report from the national highway traffic safety administration. it analyzed 956 crashes in which the feature was thought to have been in use. it found autopilot contributed to nearly half of them, which, with 13 resulting in fatalities. the agency also said the software update issued as part of a recall back in december to fix autopilot defects, was probably inadequate. that's because more crashes linked to autopilot continue to be reported. one of the biggest problems plaguing the housing market right now. low supply. so the spring home buyers are turning to another

option newly built homes. those are normally a lot more expensive than older homes, but that gap has narrowed drastically since the pandemic. the reason homeowners with low mortgage rates are reluctant to sell. at the same time, builders are less concerned with big profits on every sale and more concerned with just selling more overall. this year, sales of new homes are up by around 8. very high earnings in tech were good news for the stock market today. the nasdaq closed 2% higher, gaining 316 points. the nasdaq got a boost from tech companies. alphabet and microsoft both reported strong quarterly earnings after market closed yesterday. the dow also up 153 points. the s&p up 51. a long journey for a few bison from the bay area. the reason the animals are settling into a

zoo is playing a big role. the oakland zoo raises bison and then when they're old enough, it takes them to their native territory. in montana, 14 bison just made the journey and are now under the care of the blackfeet nation. young bison,
