late reverend cecil williams. and kari hall breaks down rising see levels. this is "today in the bay." thursday morning is here and so are we. good morning to you. i am marcus washington. i am kris sanchez. good morning, kari, you are tracking that forecast that continues to be pleasant if you like a little cloud cover. >> we do. >> i think a lot of people do, but every now and then you want a little sun, and we will see a repeat of yesterday where it could be slow to clear in some areas. looking at temperatures, we are in the mid-50s right now as we get started on the thursday morning, a light wind where our temperatures are going to reach into the mid and upper 60s. we will see a high of 71 in concord as well as fairfield. for the north bay, we are looking for upper 60s there. we will continue to have slightly warmer temperatures

over the next few days, so i will have a look at that and ahead to the weekend. mike, the local commute is calm right now? >> yeah, around the bay, the edges seem just fine. taking you to the north bay, leaving the area, that's where a crash has just been cleared. it was in the center divide. there was a little slowing, and it should sort itself out quickly. we will follow that. i-80, a little slowing across the bay, and no problems in or out of san francisco. >> thanks, mike. a major company could soon resume writing policies. >> allstate says the move could come. ginger conejero saab is live, and we know folks have been having a hard time getting the

homeowner's policy? >> reporter: definitely. allstate says they want the department of insurance to use catastrophic modeling when requesting rate increases from homeowners, and that's the use of computerized reports that simulate potential catastrophic events, and those could be used to justify rate increases. allstate stopped writing new homeowner policies at the end of 2022 due to wildfire risk and the price of rebuilding homes, and they renewed policies but stopped writing new ones. a company representative indicated allstate is getting ready to resume writing new policies, and in a statement allstate sewed once home insurance rates fully reflect the cost of providing protection to consumers, we'll be able to offer home insurance policies to

more californians with timely rate approvals. this morning the discussion will continue, and there will be a hearing in sacramento by the hoover commission to reflect on the state's home insurance market. that will begin at 10:00. speakers will be in attendance. that can be viewed virtually and open to public comment. and there will be a town hall at 4:00 this afternoon in hillsborough, and they are asking insurance companies to look at the mitigation, and that bill is headed to the senate appropriations committee for consideration. this is something a lot of homeowners are looking for, especially those looking for new

arguments on whether american presidents can face prosecution for things they did while in office. this comes amid the backdrop of trump's hush-money case. trump was not officially carrying out duties when trying to overturn biden's election victory. oeufplt this is the moment we have been waiting for, because the motion that the former president filed in this case is a motion that if he succeeds with it on this appeal would end the prosecution. >> now, it is unclear if the court's ruling in this case will affect a separate case against trump in which he's accused of

handling the classified documents. a special board meeting comes tonight. employees say the bad behavior included putting a worker's desk on a rooftop, and he managed to get away with it because he was good friends with the school superintendent and her husband. turnage and her husband have not responded to any of the questions. she said she initiated two investigations, one on the overall situation in the department and the other looking at specific concerns reported by nbc bay area last week. she also said she voluntarily removed herself from the investigative proceeding. but two board members question whether the investigations will be independent given some of the

complaints are against the superintendent herself. we asked the district several times who will be conducting the investigations and have not gotten an answer. candice nguyen has been following up on this, and you can go to nbcbayarea.com/investigation for more. continuing our climate week coverage and the impacts we are seeing here in the bay area, and many of us live in areas where it's forecasted we will feel the impacts from the rising tides. >> most of the population in california lives near the coast or bays and like the rest of the world the landscape is changing over the years due to rising see levels, now up about 10 centimeters since 1973. some of the factors are ice loss

in the arctic as well as the inland glaciers melting quickly and ice sheets that are also melting. warmer temperatures lead to expansion, and another factor is extreme weather, stronger storms cause the water to come further inland, especially when combined with the king tides which happen in the winter due to the gravitational pull of the moon causing the tides to come up higher. let me show you what future sea level rise could look for us. by the year 2040, going up almost half of a foot. in 2060, another foot. by the year 2100, sea level rise could cause places like the airport to be underwater and more frequent flooding around the bay.

>> imagine something like our king tides that we get now, and the king tides are most easily seen in the middle of the winter months, so december and even into january we see pretty high tides. you can also see them in july, late june and into july, but typically the highest high tides happen overnight when most of us are sleeping. now, imagine those tides becoming somewhat more of the tidal range, and so now you have a water level set up higher than what we have now, and you are putting that wave activity on top of the higher water level. what that does is gives more opportunity for those waves to wash further into land and impact more people as well as infrastructure, homes and businesses. where we live, where we recreate, where we go to the beach and restaurants and where we hang up along the water's edge is going to look very

good thursday morning. right now at 5:14, we are taking a live look outside in fremont. it's dark and early and temperatures are in the upper 50s. a little milder with a mostly cloudy sky. those clouds will linger as those temperatures will be slow to warm up again today. it will be like yesterday, but we will talk about if there's changes in our weekend forecast coming up. and darker and then lighter, and look at the flow of traffic, and here we go out of richmond. i have another crash i'm tracking in the north bay. we will talk about i-80 and the progress i hope to see in that chp report. happy thursday morning to you. the white house today will announce a more than $6 billion grant to micron, the chipmaker. micron will build factories in

new york state and idaho. the bay area company, rubric, priced its shares yesterday at its ipo. meta pulling the nasdaq lower after it said it was spending lots of money on ai, which will pull profits later. and you may recall meta was all in on the metaverse. it's still working on virtual reality, and in fact on the analyst call, mark zuckerberg said the company made good progress. and meta could benefit from a ban on tiktok. facebook has a feature it calls reels, and you scroll through and the algorithm tries to match what you are interested in. i spoke to an analyst about the potential for youtube shorts. >> it won't show up as a financial in today's report, but if tiktok were to go away, youtube shorts might be a

logical replacement? >> absolutely. yes, i imagine youtube shorts would be one of the primary benefits where a tiktok fan could materialized. i don't know youtube should bank on that happening. we know congress is fickle, but it's certainly something to watch. we will be, next quarter and looking forward, it's something we will pay attention to. >> it puts the company's value at $6.5 billion. it waited quite sometime to go public, and companies like home depot use rubric to protect their data. more people wanted this ipo share than was possible to give them to, so i would expect -- i am not giving stock advice, but

i would suspect it would be a big jump when they start trading. >> yeah, silicon valley, ipos, that drives the blood of silicon valley. >> we will see how much champagne there is. new this morning, there's going to be a lot less sugar in school lunches. for the first time the usda is limiting added sugars to meals, and now lunches can have 10% of the total calories per week starting in 2027, and the plan also aims at trimming sodium in the meals. and then we are getting a look at the dream schools overall. >> the princeton review surveyed thousands of college applicants,

couple of days. we are not going to see much clearing here. we will see the clouds linger throughout the morning and then the wind starts to pick up. take a look at the trend in san francisco. we do see the temperatures going from mid-50s to upper 50s. there's not a big range here, but notice the wind icons there between two and four. we will have gusty conditions. we will talk about that in just a bit. let's get a look at the current temperatures now. 66, high temperatures heading for 66 in cupertino. 68 in martinez. in oakland today, 66 degrees. we will see low 60s for san mateo, upper 50s for daly city and half moon bay. san francisco in the lower 60s. up to 60 in mill valley while in santa rosa it will be 68 degrees. let's talk about the wind that will start to increase for parts of the north bay, the coastline and some of our hills and even in the valleys it will be breezy with the winds gusting possibly

over 40 miles per hour for today and then again tomorrow evening. you just want to take a little time before you head out and secure any items around the home that could get knocked over in high winds. we will also track a slight chance of rain tonight and throughout the day tomorrow as we are going to see a lot of clouds overhead. as far as how much raina few 0.01 of an inch, so it rains for five minutes and then done for the rest of the day, and that's the kind of activity we will see. there's a warming trend in san josé, as temperatures will make it into the upper 70s by next tuesday. this is the lowest point in the forecast with highs in the upper 60s. mike, what is the update on i-80? >> i was just thinking, yeah, i could handle five minutes of rain. looking at i-80, no problem. no delays here at the bay bridge. we are tracking this travel east away from the bay bridge and

thanks for joining us on this thursday morning. i am kris sanchez. laura garcia has the day off. i am marcus washington. our temperatures for much of the bay area in the 50s as you get this thursday started. we are at 56 in san josé, and 52 in livermore. in the north bay, 50 degrees in santa rosa. as you are stepping out in hayward, it's 57 and mostly cloudy. we will see peeks of sunshine around 8:00 to 9:00, and throughout much of the day. this is basically a repeat of yesterday. dublin, 66 for a high temperature. morgan hill, 68 degrees. 62 in san mateo. overall, this is cool for this time of year. we will gradually warm up heading into next week. we will talk about that and weekend events going on as well. mike, you have a problem reported on the bay bridge? >> yeah, there's the light for

the tunnel towards treasure island, and there's a report of a disabled vehicle blocking one lane in the tunnel area. i don't see any slowing on the camera, which is great, because sometimes we see a big backup forming quickly. the sensors are slowing. the volume is probably what is at play there, but, again, a disabled vehicle near the off-ramp could be an issue for a few minutes. the metering lights could turn on in a second, and that would not be unusual. there could be something going on west 580, your commute in through livermore. we will check that. the u.s. supreme court is going to hear arguments today over presidential immunity. >> scott mcgrew, donald trump says in order for a president to uphold the nation's law, he needs to be able to break them without fear of prosecution. >> some are more equal than others, they will argue. it's an unusual argument trump's

lawyers will bring, and trump wanted to be there but he cannot because he's due in new york accused of breaking laws there. the supreme court will listen to the immunity arguments today and it's hopeful they will deliver a decision quickly, hopefully in june. everybody wants a final decision on whether a president is immune to the very laws he swears to uphold. there's a policy not to indict or prosecute a sitting president, and robert mueller stuck that policy into his report, and it's a long-time policy. the high court ruled years ago presidents have some immunity in civil lawsuits. in both cases, this is while they are president, and no president, not even nixon claim

presidents have criminal immunity after their presidency ends for what they did as president. nixon was never prosecuted because he got a pardon from president ford. those are long-range missiles, and the u.s. just revealed the newest shipment of the missiles are already in ukraine. the u.s. is asking ukrainians not to fire them directly into russia but they are free to use them within ukraine itself, which would include crimea, which russia says belongs to them. it doesn't. and then here's a state department official on the big surprise. >> we did not announce this at the onset in order to maintain operational security for ukraine at their request. i will defer to them to speak about their use and how they may or may not be operationalized in

their own military operation. >> america stands with our friends and stand against dictators, and we bow to no one, to no one, and certainly not vladimir putin. >> now that congress passed the new support for ukraine, and now mitch mcconnell was asked who is to blame for the delay among the republicans, and his answer surprised a lot of people. >> i think the demonization began by tucker carlson, and he ended up -- which is where he should have been all along, interviewing vladimir putin, and he had a large audience and which some could have been rank in file republicans, and this was a mistake.

>> we will keep you updated on what happens, and you can check in for our 11:00 a.m. midday news for a full wrap-up, marcus. >> looking forward to it. thank you, scott. the university of southern california closed to the public after police arrested dozens of pro palestinian protesters, and this comes as a number of protesters are still camped out at uc berkeley. that's where we find bob redell this morning, and those students remain peaceful for the most part. >> reporter: they do. good morning, marcus. as can you see behind me there are a number of pro palestinian protesters and have set up a number of tents here on the front steps and on the front lawn at cal, and the number of tents here compared to what we saw on tuesday has increased significantly from what i can tell. this is the administration building here at cal, by the way, so there are no classes

that go on in that building and there's access on the side. they indicated the protesters were not disruptive to operations here, and that still appears to be the case at uc berkeley. israel has been at war in the gaza strip after hamas attacked israel on october 7th. they do not have plans to change their investment practices, and there's no indication they are going to clear out the encampment. yesterday at usc, police arrested 93 pro palestinian protesters that set up camp, and when they ignored warnings from police to leave, officers moved in and demonstrators through objects and waters at the

officers, and the uc campus is now closed to the public and only open to students and staff. and hamas released a video of one of the hostages that was born in berkeley and later moved with his family in israel, and it shows his hand is gone, as it was blown off by a grenade. >> we are relieved to see him alive. we are also concerned about his health and well-being. >> we heard his voice for the first time in 201 days, and if you can hear us, we are telling you, we love you. stay strong. survive. >> reporter: that was his parents, who are calling on israel and hamas to reach a cease-fire agreement. hirsch is one of five americans

we see clouds in the distance. kari, nice and cool weather this morning. >> yes, nice and cool there. also going to be cool this weekend for the sausalito city-wide yard sale on saturday. as we make plans, we will see temperatures there starting in the 50s and throughout the day a mix of sun and clouds. it will be nice for the cherry blossom festival in cupertino. we will be about 60 degrees with the sun peeking out, and continuing to clear as we go throughout the day as our high temperatures head very close to 70 degrees. we will be in the 60s throughout the day. for weekend plans, if they take you to tahoe, it will be tricky getting there, because we will see rain and at times snow coming down depending on the elevation, and that will wrap up by saturday. sunday is looking clear but temperatures will be warming up quite a bit. if you plan to go to the beach

good morning, folks. a live look at the bay bridge. the backup may be more than you expected on a thursday. i think the metering lights may have turned on a little early and it's a little slower right now, and taking care of a disabled vehicle near treasure island. this could be a factor as folks travel from the eastbound to san francisco. a live view of oakland this morning where we are also seeing a nice and quiet start to the morning. this weather is basically a repeat of yesterday, where we start out cloudy and then see peeks of sunshine and cooler temperatures throughout the afternoon. i will have a look at the complete microclimate forecast, coming up. now, turning to our climate

in crisis this earth week, food waste is a big problem, and it makes up for 10% of greenhouse gas emissions. one app is trying to help with the issue, and too good to go is the largest marketplace for selling surplus food, and the company finds that 60% of people in san francisco said saving money is their primary motivator for preventing food waste, and 73% of people believe retailers should help consumers reduce food waste. >> food waste is a huge contributor to a lot of household debt. we don't do delivery, and what we offer is a great amount of food for a great discount. it's all perfectly great to eat,

"today" show to see how the researchers are trying to slow the aging process for women. that's coming up right after "today in the bay." a taco truck was targeted by thieves, it happened last wednesday around 4:00 in the morning. that's surveillance video of two men looking under tends and then leaving with a generator. the owner said the truck was the only one hit -- >> they broke into the generator's box so they were able to steal the generator generator. >> you had it locked? >> yes. >> the owners say the generator was worth over $1,000. they do believe one of the suspects was spotted eating there just days before the theft. one bride is waking up relieved after her stolen wedding dress was returned.

we are only in the low 60s for a high today in san francisco, san mateo, and 71 in concord. comfortable there. upper 60s for morgan hill and in san martin. tomorrow we are also going to be town just a few more degrees. we will get clouds and gusty winds. those winds will really start to pick up here. take a little time before you head out and secure any loose items around the home because this is what we could see, san francisco winds gusting at about 38 miles per hour. slightly higher for tomorrow afternoon, and even in some of the valleys it's going to be windy, but the higher wind gusts will be in the hills and along the coastline. the green means we could see rain and that's going to be coming in early tomorrow morning, possibly a spotty light shower. don't expect it to rain all day. it's going to rain possibly for a few minutes here and there, very light showers. we are looking at a few hundreds of an inch of rainfall. this is not going to help the lawn at all.

in the sierra, we are at 90% of the normal amount of snowpack, and this is, of course, very important because this is our water storage for those dry summer months. it provides a third of our water content. looking at how much additional snow we will see this weekend, one to four inches. if you are going on friday, there is going to be a little slippery travel, and then clearing out the rest of the weekend as the bay area clears up and our temperatures will head to the mid and upper 70s for early next week. mike, what is the delay? what is that about on the bay bridge? >> we had a disabled vehicle reported around treasure island and looks like things in the last five minutes loosened up despite no change in the chp report, and i think that happened recently -- there we go. that should allow them to move traffic through more quickly, and the disabled vehicle has not
