a scale we have not seen since vietnam. at columbia university here in new york city, campus authorities in the last hour announcing progress in talks with student protesters are about encampment. extending conversations by 48 hours. among the terms is that newspaper-student protesters be evicted. outsiders have been blamed for harassment and intimidation. at new york university, more than a hundred people were arrested. the protest movements have condemned all anti-jewish bigotry and insists the demonstrations are peaceful. >> nyu has been engaged in a campaign of suppressing pro-palestinian speech for six months, seven months. i'm unequivocal about that. >> meanwhile, speaker johnson is expected to meet with jewish students. the senate has voted to overwhelmingly approve an aid

package. the bill is sent to the white house for signing. the $95 billion package includes $61 billion for ukraine and $26 billion for israel and humanitarian aid in gaza. nbc's brie jackson joins us from d.c. and brie, the president has been pushing for this funding for months. >> reporter: that's right, good morning, frances. president biden says he is going to sign this bill into law as soon as it reaches his desk. now, in a statement, the president says this critical legislation will help our friends defend themselves against terrorists like hamas and tyrants like putin. what the president did not address is the potential ban on tiktok. that bill also passed as part of this national security package. senators who voted to ban the app say that tiktok's ownership by a chinese parent company raises serious security concerns. now once this bill is signed, a countdown would be triggered, giving tiktok's parent company at least nine months to sell the

platform. if they do not, it would be removed from the app store. it would not disappear from phones but no new downloads or updates would be possible. ti tiktok condemned the bill, saying it tramples on free speech rights and that it would hurt millions of small businesses. tiktokers who rely on the platform spoke out on capitol hill. >> 98% of my sales come from people finding me on tiktok. if we were to lose this, it would be devastating. >> my family would not be making it right now if i weren't able to make what i'm making. the elected officials are on tiktok. we believe if it weren dangerou they shouldn't be there. >> reporter: tiktok has vowed to fight this in court, meaning it could be years before we see any ban take effect. >> brie, thank you. testimony will continue tomorrow in the criminal hush money trial of donald trump. it was a tense day in a manhattan courtroom. the former publisher of the

national inquirer answered questions about alleged scheme to catch and kill negative stories about mr. trump. here's alice barr. >> reporter: back on the witness stand in former president trump's criminal trial. the ex-national inquirer publisher david pecker testified he worked with mr. trump's then-lawyer michael cohen to bury stories that could have damaged the 2016 trump campaign, including those involving alleged affairs and to, quote, embellish negative stories about mr. trump's political rivals. pecker testified the arrangement stemmed from a 2015 trump tower meeting with cohen and the former president. the case centers on allegations that mr. trump colluded to illegally influence the 2016 election and falsify business records to cover up an alleged affair, all accusations he denies. >> what's going on is a disgrace. >> reporter: the day started with a contentious hearing over whether mr. trump violated the

judge's gag order, barring him from publicly attacking witnesses and jurors, something prosecutors say he's done repeatedly, citing his comments about cohen right outside the courtroom. >> he got caught lying, pure lying. >> reporter: the trump legal team arguing the former president is defending himself as a presidential candidate, not a criminal defendant. a prosecutor rejected that, saying quote, throwing maga into a post doesn't make it political. it may make it more ominous. the district attorney's office is seeking a fine and warned that could escalate to jail time for future violations. it all comes as president biden is on the campaign trail, speaking in florida about what democrats see as their most highly-motivating issue, abortion rights. >> are you ready to protect freedom? >> reporter: the two candidates' very different days highlighting the unprecedented nature of this campaign season. alice barr, nbc news. new this morning, a

kidnapped 1-year-old boy has been found safe after a massive manhunt. police say a former washington state officer, accused in the killing of two women, fatally shot himself after being chased by authorities in oregon. investigators say elias weizar went on the run after he shot and killed his wife outside an elementary school where she worked and they found the body of a woman identified as his girlfriend. an amber alert was issued after they realized her 1-year-old baby was missing. he was due in court this week after being accused of sexually assaulting a teen girl. a woman accused of drunk driving and crashing into a birthday party has been charged with second degree murder after two young children died. the aunt of the two young children addressed the court in tears as bond was set at $1.5 million. the mother was also seriously injured in the crash. tennessee lawmakers are sending a bill to the governor's

desk that would al low teachers to carry concealed guns. priya sridhar has the story. >> reporter: chaos erupting in tennessee's state capital where lawmakers just passed a bill that would allow teachers to carry concealed handguns in schools. >> this is the reaction of rage, of hurt and anger. >> reporter: emotions were high as protesters descended on the house gallery, waving signs as representatives voted 68-28 to pass the bill, following the state senate's lead. it's one of the biggest pro-gun moves by the state since the tragic shooting at the covenant school in nashville last year that killed six. >> we are being blamed for putting guns in schools, but the purpose of it is to protect our children. >> reporter: 32 other states passed legislation allowing teachers to carry guns in schools. as states across country grapple with how to address school

violence. if signed by the governor, the tennessee law would allow teachers to carry guns in schools where top administrators agree. the teachers would be required to have a permit, do training and get a background check and mental health evaluations. >> currently, it's just one of those gun-free zones where people know they can go there and take advantage of folks. >> reporter: the bill now heads to governor bill lee's desk, who is expected to sign it soon. >> every person that dies at the hand of a gun in this state, it's on their hands. >> reporter: tennessee becoming the next state to arm educators in america. priya sridhar, nbc news. winter is not wanting to make way for spring. nbc meteorologist angie lassman is tracking that and more today. good morning, angie. >> another morning where we need that extra layer. luckily, this isn't going to last too long. in the meantime, we've got 33 million people waking up to chilly conditions with alerts up, with temperatures anywhere

from the low 30s for parts of michigan and wisconsin. indianapolis sitting at 46 degrees. we don't get much warmer through the day. maybe in the mid-50s for indianapolis. detroit hits the low 50s. chicago will be 15 degrees below normal for the high temperature today, topping out at just 48 degrees many we've got to look ahead to the next couple days where we have concerning ingredients for some severe weather. today's going to be focussed across parts of the south. you can see specifically texas has the potential to see large hail. wind gusts on the table and maybe an isolated tornado or two. by the time we get into tomorrow, the same system will work its way to the east, and we'll see the potential for nighttime tornados across parts of the southern plains. you see where the enhanced risk is. again, parts of texas, and kansas. we'll have all three of those o.

steven romo has the story. >> reporter: when long beach california resident phillip o bondo realized his bmw had been stolen, he decided to take matters into his own hands with the help of this, an apple air tag he had hidden in the car for exactly this situation. dash cam recovered from the stolen car capturing the overnight adventure the thief took through long beach, appearing to smoke inside the car before evidently falling asleep until dawn. he even picked someone else up. and he stops at a car wash. but while the thief was on a joyride, obondo and his wife were getting to work. they called police and were following the bmw, using the air tag's gps, finding out it had not gotten far. >> my wife said, there's the car. and the person is gassing the

car. fueling it. she said debget out of the car go get it. >> reporter: video from his wife's dash cam shows him running toward the gas station and confronting that suspect. >> i said hey, this is my car. the guy replied with, no, this is my car. and i said really? i had an extra fob, clicked it. car beeped. that's when the guy said, oh, oh, man, and he just fled. >> reporter: even though he says the suspect had knives in the car, he got it back without issue. but security experts warn against using that tactic. >> people will sometimes take the law into their own hands. the suspect might be armed. he may have a knife. he may have a gun on him. >> reporter: some police departments are encouraging the use of air tags in a responsible way. >> these simple devices, simple air tag hidden in a car. >> reporter: new york city mayor eric adams encouraging residents to use the tags for tracking,
