right now at 11:00, the clock is ticking for tiktok this evening at the capitol. the senate passed a bill that could lead to a nationwide ban on the popular app. it is now in the hands of president biden, and late tonight he said he plans to sign it. so, what happens next? and what when could your tiktok account go dark? nbc's jocelyn moran is here with this breaking news. >> reporter: congress is essentially giving tiktok's parent company two options, so platform to an approved by your or ca been in the u.s. we talked to a professor tonight who says there are legitimate

concerns with the app, but we also talked to content creators, who say the app has made a positive impact in their lives. >> reporter: tonight, the future of tiktok with u.s. is uncertain. the senate passed legislation that would force tiktok's china basin parent company, bytedance to a u.s. buyer, or face a ban in the u.s. part of a foreign aid package that would deliver funding to israel, ukraine, and taiwan. it now goes to president joe biden's desk. he released a statement tonight that says he plans to release the statement in july. bytedance has nine months to sell, but they could extend that by another few months. >> all they can go through the other route, which is sue the government, and that can drive the case for years. >> reporter: this professor says there are legitimate concerns with tiktok, such as information they are collecting, your age, location and contact list. >> all of this create some kind of understanding of what is going on in the-- you know, the american, you know, society.

>> and while other apps on your phone can collect information, he says the difference is who has access to the data. >> the fears are coming from the fact that the misinformation and the interference that you can see with the election, by posting you know, fake video through tiktok, and it can spread like fire. >> reporter: but some, here in the bay area, have seen the positive impact on tiktok. maja started posting tick- tock's of her husband a few years ago. these moments, captured by a camera, and then shared with others. >> i think people really gravitated towards somebody who is not of hispanic descent kind of immersing themselves in the culture. >> they now have 1.4 million followers on tiktok. it has helped aaron grow his business and it helped them during a difficult time, when myra's father unexpectedly passed away.

their followers helped pay for funeral expenses. now, like many tiktok users, they are pen tape paying attention to the future of the app. >> i am biased, but i think it goes against our basic human rights, like freedom of speech. >> reporter: all right, so president biden is expected to send signed this package as soon as tomorrow. now we wait to see what tiktok's parent company's next move might be. so, not just a tiktok issue here, but let's take a look at the foreign aid in this bill. the biggest number? there it is. $60 billion for ukraine, money that president volodymyr zelenskyy said would give his country a chance at victory against russia. this bill also includes $8 billion for security in taiwan in the indo pacific and $26 billion in aid to israel and humanitarian relief in gaza. israel and gaza is also prompting big rallies across this country at various colleges.

for the second night in a row, uc berkeley students are camping out in protest of the war. so far, peaceful here, but we have seen arrest that other colleges. let's bring in nbc's pete suratos. >> reporter: dozens of tents are set up here across the hall of uc berkeley, as student demonstrators set up a gaza solidarity encampment. and they tell me they don't plan on leaving until their demands are met. >> free, free palestine. >> reporter: a better hangs across the hall, a list of demands for the palestinian student demonstrated to have camped out in front of the building for the past two days. protesting the war in gaza. it has caught the attention of other students, trying to wrap up the final moments of the semester. >> i guess i am not super surprised, it is berkeley, things like this are happening all the time. so, the only thing that is surprising me is that it is this late in the semester. >> reporter: the student demonstrators are demanding that uc berkeley sever all ties with israeli and additions and also to divest financially from companies supporting israel. we have seen similar protests

across the country in both columbia at nyu. and also here in california, where the protests are forcing universities to shut down parts of campus. columbia, announcing tonight they set a deadline to clear a student can meant. >> $2 billion of our tuition money goes to funding contracts with weapons arms manufacturers, like boeing, blackrock, key martin and many more. >> uc berkeley officials say they are committed to free speech, but with finals approaching, they are also making sure that classes were impacted by the meant, and demands for the university to divest are up for discussion. >> we have heard what their demands are, and there are no plans to change our investment strategies policies or practices. >> reporter: with protesters with plans not to move anytime soon, it could lead to changes on campus, after a peaceful start to this demonstration. >> when we refuse to leave,

which they will, they will likely call you cpd and berkeley pd. >> reporter: pete suratos, nbc bay area news. more google employees have been fired for protesting the company's defense contract with israel. the activist group, called no tech for apartheid say 20 more workers have lost their jobs. the group reports the total number terminated is now at 50 google employees. that is since that's it in. those demonstration that google offices in sunnyvale in new york last week. a spokesperson for the protesters also claims google fired people who weren't actively participating in the demonstration. in a statement though, google countered quote, every single one of those whose employment was terminated was personally and definitively involved in disruptive activity inside our buildings. we carefully confirmed and reconfirmed this. new at 11:00, a plea for help from the sonoma county sheriff. detectives try to figure out what happened to this man. his name is jeffrey rubin.

this cold case dates back to 2001. someone found a human skull off of duncan road in monte rio. investigators determined the cause of death was a gunshot wound. but it wasn't until 2022 that rubin's identity was discovered, things to genetic genealogy. rubin was born in north carolina in 1958. he went on to columbia university in new york the sheriff's department says, they believe he made his way to california in the 1980s. if you have any information, you are urged to call or contact the sheriff's department of sonoma county. a new fight is brewing, the recall effort against alameda county district attorney, pamela price. when will that special election take place? in a rally today, the group behind the recall is asking the board of supervisors to set a special election date for july or august. that group claims waiting until november to hold a recall election would further threaten public safety. however, supporters of the da,

who are also a today's rally, say a special election would be a waste of taxpayer money. they say they believe prices delivering on her promises of accountability and justice and the recall effort is pure politics. >> recall movement is capturing the fear, the fears of the frustrations and turning our da into a scapegoat, and it is really sad. our first black da, who is totally for justice, totally for victims. >> we don't need to wait till november. there is not a timeline on life. and waiting until november is not an option. we need her to go right now. >> the registrar, our voters says state law requirements prevent the board from discussing this issue until april 30th, to allow for time for public notice. well, controversy and threats of court challenges have clouded the recount efforts in the high-profile

congressional race along the peninsula. this is to replace retiring congresswoman, an issue. officials say despite the challenges, they believe they are on track to complete the recount by the end of this week at stake, whether the race will have two or three candidates in the november runoff. here is nbc's thom jensen. >> reporter: is one of the most anticipated election recounts in bay area history. after josie median, and evan lowe tied for 2nd place in the district 16 congressional primary. the district has hundreds of thousands of voters across san mateo and santa clara counties and now election officials in both counties say they are close to finalizing the recount. >> we expect to have results by the end of the week. >> with any degree of luck we will complete the scanning tomorrow, and we should have the numbers within the next day or so. >> reporter: election workers in both counties are working daily to sort ballots for rescanning and machine counts, while officials review any

challenges brought by observers who have been looking over their shoulders through the entire process. >> really, they are challenging the envelopes, not the ballot at this stage of the game, and those are usually with no signatures, signature no match, they got here late, so, those are the ones that are really being focused on. >> reporter: so far, no ballots have been tossed out in san mateo county, but a handful are still under review. the same and santa clara county. >> they are looking over our shoulders, making sure everything is going directly, and we are fine with that, because we want to make sure that every vote counts. >> reporter: because the district spans two counties, the secretary of state will have to certify final bout after receiving numbers for both counties, and that could happen as soon as friday night. in san jose, thom jensen, nbc bay area news. justin, a significant change could be coming to airport security at our california airports . late

tonight, the state senate transportation committee passed a bill that would prevent the company, called clear, for allowing its customers to jump the line during security screenings. those customers have paid to be prescreened and are escorting to the front of the line. so, california state senator, josh newman, introduced a bill. he said is not fair for a quote, rich person to push past general passengers. senator newman tweeted after the bill cleared the committee tonight. he writes quote, the bill doesn't been clear and california airports. instead it seeks to move clear customers to separate screening lanes, benefiting all travelers. the bill next goes before the full senate before debates. well, no business after midnight. that is the proposal for mayor london breed, which will hopefully disrupt nighttime markets, drug markets in the tenderloin. the legislation would prohibit certain corner stores from operating, between midnight and 5:00 a.m. the hope is to reduce late- night crowds at the san francisco businesses where people gather to deal and use

drugs, socialize, and sack. it would apply to corner stores, liquor stores and smoke shops that sell prepackaged food or tobacco products. businesses who violate the rule could be fined for up to 1000 bucks per hour. it still needs to be voted on by the board of supervisors. in the south bay now, cameras will be watching drivers that east has san jose intersection. city leaders installed a new camera the corner of king and wilshire. the license plate reader can flag cars suspected in crimes. mayor, matt may hand says the cameras in the city has led to 200 arrest. our aopr network has helped us catch suspects with drugs, packages, outstanding warrants for rape and domestic violence and even teens responsible for 60 vehicle break-ins. >> there are enough more than 230 cameras across san jose.

going from pandas here from san francisco goes to china and it comes with a little controversy, not only does mayor, london breed, have to get the board of supervisors to allow her to raise money to make this happen, but one supervisor is questioning her priorities. nbc's terry mcsweeney has the details. >> there is nothing like a panda in person. >> reporter: that is mayor breeds today, unable to contain her excitement about two giant pandas expected at san francisco zoo in the near future. that deal was announced during breed's recent visit to china. >> and we are going to get two giant pandas in san francisco, we are so excited. >> reporter: the mayor posted on x today that she is submitting a resolution to be board of supervisors, will allow a variety of city departments to raise money from the p and private entities.

breed also says the project is moving full steam ahead. >> we are talking with representatives of the zoo, where we have some engineers from china that were here while i was in china to talk about where and what it would hail, we have an architect, we have people working on it. >> supervisor and candidate for mayor, but for says mayor breed is tone deaf for offering a fundraiser in this round of budget cuts. >> in the same breath that they announced $24 million in cuts to essential after school and youth programs. >> reporter: asha safaii says it should do what it did during covid to help pay the city's bills. >> we are going to go out and work with them just like we did during our most difficult times three or four years ago. we are going to raise that money, we are going to fill that gap and, by the way, let's

go out and raise money to bring a panda to san francisco, why not? >> mayor breed says if she gets the green light from the board of supervisors and is successful for the fundraising, those two giant pandas could be here at san francisco zoo by next year, and then, she adds, the sooner the better. in san francisco, terry mcsweeney, nbc bay area news. >> terry, thank you. thousands of bay area jobs are on the chopping block at tesla. ceo, elon musk, announced last week that tesla is pushing 10% of its global workforce. we are now learning that includes more than 2200 jobs in fremont. and another 480 jobs people will be laid off in palo alto. tesla will begin illuminating those jobs in june. the news comes as tesla released its earnings report this afternoon. the company reported a 9% drop in revenue. its biggest decline, since 2012. tesla shares have also plummeted more than 1% this year. new at 11:00, just when you

think you have seen gas prices as high as they can go, one local station is giving drivers some extreme sticker shock. take a look. this is the chevron in menlo park, charging more than seven dollars a gallon for regular. $7.69 right there as well. that is at least a dollar more than stations nearby, and well above the state average of $5.42. so, why such a dramatic variation in pricing? aaa says gas stations set their own prices and a lot depends on when they by their gas. >> if their parent company were the individual destination, when it was really expensive and gas is really expensive they will have to sell it at that price in order to make a profit. if gas price and oil prices drop after they bought their gas, sometimes you will be fined more expensive gas or cheaper gas because of that. >> he adds that prices have been high lately for 3 big reasons. demand is up, the summer went costs more, price of crude oil has not because of the turmoil

in the middle east. there is good news though, according to aaa, right about now is when gas prices tend to level out. all right, this is nice. happy birthday to berkeley city college, turning 50 years old today. staff and students celebrated, with a block party. they also broke ground on new building downtown, called west canvas. is the college's first major expansion in 20 years. community leaders say today represent a new chapter for the school and for future students. the project was paid for by a bond to the community college district. that is some good news. jeff ranieri joins us now, kind of with some wacky weather? >> 80s this weekend started 60s today, and we will have more tomorrow this system moving just off toward the south. for cloudy staying with us, and even the chance for some rain ahead. i have got all of those details right now on your microclimate were cast. and we will started off with tomorrow morning.

need a jacket all day long, 59 in the marina, and 64 in the mission. and for the north bay, 66 here at napa and 61 in mill valley. now, looking beyond this, we are tracking a storm system as we had into friday's forecast, but what we are still seeing about this is it is likely to be developing over the land. so it will be really hard pressed to try to get in on any heavy rainfall, so we are only looking at a spotty chance on friday, those chances taking place, and also a little bit of wind picking up. rainfall totals, an inch to a quarter inch on friday. now, when it comes to the wind in the forecast we will start to see a pickup on thursday, 15 to about 25, and friday, 15 to 40. this weekend, here's the good part, it will be,, sunshine, 60s in san francisco and for the inland valleys we will go from 60s back up to 70s. and we will have a nice weekend coming on in. so, certainly wild and wacky

rent control advocates are hoping to make rent control a voter issue this november. today, the housing organization, looked ace, call rallied at san pablo city hall. they turned and 1600 signatures needed to get several measures onto the november ballot. the package would allow voters to decide whether to implement rent control and protections against evictions and

harassment. election officials will now begin verifying those signatures. ace is also leading rent control campaigns in pittsburgh and larkspur. as we countdown to the paris olympics, athletes are trading here at the bay area at a special facility opened everyone. you can train with some olympians here. the aaa table tennis center in burlington has been open for several years. it has now been designated as the sports official usa national training center. making of the premier table tennis facility in america. it's incredible. aaa will host elite athletes for table tennis events, u.s. team trials and olympic team events. but it is also a place where everyday people can play. >> yes, we want aaa to be about world-class olympic level training, but we also wanted to be a fun and welcoming environment for everyone in the community.

webb has been awesome. eight shutout innings, scoreless streak to 19 innings. final play of the game, giants win it 5-1, they are now 12 and 13 on the season. they go for the series sweep tomorrow afternoon. the a's tonight in the bronx, the new yankee stadium. starting off the first inning, things got to a great start with the athletics, seth brown, just under the glove, that is an rbi double. and the rob mayeda five had a 1- 0 lead, but the yankees will come right back. he is safe! bottom of the first. new york strikes back. this was a big blast. a two run homer.
