welcome to nbc bay area news at 4:30. meteorologist vna aaron is tracking the rain for us today. we are also keeping an eye on other stories on this wednesday, including officers shooting and killing a woman on the peninsula. the women is accused of shooting her own son. we spoke with witnesses about what exactly happened before officers opened fire. also, oakland introduces its new top cop. with the city's new police chief has to say, as oakland deals with crime concerns. and what happened to popularly in los gatos? it is not really drained now. barbara went to the lake to check out eckley what is going on here. she will be joining us with some answers. let's go ahead and begin with the weather on this wednesday, as we take a live look at the bay area this afternoon. depending on where you are, you might be getting rain, maybe

you aren't yet. we are getting ready for a wet rush hour commute. i am here now with vianey arana. where is is expected to come down right now? >> we do have doppler radar scanning the skies right now. that is in the south bay, but that does not mean that san francisco and the north is in the clear just yet. let's take a closer look at exactly where we will see rain coming down. ally look using our satellite radar, you can see the center of that low sitting off the pacific northwest. if i zoom in on our mobile doppler radar, we can see moving into parts of the south bay and some light scattered activity does north of san francisco, then it goes in three parts of ukiah, a bit closer and you can see san francisco has a break with scattered activity into parts of hayward. a good amount of light to moderate rain moving through, right now it is coming down, cruising down through parts of gilroy on deck as the system

continues to move through. this is inspected to bring huge amounts of rainfall. we are expecting less than half an inch for most of us, but we are expecting some cro winter storms. you can see that is starting to come down there, for timing, i did move this forward to overnight, around midnight. you can see come here, at times in fremont and danville, we did catch a break in between systems, overnight early thursday morning commute. by at 9:00 are young, you will catch some rain for the morning? by tomorrow, and we will see scattered activity, for friday, that one seems to pack more of a punch as well. more chances for thunderstorms. daytime highs in the 60s, we cool off with some 50s for daytime highs. join us once again at 5:00. jeff ranieri will have details on how much we will see with

that next storm system moving in towards friday. audrey? >> thank you. police and sheriff deputies have been out all day at a crime scene in pacifica after officers shot and killed a woman today, it happened around 8:00 this morning after officers responded to a man who said he had been shot by his mother inside their apartment home on francisco boulevard near highway 1. police spotted the woman as she was leaving the home to get into her car. the man who lives nearby told us that he was driving his daughter to school when he saw about four or five officers surrounding a white suv. >> they were right in front of us, and the suv made a u-turn while the police had them there, i guess they were trying to get away. five or six shots, and then the suv drifted into the curb. so, it looked like they had killed the driver. >> police say the suspects son, who said his mother did shoot him is in stable condition.

investigators have not released more details. the district attorney's office will conduct an independent investigation as it involves an officer. we will have more at 6:00 without the shooting went down. taking to san jose now, police announced the arrest of six alleged gang members throughout the state. investigators say they are suspected of committing a crime southbay bar, but are connected to a much larger operation. ian, can you take us through what happened here? >> san jose man was badly beaten inside of a bar. he was okay, but police edify the man begin building a case but just last week, six suspects were arrested in simultaneous s.w.a.t. raids from san jose to southern california, as police executed a search warrant, officers

seized 16 illegal guns, ghost gun parts, and a 3-d printer along with kilograms of cocaine, meth, ecstasy, and $80,000 in cash. >> these individuals are dangerous, as we saw in the home, firearms, drugs, enlargements of cash. in any case, the most important part is that we were able to upend the suspect. >> ian, this case started in san jose, but i understand a number of agencies are involved? >> yeah, sf pd says this group was the target of an international narcotics and litigation as well, they did not expand on that, however, and while this is an assault case, we know the fbi and customs and border patrol also assisted, police departments in garden grove and santa ana dissipated in the grave. christiansen was booked into a southbay jail. we spoke with an east san jose

community advocate who spent decades trying to keep gangs of the street. he says arresting just one gang member reduces crime, and he has seen how it can change a neighborhood. >> one person got arrested, and for two months, everything went away. the person gets out of jail, everything comes back. that is how important one arrest can be. it doesn't matter where it is. >> that once has a suspect is being held without bail and is due in court on friday. we will have more on the investigation, coming up tonight at 5:30. >> appreciate the preview. a former cop charged in an east bay corruption scandal has been convicted on federal charges. former pittsburgh officer patrick brennan admitted to selling steroids to other officers and promoting a cheating service to help officers get pay bumps for a degree. he has taken a plea deal on three felonies, and is expected to be sentenced in july. he is one of 10 officers arrested during an fbi raid last year tied to corruption

inside the antioch and pitchford police departments. is the same case which revealed a string of racist text messages shared by antioch officers. committee members and city leadership are meeting the new police chief today in oakland after more than one year without a permanent chief. mayor sheng thao named floyd mitchell as the city's new police chief last week and formally introduced him in a ceremony this afternoon. he says he is committed to proactive policing, data-driven initiatives, and focusing on the implementation of the city's cease-fire strategy to reduce crime in oakland. mitchell says his first 100 days on the job will be spent getting to know his staff, city leadership, and the community, along with addressing major safety issues facing the city. >> is working with the city administrator, working with the mayor, and addressing those small things that will help us get better, and help us attack

the violent crime issue in oakland, and also issues of satisfying the need for federal monitoring. >> mayor thao shows she picked the 30 year in foresman veteran because she believes he is a strong leader and will focus on unity engagement. opd has had 12 chiefs in the past 20 years, and remains operating under federal oversight. he says he is committed to staying in oakland and working to get out from under federal monitoring. now to an odd sight in the southbay, look here, this is the sono lake in los gatos, or at least it used to be. it is clearly drained at this point. marianne favro got a heads up about this and went to check it out today. a lot of people know about this lake, what, exactly, is going on there? >> reporter: it's quite a sight, audrey. if you look over here, you can

see the lake has been complete drained. the santa clara valley water district drained it starting last week. this is a popular area for paddle boats and sailing lessons. you can see the drydock over there, with no boating going on now. there is also a lot of runners and cyclists who come to this area and right around the lake. well, they were very surprised when they came out here and found that the lake had been completely drained. >> i bet, especially if it is a frequently. you got a chance to speak with the water district today what did they say about why they drained the lake? >> reporter: they said they drained the lake in order for crews to make repairs at the dam here. this is the dam that was built in the 1930s, and they are having to repair some of the cracks in the dam, and put in some cement. we saw crews out here today, looking at the dam, because of the upcoming rain, the work is going to be, the last time this

welcome back, scott budman is working to an interesting story today regarding a i and the benefits for cities across the entire country. hi scott. >> when it comes to cities, ai is being used for things like healthcare, and also to identify homeless encampments. maybe even working red and green lights working better. today in a big nationwide seminar, a lot of mayors in addition to those here at silicon valley got to hear from the white house policymaker when it comes to ai, saying, we

will work with you on the good things, but beware of privacy that we know also come with the package. >> very important conversation to have. i understand the san jose mayor got a part of it? >> yes, san jose being silicon valley, we lead the league in ai, here, in the valley. a lot of mayors and cities are saying hey, help us get this going in our cities. i think we will see that happening in the future, to. >> thank you so much. looking forward to your story at 5:30. >> thanks. a united nations report details the massive amount of food wasted worldwide. the report estimates 19% of the food produced globally in 2022 just went to waste. the report said most of that waste came from households. the u.n. also says there are at least 1 million meals wasted worldwide everyday. at the same time, more than 700 million people, all over the world, are facing chronic hunger.

let's turn to our climate in crisis. this week's storm may not be severe, but historically, dangerous storms account for half of the nation's billion- dollar weather disasters since 1980. here to tell us more is vianey arana, can you talk to us about the connection scientists are finding between severe storms and climate change? >> has extended beyond the immediate, and this is a trend that scientists are continually looking at. one thing is for sure. the warming of our planet and emissions are causing some connections there. this graph gives you the annual number of events dating back, as you mentioned, to 1980. severe thunder storms are those that produce tornadoes, damaging wind of 15 miles per hour or higher, and can include hail, becoming destructive and even deadly. this map shows billion-dollar severe storms are on the rise,

especially in the south bay and ohio valley from april through june. according to climate central, because 200 deaths every year in the u.s. in 2023 alone, the u.s. had a record number of $19 billion in severe storms, more than 50% over previous years. that trend is definitely on the rise. >> very costly. we recently had these storms in the bay area. what is the latest trend showing into spring and summer? >> these are important months coming up. a bit of rain, but we also have some hail was produced, was awesome under storm activity, and when it comes to severe thunder storms, they are more likely to form with high windshear and convective available potential energy. just giving you a breakdown, this map shows that since 1979, parts of eastern u.s. have seen 15 more days with more events in the summer months. scientists are looking into how the frequency and severity of these storms will be impacted. so far, trends have not shown for changes, but it could change with warming. if we don't curb our emissions,

a 2022 study found that warming could bring a 114% increase in spring hailstorms which come from frontal systems. so, you know, curbing those emissions is going to be a key role. scientist looking to connect the dots as we see the frequency and severity in the coming months. we will see how that plays out. >> we know you will stay on top of it and let us know the latest. thank you. south lake tahoe and cross peak will soon be black banning plastic water balls bottles and cartons. this comes a month after truck he passed the measure, when tourist left behind 8000 pounds of trash on beaches, mostly plastic bottles. the town will also install more public water stations so tourists can fill reusable water bottles instead. you likely know that the tax date is less than three weeks away, and scammers are on

the hunt for new prey. to make sure we don't become a victim, we have some tips. >> reporter: identity theft is on the rise. in fact, according to the irs, last year was the second highest year of identity theft in history. with tax season in full swing, there are steps you can take to protect your information. google technology experts say that you should use two-step password verification, and another layer of protection when logging onto anything. use face or finger recognition if possible to make your passwords more specific to you, and keep up with software updates. they say the best thing you can do is just ignore possible scams. >> the internet and industry has been around longer and people are figuring out more ways to find loopholes. the best way to get yourself is to make sure that if anything sets off alarm bells, just don't engage with it. if you get an email from someone purporting to be your local library, your favorite store, your bank, but something

right now, the rain is returning to the bay area but a live look outside, we are tracking the latest movement and have your forecast for the rest of the week. in pacifica, police shot and killed a mother, after they say they shot her own son. what we are learning about oakland's new police chief is formally introduced. thank you for joining me, i'm janelle wang. a hectic crime scene all day in a pacifica neighborhood. police shot and killed a woman. investigators a it happened minutes after the women shot her and son. >> reporter: it is a pretty collocated situation.

the police, sheriffs department and district attorney investigators have been here since this morning trying to piece together how one shooting led to the other. this is what it looks like around 8:00 a.m., after police and chp officers responded to a report from a man who said that he had been shot by his mother, inside their apartment home, on francisco boulevard, near highway 1. a man living nearby says he was driving his daughter to school, when he saw about four or five officers surrounding the vehicle. >> the white suv, pulled over, and they were right in front of us, and the suv started to make a u-turn while the police had him there, they were trying to get away, i guess. then, five or six shots, and then the suv just drifted into the curb. looked like they had killed the driver. >> they look like they were shooting into the car?
