[ cheers and applause ] ♪ right now at 11:00, the grim reality in baltimore. six people presumed dead after that tragic bridge collapse, chilling video shows the moment that cargo ship crashed into the francis scott key bridge about 24 hours go. now, there was a construction crew when it collapsed, two people have been rescued but six haven't been found. risk is rescue efforts have been called off because of the conditions, but they will resume in the morning in an effort to find those bodies. an immediate question for us. could something like this happen here, the short answer

is yes, but it is a lot less likely. nbc's joslyn moran spoke to engineering expert here, locally and also an update on the people missing in baltimore. >> a contractor actually worked with him before he says they are from mexico, el salvador and honduras. as you said they are feared dead. the coast guard has transitioned to a search and rescue to recovery. but that recovery will not resume until the morning, because of poor visibility on the water temperature. tonight, a prayer vigil held in maryland for those affected by the horrific francis scott key bridge collapse. authorities say six people are still missing. >> the whole bridge just fell down. >> reporter: a camera was recording route 1:30 p.m. thursday, a ship gets close to one of the pillars of the bridge and then hits it. the bridge plunges into the water. officials say an eight person construction crew was on the bridge, fixing potholes. rescuers found two people come a six are missing. >> based on the length of time that we have gone on the search committee extensive search

efforts we have put into it, the water temperature and, at this point, we do not believe that we are going to find any of these individuals still alive. >> reporter: this contractor has worked with the missing workers before. he says they are from mexico, guatemala, el salvador and honduras. they can to baltimore for a better life and have families at home. he says they were good people, people who came here to work. officials say changing conditions have made it dangerous conditions for divers in the water. surface shifts will be there overnight. >> at zero 600 hours tomorrow, we are hoping to put divers in the water and beginning more detailed search to do our very best at recovering the six missing people. >> reporter: mylett's governor told nbc's lester holt he has met with their families. >> it is heartbreaking. when you are working on a bridge, you don't think that is a dangerous place to work. >> reporter: for the fully loaded container ship, there were several signs of trouble pulling away from the floor. flickering will lights, the

pilot issued a made a call, reporting he had lost power and propulsion. that allowed authorities to stop any other vehicles from going across. >> anyone if you guys on the south side, one of you guys on the north side, hold on traffic on the key bridge. there is an ship approaching that just lost their steering thomas so until we get that under control. >> reporter: the shocking video has some in the bay area thinking about the stability of our bay area bridges. golden gate bridge authority issued a statement, reassuring commuters of the safety of the iconic ridge, saying it has the mobile most robust ship collision protection from any ship on the coast, while experts you cannot design for every possibility, like a direct hit from a massive container ship, they say residents should be reassured about the integrity of bridges here. >> in the bay area, we have several people bridges that are strong enough to withstand any kind of reasonable situation. >> reporter: meanwhile, president, joe biden, is vowing

that the francis scott key bridge will be rebuilt. >> it is my intention that the federal government will pay for the entire cost of reconstructing that bridge. >> reporter: as far as the shipping center, marine group, they say the ship did not suffer injuries and they are cooperating with the investigation. also, ntsb investigators are on- site. >> joslyn, thank you. our top story, here comes the rain and snow for the sierra. the skies are relatively clear right now, but that will change. let's bring in our chief meteorologist, jeff ranieri the timeline for the next few days. >> that storm system is just off shore, pretty powerful looking on this view here, but we are only seeing the bottom edge of this event. nevertheless, it will still bring back some rainfall. doppler radar, we are currently dry, but we will start to see things change by tomorrow morning, with cloud cover increasing, and a slight chance here for a few spotty showers on the northern coast line, by 9:00 we will hang onto spotty chances for the afternoon, and then things pick up your as we head through tomorrow night.

police department. mitchell circus police chief of both lubbock texas, temple, texas. he is also an air force, veteran. recently mitchell resigned as lubbock police chief last fall after criticism of his department but along with stunted 911 calls. as you know, that is an issue that oakland is also facing. mayor tao is confident that he is the best person for the job. one of the closest races in the country is happening in the bay area. the battle to replace the outgoing congresswoman. it is still razor thin. look at this, this is district 16 in san mateo and santa clara counties joe siminian now leads evan low by two single votes. two votes. this is second place, by the way. summer carter also clinched the top spot, so the top two advanced to the election. it will be ricardo and simitian

or low . well, he is not up for election, but governor newsom is facing another recall. today, the recall group got the green light from the secretary of state to begin gathering signatures. this effort started in february, by the activist group, called rescue california. it is the same group that failed to recall governor newsom in 2021. they are accusing the governor bleeding the state into a budget deficit, plus other issues, like homelessness at crime. for the recall to qualify, they need more than 1.3 million thousand signatures by september 3rd. the governor called this quote, another wasteful recall campaign. on the presidential fund now, one of the biggest names in politics was in oakland today. independent cabinet, robert f kennedy junior, came to town to announce his running mate. and that is 38-year-old, nicole shanahan, she is an attorney of

clear access ip, a tech startup that uses ai to manage intellectual property. she is also the ex-wife of google cofounder, sergey brin. rfk junior said he picked shanahan, because of her experience in tech and advocacy around children public health and environmental concerns. shanahan says her oakland roots taught her about giving back. >> nicole and i are running to help heal the symptoms of an ailing america. to heal lower divisions, to heal our economy, to heal our mental health and our spiritual and our physical health. >> i have never forgotten that the purpose of wealth is to help those in need. that's what it's for. >> neither kennedy nor shanahan have ever ran for elected office. he is the nephew of former president, john f. kennedy, and son of former presidential candidate, robert kennedy.

antioch are trying to push the city council to protect families from know cause evictions. tenants and activist groups rallied at tonight's city council meeting, urging the council to pass a just cause evictions ordinance. they say the current law doesn't protect renters from know cause evictions. they also claim that a new ordinance would help and more people from becoming homeless. contra costa county has seen a 29% increase in homelessness between 2020 and 2023. >> this is one of the tactics landlords have used in order to increase rent, evict families, so that they can increase the rent to new families. >> no action was taken at tonight's meeting. the city council just wanted public opinion. the council will consider the recommendations and present the draft in april. trey serna program program coming to san jose that will be a win or go for housing. the city council unanimously passed a resolution for quiet and reference policy, so, going forward, the city will require portions of affordable housing

be set aside for low income residents at the highest risk of being priced out. that goal is to stop locals being forced out of their neighborhoods and the city. the program would offer the same protections to noncitizens. a group of prison reform advocates is plotting the decision by the alameda county da not to pursue adult charges against a teenage murder suspect. the stems from a 2022 house party shooting in oakland that left two brothers dead. the suspect was 17 years old at the time of the killings. embattled district attorneys de keep this case in juvenile court. today, a group that works with incarcerated youth defended her decision. the cofounder, who faced attempted murder charges as a teenager, and now works with victims of violence. >> i know that all young people have the ability to change their lives and that is why i stand here today in solidarity with the decision.

to keep-- to treat children as children. >> the va's decision means, at most of the suspects faces seven years in custody. the family of the same slave brothers, called pamela price's decision painful and irresponsible. >> zach clinton's met infamous death row is facing its own death sentence. last year the governor announced it will transform the president to a state-of-the-art rehab present. now that transformation is under . we got a look inside death row. even though the state but moratoriums inside the prison. inmates who were sentenced to death were still being housed there, but by the end of the summer, all of those inmates will be relocated to other prison across the state. all part of prop 66, which requires that sentence inmates to pay restitution to their victims, meaning they need to be able to leave their cells to actually work. >> i can tell you how po good it feels to get rid of the death row stigma. because when people think that death row, they think serial killer, rapist, child

molesters and i'm not here for that. >> we get to get ice cream and chicken on the bone, and small stuff like that. it's big to us in here. >> victims advocates say the plan is dangerous, because prisoners from san quentin should not be restrained. supreme court hearing arguments on what could be a landmark case for the so-called abortion pill. activists on both sides of the abortion issue rallied outside the supreme court today. the fda says that mr. preston is safe and easy to end early pregnancies. eight years ago, the agency expanded access to it, allowing people to get a prescription without an in person doctor's visit. and also available at drugstores in many states or by mail. challengers say the fda disregarded important safety issues and violated federal law, when it expanded that access. >> we should all agree that women's health matters. women deserve for the fda to do

okay, the debate continues in richmond, it is about pickle ball courts being built in a public space. >> this happens in almost every city, this time it is regimen. city officials are trying to figure out a resolution, with some residents claiming it is taking away an important space from the community. here is nbc's pete suratos. >> i don't think you understand how much-- >> reporter: mixed reaction from residents speaking up into my's city council meeting.

pickle ball courts being added to the pavilion. >> i think this is something that right now richmond could be proud of and could be part of many years to come. >> one of my favorite memories is rollerskating there, which we can't do with pickle ball maps glued to the floor. >> reporter: the historic venue is owned by the city, but has been leased for decades for development, primarily being used for community events as well as restaurant space. wilson, of richmond believed the pickle ball courts don't meet the criteria. >> we think that is not what the contract allows for that they signed with the city and so we want to hold them to that original contract so they have events. >> some people have looked to the fact that mr. orton is not constructing anything, he hasn't had to get any building permits. >> in a report presented by the city attorney at her he explains it was denied an allegation last year to build an indoor pickle ball facility. however, the report explained that the developers believe, by keeping

the restaurant open and introducing games, such as pickle ball they are staying consistent with the lease agreement, for the time being pickle ball courts are staying put. i reached out orton department for a comment, but have yet to hear back. the city is a discussion for the developer for pickle ball course to create a more mixed- use facility, as well as collaborating on a more specific agreement on criteria for events. sue hopes the city will find some middle ground to benefit both sides. >> at the end of the day, my kids that pickle ball gets pushed out completely. most of us protesting this we want to see it all shared. >> in richmond, pete cerrato's nbc news. the annual smokeout on golden gate park on april 20th on 420 is canceled this year, 4:20 beal, a vestige of the event each year in conjunction with the san francisco parks says it just can't afford to properly staff this year's event. at the annual gathering it draws thousands of people to

the park to celebrate marijuana, smoke, listen to music and peru through rose and rosa vendors. organizers say, because of city budget cuts, the economy of the state of the cannabis industry they can't raise enough money to do it right. the goal is not to just bring it back next year. we should add though, official event or not, people have been showing up at golden gate park at 4:20 for years. by the way, 4:20 was started by teenagers in 1971. new tonight at 11:00, seven cisco mayor, linda reed has lost her battle in a fight for housing. the overturn the male's veto for causing legislation. that legislation limits the height and skill housing development since certain historic areas of the city. the board of supervisors advisor sponsored the legislation in an effort to stop a housing process project on samson. the mayor veto the legislation to determine new housing projects reacted to the veto, the mayor released a statement

look for the book of us here, we are not expecting a whole lot in the way of rainfall for that morning commute. clouds will be back and a chance here, some spotty showers up towards the north bay. we will hang onto a few spotty chances for the early morning afternoon, but when that picks up his when that cold front gets here starting at 6:00 and 7:00 tomorrow night then we see that moved to the east. peninsula with some heavier rain at times, by 10:00 p.m. and then down to the south bay here very, very early thursday, right around 1:00 a.m. and then this should take out of here as we had through thursday's forecast and mix of sun and clouds and a slight chance of a spotty shower on thursday. rainfall totals for tomorrow, trace amounts to a quarter inch for most of us into the north bay. we could see a quarter to a half an inch. and then that's removing of the coast as i showed you that will give us a second round of rain, friday and saturday, have to about one inch here in the bay area. i think the coastal areas would get in on about one inch, some of the santa cruz mountains maybe about 1-2 inches there,

friday and saturday looks like heavier in the wake of that rain. tomorrow morning we will started off with temperatures in the 40s, but don't 47 in the south bay over the tri-valley 46. 45 for the north bay in san francisco, here at 50. so, through tomorrow, numbers drop off, 3-6 degrees cooler, it will put us back down to jacket weather all day long just 59 in santa rosa, 63, concord and 65, san jose. heading up to the sierra, watch out for winter conditions, 1-2 feet of know, and highest levels of snow tomorrow through saturday. 22, kingvale, 32, south tahoe, 20 there in twin bridges. on the seven-day forecast we dry out thursday, the second round on friday, spotty thunderstorm chances this weekend, it doesn't look like all out there in easter, and look at this, next monday and tuesday, sunshine is back, in fact we are now up to 70 on monday, 74 on tuesday.

a legendary lgbtq bar in san francisco is just a few weeks away from its grand reopening. it announced it will open at its new location on saturday, april 20th. are existed in one form or another for more than 50 years, but the pandemic forced its most recent location on ninth street at the city to close. back in september, members of the state workers collective revealed a new spot on fulsome street south of market. giants fans are once again able to use the third street bridge. this is the left bridge to get to oracle park. crews repair the historic
