breaking news right now at 6:00, a major bridge in baltimore collapsing overnight. this is after a cargo ship crashes into one of the support columns. video showing the cars plunging into the water below, setting off a frantic rescue operation. the all new details coming into the newsroom as the search and rescue effort continues. plus -- >> this could mean that mifepristone essentially becomes completely inaccessible to anyone in the united states. >> nearly two years after overturning roe v. wade, the supreme court is diving into another battle over abortion access. the ripple effect this could have for the entire country. and a looming water rate increase. the one proposal one north bay county is considering. this is "today in the bay."

good tuesday morning to you. thanks for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. kari has a look at our forecast this morning. you say a little drizly in spots. >> it's been one of those mornings where you have to turn on your windshield wipers and then a few second later, you're done, you're turning them off. we've seen some low clouds drifting by, but no major rain in the forecast for today. it's going to be clearing out, and it's going to be a nice afternoon. but rain will return tomorrow first in the north bay, and then the rest of the bay area seeing it during the afternoon into the evening with the stronger storm in the forecast on friday, and even a chance of thunderstorms in the sierra, heavy snow is expected into the weekend. but now we do have a fairly calm start, temperatures anywhere from low 40s in the north bay, to low to mid-50s in the south bay, and we're headed for the mid-60s for this afternoon. it's going to be a nice one, once again, nice and quiet. mike, you said carpool is

the word. >> these lanes are clear if you have three or more. all these folks have two or fewer, one or two people in these cars. that's a tough drive. a lot of cars, you can reduce them by a third if you just did that. over here, a smooth flow off the berkeley curve. typical backup at the bay bridge toll plaza and a nice smooth flow across the incline. easy drive into san francisco once you hit treasure island and once you get through richmond where there's a little bit of slowing, we're fine toward the berkeley curve. 37, highway 4, typical slowing. no drama for contra costa county or alameda county. a new crash, we'll check that out. back to you. >> thanks, mike. we begin this hour with our breaking news out of baltimore, maryland. that's where rescue crew operations are under way after a critical bridge collapsed overnight after being struck by a cargo ship. now, those images, simply startling. "today in the bay"'s ginger conejero saab is in our newsroom. i know you've been following this story. so what is the focus at this

point? >> reporter: well, marcus, it is an active search and rescue. about three hours ago the fire chief led a news conference updating what we know at this point. it started with the stunning collapse of the key bridge. it's seen on video, the seconds leading up to that collapse, the collision that caused it. the chief says 911 calls started coming in at 1:40 a.m. local time. as crews made it on site, they quickly realized just how massive of an undertaking this is. at least seven people are not accounted for, but that number may change given how dynamic the operations are at this point. two people have been rescued, one refused treatment and was uninjured, the other is in the hospital with serious injuries. now, you can see this video, since the sun has come up, you have a much different view there. the bridge is mostly underwater, the ship also tilting at the site. again, search and rescue operations are in place by air,

land and underwater. sonar has located the presence of vehicles in the water but it is not clear how many. there are also reports construction workers were on the span doing work at the time. now, dive teams are at work, but time is of the essence as they battle the temperature of the water, possible trauma to victims, and exposure to frigid conditions for an extended period of time. the mayor of baltimore this morning is stunned. >> well, this is a tragedy that you can never imagine, and i was awake when chief wallace called me. but never what you think that you would see, physically see the key bridge tumble down like that. it looked like something out of an action movie. and you just think about most importantly, what we all should be thinking about right now, nothing but those families and people. >> reporter: it is quite remarkable to see. the key bridge stretches about a mile and a half long. the faa is calling the surrounding area a no-fly zone.

the bridge is a major artery in baltimore connecting people to points, including philadelphia, points east. the port of baltimore is also one of the nation's major ports, so the impact of this will be consequential. now, the white house is closely monitoring events. it's in touch with the governor, the mayor, to offer any federal assistance that may be needed. the white house is also calling this an accident. another news conference is expected to happen as soon as 6:30 our time. we will be bringing you the latest from that. >> ginger, thank you. 6:05 right now. happening today, the supreme court will hear arguments on the availability of the abortion pill mifepristone. the arguments will focus specifically on whether the fda should expand the use of mifepristone in 2016. it is one of two drugs used in medicated abortion. it's used in about two-thirds of all abortions in the u.s. the fda says the drug is a safe

way to end early pregnancies, and in 2016 the agency expanded access to it, including by mail order and at major drugstores. it can also be prescribed without an in-person doctor visit. the medication is also used when a woman miscarries. challengers say the fda disregarded important safety issues when it expanded access. experts in the pharmaceutical industry warn the ruling could open up other medicines to new litigation. >> potentially what is at stake is the future of the existence of the fda and the ability of people with the capacity for pregnancy to regulate their pregnancies at all. what is at stake is the legality of contraception, what is at stake is the legality of abortion, even if you live in a state where abortion is legal. >> the biden administration is siding with the fda. now to decision 2024, and in just a few hours robert kennedy

jr. plans to announce his vice presidential pick in oakland. now, a few names to be floating around and his potential vp running mate, including nfl quarterback aaron rodgers, jessie ventura and california-based attorney nicole shanahan. shanahan is the ex-wife of google's founder. the announcement is scheduled for 11:00 this morning at the henry j. kaiser center. family members are responding for the first time after two brothers were attacked over the weekend by a mountain lion east of sacramento, one of whom died. the family of taylen and wyatt brooks released this photo. taylen on the left, did not survive. el dorado authorities say the two were searching for deer antler sheds when a mountain lion approached. rangers say both raised their hands and yelled and even threw a backpack at the big cat but it still charged. wyatt needed reconstructive surgery for his face and neck and is recovering at home.

experts say the two did exactly as you're supposed to do. >> they stood tall, shouted aggressively, threw something at the attacking animal, and we always advise, if attacked, fight back. unfortunately, in this case, that was not enough. >> the family released a statement saying we would like to express our sincere thanks for the outpouring of support and prayers from family, friends and the community. we're all devastated by the tragic loss of taylen, yet thankful yie watt is still with us and are well aware the outcome could have been worse. they say both brothers enjoyed hunting and fishing together and lived an energetic life outdoors. the mountain lion has been euthanized. this was california's first big cat deadly attack in 20 years. happening today, santa rosa leaders will consider a possible water rate hike. sonoma water, the county utility, is proposing raising wholesale water rates by nearly 10%. according to the city's agenda, that's the source of about 90%

of santa rosa's water. today the city utilities board will make that recommendation to the city council members based on their review of the proposed budget. the water rate hike is in the hands of sonoma water directors. let's take a look outside overlooking san francisco. a little drizly in some parts, but not a big downpour anywhere. >> and it will be clearing out as we go throughout the day. watching out for those spots where we are seeing light showers moving through, some low clouds, and our temperatures are in the upper 40s to low 50s. it is 54 in san jose, 50 in oakland and 52 in san francisco. and as we get started in the south bay, it's going to be mostly cloudy for the morning, but then clearing out for a late morning into the afternoon. temperatures back to the mid-60s. it may be slightly warmer than it was yesterday. overall a pretty nice day as we enjoy another break from any heavy rain, but we are going to see the return of showers in our forecast starting tomorrow. so i'll have more on that coming

san rafael and what to expect. it is a clear morning. we're in the mid-40s. it's a chilly start but it will gradually warm up as we get more sunshine into the day, and we want to enjoy it because we are seeing much more changes heading into the end of the week. i'll have more in a few minutes. not a lot of change in oakland. things are holding steady for the nimitz. we expect more traffic, and taillights, some of them will head toward the bay bridge. good morning. very happy tuesday to you.

mcdonald's says it will start offering krispy kreme donuts, shares should move higher today. donald trump's truth social will start trading today on the nasdaq under the symbol djt. that's his initials. it's not an ipo, it's a market debut from a spac. a spac or special purpose acquisition company is a publicly traded company set up with the sole purpose of buying another privately held company. i'll give you an example. chick-fil-a is privately held. you cannot buy stock in it. but if we created a company, traded on the stock market that had no purpose other than to collect enough money from investors that we could buy the chick-fil-a company and fold it into ours, well, that's a spac. that is an example. donald trump did not try to buy chick-fil-a. truth social was purchased by the digital world spac and now

truth social will be publicly traded. it makes donald trump's investment in the company worth billions. he needs the money, as you know, he needs to post a big bond in his business fraud case. unfortunately, he cannot sell his shares in the new truth social company. they're locked up for six months. he could use them as collateral to get a loan or a bond, but the bank or insurance companies may be cautious about accepting the value of this stock in a company that, as far as we know, doesn't make any money. spacs often don't hold their value, for instance, charge point, the south bay company that makes electric chargers went public through a spac. the opening price was $10 a share. it's now trading around $1.75, having lost something like 80% of its value. the most recent inflation numbers, the cpi, showed that prices were going down at the grocery store. still higher than they've been, but they're going the right way. the price of a single banana is

going up at trader joe's. if you shop there, you're probably aware they sell their bananas by the banana and not the pound, and the price has been 19 cents for years, going up to 23. i was reading the price of cocoa to make chocolate is now $10,000 a ton, which is enormous for chocolate makers. it's easy to say you're not going to relish that pickles are getting more expensive. but when we're talking about the cause being the climate, and in the case of cocoa and bananas, it is, it is the hotter climate causing the prices to rise. >> these are healthier things. >> absolutely. imagine the climate effect on wheat. >> corn. all right, thank you very much. 6:18 right now. trending this morning, it might be time to buy a powerball ticket. there was no big winner last night again, so the jackpot has

they're going to have a drone show for families. organizers say 2,400 people have already purchased tickets, and they are expecting even more. >> we're expecting 3,000 day passes to be sold. you can see where everyone is coming from that have purchased tickets so far, and this heat map is on fire. and it's represented through all 50 states. >> now, everyone at that festival in texas will be able to see the eclipse on the 8th for about four minutes. those tickets are still available if you're interested. >> there's so many activities. fishing, you're going to miss it. >> the eclipse itself is only four minutes. if you're traveling somewhere, there better be a festival or something else to do for the rest of the day. >> only four minutes now. >> it's like a roller coaster. you wait in line, it's a minute and a half. >> and then you get back in line. >> that's you, marcus. >> very true. >> i go sit down.

[ laughter ] well, this weather is definitely a roller coaster. we have a lot of changes coming our way. and it was nice to get the warm weather last week, but now we're settling in with some cooler temperatures and some off and on rain. for the most part, it will be dry and mild, even though we're starting out with some spots dealing with low clouds and drizzle. then the heavier rain returns tomorrow afternoon into the evening, with the stronger storm in the forecast on friday, and there may be some thunderstorms in our weekend forecast. if you're going to the sierra, there will be some heavier snow that will continue into the weekend. just getting started in concord, it's in the low 50s. it is mostly sunny and we will have a beautiful day. make some plans to get out there and enjoy, because as you're taking a look at the seven-day forecast, already at the bottom of the screen, it is going to be raining off and on starting tomorrow and into the weekend. temperature-wise today, we're headed for the upper 60s for the interior east bay, we're in the mid-60s for much of the north

bay, san francisco, a high of 62 there. 64 in mountain view and 66 degrees today in san martin. it's about the same tomorrow, but we'll start to cool off in the north bay where the rain arrives earlier. we'll see temperatures in the 50s. we start to see the rain coming in by late morning there. but the rest of the bay area is seeing it holding off until the afternoon into the evening. a round of heavy rain passing by late tomorrow night. then tapering off on thursday morning. there still may be lingering showers on thursday. and then looking at how much rain we may see with that first wave coming in for the south bay, it's about a quarter inch of rainfall, and we're also going to see about the same in the north bay. it could be slightly higher for the coastline and parts of the north bay. and then going into the weekend, we talk about the arrival of that next storm system, off and on rain throughout saturday. but it may be winding down in time for easter. still may be some lingering showers, but it will be partly

to mostly cloudy as we look ahead to that forecast. but in the near term today, it's going to be a nice one and highs in the low 60s in san francisco. mike, how is it looking at the bay bridge? >> i'm chuckling because we were talking about the wait for a roller coaster or eclipse, where the wait might be longer than the actual event. at the bay bridge, we're waiting so we can cross quickly across the span. the backup is here, standard, unless you qualify for the diamond lane. good stuff across the bay. we see out of richmond there's a build toward the bridge, and everything else looks pretty standard. walnut creek interchange moving smoothly. same thing for the dublin interchange. there's a build south of there. same for the nimitz as you head toward the south bay where things are still light. there's the build for 101. back to you. rising sea levels continue to threaten the california coast. up next on "today in the bay," the new funds aiming to protect the most vulnerable populations from coastal flooding in

turning to our climate in crisis, marin county is setting aside half a million dollars to tackle sea level rise. the county is surrounded by water on three sides, making it one of the most vulnerable places in the bay area to rising seas. officials estimate that by 2100,

around 7,000 acres, 10,000 buildings, and 120 miles of roads throughout the county will be exposed to sea level rise and severe storms. recently they approved a $519,000 grant to go toward the contract within an infrastructure consulting firm to take a county-wide approach. officials say there's no single solution to this issue, but including as many voices as possible, especially from the most vulnerable areas, is a big priority. >> many of our communities have been built along the waterfront, so that means the utilities, the homes, the commercial areas are all at risk. the canal district of san rafael is a particularly high concern, given the socioeconomic impacts there. >> the project team will report back to the board of supervisors throughout the next year and they'll be announcing ways for the public to be involved.

>> and i'm laura garcia. we'll get back to that major breaking news that we're covering in just a moment. first, we want to get you updated when it comes to that forecast. meteorologist kari hall is covering it all. >> we're starting out with some clouds, mild temperatures, overall it's going to be a nice day. all of the clouds getting out of here for a while. our temperatures will be warming up. we're going from upper 40s right now to seeing temperatures that will be heading into the 60s. we're taking a look at our trend in cupertino, where we are going to see a few clouds early. but once that clears out, we will have a mild and sunny day. a look at our high temperatures all around the bay area, we'll see some mid to upper 60s, from the south bay to the inland east bay, and it will be slightly cooler tomorrow for the north bay. that's because the rain will be coming in late morning and into the afternoon. i'll talk about the timeline of the rain coming up in a few minutes. >> thanks, kari. it is 6:32. back to breaking news and the ongoing search and rescue operation in baltimore following

this is because of rising costs and the increasing risk of kind ofs like wildfires here in the state of california. later today the state's department of insurance will hold a public meeting to discuss new regulations designed to make it easier, more enticing for companies to insure homeowners in california. one proposal is to streamline the rate reviews for insurance companies, who have complained it takes too long for the state to approve or deny a hike in insurance premiums. the california insurance commissioner released a statement that reads in part, quote, by updating submission procedures and clarifying requirements for insurance companies, we aim to eliminate confusion, reduce delays, and enhance public participation in the rate-making process. this will help our department's experts make sure that no policyholder is paying more than is required. now, at least seven of california's largest property insurance have either limited or complete paused new home

insurance applications. state farm stopped writing new california homeowner policies last year, and raised its rates. in a statement to our chris chmura, state farm says it's dropping policies because they continue to be impacted by inflation, catastrophe exposure, reinsurance costs, and limitations of working within, in their words, decades-old insurance regulations. recent state farm also reported a net worth of $134 billion. that was up $3 billion from the year before. the state insurance commissioner says that raises serious questions about its financial situation, and wants to question the company about that. state farm recently suggested we talk to janet ruiz, who speaks for an industry group called the insurance information institute. she says the money we pay for property insurance doesn't cover their claims. >> over the last ten years, for every dollar of insurance in california, the premium that was

taken in, $1.08 was spent on claims and expenses. >> reporter: so if you get a nonrenewal notice from state farm, you want to take action immediately. state law requires state farm to give you 60 days notice. but you need those two months to shop around and find a new policy. our own chris chmura says you might want to contact an insurance broker to help you shop at companies you may not know about. >> thank you. now, our consumer investigator chris chmura is looking into the latest chapter in california's insurance crisis, including, what should you do if your policy suddenly ends. you can watch that full report on our website. just go to nbcbayarea.com. for a second day in a row, peninsula health care workers are walking off the job, demanding better health care coverage. nurses, therapists, housekeepers, all set to picket outside daily city's seton medical center. more than 400 workers are

expected to strike today amid an ongoing contract dispute as workers say the hospital changed their health benefits at the start of the year. the hospital remains open and administrators say they have a plan to fill in the holes left by the staff on strike. people in richmond will get a chance to voice concerns over pickleball courts today. the city of richmond is reviewing a proposal to build the courts in a portion of craneway pavilion. now, this hasn't sat well with those neighbors who want the pavilion to be open to public space. some even protested over the weekend. the proposal for the construction is under review by the city and state and they can weigh in on the proposal in today's city council meeting. who wants to meet me on the slopes? let's take a live look right now at kirkwood ski resort in tahoe. this is the latest resort to extend their ski season. a new instagram post says it's extended by two weeks, until april 28th.

other resorts have pushed out their seasons as well. palisades tahoe is now slated to close after memorial day weekend. people have their boats in the water by then as well. always something fun in tahoe. meteorologist kari hall is here. any way you look at it, it's a whole lot of snow. >> yeah, and we are going to have a great start to our ski season, i guess continuation of our ski season. we're about to that point where they go out and take the final measurement of the sierra snowpack, and it is great so far. we're right at normal and the northern sierra is at 115% of its normal amount of the sierra snowpack. and we monitor that closely because we know it provides one-third of our state's water supply. and then we do have more snow on the way for the weekend, so it's been really difficult to find those windows of opportunity to get to and enjoy that snow in the sierra, with additional snow coming down this weekend. we could see about 17 to

possibly 32 inches of snow for those upper elevations. we do remain in an active storm pattern as we go into the next several days. the first wave coming in tomorrow, with some additional rain and sierra snow coming in for the weekend. so i'll have details on that. mike, you saw sudden slowing on the san mateo bridge. >> the taillights really just jammed up. there was a flicker, and then things started to move smoothly. i think someone got excited on their brakes. no crashes or incidents reported. it's a smooth drive across the span. slowing just where our camera is, and then an easier drive over the incline. wind advisory overnight from chp across the dumbarton bridge. second night in a row. we haven't heard of any problems. we have the typical build southbound to the nimitz. on the peninsula side, things are moving smoothly. this evening, we have the giants playing tonight versus the as, the end of the spring training face off we have.

good tuesday morning. right now at 6:45, we're taking a look at our morning planner for menlo park. we're starting out cloudy with low 50s and increasing sunshine throughout the morning, into the afternoon. it's going to be a beautiful day. make plans to get outside and we'll talk about the return of rain coming up in a few minutes. you can see the beauty at the top of this camera shot. in the middle we have the slowing for the commute, which is moving smoothly, just building out of richmond. we'll show you what's going on in the south bay. i think we see slower patterns developing there as well. we are following breaking news out of london this morning, where a london court ruled wikileaks founder julian assange is allowed to appeal his extradition to the u.s. he's wanted in the u.s. or espionage charges for publishing documents related to the afghanistan and iraq wars. the court said that he can appeal, unless the u.s. can confirm three things.

that assange will be afforded first amendment rights, he will not be prejudiced against for his nationality, and he will not be subject to the death penalty. now, assange has been fighting extradition charges for more than a decade. the u.s. has three weeks to confirm it can follow those guidelines. it is 6:46. today the u.s. supreme court will once again tackle the issue of abortion. >> this time they're considering an abortion pill, and scott mcgrew has been following this. it seems like this is the last issue that the court is actually wanting to talk about at this point. >> they really wanted to be done with this. we may think the supreme court judges are wise, but they were incredibly naive when they thought they put it behind them for the dobbs decision. it's back in front of the supreme court this morning. the issue is an abortion medication called mifepristone and it is very commonly used all over the united states. it's been around for decades. doctors and medical studies say

it's safe. so, too, does the food and drug administration. but there is a conservative group that has challenged the fda's authority to approve the drug and authority to change the rules around the drug, for instance, allowing it to be used for up to ten weeks into a pregnancy, or be prescribed via telemedicine, not in person, for it to be mailed in the united states. all these things the fda decides, it's been making decisions in the last few years to loosen those rules to make the pill more accessible. the central question today, as we look at a live picture from the supreme court, does the food and drug administration have the last say on how drugs are prescribed and what drugs are allowed, or do the courts have some kind of say as well. antiabortion groups say the court should have some kind of say, that the fda does not have the last word. drug companies in court briefings point out if the courts got into the

pharmaceutical business, that would allow all kinds of things. what if, for instance, the fda denied approval for some new cancer drug because it was ineffective, could that drug company get the denial overturned by going to the courts? >> it could have the effect of really undermining the fda and essentially saying that anybody who has an idealogical, you know, concern about a certain medication could try to go to court after the fda's experts have reviewed the evidence and determined that it's safe and effective enough to be approved. >> if the court were to uphold the lower court's restriction on mifepristone, it would affect all of the united states, including california, where abortion is legal. and thinking about politics, it would affect key states in the presidential election. new restrictions on abortion drove abortion rights supporters to the polls. most americans support access to abortion. a "washington post" poll shows two-thirds of americans support universal access to mifepristone. abortion through medication is

degrees, 65 in los gatos, and we're going to see some mid to upper 60s for much of the east bay, with concord a high of 68 there, 67 in martinez, and fremont 65 degrees. san mateo, you'll see a high temperature of around 61 today, and 60 in downtown san francisco. mill valley, 63, and clear lake, 65. it's going to be a mild day. the rain is still well off the coast. then we start to see it making its way closer to the bay area tomorrow, and into the late night hours between tomorrow night and thursday. so the timeline, it starts to make it into the north bay with light showers tomorrow morning, but then most of the rest of the bay area won't see it until the afternoon, with some spotty showers popping up, but then a round of some heavy rain developing late tomorrow night, and there may be some brief, heavy downpours. then we start to see it taper off on thursday morning. so that one round of rain coming in, once again, it may be heavy

i recognize that many of us are scared right now. so i want to be very clear about where everything stands. we are still investigating what happened but we are quickly gathering details. the preliminary investigation points to an accident. we haven't seen any credible evidence of a terrorist attack. our administration is working closely with leaders from all levels of government and society to respond to this crisis and not by just by addressing the immediate aftermath but also by building a state that is more resilient, and a state that is more safe. that is our pledge. and that is our commitment and we are going to keep that commitment. and, lastly, to the victims of this tragedy and their loved ones, all of our hearts are broken. we feel your loss. we are thinking of you.
