hi there. good morning. i'm frances rivera. the first weekend of spring brought high winds and heavy snow across much of the country. millions remain under winter alerts this morning as snow continues to fall across parts of the midwest. nbc's jesse kirsch starts us off. >> reporter: the first weekend of spring. in iowa blowing snow making for hazardous driving as parts of the plains brace for blizzard conditions, 2 inches of snow per hour, paired with powerful winds. in minnesota's twin cities could see half a foot of snow by tuesday. this doesn't make you flinch at all? >> absolutely not crazy at all. it feels good. my dog loves it. >> reporter: snow also a welcome sight at palisades tahoe, getting 27 fresh inches since friday. meanwhile, severe weather threatens the south through

tuesday, across multiple states, bringing the possibility of hail, tornadoes, and flash flooding. parts of the northeast digging out from over 2 feet of snow. >> i was hoping this was over for the season. >> reporter: as new york city braced for high wind saturday. this uprooted tree landed on a car. meanwhile, philadelphia was hit by more than 3 inches of rain on saturday alone. in nearby chester, pennsylvania, authorities say two young children playing near a swollen creek slipped on mud and fell into fast-moving water. one was saved but a 6-year-old girl went missing. >> at least let us have closure in finding her. >> reporter: officials say their desperate rescue attempt has become a recovery mission. >> regardless if it were an adult, a strong swimmer, a child, anyone would have had trouble once they fell into those waters. >> once you're in the moving water, it really is near impossible for you to get out. >> our thanks to jesse for that report. time is running out for donald trump to protect his

assets. the former president faces a deadline today to post a bond of nearly half a billion dollars as he tries to appeal on that massive judgment in new york city for financial fraud. brie jackson joins us from d.c. hi, brie. what happens if mr. trump doesn't come up with the morning today? >> good morning. some of mr. trump's most iconic properties could be seized. the new york attorney general's office has already started filing judgments, taking the first steps towards seizing a golf course and private estate north of manhattan. mr. trump posted oven social media that he actually does have nearly $500 million in cash, which is money he says he intended to use for his campaign. the former president has denied any wrongdoing, and is calling this case election interference. >> and we have a lot of cash. we have a great company, but they want the take it away, or at least take the cash element away. billions of dollars in value, billions of dollars in

properties. but they like to take the cash away so i can't use it on the campaign. this is just a corrupt group of people. it's election interference, and we'll see how the courts rule on it. >> earlier this month, lawyers for former president trump said trying to secure this bond was a practical impossibility, and that they've been turned down by about 30 different companies. the former president arrived in new york city overnight where he is expected back in court this morning, but for a different trial. there will be a hearing today over his alleged scheme to cover up hush money payments to adult film star stormy daniels. trump has pleaded not guilty to the charges. the judge is expected to set a trial start date during today's hearing. frances? >> okay, brie jackson for us. brie, thuank you. the white house wants to repeal part of the spending package just passed. it includes a provision that effectively bans pride flags from flying over u.s. embassies. the measure bans most flags

other than the american flag. the president finds this to be an inappropriate abuse to the process, and that the administration will work with members of congress to find a way to repeal it. in russia, four men have been charged over a mass shooting at a concert hall in moscow friday. in their court appearances, all four showed signs of ill-treatment, according to the associated press. one of them appeared to be barely conscious. two of the suspects admitted their guilt, according to the court itself. an isis branch has claimed responsibility for russia's worst terrorist atrocity in decades. our matt bradley has the story. >> reporter: moscow mourned. a rare silence over this city two days after russia endured its deadliest terror attack in 20 years. "that's why we're with the country. we're together," said this mourner. the death toll rose again today to 137, according to russia's government, including three children. as emergency workers continued searching for more dead under the rubble of this vast concert hall, investigators search for clues.

one survivor recounting the terrifying moments gunfire erupted, people trying to run for safety and then seeing bodies on the ground. "it was clear they had no signs of life. we realized then that there would be no hostage-taking," he said. "we had to do something, to run away, because it was somebody coming to kill." two of the suspects were seen in a video released by russian authorities as police transferred them to investigators but more than 80 people are still missing among them igor pogodaev's wife. "i ran among the ambulances, searched among the crews and asked questions, "he said," but i couldn't find anyone." islamic state quickly claimed responsibility for friday night's attack and claim american intelligence backed up. the group even released a video showing the gunmen filming themselves as they maraud through the crocus city hall, hunting victims and shooting them at point-blank range. but russian officials, including president vladimir putin have repeatedly implicated ukraine. america's government fears putin will exploit the attacks as a

pretext to rally support for his war in ukraine. matt bradley, nbc news. two emergencies on separate cruise ships in the bahamas over the weekend. the fire broke out on a carnival cruise ship saturday, possibly from lightning strikes. no one was injured in the incident, but it came just a day after two crew members on a holland america cruise were killed in a work accident. the cruise line says it happened after steam was accidentally released in an engineering space on board the ship nieuw amst amsterdam, seen here. the nationalities of the dead have not been released. a day for space exploration. in just a few hours three new astronauts will board the international space station. they're a few days late after russia launched an aborted one minutes before takeoff. the soyuz rocket is docking

behind this one. later today, nasa's crew 7 is set to speak after making their return to earth earlier this month. the crew spent nearly 200 days on the iss. well, the midwest and northeast still recovering after a powerful storm this weekend. nbc meteorologist michelle grossman is tracking what is still on the way, with some of us getting a lot of sun after that. others maybe not. michelle, good morning. >> perfect. the northeast clearing out lots of sunshine. temperatures around normal. it's the middle of the country where we're looking at a mess. it's a stormy monday. it's going to be stormy all day long. this is going to continue into tuesday. this is what the radar looks like right now. you can see the blue. the lighter blue,the white, that's where the heaviest snow is falling. you can see 1 to 2 inches per hour. then heavy rain, excessive rainfall in spots. we have widespread rain, and chance for severe storms. we could see some strong tornadoes as we go throughout the evening hours. that's something we're going to watch closely as we go throughout the day. even seeing a freezing mixture in between, the purple is where we're seeing that ice.

millions under alerts. we have 12 million under winter alerts. 67 under wind alert. it's a tough day. it's going to be tough travel for many of us. and we have an area of low pressure moving off to the east. it's bringing all this widespread snow, wind across the northern plains, the upper midwest. the rainfall throughout portions of the tennessee valley and the mississippi valley. the strongest chance for storms would be in the lower mississippi valley. as we go throughout tomorrow, we'll see the snow slowly tapering off in the midwest. that's good news. still strong storms in the ohio valley and east central. by wednesday, the east coast will see rainfall back into the forecast. severe threat as we go throughout the later part of today. nine million people at risk for a few strong tornadoes. winds gusting up to 60 miles per hour that could bring some power outages. and also a chance for some hail and even a chance for strong tornadoes. we're looking at that snowfall, the hiesgh warm as we head to t

princess of wales releasing an emotional announcement, a cancer diagnosis. her revelation all the more shocking because of her age, just 42 years old. the princess is part of a troubling rise in cancer rates in younger people. meagan fitzgerald has more. >> reporter: reality setting in after the world was shocked by the latest revelation from the british royal family. >> in january, i underwent major abdominal surgery in london, and at the time, it was thought that my condition was noncancerous. the surgery was successful. however, tests after the operation found cancer had been present. >> reporter: in an emotional video message, the 42-year-old princess of wales saying she's now undergoing preventative chemotherapy treatments. >> it has taken us time to explain everything to george, charlotte and louie. >> a devastating message that hits close to home for people like may keen, who is 26 years old when she was diagnosed with stage 4 gastric cancer.

what were your thoughts when you saw the princess of wales' video message? >> i immediately thought cancer does not discriminate, whether you're rich, poor, young, old. >> reporter: the princess of wales and may both part of a growing and disturbing trend that shows cancer on the rise for young people across the world. the term is called early onset cancer and defined as people diagnosed under 50. a 2023 bmj oncology analysis found that 29 different cancers had risen nearly 80% globally between 1990 and 2019. >> why are we seeing a rise in cancer in young people? . there are a number of factors. first and foremost is access to screening and treatments from environmental risk factors, and your own family history. >> reporter: as for may, she considers herself among the lucky ones. the cancer is gone for now, but she still has five more years of tests and scans ahead.
