king charles is dealing with his diagnosis. we have daisy with more on this story. now this news on friday. obviously, this is dominating the headlines. what is the reaction there? >> reporter: of course, the initial reaction was shock from the british public. dismay and huge outpouring of affection. it has put kate, who is the favorite public figure, in a different light. people have seen her as a perfect princess and the beloved daughter-in-law and future king's mom and future wife. she is dealing with the surgery and chemotherapy and cancer. a lot of sympathy and concern. >> daisy, this is such unprecedented and unchartered territory for the royal family with who prominent members, king charles, and now princess kate

speaking about their cancer. now is this impacting the family which has already been through so much? >> reporter: i think in many ways, the royal family is looked at as an institution to provide stability. a source of pride and a way we can sell ourselves abroad and really take a lot of pleasure from it. now, we are seeing this as a more ordinary family dealing with terrible medical situations both with the patriarch and princess kate. it has put huge pressure on camilla and william. dealing with the fact his father and wife are going through cancer treatment while having to hold up the royal family and continue taking on not only his public duties, but a lot of their's as well. one can imagine the pressure he is dealing with here. >> daisy, there is scrutiny of

kate's every move over the last couple of months. i wonder in your view with everything you have seen and whether this diagnosis actually has people stepping back and realizing the focus is on her health right now or whether now the public scrutiny increases over what she is facing. we don't know what type of cancer it is here. >> reporter: that's absolutely right. if i had a magic wand, that is what i would do. i would stop the conspiracy theorists and arm-chair detectives trying to pick at the scab and continuing to try on work out what is going on there. i suspect people have now decided that is what they want to do. they want to continue with those conspiracy theories. hopefully, they will cease. >> thank you, daisy. coming up in the next hour, we will talk to a cancer specialist about what kate may be going

through. >> a dramatic announcement. now to the horrific attack in moscow where 115 people have been killed when gunmen opened fire inside the crowded concert the hall. nearly a dozen people have been arrested there. matt bradley is in london with the latest. matt. >> reporter: good morning, peter. daylight has thrown into focus of the scale of the attacks in moscow. a warning, some of the images are disturbing. the death toll is at least 115 people with more than 100 injured according to russian figures. russian authorities said today they have arrested at least 18 people, four of whom, were directly involved in the attack. the fire that broke out during the attack and engulfed the concert venue which is called crocus city hall was put out this morning before dawn.

the isis is the responsibility party for the attack last night over their affiliated telegram account. according to the u.s. officials, this could have been preventible. the u.s. officials warned russians and telling americans to avoid concerts and large gatherings. >> this is the worst attack in moscow in two decades. what is president putin saying about it? >> reporter: it is a great question. at the time of the warning two weeks ago, officials, up to vladimir putin, dismissed the american warnings as blackmail saying it was anti-russian scare mongering and propaganda. we have not heard from president putin since the attacks last nights. one of the deadliest terror attacks in more than two deck

decades. peter. >> matt bradley with the latest. matt, thank you. back here at home, it is a super soaker for tens of millions in the northeast and there could be dangerous flash flooding. we will get the forecast from bill karins in a moment, but first we go to george solis outside. how is it looking out there, george? >> reporter: laura, the rain is picking up. dramatic downpours in neighborhoods like this one where it is prone to flooding. along the east coast, there are already flood advisories in effect. south florida is water logged. miami's music festival is temporarily shutdown because of the rain. and farther up the coast, preparations are under way. new york city with crews cleaning out drains and ditches or anything that would cause flooding on subways. this helps the roadways where the water pools.

snowfall has been significant across the great lakes. this is what it looked like in minnesota, iowa and wisconsin with a snow drought. on friday, parts of the midwest got 9 inches of snow. back here on the east coast, there is no appearance of the drought with the rainfall. many are fatigued by the 3 to 4 inches expected. no gene kelly singing or dancing in the rain. there are a lot of people hoping this rain passes and flooding recedes to get back to the spring-like temperatures we all have been missing. laura. >> something tells me you have skills, george. >> i guess his instagram account will be blowing up. meteorologist bill karins in for angie this morning. this is a lot of wet weather. >> on another saturday. every saturday.

>> every time. >> let's get into it. we have had a nuisance storm and then as the afternoon goes on, that is when he the flooding will happen and the power outages and heavy snow in northern new england. it is snowing hard. my son called and said it is 7.5 inches on the ground in vermont. our friends in south florida got drenched yesterday. miami under a flood watch today. from d.c. to boston, 53 million people under the flood watch. we are concerned with the small streams and rivers and those that respond to heavy rain. someone could get 3 to 4 inches out of this along the i-95 corridor. as far as the snow goes, it will stay heavy. the weight will add up on the branches and that's when we get the power outages in vermont, new hampshire and maine. the next storm is a huge problem

for the dakotas and minnesota on sunday and monday. we are talking about up to 2 feet. the end of winter and beginning of spring and this could be the biggest snowstorm of the season. we will have blizzard conditions and impossible travel sunday and monday for areas of minnesota which is mostly west and north of the minneapolis area toward fargo. winds gusting 50 to 60 miles an hour. on top of that, we have a chance of severe weather. we have it all. everything in the kitchen sink. >> bill, thank you. i appreciate it. now to the breaking news overnight. the senate working until the wee hours this morning eastern time 2:00 a.m. to pass a funding bill to avert a government shutdown. it was a late night for everyone, including capitol hill correspondent julie tsirkin. >> it is open after the 11th

hour vote. that $1.2 trillion bill will fund key agencies from the department of homeland and security and labor and education and provide more support at the border. legislation cleared the house early on friday, but not without drama. after republican marjorie taylor greene filed a motion to remove speaker mike johnson after just five months with the gavel. greene is not happy that he compromised with democrats on the deal. the same reason former speaker mccarthy was ousted. her motion now serves as a warning. johnson did not acknowledge it when we pressed him on friday. keeping the lights on is congress' most essential function. this year alone, partisan fights led to six near shutdowns. the next shutdown threat won't be until october. that is weeks before the election when the lawmakers must fund the government for next year. congress left town for two weeks for recess. now questions over foreign aid

and israel and ukraine are on hold. >> thank you, julie. major league baseball is investigating the gambling allegations with shohei ohtani after his lawyers announced he was victim of massive theft tied to sports gambling. the accusations were centered with wire transfers totaling $4.5 million from ohtani's account to a bookmaker. ippei mizuhara has told conflicting responses. and march madness is living up to its name after another series of big upsets in round one of the men's and women's. number 13 seed yale topped auburn. the s.e.c. team could not make a basket in the final seconds missing a free throw and two other shots that would have tied the game.

castle. prince william and princess kate live on the ground with their three children. her announcement making headlines around the globe. >> kate made the announcement on friday that her doctors discovered cancer after the surgery in january. we will have more on that in a few minutes. let's start with the headlines. beginning with a deadly school bus crash in texas on friday. one child and one adult were killed after the bus collided with a concrete truck near the town of westing ridge. several others are in critical condition. 44 preschool students and 11 adults from tom greene elementary school were returning from the field trip at the zoo. united airlines announced on friday that regulators are increasing oversite after the issues with the carrier.

disease that we can't see. the idea of preventative chemo is to get rid of that microscopic disease and reduce the risk of cancer recurring. >> fighting cancer is very tough physically no matter your age, no matter your health before the diagnosis. what could be the impacts or the side effects of this treatment? >> chemotherapy -- the side effects sometimes depend on the type of chemotherapy, but there are genocide effects for all chemotherapy drugs. hair loss is the one we commonly think of, fatigue, loss of appetite, lost of taste. gi side effects, nausea, vomiting, diarrhea, low blood counts which would make her immuno suppressed, as well as the mental health impacts. >> speaking of the mental health impacts, she's a mom to three young children. when you see patients in your practice over so many years, what do you tell them about how to talk to children about something this serious? >> that is one of the hardest parts. i find that mothers especially
