>> we're going to start with that shooting. tonight please are looking for men who shot two people in pleasant hill living one of them dead. it happened just before noon today. >> reporter: gunshots rang out in this pleasant hill apartment complex parking lot off twin bridge circle near jfk university. police say two men were shot multiple times. one of those men has died. the other is said to be seriously injured. >> what i can tell you is our detectors are actively working the case including canvassing the area for witnesses. >> reporter: police have not released any suspects or cart descriptions. we spoke with a woman who was walking nearby. >> i heard it but thought it was a car. when i come to find out that she has shot about three or four different shots. >> reporter: was she reached the scene, the older man was not moving and a younger man was badly hurt but talking to medics as they took him away. she says she saw a speeding car

with a loud muffler before and after hearing the shots. >> i see the guy coming in, i did see him leave and then as soon as i got here i got my dogs into the house and that i saw him laying on the ground. >> reporter: police declined to comment on her description but they will be checking surveillance cameras throughout the complex. in pleasant hill, ian cull, nbc bay area news. what started as a burglary ended with a deadly freeway crash this morning. it happened when a truck rented to a tobacco store this morning. the burglars made off with thousands of dollars in tobacco products. ultimately el cerrito police spotted the car triggering a trace on i 80 towards the pull plaza. police say the truck made a u- turn and started driving the wrong way on 580 slamming into two cars killing a driver. the tobacco stored owner says he is heartbreaking and angry.

>> it is doubly tragic, when i heard about that, it was heartbreaking, that is the last thing you want to hear it someone innocent, and innocent person getting hurt or losing their life because a couple of scumbags just thought they could get away with doing what they did. >> the suspect suffered serious injuries in the crash. the store owner says it is the sixth time his store has been hit since it opened 10 years ago. he estimates damages and losses at more than $50,000. on the on nbc bay area, family in oakland is calling out kaiser's healthcare system. the family believes their daughter's concerns and condition weren't taken seriously and blame kaiser or their daughter's death. here's nbc's lena jones. >> she was a caring, generous person and she loved to cook. she loved traveling, she loved

her son dearly. >> reporter: at just 26 years old, she was excited about her future. >> she had dreams, she was going after them. >> reporter: a daughter and mother of a young son was admitted to kaiser medical center for vomiting syndrome. >> it was severe nausea and vomiting and it was nonstop. >> reporter: is an illness she has lived with since ninth grade resulting in frequent hospital visits including being treated at least twice does days before she died. hours after she was admitted on november 5th, her parents got a call saying she was nonresponsive. something her father says does not make sense. >> if she was monitored, you guys would have known. she said you guys ignored my child because she comes in here all the time with the same

illness. >> reporter: the official cause of death was cardiac arrest. they believe dinner protocol required her to be placed on a heart monitor due to her condition. she said that never happened. >> i cannot believe it. they did not do that, i don't know why. i have no reason, i have no answer for you why they did not, because they normally do. >> reporter: for months, she tried to get medical records for the admission from kaiser and a meeting with her daughter's care team. she said kaiser only sent records for different days and surprisingly records for another patient. the nonprofit that helps families navigate the health system in cases of medical negligence. >> it makes you question what happened. is there reason for these records are not just based sent over the first time we called?

what are you hiding? what didn't happen that day that probably should've happened? >> reporter: the first time any time that kaiser contacted them about their death was after nbc bay area reach out to kaiser about the issue. they are still waiting for proper documents. in a statement kaiser says that patient privacy laws prevent them from detailing the case. they said, quote, we are fully committed to listening to patients and their families, answering questions or addressing concerns that may arise. we apologize if we fall short and remain committed to resolving concerns. the family has filed a state against the hospital and says they're contemplating legal actions including a civil rights complaint for discrimination. >> the goal is to make sure that any person that walks into medical center, especially one like me knows how to advocate for themselves. >> reporter: they want more adherence as to prevent other

families from similar heartbreak. >> my daughter deserved to live, she deserved fair, unbiased medical treatment. she did not deserve to be ignored. >> reporter: in oakland, nbc bay area news. from that we have new details about the family that was killed at a san francisco bus stop over the weekend. the medical id. in her has identified them as 40-year-old 51, his wife matilde moncada ramos pinto , and their 1-year-old son joaquin ramos pinto de oliveira. their other son, just three months old is still listed at a local hospital. the family lived in san francisco and was at a bus stop when a car plowed into them. the 78-year-old driver of the car, mary fong lau, is facing three counts of vehicular manslaughter. today the attorney for mary fong lau released a statement saying she is fully cooperating with this

investigating adding that she and her family joined the community in mourning the tragic loss of life that occurred in west portal. a house committee is now asking uc berkeley for a wide range of documents they claim of anti-semitism on college campuses. the house education committee cites a list of incidents on campus. it is great concerns about the inadequacy of the school's response to anti- semitism. when asked about the letter, berkley released a statement the reason park, uc berkeley has long been committed to confronting anti-semitism and to supporting the needs and interests of its jewish students, faculty and staff. one of the newest additions to the san francisco waterfront could be getting a longer lease on life. the mayor is asking the board of supervisors to extend the lease for the sky star ball at fisherman's wharf. many think it could help bring business back to san francisco.

here is an issue a lot of schools are dealing with, here is a lesson in letting go. teachers in san jose are hoping to get students to stay off their phones during class time.

they've added what they are calling storage bins in their classrooms where students can just stow their devices during class time, just drop it off there as an alternative. they can also put their phones in their backpacks. they would be able to use devices during classes and during lunch. the pilot program is just rolling out and students can go over there expectations next week. >> this is in no way a ban, it is in no way trying to take student phones, it is just trying to set an expectation across all six periods of a students day that when they step into a classroom they are there to learn. >> the goal is to spend the next few months working out the issues if there are any with this new cell phone policy and the role out the program to the entire school next fall or this

coming fall we should say. not everyone though as you can imagine is on board. one student already has started a petition against the changes. here is a question for you, how satisfied are you with your pg&e service correct according to a nationwide survey, chances are you are not. oakland-based utility company right in the bottom third of the biggest utilities. 27 companies relisted and pg&e ranked number 20. that actually is an improvement from last year when they ranked last. results are part of the latest study by the american consumer satisfaction index. pg&e has drawn fire from a lot of customers of its repeated rate hikes. they have already up approved to hikes this year alone and there's another one in the works. less like a washington dc capitol hill right there. the bill first passed in 2006 and led to groundbreaking research on autism.

it has been reauthorized twice, but it is set to expire this year. according to the cdc, it comes at a time when autism rates have jumped about 300% since the bill was first assigned. an advocate from the east bay was part of this group who spoke today. she says it is not only about children. >> can we get more research funding to early intervention, also care for afterwords? there is also a population for adulthood. >> renewing the bill this year would lead to more than $2 billion of additional funding. advocates say the money would advance autism research, services and training for healthcare professionals. women front and center, san francisco's mayor personally thanking and honoring five women at a special ceremony. it was put on by the department of women to celebrate women's history month by celebrating local ladies for the contributions to the city.
