strip in half moon bay, you can see people have left flowers and candles. this is in memory of the five men and the two women who were killed during monday's mass shooting. and this morning, carter palmer, a young boy from half moon bay, he left a stuffed bear with a heart that he had picked out from his bedroom this morning. according to his dad, he felt really bad about what happened to these people. >> we're all reeling from this. i have a staff member who works at my restaurant and he also works at the mushroom farm. and he was just so visibly upset yesterday when he came into work. it was just really sad. i just gave him a big hug. >> was he there when it happened? >> yeah, he witnessed it, he saw it. he's probably going to need some counseling. he just didn't look well. >> reporter: the san mateo county sheriff's office says zhao, who is 66 years old, knew the people he allegedly shot and they believe this was an
11:03 am
instance of workplace violence. the suspect worked at both farms targeted in the shooting. sources tell us zhao accused the victims of picking on him for years. sources laid out the sequence of the attack. zhao allegedly gunned down two coworkers off highway 92 and then went to the trailers where he killed a co-workers's life and shot two more co-workers. investigators say zhao then drove to the nearby mushroom farm on cabrillo highway, killed a married couple he had worked with, along with another former co-worker. after that, he drove to the sheriffs substation where he was arrested. he's scheduled to be arraigned at 1:30 this afternoon at the main complex in redwood city. reporting live in half moon bay, bob redell, nbc bay area news. >> thank you very much. we want to remind you the farmworker caravan is holding an emergency supply drive for those affected. the number one request right now is food. they're at the san jose women's
11:04 am
club and will be there until 2:00 this afternoon. they're also looking for volunteers and have set up a gofundme for victims. also, we have a special page set up on our website if you would like to help. head to nbcbayarea.com/supporthmb for more. vice president kamala harris will visit monterey park today to honor the victims of the mass shooting. harris will lay a wreath at the memorial and meet with the victims' families and the man who disarmed the gunman. >> the shooting has many people looking into gun control laws here in california. nbc bay area's kris sanchez spoke with the state's lieutenant governor and breaks down what laws are on the books to stop mass shootings and why it did not apply in this case. california does have pretty strict gun laws that include a ban on assault weapons, a minimum age of 21 for gun sales or transfers, background checks for the purchase of firearms and
11:05 am
am anything, and red flag laws that allow law enforcement to take guns from people at risk for violence. california lieutenant governor kounalakis told me now it's time for the fed to do their part. >> all of these together are sensible gun laws and what we're calling on is for congress and the rest of the country and the federal government to act to put into place the same kinds of sensible gun laws that we have done in the legislature here in california. >> san mateo county sheriff, christina corpus detailed that the suspect did go through the legal process to buy his firearm. if he had shown violent behavior in the past, he might have been subject to red flag laws. leaders have approved measures meant to prevent gun violence. council members approved a new outreach plan to make gun violence restraining orders more
11:06 am
accessible. the city auditor issued a series of recommendations that are already in the process of being implemented. that includes making public safety information available in multiple languages and developing new protocols to document inspections that may include gun stores. also this week, san jose police rolled out a new gunshot detection system. investigators believe the half moon bay shooting is the latest instance of workplace violence. the u.s. secretary service threat assessment center just released a multi-layered report about mass attacks between 2016 and 2020. in it, the agency finds there have been 173 incidents during that time, in total 513 people were killed and more than 1,200 people injured. in half of those instances, the agency says the attacker was retaliating for perceived wrongs related to personal, domestic or workplace issues. most of the attackers used guns and many of them were possessed
11:07 am
illegally at the time of the incident. the center says there are lessons to be learned. >> the really biggest takeaway that i want the communities to understand is that these tragedies can be preventable if the communities are equipped with identifying the warning signs, encouraging bystander reporting, knowing how to act on that information when it is reported and putting the appropriate interventions in place. they need the tools and they need the resources. >> one of the warning signs the center says to look out for is individuals displaying an unusual interest in violent topics, including past mass attackers. the report says that businesses should consider establishing a workplace violence prevention plan. you can read the entire story on nbcbayarea.com. turning to world politics, president biden announced this morning the u.s. is going to send american tanks to the war in ukraine. scott mcgrew is joining me. the tanks will be crewed by ukrainian forces. >> that's an important
11:08 am
distinction. 31 of our advanced main battle tanks m1 abrams, feared around the world, decimated irracky forces in two wars, they'll be maintained and operated by ukrainians, not americans. the pentagon says it could take upwards of a year to teach ukrainians how to arm, operate and fix these tanks. president biden says the tanks are part of a unified effort by the west. >> poland is sending armored vehicles, sweden is donating infantry fighting vehicles. italy is giving artillery. denmark and estonia are sending howitzers. lithuania is providing anti-aircraft guns and finland recently announced its largest package of security assistance to date. >> on the list is germany, which has agreed to send two battalions of its leopard 2 tanks. military experts think those could be put into operation almost immediately. germany for a variety of political and, let's face it, historical reasons, was uneasy
11:09 am
about allowing its tanks to be used in ukraine. there are those who suspect that germany was not willing to join in with these tanks unless america sent its own tanks. that has happened and germany is onboard. let's hope the addition of the armor will help the ukrainians become more aggressive, turn some of these battles that have been stalemates into something more aggressive. >> we're starting to hear the russians' opinion on this. >> they gave the opinion ahead of time it would be an escalation. president biden was careful to say these are not offensive, they won't be used against russian territory. and i'm paraphrasing the president, but he basically said if you don't want to face an m1 abrams tank, get out of ukraine. >> don't get in front of it. thank you very much. democratic congressman eric swalwell is speaking out following republican house speaker kevin mccarthy's decision to remove him from the
11:10 am
house intelligence committee. the speaker claims swalwell is a security risk. several years ago the fbi warned swalwell's office that a woman volunteering on his campaign might be a chinese spy. the congressman then cut off all contact with her. earlier this morning, swalwell said this is all about politics. >> the fbi said three times, all i did was two things, i helped them over and over, and i was never suspected of wrongdoing. the "washington post" in response to mr. mccarthy's claims gave him four pinocchios. this is purely about political vengeance. >> the speaker is also intending to remove california congressman adam schiff on that committee. both swalwell and schiff worked on the impeachment of president donald trump. mccarthy intends to remove congresswoman omar from the
11:11 am
foreign affairs committee. let's get a breath of fresh air with a live look outside overlooking the bay bridge. kari has a look at our forecast. nice start to our day, but cold. >> it is cold and we've seen some temperatures across the bay area warming up a little bit faster than others, if you're getting ready to head out for lunch, especially in the north bay. take a look at our live view in san jose, looking a little hazy but it does start to feel a little better compared to this morning. and a live look in san rafael with a clear sky and not a lot of people out right now on that stretch of 101. we'll take a look at our temperatures. we're at 62 in napa and it's 56 in oakland. compare that to the 56 in san jose and the 52 in morgan hill. we are seeing mostly upper 50s, but a little bit of some warmer temperatures in parts of the north bay. santa rosa is headed for 68 degrees and san francisco a high of 63 is expected today, and 65 in san jose. actually, today is the warmest
11:12 am
day of the week. we're getting ready to cool off and we'll talk about what brings about all of those changes in the forecast coming up in a few minutes. >> all right. sounds good. we'll check back with you. understanding the current housing market. still ahead on nbc bay area, the reason you may be sitting in the driver's seat if you're looking to buy your first home. >> plus, high prices at the checkout stand have some people taking extreme measures to get breakfast on the table. but is the bird flu the only reason for the price hike in eggs? the new questions being raised about a top egg producer and the company's response. >> and the country's best figure skaters are in town. raj mathai sits down with them for an exclusive interview coming up on our

santa clara county is continuing it's 2023 unhoused
11:15 am
count. we have video where surveyors gathered at 4:30 this morning. last year teens counted about 10,000 unhoused people county-wide with more than half in san jose. organizers say many volunteers during this year's count are homeless themselves. >> a lot of the people who are going to be out here driving with us today are themselves homeless. they will understand through lived experience where we might be able to see signs that people are living in their cars, in the park, in parking lots, in tents, and this is an amazing way of bringing together and empowering people who themselves know what it's like to be homeless. >> contra costa county started its count this morning but not all counties are doing a point in time count this year with federal rules requiring it only once every two years. here on the opposite end of the spectrum, some positive new trends for first-time home buyers trying to make it in the bay.
11:16 am
redfin says san francisco prices are down 10% from a year ago. in san jose it's 7% lower. we spoke with one leading economist with some advice for anyone now looking to buy. >> if you are buying right now you are pretty much in the driver's seat. you can take your time when it comes to touring homes, submit an offer that's a bit aggressive, under the asking price and ask for what you want because now is the time to strike if you have the means to do so. >> there are still some drawbacks in the current climate. mortgage rates rising and long-term monthly payments will likely be comparatively high. skyrocketing egg prices have grocery shoppers weighing extreme measures to keep their fridges stock. the bird flu has been mostly blamed for the egg crisis, but now there are questions if the egg producers have a hand in keeping costs high. nbc news brian cheung shows us
11:17 am
the new questions being raised. >> reporter: high egg prices and demand have users on social media cracking jokes. but it's the nation's largest egg producers now facing the spotlight amid allegations of foul play. advocacy group farm action has accused giants of working together in a scheme to increase prices all to juice profits. cal-maine is the top producer of eggs in the u.s. controlling about 20% of the market. their quarterly profit were more than seven times larger than the year prior. during that time, the price of eggs more than doubled. in response to the allegations, cal-maine says many factors, including the bird flu and increasing production costs, have contributed to higher prices. experts point out that egg farms are not the ultimate price center. >> we have to keep in mind there are also other players in the supply chain such as retailers
11:18 am
whose margins have to be factored into the final price we pay at the grocery store. >> reporter: smaller farms like this one in washington have been able to avoid huge price hikes because they've also been able to avoid the flu. cage-free eggs were actually about 40 cents cheaper than conventional eggs in the first half of january. >> it's delivery day today. >> we don't want to price ourself out of the market and we would just like to be a good, wholesome supplier for our local community. >> reporter: whether the blame goes to bird flu or price gouging, shoppers are taking desperate measures to find cheaper eggs, from raising their own chickens to smuggling across the border, prompting the government to issue a warning of hefty fines up to $10,000. but some positive news, the usda says prices are starting to come down, as the holiday bump in demand fades. signs of improvement after an extraordinary year for egg prices. >> brian cheung reporting there. now to a follow-up.
11:19 am
a bay area assembly member is pushing to make the lunar new year a state holiday. the bill would start with allowing california community colleges the chance to observe lunar new year as a holiday. it would also provide them the flexibility to alter other holidays so they won't have to add any more full-day closures. supporters believe it would help promote cultural understanding. the assembly member says it will help the community move forward. >> this allows community colleges to do this. lunar new year is a holiday for us where we're not supposed to be in school, we're not supposed to be really doing anything. we're supposed to be with our families and ushering in the new year. >> the bill is now waiting to be referred to state assembly committees. kari is following the forecast for us today. a cold start to the morning, although we're expecting it to warm up with the sun. >> it's looking pretty nice. if you're going to be heading out soon, as we will in a little
11:20 am
while, we're going to have some nice, mild weather for the afternoon. i'm not saying quite yet warm, because it is a little cool for this time of year, even now. and as we take a live look outside, you can see the waves from our sutro tower camera as we look at the beach. it's going to be probably the warmest day of the week. as we take a live look outside in fremont, you can see the flags waving. we've had gusty winds at times. as of now, the wind is only 5 miles per hour there. temperatures in the upper 50s, headed for the low 60s for the next couple of hours, and then back down fairly quickly. if you'll be out around sunset, it's going to feel a little chilly out there. that's after hitting 64 degrees in morgan hill and 63 degrees in cupertino. east san jose reaching 66 degrees and low to mid-60s for the east bay with antioch reaching 62. look for a high of about 63 in
11:21 am
san mateo. in the north bay we have slightly warmer temperatures in comparison, so sonoma reached 66 degrees, while ukiah is headed for 68 degrees. tonight, big dip in temperatures once again. we started out this morning cold and in some spots frosty. expect it to be the same tomorrow. 39 degrees in livermore and dublin and 41 in parts of the east bay. now, it's all clear, we've enjoyed sunshine, the dry weather continues for now. but then as we look down the line, there's a storm system developing and it's going to start to make its way a little closer to the bay area as high pressure moves away. that's going to make room for lows to bring in some colder temperatures and it looks like as of now the model is keeping a lot of that rain off the coast and also over toward the sierra. so the bay area may only see light amounts of scattered showers between late sunday into
11:22 am
monday. and then a couple of days, the dry-out once again, but it will be chilly and there may be another system behind that that could move in for next weekend. the next ten days our rainfall totals may reach in some spots up to about a trace to probably a quarter of an inch of rain, maybe a little bit heavier in a few spots. but once again, it doesn't look like a big rainmaker for us. but it will be very cold. palo alto will see temperatures going mid-60s to only upper 40s for the start of next week and then gradually getting milder beyond that point. we are going to see that quick-moving system passing by and we'll have a snap of much colder temperatures and we could begin near freezing for the mornings next week. so get ready for more cold weather. it does extend at least into the next several days. so big changes ahead and it's also the warmest day in the forecast. >> we'll enjoy what we have while we have it. thank you.
11:23 am
