right now at 4:30, another microclimate weather alert as a steady dose of rain pounds the bay area. meteorologist kari hall is timing out when the latest round of wet weather moves out of here, and we'll finally get a chance to dry out. drivers will have to be extra cautious this morning. our mike inouye is keeping an eye on new issues developing on the roads while were you sleeping this is "today in the bay" streaming live on roku, amazon fire tv, apple tv and online. good morning to you on this monday. a wet morning to start out our workweek. i'm marcus washington. >> and i'm laura garcia. martin luther king jr. day as

well. a holiday for a lot of folks which maybe will keep them off the roads. >> we have a lot of people doing service on the roads. >> a day of service. we were all talking about how rough the drive was for us coming in this morning, and that rain has been pouring and keeping a lot of standing water on the roadways. as we get a look at radar now starting to let up for parts of the north bay, still quite a bit of rain out there as we zoom in we'll see the scattered showers continue for napa, over to solano, vallejo, seeing heavier rain and it's shifting over toward discovery bay and antioch right now and then a little bit of snow on mount diablo. as we move over to the peninsula, lighter showers starting to pick up near the immediate coastline but still a steady rain and it's been pouring for hours here as we got this last batch of the widespread heavy rain. then as we look at what's going on, still a lot of energy off

the coast that will be coming in today and giving us the potential of some thunderstorms in the next few hours. we can see the atmospheric river, that long stretch of the clouds extending out into the pacific over towards hawaii is now targeting southern california, so we are done with that. but as we go into today, we are once again going to see some breaks but still that chance we could see spotty showers and thunderstorms especially for parts of the south bay as well as the east bay. that's where we'll be mainly focused for some lingering activity into the afternoon as well as the evening. now we are going to see some drier weather ahead, so we'll talk more about that and also look at all those water levels as well as what to expect the rest of the week coming up in a few minutes. mike, you've been tracking a lot of issues. dry weather ahead. the road in front of you is wet. you can barely see it at times, the san mateo bridge, clearer the last few. flashing lights where the high rise and flat section meets.

reports of perhaps a spinout on one direction and westbound we're not sure. the eastbound direction is where i think the flashing lights are now. that's on 92 over the water. still flowing traffic but watch for activity there. 92 has more activity as it reopened for one-way traffic control over the weekend. we do have that in place now. you can connect between 280 and highway 1. however, you will have a long wait. you see that between highway 35 because that big sinkhole is still there in the westbound lanes. we also have road control for highway 1 south of half moon bay, more flooding developing there. 84 and niles reclosed after it reopened last week, again, more rain. all this blue flooding, puddling and ponding in san jose. our station is not far from the san jose airport. that's what we call standing water. big puddles around the bay.

on the freeway, i slowed down quite a bit this morning, more than last week. a lot of puddling in the middle lanes. it's less likely to have that flooding. do watch the roadways at highway speed, for example, and hit a larger puddle that will pull your car to one side or the other. use extra caution because less rain, some folks might be driving more quickly. back over to you. it will no doubt be another nervous morning in santa cruz county with the san lorenzo river set to surge past flood stage at around 7:00 this morning. check out this video from yesterday. you can see right there the floodwaters carrying that massive tree down the river. fortunately it never got stuck, but some areas including parts of felton are dealing with a lot of cleanup from the flooding last week. >> and it's not just creeks and rivers. lexington reservoir near los gatos, valley water is releasing walter to avoid any flooding but this is the fullest in years. some people who live nearby are stopping in to see it.

>> it's good to see that we're making a dent in the drought but we still need to be cautious how we utilize resources. the near relentless rain is also causing a sinkhole to widen on the ground of an east bay church. this is near the church of the good shepard in pittsburg. a storm drain failed sending the water through church property. maintenance worker says it already causes issues with tree branches and even a 15-foot light pole. >> this sinkhole is about 23 feet deep and, i don't know, 30 feet across. >> thankfully the church building sits on higher ground and is not impacted. nearby flooding has closed nearby harbor street which should remain closed at least through tomorrow.

and don't forget our free nbc bay area app gives you access to our exclusive doppler radar allowing you to track the path of any of those storms plus we'll send you the latest storm alerts. happening now america honors the reverend dr. martin luther king jr. and some bay area events are resuming for the first time in three years. hopefully most of this morning's storms clears out by the time the march in san francisco starts. this, in fact, is video of the march when it took place back in 2020, two years of pandemic, of course, followed. today's march starts at san francisco's caltrain depot at 11:00 a.m. there will be a celebration including speeches from local religious leaders. and check out san francisco's grace cathedral church lit up to commemorate dr. king. he spoke back there in 1965 and the sermon he delivered that day will be playing all day in the cathedral. church leaders will help lead today's march south of market street. here are other bay area events honoring dr. martin

right now at 4:39 on this monday morning, we are under a microclimate weather alert as we continue to track waves of heavy rain coming in, and now we're even seeing some snow on some of our bay area mountains and some of our hills. we'll continue to monitor the rain as it tapers off. more ahead in the forecast. coming off the high rise toward us eastbound 92. the flashing lights you can kind of make them out there. one lane blocked by a car facing the wrong direction, perhaps a spinout. conditions are likely through the area. look at the water kicking up behind this truck. in fremont the water is sitting on the lens, flags blowing. you can make that on the left side. conditions are tough even though traffic flow is light on this holiday monday for many. use caution. so many reports, it's hard to

keep track. i'll do my best. back to you. it's 4:40 right now. in the past two years the bay area real estate market has seen a lot of wallet whiplash. now signs high rent prices may be starting to ease. >> rents are dropping and others you may be able to negotiate a better deal. >> reporter: when kelsea decided to move there was a shift that could benefit her. >> brokers were hounding me for different apartments, the texts i was getting, they really wanted to fill those spots. >> reporter: rents nationwide skyrocketed over the last year but now signs that prospective rent remembers gaining the upper hand. >> i think there are nicer buildings that can give me more for my money. >> reporter: in manhattan prices remain substantially higher than a year ago but signs of relief as rents saw the largest monthly drop since the pandemic started. and in other corners of the

country rental rates are not just slowing, they're falling. sharp declines including minneapolis, oklahoma city, phoenix and houston. in texas adrian wells upgraded from a two-bedroom apartment to a four-bedroom house for just a little extra. >> we're seeing across the whole city of san antonio going down or they're staying at a certain level but they're not going up. >> reporter: government data shows the nationwide cost of rent rising 8.3% over the course of 2022. experts believe that pace will slow and renters should take advantage. >> it's a good idea to ask for either a lower rent or some kind of concession. >> reporter: housing expert darryl fairweather says renters should try to negotiate breaks like a frmont or two. when looking at rental documents, ask about future rent increases see if the lease is longer than one year will come with favorable rates. this woman has signed a new lease elsewhere in her

turning back to our microclimate weather alert, here is a live look at the truckee bypass on highway 267 south of interstate 80. another morning with lots of snow. it doesn't look like anybody is up right now. chains are still required on 80 between truckee and the state line. chp posting images of a big rig that ran off interstate 80 near the state line. luckily the driver is okay. >> i know you've been monitoring that. the conditions there are still difficult for a lot of people. it's still rough not only for the sierra but locally. i wanted to show you a look at the view of the radar and what we're seeing with the heavy snow still dumping down in the sierra and really heavy rain extending across parts of the sacramento valley into the bay area as we

are still seeing some moderate rain and there's going to be more snow there. we're still looking at another foot or two feet of snow the next two days. i think most of that will be coming this morning into the afternoon. so really tough travel. but then as we take a look at our sierra snowpack, i mean, it is unbelievable. right now 245% of its normal amount for this date and still over what it would be for april 1st, so if we got no more snow, we would go into april with about normal snowfall. and then as we keep an eye on some of our creeks and rivers here locally, the san lorenzo river is expected to go up to flood stage today to minor flooding expected over the next couple of hours. so be really careful in those areas and avoid being near the river. and for alameda creek near niles canyon we are expecting it to continue to flood today. it's going to reach its peak at about 7:00 as well so the water

level is still going up, but then as we take a look at our reservoirs, they had a huge boost, and now we're seeing many of them over capacity for today as the additional rainfall continues to flow down into those reservoirs. we do expect them to go up a little bit more. when we look at the lexington reservoir a 66.7% rise in the last 45 days. it's less than a foot from spillover. we will be closely watching that thinking back to about december 1st only at 33% of capacity, so a big boost there as we've gotten all of these storms, this one marks the 11th storm in that series and hopefully will be the last before we get a chance to dry out. as we get a look at storm ranger right now even picking up on some scattered showers for parts of the north bay, there it's starting to lighten up a little bit moving over to the east bay, some snow on mount diablo but

elsewhere a steady downpour and snow on mount hamilton, also the santa cruz summit getting light snow right now or at least a wintry mix. and then as we look at the steady rain that's elsewhere, it is starting to move out with at least more widespread heavy rain. there's still a lot more energy that's going to be coming in, but the atmospheric river has now shifted to the south, and that's targeting the l.a. area as well as san diego. for us, we'll gradually start to see the activity breaking up, becoming more scattered. looks like we could even see a little bit of sunshine by late morning that will be good. we could also see a couple of thunderstorms popping later for today especially for the peninsula, the south bay and over to the east bay it looks like the north bay gets a break from that and then our additional rainfall will be about a tenth of an inch of rain, we'll be watching out for that today. and then going ahead, the next storm that will be coming in is on wednesday. it moves through so quickly it brings us about a tenth of an

inch of rain and then we dry out from there, so we only have that one additional chance of rain in the forecast and then look at that, those little orange balls on there. that's the sunshine. we're going to see that for much of the week and it will be definitely a welcome sight. mike, you have some tough driving heading around the bay bridge. i do but you show the glowing sun ahead of us. here is what's ahead at the bay bridge toll plaza. a holiday for many businesses and schools. look at all the standing water kicking up behind the cars. tougher conditions around the bay, slick conditions. we were noting as we drove into the station we had to drive slower than we would even in rainy conditions. we've done it, you should as well. we have a lot of crashes, spinouts scattered throughout the bay area. we have closures, more than last week. highway 37 has been closed yesterday because of all the flooding between atherton and 101. it is your cutover between 37 and 101 to get past the closure

and folks are familiar with that but we haven't had it for a while. we did have this last week and then it cleared, niles cappion. kari talked about the creek in the area coming up to flooding stage and because of the rain through the area, the rain soaked soil, this happened over the weekend after it opened for a couple of days. that's going on for 84. to the dublin interchange. a number of spinouts and some conditions that are really tough. west 580 is slowing. lighter volume of traffic but the conditions, may be scattered spinouts on the shoulder. just use caution through the area. remember today is a holiday. we have an alternate schedule. routes 30 and 35 will be altered because of the parade route between 10:00 and 11:30 this morning. keep that in mind. back to you. >> thanks, mike. well now to a live look at the white house. president biden returns to washington today to commemorate

martin luther king day. >> that event will take place as the white house is facing growing criticism after revealed a third batch of classified documents was found at the president's delaware home over the week. "today in the bay's" chris pollone has the latest from washington. >> reporter: sources say president biden views it has probable sloppiness by aides as they packed up his office. he hasn't answered questions about the matter since thursday avoiding reporters' questions several times sunday to mark reverend martin luther king jr. >> his mission was spiritual, it was moral. >> reporter: democrats are trying to draw distinctions between the biden's handling of classified documents and that of president trump who has insisted he declassified items found during an fbi search at his florida home. >> the moment they found out

about the documents that day turned them over to the national archives and ultimately to the department of justice. >> reporter: but with special counsels now investigating both presidents' handling of classified material, house republicans are eager to put the biden white house under the microscope. >> the hypocrisy here is great. we're very concerned about a lack of transparency. we're very concerned, as i've said about a two-tier system of justice in america, and we want equal treatment and hopefully we'll get some answers very soon. >> reporter: but questions remain. >> was he aware they had been moved? did he in any case of the past five years handle the documents? was he aware of them? >> reporter: the white house promised to cooperate with the investigation. chris pollone, nbc news, washington. it is 4:53, celebrating the year of the rabbit, rain or shine. ahead on "today in the bay," the lunar new year festivities taking place in chinatown. happening now sonoma county

day two of the flower market in san francisco's chinatown has now wrapped up. so despite the downpours they had, thousands of people came out to enjoy the outdoor market. it was packed with flower vendors, food and other goods. this was on grant avenue between clay and broadway. the market is one of chinatown's big events leading up to the

lunar new year that is next sunday. the parade is set for february 4th. an ounce of prevention now providing a critical neighborhood life line. >> it all started when the creek spilled its banks. a zip line was set up and residents first grew concerned about the tiny neighborhood bridge washing away, last week their worst fears came to fruition. seven homes are cut off. he's been ferrying supplies to people back and forth. >> the propane companies came up and dropped them off before it all happened. hoping to get a bridge before we run out of that.
